Whatever it is, Kashmiris believe it is happening for sure

Trifurcation, abrogation of 35A, delimitation or a full blown, straightaway war?

Srinagar: What next after nearly every Kashmiri household has stocked for the D-day they believe is imminent? Trifurcation, abrogation of 35A, delimitation, flag hoisting at every Panchayat in the valley on August 15 or a full blown, straightaway war between India and Pakistan? No marks for guessing that nobody, not even probably Governor Satya Pal Malik has a straight-faced answer to all this.

Governor Malik, probably for the first time, decided to do a bit of plain speaking when he said on Saturday: “All is well today, I cannot predict tomorrow”.

That exactly is what every other top civil, police, paramilitary and army officer will tell you even if they choose to speak on this issue.
The result has been that the killing of seven terrorists of a Pakistani border action team (BAT) by the army in Keran sector off the Line of Control (LoC) two days back is blown out of proportion by desperate rumour mongers who want to turn Kashmir upside down.
The rumour-mongers want Kashmiris to believe that two diplomatically belligerent, nuclear-powered South Asian neighbours, would go to war and that would be a Sunday afternoon tea party.

“Around 40,000 Islamic fighters led by Hafeez Sayeed or Azhar Masood have been seen near the LoC in Gurez, which is close to Gilgit-Baltistan. They are waiting to sneak in”. This might look like the fib of an uninformed rumour monger, but when this comes from someone who claims to have access to inside information, it is natural for Kashmiris to tremble with fear, but just momentarily.
Everyone swept off his/her feet by such a rumour would not miss to question as to how the so-called leaders in the 40,000 such fighters can afford to come on horseback to surprise an army that has just celebrated the 20th anniversary of the Kargil victory.

Nobody would miss to notice that Gurez, Gulgit and Baltistan are so far away from each other that any sabre-rattling fighter coming on horseback would drop dead of sheer fatigue and back ache.

And, to scotch the rumour finally, the fact that this is not the medieval world, when fighters on horseback would startle and So, the flutter about India and Pakistan going to war is ruled out, at least for the common Kashmiri who is neither dumb nor gullible to believe such a wild rumour.

“The built-up of such a magnitude in the hinterland completely dispels the notion that something serious is happening at the borders.

“The two countries have been clashing with each other on the LoC ever since they signed the bilateral ceasefire agreement in October 2013, which held wonderfully for just three years after which it has been observed only in its breach,” said a local journalist.

Others, mostly elderly Kashmiris argue that they are too old not to see that something big is in the offing that would alter the constitutional relationship of the state with India.

“I am no strategic expert or analyst. I do not need to be one to tell you that in all likelihood Article 35A looks like going. There is no other explanation for such a built-up.

“During the India-Pakistan wars of 1965 and 1971 and also during the Kargil conflict of 1999, non-locals and and those belonging to the Jammu region were not asked to leave the Valley.

“Yatris and tourists were not asked to leave the Valley even during the worst turmoils and strife.

“They are going to change the constitutional relationship of the state with the rest of the country and that appears to be cut and dry.
“If all this is done for any photo-op focused around flag hoisting in remote villages of the Kashmir Valley on August 15, then those planning this at such a high pitch and magnitude must be living at the end of their fried nerves,” said Bashir War, a retired veterinarian who served in Kargil district in 1999.

Reports suggest curfew passes have already been issued to staff maintaining essential services in the Valley. Deployments are already in place where they were intended to be except at some places in the Muslim-dominated areas of the Chenab Valley, including districts of Doda, Kishtwar and Ramban.

Would there be a rollback of the intended plan at this stage? Even those who do not know what actually is going to happen, say, “Highly unlikely”.

Order for Govt officials intended to streamline day to day affairs, nothing to do with any situation: DC Kargil

KARGIL AUGUST 04 : Deputy Commissioner and CEO, LAHDC Kargil and District Magistrate Kargil Baseer ul Haq Choudhary while responding to the news items in some sections of national media regarding the recent order issued from his office clarified that the said order is intended to streamline day to day official affairs and has nothing to do with any situation.


While addressing a press conference here today, the DC stated that such advisories are issued from time to time and these are routine advisories because of the short working season so that developmental activities in the district may be completed well within the stipulated timelines.


The DC further stated that Special Summary Revision of electoral rolls is also under progress in the district in which the District Officers, SDMs and BLOs are assigned different duties and if they leave the station the Special Summary Revision will be held up.


Choudhary said that the services of district officers as part of different committees already constituted are also urgently required for the Independence Day Celebrations on 15th August, 2019, as magistrates and event managers for the successful conduct of the National Level Tribal Festival from 11th to 16th August, 2019 followed by the Kargil International Marathon on 24th and 25th August, 2019 in which more than 10,000 students and around 3,000 general public will participate.


