Crime Branch Jammu Recovers Abducted Girl, Accused Arrested

A Special Investigation team (SIT) of Crime Branch, Jammu, headed by Dy.SP Mohd Aslam along with Inspr. Jatinder Singh Samyal and HC Ranjeet Kumar were deputed to Delhi in connection investigation of case FIR No. 151/2018 U/S 363/109 P/S Katra (Now under investigation with Crime Branch, Jammu) and recovered the minor girl aged 17 years, belonging to Katra, Distt. Reasi, who was abducted by accused Naimudin Ansari, aged 28 S/o Sahabudin Ansari R/o Ganeshpur, Baisakhawa West Champaran, Sikta Bihar and also arrested the accused.

Brief facts of the case are that the instant case was registered with Police Station Katra on 24.07.2018 regarding abduction of the said girl but since no breakthrough was made with regard to the arrest of the accused and recovery of the abducted girl by Katra Police, the case was retransferred to Crime Branch, Jammu by PHQ J&K on 05.02.2019 for further investigation. On this, Crime Headquarters J&K constituted a Special Investigation Team (SIT) for the investigation purpose and the investigation of the case was taken over by Crime Branch, Jammu on 14.02.2019. After strenuous efforts and meticulous planning, the team was able recover the girl from Dabri Sagarpur, Delhi on 23.07.2019. The accused is on Police Remand and further investigation of the case is going on.

Uri drowned girl retrieved, Baramulla youth still untraced

Baramulla, July 24 : Body of a 16-year-old girl was retrieved from river Jhelum in Dachi village of north Kashmir’s Uri Wednesday morning, however fourth day entered the body of Baramulla youth is still untraced.

Reports reaching said that locals with the help of Police retrieved the body of Rubeena Bano (16) daughter of Mohammad Anwar Shah, a resident of Dachi village who was slipped and drowned in Jhelum river on Tuesday when she was grazing the cattle.

Meanwhile, the searches entered on fourth day today to trace out the body of Baramulla youth namely Momin Manzoor son of Manzoor Ahmed of Jalsheri Baramulla who had drowned in river Jhelum on Sunday when he was taking a bath to beat the heat.

A police officer told that search and rescue operation are on to trace out the drowned youth. The officer said that Navy and Morrcos have been also pressed into service to retrieve the body. (GNS)

Article 35A was by Presidential order, can be struck down

New Delhi, July 24 (IANS) Even as the new BJP government explores all options to bring an end to the brutal cage match taking place in Kashmir, with the setting up of a delimitation commission as one of the prongs available on the table to correct the regional disparity, it is actively taking a view on the contentious Article 35A which prevents mobility and greater integration with the Union of India.

In its election manifesto for the hustings that concluded recently, the BJP laid bare its thought process on the sensitive issue. The manifesto said, “In the last few years, we have made all necessary efforts to ensure peace in Jammu and Kashmir through decisive actions and a firm policy. We are committed to overcome all obstacles that come in the way of development and provide adequate financial resources to all the regions of the state.

“We reiterate our position since the time of the Jan Sangh to the abrogation of Article 370. We are committed to annulling Article 35A of the Constitution of India as the provision is discriminatory against non-permanent residents and women of Jammu and Kashmir. We believe that Article 35A is an obstacle in the development of the state.

“We will take all steps to ensure a safe and peaceful environment for all residents of the state. We will make all efforts to ensure the safe return of Kashmiri Pandits and we will provide financial assistance for the resettlement of refugees from West Pakistan, Pakistan occupied Jammu and Kashmir (POJK) and Chhamb.”

It is believed that several Kashmir experts familiar with the ongoing drift in the valley have been used as a sounding board on this issue on Wednesday. While the Modi government failed to submit an affidavit stating its position on Article 35A in the Supreme Court, where a bunch of PILs have been pending since August 2014, two successive attorney generals — Mukul Rohatgi and K.K. Venugopal — had sought successive extensions until Governor’s rule was imposed in J&K in June 2018.

What then is this Article 35A which has everyone in a state of frenzy. Does it impact Kashmir Nationalism in any way? It is a provision incorporated in the Constitution giving J&K legislature the right to decide who all are ‘permanent residents’ of the State and confer on them special rights and privileges in public sector jobs, acquisition of property in the State, scholarships and other public aid and welfare. The provision mandates that no act of the legislature coming under it can be challenged for violating the Constitution or any other law of the land.

