500 protests, hundreds injured in Kashmir lockdown: Govt

0

SRINAGAR : At least 500 incidents of protest have broken out in Kashmir since the aborgation of Article 370 more than three weeks ago, a senior government source said on Wednesday, as authorities promised to create 50,000 jobs in the region international news agency AFP reported.

The Kashmir valley is under a strict lockdown, imposed hours before the removig of Article 370. Movement is restricted and phone and internet services have been cut.

Post aborgation of Article 370 in Kashmir valley protests have broken out, including in the main city of Srinagar, with police using pellet guns and tear gas to disperse the protesting people.

International news agency AFP while quoting a senior government source as saying that at least 500 protests and incidents of stone pelting have reported since Aug. 5, with more than half taking place in Srinagar.

Nearly 100 civilians have been injured so far, with a further 300 police and more than 100 paramilitary troopers hurt, the official added.

“The number of protests could be much higher and bigger without the blockade in force,” the official said, adding that “anger and public defiance is constantly rising”.

“Efforts for easing the conditions are made all the time but nothing seems to be working for now. There is nervousness spreading in the security establishment.”

Jammu and Kashmir governor Satya Pal Malik said on Wednesday said the lockdown was necessary because “every Kashmiri life is valuable to us”.

“There has been no civilian casualty, only the few who got violent were injured, these also have below the waist (non-fatal) injuries.”

AFP has spoken to relatives of three people they alleged died due to violence from the security forces, including a man and woman who died in separate incidents after tear gas was released near them, and a teenager who drowned while being chased by police.

Malik added that the decision to revoke Article 370 which will allow non-residents to buy land and apply for government jobs in the region — would “change the face of Kashmir in six months”.

He vowed to preserve the “identity, language, culture and heritage of Kashmir”, which locals fear will be diluted if there is an influx of migrants from other parts of India, and create 50,000 jobs in the next few months.

The lockdown would be eased gradually, although internet services will continue to be suspended for some time, he said, stressing that the web was being used by agitators.

The Supreme Court on Wednesday gave the government one week to respond to a legal challenge calling for an end to the communications blackout to allow for media reporting.

The court also said several petitions challenging the removal of the constitutional clause on Kashmir’s autonomy would be heard in October.

In Srinagar, residents are refusing to resume their normal lives in an act of defiance, an AFP reporter said.

While authorities have reopened schools, students have stayed away. Told to keep open all day or “don’t open at all”, some shops have remained shut.

At least 4,000 people have been detained across the valley, security and government sources said last week, with a few released since then.

Another senior government official said on Wednesday that at least 1,350 protesters — described by police as “stone-pelters” — have been arrested since Aug. 5.

Meanwhile in Muslim-majority Kargil, activists said the town was observing a “complete shutdown” on Wednesday and Thursday to protest against its separation from Kashmir.

New Delhi’s move will split the state into two territories, with Kargil becoming part of the Ladakh region and Jammu and Kashmir forming the second territory.

“The authorities promised to negotiate with us since the majority of the people in Kargil want to stay with Jammu and Kashmir,” Sajjad Hussain Kargili said.

But no officials had met with local leaders so far, he said. — AFP

Rahul Gandhi is liked by Pakistan, cares little for tricolour: Smriti Irani

0

AMETHI: Union minister Smriti Irani on Wednesday slammed Congress leader Rahul Gandhi over his remarks on Jammu and Kashmir, claiming he cared little for the tricolour and is liked by Pakistan.

Irani’s criticism came hours after the Congress leader hit out at Islamabad for instigating violence in Jammu and Kashmir, his remarks being seen by the Opposition as a damage control exercise following reports that Pakistan had cited him in a petition to the United Nations.

“It is not for the first time that Pakistan is finding support from Rahul Gandhi,” the women and child development minister said during a visit to the constituency she wrested from the Congress leader in the recent Lok Sabha elections.

“It is a misfortune of the country that there is a leader in India who thinks less of the tricolour and values it little, and is liked more by the enemy country,” she said. Uttar Pradesh minister Keshav Prasad Maurya also criticised the former Congress president over his earlier remarks, and said his own state alone was enough to take on Pakistan.