The DC stated that in order to manage and make these events successful different officers have been assigned different duties, so it is very difficult to allow them to proceed on leave.


Choudhary said that yet another important event is the 4 day Kargil School Olympics in which around 1000 students will participate, and in order to manage and ensure the smooth and successful conduct of the School Olympics, all the officers will perform different duties at Tehsil, zonal and district level.


The DC clarified that it is pertinent to mention that the said order has been issued in view of the said events and activities and to streamline the day to day official affairs besides to make the events successful, officers will not leave the station without permission.


Choudhary said that it is worth to mention that from mid July to mid August cloud bursting has been a common phenomenon, for e.g; in Hinaskot, Lotsum and Zanskar etc. Therefore, to deal with such disasters and for ensuring better disaster management measures, the DC Office has been issuing such orders and circulars from time to time.


The DC stated that it has nothing to do with any situation and is just a routine matter.

”Amid tension, minorities in Kashmir must be assured”

New Delhi, Aug 4 In view of the prevailing tension in Kashmir, it is important to assure the minority communities living in the valley, said Secretary General of Kalhana Society Satish Mahaldar.

“The minorities fear that certain vested interests and evil designed efforts may be targeted against them. Hence, the request is to the government but more to the common people, as well as the religious and political leaders to send messages of assurance to the minorities in order to allay their fears,” a statement released by Mahaldar said.

“The government of Jammu and Kashmir is taking specific measures in the valley to secure the place but the security of the minorities still is a matter of concern,” the statement added.

“This is to request the local majority people in the valley to reassure the minority community members living in the valley. The locals have, indeed, shown a big heart for the Amarnath Yatris and the Tourists offering help and shelter.

“It goes without saying that Kashmiris excel in personal hospitality and serving. There is, no doubt that they will ensure the safety concerns of the minorities living there.” Mahaldar added.

“Many of the minority community members are living either in government created camps or in individual houses. It is important for the leaders of the majority community, be they religious or political, to assure them in this moment of fear and uncertainty,” he said.

Amit Shah Meets Intelligence Chiefs amid Tension Over J&K Troop Build-Up

New Delhi: Union home minister Amit Shah met National Security Advisor Ajit Doval, Intelligence bureau chief Arvind Kumar, RAW’s Samant Goel, Union home secretary Rajiv Gauba and other officials today amid a massive security build-up in Kashmir.


There have been intelligence reports that terrorists have made multiple infiltration attempts to launch an attack similar to the one in Pulwama in February.


In view of that, a huge number of security personnel have been deployed in the state and tourists and pilgrims on Amarnath yatra have been asked to leave immediately.


Intelligence sources said terrorists were making multiple attempts to cross the Line of Control and infiltrate into India between July 29 and July 31.
The army said on Saturday that five men of Pakistan’s Border Action Team or BAT were killed while they were trying to infiltrate into India and strike at an army post in the nearby Keran sector.


Pakistan has been asked to take back the bodies of the intruders for last rites, but there has been no response so far. Heavy cross-border firing is continuing in Keran sector, sources said.


Over the last week, there has been huge security build-up in the state, with the Centre pushing in more than 35,000 paramilitary troops. The massive security build-up had triggered rumours in the Kashmir Valley about a possible government move on Article 35-A – which were rubbished by state Governor Satya Pal Malik.


The administration has issued an advisory for tourists and Amarnath pilgrims to leave the state immediately.


The advisory — issued on Friday — asked pilgrims and tourists to “curtail their stay” and “return as soon as possible”.


The locals said it was unprecedented since such an advisory was not issued during the height of militancy in the 1990s.

Don’t put Kashmir on fire: Tarigami, Mir, Hakeem to Govt

Srinagar, Aug 04 : CPI (M) leader Mohammad Yousuf Tarigami, DP (N) chief Ghulam Hassan Mir and PDF chief Hakeem Mohammad Yasin Sunday said the government’s decision to deploy additional forces in Kashmir and security advisory issued asking tourists, yatris and outside state students to leave Kashmir immediately, has triggered panic and confusion among people in the Valley.

In a joint statement issued, they said, “The panic escalated since Kashmir was already tense for the past few days after the Centre ordered the deployment of 100 companies of additional troops in the Valley. Massive build-up of security forces, curtailment of the Amarnath Yatra and unprecedented advisories issued to the tourists, yatris and other civilians, all created an atmosphere of heightened insecurity and fear and gave rise to the speculations about some major decision in the offing regarding the J&K’s special status.”

