Indian Army asks Pak military to take possession of bodies after failed BAT action

Srinagar, Aug 4: The Indian Army has offered to the Pakistan military to take possession of bodies of the intruders who were killed when it foiled an attack by Border Action Team (BAT) in Keran sector of Jammu and Kashmir, official sources said Sunday.

The sources said here that the Pakistan Army has been asked to approach the Indian Army by raising white flags and take possession of bodies which are lying on the Indian side of the LoC.

The Army had foiled an attack by BAT on a forward post along the Line of Control (LoC) in Keran sector, killing five to seven intruders.

Sources said the BAT attempt was made on the intervening night of July 31 and August 1.

At least four bodies, possibly of Pakistan Army’s Special Service Group (SSG) commandos or militants, were seen in close proximity of an Indian post in the sector, the sources had said. (Agencies)

Man killed in mysterious blast inside tailoring shop along LoC in Kupwara

Srinagar, Aug 4 : A person was killed in a mysterious blast at Farkiyan area of Keran along Line of Control (LoC) in north Kashmir’s Kupwara district on Sunday.

Reports reaching said that today morning at around 9:10 am some explosive material went off inside a tailoring shop at Ferkiyan.

In the blast, one person namely Abdul Hamid Bajad of Farkiyan Keran received critical wounds and was immediately taken to nearby hospital where he was declared brought dead by the doctors, they said.

“The tailor shop belonged to Parvaiz Khawja son of Jeelani of Ferkiyan, also got damaged due to the blast”.

A police officer confirmed the death of the person in the incident. He said that a police team was rushed to the spot to ascertain the nature of explosion.

“A case under relevant sections of law has been registered and further investigations initiated in this regard,” he said. (GNS)

No response from Pakistan in retrieving bodies of its slain men at Keran: Army

Srinagar, August 04 : The army today said they offered Pakistan to retrieve the bodies of their personnel killed at Keran sector on Saturday but Pakistan has shown no response.

Defence spokesman in Srinagar, Colonel Rajesh Kalia in a statement said that indin army offered Pakistan to retrieve the bodies of their men killed at Keran sector yesterday but there is no response from them.

Pertainally, On Saturday army claimed that seven militants were killed when Army foiled a BAT action in Keran sector of Kupwara district of north Kashmir.

Telugu students of NIT Srinagar returning home

Hyderabad, Aug 4 : About 135 students of National Institute of Technology, Srinagar, belonging to Telangana and Andhra Pradesh are returning home with the governments of both the Telugu states making necessary travel arrangements for them.

The students were stuck in Srinagar on Saturday after authorities announced closure of NIT till further orders in view of the security alert in Jammu and Kashmir.

Telangana Rashtra Samithi (TRS) working president K. T. Rama Rao tweeted that the Telugu students have reached Jammu and the government was arranging train tickets for them to return to Hyderabad.

The students were asked to return to their native places immediately due to security reasons. The NIT authorities have arranged four buses for them up to Jammu.

According to a statement from Andhra Pradesh government, three buses have been arranged to bring the students to New Delhi from Jammu.

Rama Rao had earlier tweeted that he had been receiving some anxious messages from Telugu students of NIT, Srinagar as the government of India has asked for the campus to be vacated and asked students to leave immediately.

The officials of both the Telugu states in New Delhi were in touch with the students and making arrangements for travel to their native places.

Who Pressed the ‘Panic Button’ in Kashmir and Why?

Within minutes of a joint press conference by top officials of the army, CRPF and Jammu and Kashmir Police, held at the headquarters of the Srinagar-based 15 Corps on Friday, 2 August, Principal Secretary Home Shaleen Kabra issued a “security advisory” – one that has no precedence in the 30 years of insurgency in the state.

Kabra’s one-sentence advisory, quoting “latest intelligence inputs of terror threats, with specific targeting of the Amarnath Yatra” and “prevailing security situation in the Kashmir Valley” coupled with their “interest of safety and security” called upon all the tourists and pilgrims to “curtail their stay in the valley immediately and take necessary measures to return as soon as possible”.


Virtual Panic Ensues

This, obviously, led to virtual panic across the Valley as thousands of Kashmiris thronged to ATMs, fearing an impending crisis that seemed to be knocking at their doors.