Referring to the debate in Parliament when the government decided to abrogate the special status for Jammu and Kashmir, Irani said the people were “stunned” by the remarks by some Congress members when Home Minister Amit Shah spoke about one tricolour and one Constitution for the entire country.

She claimed that these voices, which followed “hints and directions” from Gandhi, reflected the Congress “mentality of dividing India”. Reminded about the most recent remarks by Gandhi over Pakistan’s role in violence in Kashmir, she said, “When you speak in Parliament, it has its own constitutional dignity.” Irani said she wanted the Congress to realise that Jammu and Kashmir and Ladakh are an integral part of India and the citizens there wanted development to reach every household “under the leadership of Prime Minister Narendra Modi”.

“It would be better for the country if Rahul Gandhi does not ignite the fire of separatism,” she said. Irani was in Amethi on a one-day visit, during which 72 health centres were dedicated to the people. She said something like this had never happened before in the constituency, once considered a Gandhi bastion.

She added that road projects worth Rs 90 crore were also announced on Wednesday and claimed that the pace of development in Amethi has picked up in the three months since the elections. Uttar Pradesh PWD Minister Keshav Prasad Maurya alleged that Gandhi has been speaking like Pakistan prime minister Imran Khan since the revocation of J&K’s special status under Article 370. “We condemn Rahul Gandhi for the language that he is using,” he said. “It might be an exaggeration on my part to say this but UP alone is enough to take on Pakistan,” Maurya said.

No communication biggest punishment for people, says Javadekar as J&K lockdown continues

0

New Delhi: Emphasising the importance of communication tools, Union Minister Prakash Javadekar on Thursday said the “biggest punishment” for people is when they have no means of communication.

The Information and Broadcasting Minister, speaking at the National Awards for community radio event here, also hailed the abrogation of Article 370 from Jammu and Kashmir as “historic decision.”

“We did a lot of work. In Kashmir, people did not get the right of development like the rest of the country. So that they get this right of development, Article 370 happened. It is a historic decision. The development that Jammu and Kashmir did not have, it will get it now.”

He also said, “the people didn’t get reservation, they will get it now, they didn’t have right to education, they will get it now, they were being left out of government schemes that are doing well, they will get its benefits now. All the laws will now be applicable there. So, now they will grow at a higher rate than the rest of the country.”

Javadekar said at present, the situation in India is such that everyone has a mobile phone through which one can talk to each other across cities. He said that India has emerged as the largest user of the mobile phone in the country.

“This is the power and need of communication…when people store everything in their hearts and are unable to tell anyone about it, is the biggest punishment. When you cannot talk to anyone, you cannot contact anyone and you have no tool to communicate, that is the biggest punishment,” he said, adding that one of the biggest medium of communication is community radio.

Incidentally, the minister’s comments come in the backdrop of restrictions imposed on communication services in the Kashmir Valley after the abrogation of the Article 370 by the Union government on August 5.

The minister gave away awards in five categories for the years 2018 and 2019. While in 2018 for the Radio Namaskar, Odisha received the first prize, the second prize was bagged by Radio Sharda, Jammu and Kashmir in the Thematic Category, in 2019 the first prize was won by Friends Radio, Tripura followed by Salaam Namaste in Uttar Pradesh.

Javadekar also said that the government led by Narendra Modi was taking decisions at high speed and unlike earlier governments which gave annual reports of its work, this government gave 50 days and 75 day reports. He also released a booklet of 75 days of the Modi government highlighting its achievements called “Jan Connect.”

Those Against Scrapping Art 370 Will Be Beaten With Shoes: J&K Guv

0

In a rather controversial statement, Jammu and Kashmir Governor Satya Pal Malik on Wednesday, 28 August claimed that those opposing the scrapping of Article 370 will get beaten up with shoes by people.

Malik made the comments when asked to comment upon Rahul Gandhi’s stand on Jammu and Kashmir during a press briefing in Srinagar.

Malik initially said that he won’t comment on Gandhi as he hails from a “respectable family of the country” but went on to lash out at the Congress leader.