“Even during the peak of militancy, Amarnath yatra was never cancelled, tourists had were never driven out and panic was never allowed unchecked on the streets of the Valley. Why were more forces rushed to Kashmir when the government was claiming that the situation on the ground has improved since last year? Although Parliament is in session, the Central government has given no statement whatsoever for these measures. Nor have political parties in the state been taken into confidence. This has fuelled apprehensions among the people that some drastic measures affecting the Constitutional status of J&K are being contemplated with reference to Article 35A and Article 370,” the leaders said.

They asked government of India not to take any decision that would precipitate the crisis in J&K and it should ensure the constitutional guarantees given to the state are maintained. “The Center must desist from making any political adventurism which will have grave consequences not only for Kashmir but for the whole country,” the leader said.

They also appealed to people of Jammu, Kashmir and Ladakh to remain together at this critical juncture and maintain harmony. “Under these tiring circumstances, it becomes duty of every citizen to safeguard age-old traditions of tolerance of our people. We can have grievances and gaps with each other, but that is part of every society. We also appeal to the people that whatsoever the provocations, we should protect those thousands of outside state laborers, who have come here to earn their livelihood and are working across the length and breadth of Kashmir. Kashmir has a history of communal harmony as in 1947, when whole sub-continent was in communal flames, Kashmir showed the way,” they added.

Time to end long night of suffering for Kashmiris: Imran Khan

After the reports of India and Pakistan locking horns on Line of Control, Prime Minister of Pakistan, Imran Khan, said, “It is time to end the long night of suffering for the people of Kashmir,” and added that the people of Kashmir must be allowed to exercise their right to self determination according to United Nation SC resolutions.


Tweeting a thread on his official twitter handle, he wrote, “The only road to peace & security in South Asia runs through a peaceful & just settlement of Kashmir.”


In another tweet, condemning India’s attack across LoC he said, “Use of cluster munitions in violation of int humanitarian law and it’s own commitments under the 1983 Convention on Certain Conventional Weapons. UNSC must take note of this international threat to peace & security.”

Jammu and Kashmir National Conference on Sunday called for effective and immediate measures to instill confidence among the people, saying the party is willing to go an extra mile to defend Art 370, Art 35-A.

A meet of political affairs committee (PAC) was held here at the party head quarters Nawa e Subha, Srinagar. The meet was presided over by party vice president Omar Abdullah. The meet was called to deliberate on the prevailing situation in the state. Party leadership unanimously impressed upon the government of India to clear the air on current Kashmir conundrum. The party leadership called for urgent measures to infuse confidence among the locals.

The party leadership in a marathon four hour meeting expressed concern over the uncertain and uptight situation in the state especially in the Kashmir region. The leaders unanimously asserted that the party will fight any infringement upon the special constitutional position of the state. Party leadership also asserted that the party is ready to go an extra mile to defend the state’s interests both inside and out side parliament. The leadership also urged the people to forge unity in these trying times. They necessitated for maintaining calm. The leadership said the need of the hour’s calls for well considered response to the situation.

Moreover the party president Dr Farooq Abdullah despite not keeping well, is in constant touch with the opposition parties at the centre. The party is already fighting for Art 35-A, Art 370 both inside and out side parliament. The party has already employed a battery of lawyers at the Delhi to put up a strong front at the Apex Court to protect Art 35 A and Art 370. The leadership said the NC has always been at the fore front of protecting the interests of state and that the party will not allow any body to tinker with the special status of the state.

ACB Asks Mehbooba To Clarify Her Stand On Appointments In J&K Bank

The Anti-Corruption Bureau (ACB) has asked former Chief Minister and PDP President Mehbooba Mufti to explain her position before it regarding the illegal recruitments in Jammu and Kashmir Bank.

In a letter No: SSP/ACBK/FIR-10/2019/3064 dated 03-08-2019, SSP, ACB, has asked Mehbooba, “During the course of investigation of case FIR No 10/2019, poli station ACKB dated 08-06-2019, it has surfaced that some appointments were made by Chairman J&K Bank on references and recommendations of few ministers.”

“It may please be clarified whether such references had your endorsement, verbal or otherwise for appointments in J&K Bank,” it added. (KNS)

Srinagar, 4th August: Awami Itehad Party State Spokesperson, Sheeban Ashai in a statement today informed that AIP Supremo and PUF leader Er Rashid was summoned by NIA day before yesterday.

Despite his reluctance to leave on such short notice, Er. Rashid had to reach for NIA questioning today morning and has been there since.

Awami Itehad Party and its leadership is open to all kinds of probity and has nothing to hide. But these kinds of last minute summons, at a time when Kashmir is going through such great political uncertainty raises many red flags.