Within hours, there were long queues outside petrol stations and grocery stores.

Few seemed to pay heed to assurances offered by government functionaries – from Governor Satya Pal Malik to Divisional Commissioner Baseer Khan and deputy commissioners all saying that there was no need to panic.

Nisar Ahmad Wani, Director of Tourism, Kashmir, had left his office for his residence, in Chanapora neighbourhood of Srinagar, to see off his relatives in a village in Pulwama, whose departure for Hajj was scheduled on Saturday.

Under the divisional commissioner’s orders, he was called back to his office and asked to arrange for transportation of all the 5,000-odd tourists, staying at different hotels and houseboats in Srinagar, besides those staying at tourist resorts in Gulmarg, Pahalgam and Sonmarg.

Even in the thick of the Kargil war, in 1999, none of the tourists had been asked to leave the Valley.

As directed, Wani and his team hired hundreds of private buses and light motor vehicles. By midnight, the Valley was cleared of all the 15,000 pilgrims and around 5,000 tourists.

It was reminiscent of the days when, at the outbreak of militancy in January to April in 1990, thousands of Kashmiri Pandit families had been “evacuated” to Udhampur and Jammu by the governor’s administration.

Threat of Major Terror Attacks


Invariably, in all of its clarifications and assurances, Governor Malik and his administration maintained that shifting of the pilgrims and tourists was prompted by “intelligence inputs” suggesting plans and possibility of major suicide strikes on the tourists and the pilgrims.

The governor asserted that this was the “most vulnerable” group and it was the duty of his government to ensure safety and security of all tourists and pilgrims.

Significantly, the panic on Friday spiralled at a time when war-like preparations were underway and over 28,000 fresh paramilitary personnel were being carried by convoys and Indian Air Force transport planes from New Delhi and other places to Srinagar.

One of the well-placed CRPF officers revealed to The Quint on the condition of anonymity that the actual number of paramilitary personnel being ferried to the Valley, over the last eight days, had touched its target of 1,80,000.

This kind of build-up is unprecedented – arguably in all street turmoils and emergency situations including all elections from 1996 to 2019.

Everybody Groping in the Dark


Senior officers in police, paramilitary forces, army and security agencies, who spoke to The Quint on Friday and Saturday, maintained that nobody in Jammu and Kashmir had an idea of what was imminent.

Some of them said that they had been asked to remain prepared for a turbulence that could be ‘potentially challenging.’

“We have been told that it could be a turmoil of high intensity – post-Burhan Wani strike of 2016 multiplied by 10,” said an officer who claimed that nobody had an idea of the disaster looming ahead.

“Everybody here is making conjectures and speculations. I am sure, nobody below Prime Minister Narendra Modi, Home Minister Amit Shah and National Security Advisor Ajit Doval would be knowing anything,” added the officer, who revealed how an exhaustive contingency plan had been prepared and some sort of a “war room” had been set up at the Police Control Room in Srinagar.

According to him, there was a possibility of a total Internet and telephone shutdown.

“Not more than 350 cellphones and around 2,000 specially arranged satellite phones, mostly in possession of senior government functionaries, would remain functional”, said an officer.

Plugging the Loopholes

Officers of the J&K Police, holding close liaison with the Central intelligence agencies, claimed that the extraordinary security arrangements had been put in place only after it became clear that a large number of meticulously trained IED experts and Pakistani jihadists had managed to sneak into the Valley with the specific mission of attacking the Amarnath Yatra.

“We have plugged all loopholes and we are sure that we would wipe out this fresh drove of the terrorists, as we have eliminated their ace commanders and cadre in the last two years,” said an officer.

Politicians and journalists, nevertheless, have been whispering about the “strong possibilities” of the Modi government’s “plan” to either break the State into three units and make Kashmir a Union Territory or abrogate Article 370 and 35A of the Constitution of India – granting special status to J&K, defining the ‘Permanent Residents’ and restricting the right to inherit or acquire an immovable property only to the State subjects.

Some people are even speculating a military operation against Pakistan. They refer to closing down of some colleges and universities and orders to the students to immediately vacate hotels.