It was incorporated into the Constitution in 1954 by an order of the then President Rajendra Prasad on the advice of the Jawaharlal Nehru Cabinet. The controversial Constitution (Application to Jammu and Kashmir) Order of 1954 followed the 1952 Delhi Agreement entered into between Nehru and the then Prime Minister of Jammu and Kashmir Sheikh Abdullah, which extended Indian citizenship to the ‘State subjects’ of Jammu and Kashmir.

The Presidential Order was issued under Article 370 (1) (d) of the Constitution. This provision allows the President to make certain “exceptions and modifications” to the Constitution for the benefit of ‘State subjects’ of Jammu and Kashmir. Ergo, Article 35A was added to the Constitution as a testimony of the special consideration the Indian government accorded to the ‘permanent residents’ of Jammu and Kashmir.

Significantly, the legislative or parliamentary route was bypassed with the Presidential Order which incorporated Article 35A into the Constitution. Article 368 (i) of the Constitution empowers only Parliament to amend the Constitution. Which begs the question whether this Presidential Order over wrote the Constitution?

Since Article 35A was never debated and passed into law by Parliament, is it infructuous or null and void? A five-judge Bench of the Supreme Court in its March 1961 judgment in Puranlal Lakhanpal vs The President of India discusses the President’s powers under Article 370 to ‘modify’ the Constitution. Though the court observes that the President may modify an existing provision in the Constitution under Article 370, the judgment is silent as to whether the President can, without the Parliament’s knowledge, introduce a new Article. This question thus remains open.

A writ petition filed by NGO We the Citizens challenges the validity of both Article 35A and Article 370. It argues that four representatives from Kashmir were part of the Constituent Assembly involved in the drafting of the Constitution and the State of Jammu and Kashmir was never accorded any special status in the Constitution. Article 370 was only a ‘temporary provision’ to help bring normality in Jammu and Kashmir and strengthen democracy in that State, it contends.

The Constitution-makers did not intend Article 370 to be a tool to bring permanent amendments, like Article 35A, in the Constitution. The petition said Article 35A is against the “very spirit of oneness of India” as it creates a “class within a class of Indian citizens”. Restricting citizens from other States from getting employment or buying property within Jammu and Kashmir is a violation of fundamental rights under Articles 14, 19 and 21 of the Constitution.

In the long running history over this disputed Article 35A, there have been many twists and turns. Moreover, it is well-known that Rohingya illegals secured PRCs in Mehbooba Mufti’s regime. In late November last year, the State Administrative Council (SAC) headed by Jammu & Kashmir Governor Satya Pal Malik repealed the Jammu and Kashmir State Lands (Vesting of Ownership to the Occupants) Act, 2001, popularly known as the Roshni Act, because it had “failed to realise the desired objectives and there were also reports of misuse of some its provisions”.

The Roshni Act envisaged the transfer of ownership rights of state land to its occupants, subject to the payment of a cost, as determined by the government. It was enacted by Chief Minister Farooq Abdullah’s government, and it set 1990 as the cutoff for encroachment on state land. The government’s target was to earn Rs 25,000 crore by transferring 20 lakh kanals of state land to existing occupants against payment at market rates.

The government said the revenue generated would be spent on commissioning hydroelectric power projects, hence the name “Roshni”. The SAC has ordered cancellation of all pending applications seeking vesting of ownership rights of state lands to their occupants. However, cases where such rights have already been transferred will hold.

In 2005, Mufti Mohammad Sayeed’s PDP-Congress government relaxed the cutoff year to 2004. During the tenure of Ghulam Nabi Azad, who replaced Sayeed as Chief Minister under a three-year rotation agreement, the cutoff was relaxed further to 2007. The government also gave ownership rights of agricultural land to farmers occupying it for free, charging them only Rs 100 per kanal as documentation fee.

Powerful vested interest hijacked the scheme. In 2014, a report by the Comptroller and Auditor General (CAG) estimated that against the targeted Rs 25,000 crore, only Rs 76 crore had been realised from the transfer of encroached land between 2007 and 2013, thus defeating the purpose of the legislation. The report blamed irregularities, including arbitrary reduction in prices fixed by a standing committee, and said this was done to benefit politicians and affluent people.