“He has behaved like a political juvenile, as a result of which Pakistan has included his comments in its letter to the UN. He should have objected when his party’s leader linked the Kashmir issue to UN in Parliament. They have not clarified their stand on Kashmir till today. When elections come, their (Congress’) opposition will point and say these are the supporters of Article 370. They will be beaten up with shoes”.

Defending the communication blockade, in force since August 5 when the Centre scrapped Jammu and Kashmir’s special status, governor Satya Pal Malik on Wednesday said that the mobile and internet services were mostly used by militants and Pakistan for “indoctrination and mobilisation” and thus the decision was taken to shut the services down.

The governor added that mobile phone connectivity is being opened in Kupwara and Handwara districts and other districts will have the services soon.

“The medium of phone and internet is used less by us and mostly by militants and Pakistanis as well as for mobilisation and indoctrination. It is a kind of weapon used against us so we have stopped it. Services will be resumed gradually,” said Malik.

The governor said that every Kashmiri life is valuable and the administration does not want to lose out on even a single life. He said there has been no civilian casualty, only the few who got violent are injured, they also have below the waist injuries.

Governor Malik urged the youth of the erstwhile state to take part with “full vigour” in the 50,000 jobs that have been thrown open for them.

“We today announce 50,000 jobs in J&K administration, we will appeal to the youth to get involved with full vigour, in coming 2-3 months we will fill these positions,” said Malik.

Earlier, the governor had said the restrictions on communication services in the Valley after the revocation of special status to the state had helped save lives.

“Our attitude is that there should be no loss of human life. If there is no phone connection for 10 days, so be it. But we will restore everything soon,” he told reporters when asked about how long the restrictions will continue in the Valley.

Announces 50,000 jobs for youth, to be filled within three months, says Mobile services to be restored in Handwara, Kupwara first, Internet used more by militants than people, rules out any contact with Omar, Mehbooba

Srinagar, August 28 : Stating that Kashmir was peaceful at present, Jammu and Kashmir governor Satya Pal Malik today said that curbs were imposed in Kashmir for the safety of people and that a massive recruitment drive will soon be launched to fill 50,000 posts within two to three months in Jammu and Kashmir.

Governor said that that teams of officials from the Centre have been meeting him every day. “The administration has tried its best to impose restrictions while preventing any civilian casualties,” Governor Malik told a selected group of newsmen. He while assuring the people of peace in the state, he said that normalcy will soon return to the Valley.

According to news agency while addressing press conference at Rajbhavan here, soon after the Supreme Court issued a notice to the Centre on Jammu and Kashmir press freedom and Article 370 pleas, Governor Malik said that restrictions in the Valley were for the betterment and welfare of the people, and that a massive recruitment drive will take place in the state in the next two-to three months.

Malik admitted that pellet guns were used during protests in the Valley but the utmost precaution was taken to prevent any injuries. He said most of the pellet injuries were below the waist.

On the communications clampdown in the state, he said these problems were earlier also there when there were no telephones. He said the restrictions on communication was done so that Pakistan media doesn’t misuse it.

High schools reopen in Kashmir, students stay away

0

SRINAGAR: High schools in the Kashmir Valley reopened on Wednesday in areas where restrictions have been lifted but students kept away.

Higher secondary schools in the valley have been shut for over three weeks due to restrictions imposed in the state after its special status was revoked. Officials said high schools reopened on Wednesday. However, limited staff presence was seen in schools.

Jammu and Kashmir Director of Information and Public Relations Sehrish Asgar had said on Tuesday that “The education department has decided to open all high schools in Kashmir Valley from tomorrow in areas where relaxations have been provided. Restrictions on the movement of people have now been eased in 81 police station areas across the Valley.

Briefing reporters about the status of schools, Director Education Kashmir Younis Malik had said on Tuesday that 3,037 primary schools and 774 middle schools have re-opened across the valley. He had said there has been significant improvement in the attendance of teachers in the schools in the past one week.