Reports on Saturday said that almost all the students of Jammu and other states have been provided buses and sent out of the Valley.


Abrogation of Article 370 and 35A?


As regards to the speculation of trifurcation of the state and reducing Kashmir to a Union Territory, legal and constitutional experts are almost unanimous in saying that even during Governor’s and President’s Rule, neither President of India nor the Parliament were empowered to take such a decision.

A former Law Secretary, who is now holding a different statutory position, told The Quint that scrapping 35A was easy for the Government of India.

According to him, just a Presidential Order on the recommendation of the Union Cabinet could scrap Article 35A, more so when the State was under President’s rule.
As regards to the abrogation of Article 370, the former Law Secretary said that a number of central laws and amendments had been already applied to Jammu and Kashmir during the current tenure of Governor Malik.

He said that, normally, no central law or constitutional amendment would apply to J&K without a formal recommendation to the President from the representative state government.

“You must have noticed that, in the last few months, a number of such laws and amendments have been straightaway applied to J&K. Article 16(4) A, which grants reservation in promotions to government employees and another insertion, that grants 10 percent reservation in government jobs and admissions in colleges and universities to Economically Weaker Sections, have been straightaway applied to J&K without the recommendation of the representative state government. It is clear enough that if the Government at the Centre wants to abrogate or amend Article 370, they can do it through the same legislative route. They will simply need two-third majority in both Houses of the Parliament,” said the former Law Secretary.

Don’t take any unilateral decision that alters J&K’s constitutional position: PDP appeals PM Modi

Srinagar : People’s Democratic Party (PDP) has appealed to the Prime Minister Narendra Modi to ensure that no unilateral decision is taken at any level that impinges upon the current constitutional arrangement and complexion of Jammu and Kashmir in the union of India.

In a meeting presided over by the party president and former Chief Minister Mehbooba Mufti in Srinagar, top PDP leaders urged the Prime Minister to give due consideration to the fact that people of the state have always reposed faith in the constitutional and democratic ethos of the country and any unilateral decision to alter the constitutional framework governing the state would be a travesty. The party leadership hoped that the present dispensation headed by PM Modi will respect the sentiments of the people and their views on the current situation, which is perceived as grave enough to cause avoidable commotion.

PDP also urged the central government to dispel impressions caused by recent developments on ground. The party feels that it is moral & legal responsibility of the government to do so because the state is under the president’s rule.

The meeting endorsed and appreciated the role of Party President Mehbooba Mufti in forging unity across political spectrum on the issue of common concern and mandated the president to take any further initiatives in the direction of protecting state’s identity and special status.

The meeting also appreciated the role and response of other political parties of the state who are also avowed to the protection of constitutional guarantees of the state, the safety, security and dignity of the people state.

The meeting was attended by Party Vice President, General Secretaries, present & Ex-legislators and other top leaders of the party. 

JKPM appeals India-Pak for calm

Srinagar : An emergency meeting of State Executive members of Jammu Kashmir Peoples Movement (JKPM) was held today at party headquarter at Rajabagh to discuss the ongoing situation in Jammu and Kashmir State.

Members from various parts of the state attended the meeting.

All the members expressed their concern over the deteriorating security situation in the state and a sense of fear psychosis that is being created due to issuance of frequent orders by the state government without giving any reasonable justification about these orders.

The recent advisory issued to the tourists and the Amarnath pilgrims was also discussed and it was felt that the advisory has added to the panic and due to return of tourists from the valley, Kashmir is on edge.

It has been for the first time for the last 30 years that Kashmir has been turned into a tourist-free place which is a heavy setback to the state economy.

It was resolved to make an appeal to the governments of India and Pakistan to maintain peace at the borders and not indulge into miscalculated adventurism that can have serious implications for the peace of South Asia.

It was discussed that all the issues pending between the two countries would better be resolved with peaceful means and instead of show-off of might and military power the two countries should sit down and not imperil the lives of people at the borders.

The state executive appealed to all political parties in the state to put up a united face and come together in this moment of crisis to give hope to the people of Kashmir.