In February 2018, the PDP tried to unilaterally allow Gujjar-Bakarwal squatters on forest land to become de facto owners and ignored opposition from the BJP. In November 2018, the High Court restrained all beneficiaries of the Roshni scheme from selling or carrying out any other transaction in respect of the land transferred to them.

A second petition filed by Jammu and Kashmir native Charu Wali Khanna has challenged Article 35A for protecting certain provisions of the Jammu and Kashmir Constitution, which restrict the basic right to property if a native woman marries a man not holding a permanent resident certificate. “Her children are denied a permanent resident certificate, thereby considering them illegitimate,” the petition said.

Delhi Agreement, a master stroke to enfeeble Kashmir

New Delhi, July 24 Post the seminal Delhi Agreement, a general sense of ennui soon drifted into the Valley, with the people getting the sense that they had become more weak, as Delhi continued to push the envelope and enfeeble Article 370 and even the Delhi Agreement which, in itself, was the first such attempt at paving the way for full integration rather than limited autonomy.

The bottomline was that Sheikh Abdullah signed off on the Delhi Agreement and then realised that his idea of an autonomous, even semi-independent Kashmir, was merely a delusion, an unreachable pie in the sky.

What were the dangers implied in the recommendations of “State Autonomy Committee”? Why did the Union cabinet trash it completely?

· One of the recommendations of the Committee is that Article 370 which has been incorporated as ”Temporary” be made ”Special” Article.

· The Committee recommended that J&K”s accession with Indian Union be reverted to only three subjects, viz., Defence, External affairs and Communication. In all other matters, the State will remain independent.

· The nomenclature of the ”governor” and ”Chief Minister” changed to ”Sadar-i-Riyasat” and ”Prime Minister”, respectively.

· The said Sadar-i-Riyasat shall be elected by the State Assembly, making him responsible not to the President of India but to the State Assembly.

· Another recommendation provided for the repeal of jurisdiction of the Supreme Court, Election Commission of India, and Comptroller and Auditor General of India.

· The Committee had also recommended the deletion of Articles 12 to 35 relating to Fundamental Rights.

· The report had provided for the withdrawal of Central Services such as the Indian Administrative Service (IAS) and the Indian Police Service (IPS).

· It provided that Articles 356 and 357 be made non-applicable to the State of J&K.

What would have been the state of affairs in 1989-when Pakistan-sponsored ”death by a thousand cuts” militancy had engulfed the whole Kashmir Valley-had the President of India not declared President”s rule in J&K? Furthermore, Sheikh Abdullah”s National Conference did not exactly cover itself with glory in the first flush of achieving autonomy in 1950. The following are some facts relevant to today”s examination:

· The September 1951 election to the State Constituent Assembly was conducted under State”s Election Law. The NC got elected all the 75 members rejecting the nomination papers of opposition candidates.

· The Kashmiri leaders have grossly misused powers they got under special status to deprive the people of Jammu and Ladakh (more than 50 percent of the population) of their legitimate rights. These people have lived as second-class citizens for the last 50 years.

· The NC government was lending full support (overtly and covertly) to plans of Pakistan”s Inter-Services Intelligence (ISI) to convert Jammu and Ladakh to Muslim-majority provinces. During last two or three years, about 25,000 Muslim families from Kashmir Valley have constructed their houses in Jammu Province, encroaching on government lands.

· After coming to power under Indira-Sheikh accord of 1975, the NC government passed the Resettlement Bill which provides for the return of thousands of families who left J&K for Pakistan in 1947. The Supreme Court has ordered the withholding of the said bill. What would have been the fate of J&K had the jurisdiction of Supreme Court not extended to the State?

· Granting autonomy to J&K has miserably failed to bring the State closer to India as is claimed by the propounders of the idea of ”Greater Autonomy”. On the contrary, it has become a major factor in converting J&K into a breeding ground for ISI and giving rise to militant Muslim separatism.

· In the 1996 Assembly election the NC obtained less than 15 per cent of the total votes. In those elections people had voted for the restoration of democracy. Moreover, it was not a referendum on greater autonomy as is claimed by NC.