Officials had said the communication blockade was eased to some extent in the valley as landline telephone services were restored in most places in view of the improving situation. Mobile services and Internet, including BSNL’s broadband and private leased-line Internet, have remained snapped since August 5, when the Centre abrogated provisions of Article 370 of the Constitution and bifurcated the state into two Union territories — Jammu and Kashmir and Ladakh.

Post Supreme Court nod, Sitaram Yechury to visit kashmir on Thursday

0

NEW DELHI: After getting a green signal from the Supreme Court, CPI(M) general secretary Sitaram Yechury will visit Jammu and Kashmir on Thursday to meet his party colleague and former MLA Mohammed Yusuf Tarigami, the Left party said.

The Supreme Court on Wednesday allowed Yechury to visit the state to meet Tarigami, who has been detained by the authorities there in the wake of the Centre abrogating provisions of Article 370 of the Constitution, which accorded a special status to the state.

A bench headed by Chief Justice Ranjan Gogoi, however, directed Yechury to only meet Tarigami and not use the visit for any “political purpose”. The bench said if the Left leader indulged in any political activity, the authorities were free to report it to the apex court. “The Supreme Court has ordered that Sitaram Yechury be permitted to visit Yusuf Tarigami in Kashmir.

Accordingly Comrade Sitaram Yechury will travel to Srinagar tomorrow, August 29th. He will inform the authorities in J&K in the hope that at least this time they will facilitate the meeting,” the party said. It said Yechury will file an affidavit before the Supreme Court on his return. “The Supreme Court has permitted me to go to Srinagar and see Com Yousuf Tarigami and “report” back to them on the condition of his health. Once I meet him, return and report to the Court, I will make a more detailed statement,” Yechury tweeted.

The Communist Party of India (Marxist) leader had made two attempts to visit Jammu and Kashmir this month — once with Communist Party of India (CPI) general secretary D Raja and another with a delegation of opposition party members.

Both the times, he had to return from the Srinagar airport on the orders of the Jammu and Kashmir administration that cited security issues as the reason for denying them entry. The CPI(M) had filed a writ petition under Article 32 of the Constitution, which says a person has the right to move the Supreme Court (and high courts also) for getting his fundamental rights protected.

Advisor to the J&K Governor asks media to follow professional ethics

0

JAMMU: Advisor to the J&K Governor, K Vijay Kumar on Wednesday urged the media to follow ethics while reporting sensitive issues.

“I will not go into the exact message as what you should be doing. We have got our professional ethics, we will follow it. You got your ethics, you follow it and if you know what is in the national interest, what is the interest of vested media, you do what is necessary to be done. If they have done something which is incorrect, it is for you to take the course correction. You are all a powerful body,” he said while talking to reporters here.

His comments came in response to a question posed on senior police officer Imtiyaz Hussain’s criticism of a media report on Bhijbhera stone-pelting incident in which a truck driver was killed.

On Tuesday, while sharing the link of a media report about the Bhijbhera stone-pelting incident, Hussain, had in a series of tweets said, “Truth is the ultimate causality in journalism driven by agenda. Wish we had reporters on ground reporting truth. Absolving murderers is no journalism.”

The Police Officer criticised the report saying that the “reporter presumes on behalf of rioters that truck would be carrying security forces, thus killed the truck driver. What a shameful justification of murder by learned journalist! Shame needs to die of shame. RIP Journalism,” he said. The officer emphasised on the importance to portray a “truthful picture” of Kashmir situation. Continuing, Kumar told reporters here that educational institutions in the state will resume classes in a phased manner. “We are gradually opening up the schools.

In Jammu, the situation is different. In the Valley, we are calibrating and according to the situation, we are opening up educational institutions. Middle schools etc will be opened and afterwards senior classes. Following this, we will think of Universities. So, it will be done in a phased manner,” he said.

Commenting on the Supreme Court order allowing Sitamran Yechury to visit Jammu and Kashmir, he said, “Whatever orders are there which need to obeyed, which need to be complied, we will be at it.” As for the restriction on communication channels, Kumar said, “It will ultimately be lifted but as when and how exactly, I will not speculate now. We will be making day to day calculations on what is happening and we will take a call.