The state executive also charted out the future strategy in case of any assault on the special status of the Jammu Kashmir state and resolved that peaceful public action will be resorted to in cases the need arises and people will be informed and educated about the need or protection of the special status.

“Avoid all travel to Jammu and Kashmir”: UK, Germany warn citizens

The United Kingdom and Germany on Saturday asked their citizens to avoid all travel to Jammu and Kashmir.

The move come a day after the government asked tourists and Amarnath Yatra pilgrims and tourist to “immediately” cut short their stay and return, in an advisory.


“There is a risk of unpredictable violence, including bombings, grenade attacks, shootings and kidnapping,” the British foreign office said, advising against all travel to Jammu and Kashmir with the exceptions of travel by air to Jammu and within the city, and within the region of Ladakh.

Listing out the recent terror attacks in Kashmir, Britain advised against “all but essential travel to the city of Srinagar and travel between the cities of Jammu and Srinagar on the Jammu-Srinagar national highway”, and also advised against travel to the tourist destinations of Pahalgam, Gulmarg and Sonmarg. “If you’re in Jammu and Kashmir, you should remain vigilant, follow the advice of local authorities and keep up to date with developments, including via this travel advice,” the advisory said.
“Travelers staying in Kashmir (especially the Kashmir Valley and the Amaranath Yatra Pilgrimage Route) are advised to leave Jammu and Kashmir,” the German ministry of foreign affairs said.

The advisory has left tourists scrambling to get air tickets, leading to confusion at the Srinagar airport as they rushed there.

Several airlines have decided to give full fee waiver on rescheduling or cancellation of flights to and from Srinagar till August 15, when the Amarnath Yatra was supposed to end.


The Jammu and Kashmir tourism department sent buses sent buses on Friday, immediately after the advisory was issued, to different tourist destinations to bring the tourists back to Srinagar, the department’s chief said.

The centre’s advisory is seen as an unprecedented move as pilgrims and tourists have never before, even at the height of militancy, been urged to leave Kashmir, which has seen a massive build-up of troops over the past week.

Current scenario has created a war-like situation: Geelani

Hurriyat Conference (G) Majlish Shoora (Executive Council) held an important meeting on Saturday which was presided over by its chairman, Syed Ali Geelani at Hyderpora Srinagar.

A statement of Hurriyat (G) said in his presidential address, Geelani said that chaotic and confusing situation has panicked every individual.

“Increasing the forces deployment, rumors of tempering special provisions of state, suspension of Yatra, evacuating tourists, students and yatries has created a war like situation. Pro-India politicians are the real culprits of hollowing these provisions just to grab luxurious for themselves and their progeny,” he alleged.

The Hurriyat (G) chairman said that the land grants bill was passed by them and their leaders even openly said that article 370 is not a divine saying which cannot be altered. “State land was allotted to Shrine Board and separate colonies to create state within the state was proposed by these collaborators, now they shed crocodile tears to protect them. Those threatening Delhi rulers from here bow their heads just with an embezzlement enquiry. Despite their decade old appeasement and obeying their orders without applying their own minds, but even after surrendering every bit of their conscience and even faith, they are not trusted rather humiliated and thrown away. History stands testimony that every collaborator big or mighty meets same fate,” Geelani said

He said “for resistance camp these provisions were never existing as they have been booked in those cases which have no jurisdiction here. They were forced to be lodged in jails outside state long ago.”

“Athough these provisions were existing on papers only—still they have a historical relevance and are globally accepted as the legacy of dispute and Indian fascist rulers want to do with these on paper hurdles to enforce demographic changes as they did in 1947 in Jammu interacting half a million Muslims and cautioned Delhi rulers that they must not forget that this is not 1947 and any such mischief will be resisted to the maximum,” Geelani warned.h

“Those parroting the Jammu and Kashmir to be their ‘integral part”, have to keep more than one million armed forces on high alert for 24 hours. They have to spent a hefty share of their budget on defense and threaten the life of their innocent army every day—but despite such massive human and material investment, India failed to win over the hearts and minds of Kashmiries for 72 long years and one dare to voice our sentiments in spite of roaring guns,” he said.

“We are constrained as thousands of our leaders and workers are languishing in jails—but those outside in this bigger jail, have a responsibility to rise to the accession and play their role rather than acting a mute spectator,” he said and added that recent geopolitical scenario and positive gestures by world leaders have once again negated Indian narrative of internal or bilaterality of Kashmir issue.

“It has again crossed over these false boundaries which has unnerved Indian establishment and they have resorted to the hysterical and unparalleled response.”

Commenting upon the pathetic and unjustified media response, Hurriyat chairman said that they do whatever is fed to them.

Five attempts by Pakistan’s BAT on border posts, India hits back with Bofors

Amid the ongoing confusion in Kashmir, there has been a sudden increase in the quantum and nature of ceasefire violations on the Line of Control (LoC) in the past few days. This followed attempted actions by Pakistan’s BAT (Border Action Team) and opening of artillery fire, which led to severe retaliation by Indian troops against Pakistan Army posts.


Top military sources told The Sunday Express that there were five BAT attempts on Indian military posts on the LoC in the past few days. It has been assessed that these BAT groups comprised highly trained professional SSG (Special Services Group) commandos of the Pakistan Army, said sources.


According to sources, Pakistan Army started artillery fire on Indian posts, which led to a retaliatory response from the Indian side. India’s response including the use of Bofors 155mm artillery guns, which were used north of Pir Panjal ranges after a long time. The use of Bofors guns on the LoC is rare, and it has been done south of Pir Panjal.

It has been estimated, sources said, that the Pakistan Army was not prepared for such a massive retaliation and may have suffered high casualties.


The use of artillery guns portends a breakdown of the informal agreement between the two armies in April, when they had agreed to not undertake calibre escalation during ceasefire violations on the LoC. The violations were mostly limited to small arms firing, with only six calibre escalations among 181 ceasefire violations in the month of June.

Giving details of a BAT attempt “on one of the forward posts in Keran sector” of J&K, the Army said on Saturday that it had foiled the bid, “resulting in neutralising of 5 to 7 Pakistan regulars/ terrorists”.

A statement issued by the defence spokesperson in Srinagar, Colonel Rajesh Kalia, said that in the last 36 hours, a number of attempts were made by Pakistan “to disturb the peace in the Valley” and “target” the Amarnath Yatra.
Army sources said the BAT attempt was made on the intervening night of July 31 and August 1 in Kupwara’s Keran sector, on the LoC. The operation in the area was still going on, they said.


Speaking to The Sunday Express, Colonel Kalia said that since “shelling is going on in the area, the bodies haven’t been recovered”.

Army officers said four bodies of “possibly SSG” commandos or “maybe some of terrorists” have been sighted on the Indian side of the LoC. “Pakistani troops deployed in the area are interfering with search operations and attempts to recover the bodies,” they said.

The Army also dismissed Pakistan’s claims that India used “cluster bombs” against the people of Kashmir as “lies, deceit and deception”. “Pakistan Army regularly attempts to push terrorists through infiltrations and opens up with multitude of weapons to assist them. India during numerous Directorate of Military Operations level talks, has maintained the right to respond. Such responses are only against military targets & infiltrating terrorists who are aided by Pak Army. Allegations of firing of cluster bombs by India is yet another Pak’s lie, deceit & deception,” the Army said in a sharply-worded statement.

Pakistan’s Foreign Minister Shah Mahmood Qureshi had tweeted: “Strongly condemn the blatant use of cluster ammunition by Indian Security Forces targeting innocent civilians along the Line Of Control. This is clear violation of the Geneva Convention & International Laws”.


Use of cluster bombs by Indian Army violating international conventions is condemnable. No weapon can suppress determination of Kashmiris to get their right of self determination. Kashmir runs in blood of every Pakistani,” tweeted Pakistan Army spokesperson Maj Gen Asif Ghafoor.


Meanwhile, Pakistani troops resorted to mortar shelling and small arms fire along the LoC in Balakote area of Poonch district on Saturday. The ceasefire violation began at 8.15 am, said sources. The Indian troops retaliated.

In the Valley, four Jaish-e-Mohammad terrorists were killed in separate encounters by security forces. The cache recovered included a sniper rifle, IED and mine with Pakistani markings, the Army said.