· Barring a few, almost all sections of Kashmiri society have expressed their opposition to NC”s demand for more autonomy. They include people of the Jammu and Ladakh regions, as well as the Gujjars, Shias, Sikhs and Kashmiri Hindus.

· After coming to power in 1975, Sheikh Abdullah had also appointed a similar committee under D.D. Thakur, a senior NC Minister, to review various laws extended to J&K from 1953 to 1975. The D.D. Thakur Committee recommended that all the legislative entries made during that period are in the interest of the people of the State and thus should not be touched. Sheikh Abdullah had accepted the findings of the Committee.

The failed ”Four-point formula”

In 2006 the world came close to witnessing the forging of what would be known as the ”four-point formula” for Kashmir. Negotiated between then Indian Prime Minister Manmohan Singh and then Pakistani President Pervez Musharraf, the formula had sought a non-territorial solution for Kashmir. The LoC would become a line on a map that facilitated free and easy travel to Kashmir on both sides; the State would be demilitarised; both parts of the State would receive an agreed quantum of self-rule or ”azadi”; there would be a “joint mechanism” of representatives from both parts, with no executive powers, to supervise the working of the accord and consult on matters of common interest. The solution included free trade and movement across LoC.

WikiLeaks had revealed a US embassy cable, dated April 21, 2009, where Singh had confirmed this ”formula” to a visiting US delegation. Singh told the US delegation that Delhi and Islamabad had made great progress prior to February 2007, when President Musharraf ran into trouble. “We had reached an understanding in back channels,” Singh related, according to the cable. Singh went on to add that India wanted a strong, stable, peaceful, democratic Pakistan and makes no claim on “even an inch” of Pakistani territory.

It is noteworthy that this formula did not incorporate the aspirations of the Kashmiri people-including the Dogras, Kashmiri Pandits, Ladakhis, Sikhs, Christians, the Kashmiri Muslims of all hues including Sunnis, Shias, Gujjars, Bakarwals and Pahadis. After all, the call for ”azadi” is primarily among the Sunni Kashmiri-speaking Muslims who inhabit the Valley who continue to reject the very idea of being integrated into the Indian Union. Without this crucial input, the Four-Point Formula obviously could not succeed.

Historian and Kashmir expert, A.G. Noorani, once said as he weighed in on the Singh-Musharraf formula: No Indian government can possibly accept Kashmir”s secession from the Union and survive; no Pakistani government can possibly accept the Line of Control (LoC) as an international boundary and survive; the Kashmiris will not acquiesce to the partition of their State or the persistent denial of self-rule and human rights. The Four-Point Formula seemed to have passed Noorani”s test: It did not spell Kashmir”s secession; did not make the LoC an international boundary; and reunited the State de facto while granting an agreed measure of human rights for east as well as west Kashmir.

There is no difference of opinion with respect to the accession of State with India on two main issues, i.e., the Instrument of Accession and the Delhi Agreement. The rest of the powers, including residual sovereignty, are vested with the State under Article 370. All the Princely States were authorised to frame their own Constitution in their respective Constituent Assemblies. At that time only four States-namely, Saurashtra, Travancore and Cochin, Mysore and J&K-chose this option and set up their own Constituent Assemblies. Three of these States did not frame their Constitution, and only J&K formed its own Constituent Assembly and framed its Constitution, which exists to this day.

Pakistani Govts Lied To US; We Were Facing 40 Militant Groups: Imran Khan

Successive governments in Pakistan did not tell the truth to the United States, in particular in the last 15 years, Pakistani Prime Minister Imran Khan said on Tuesday, adding that there were 40 different militant groups operating in his country.

“We were fighting the US war on terror. Pakistan has nothing to do with 9/11. Al-Qaeda was in Afghanistan. There were no militant Taliban in Pakistan. But we joined the US war. Unfortunately, when things went wrong, where I blame my government, we did not tell the US exactly the truth on the ground,” Khan said.

He was addressing a Capitol Hill reception hosted by Congresswoman Sheila Jackson Lee, Chairperson of the Congressional Pakistan Caucus. Lee is also a member of the Congressional Caucus on India and Indian Americans.

Part of the reason for this, Khan explained to the lawmakers, was that the Pakistani governments were not in control.

“There were 40 different militant groups operating within Pakistan. So Pakistan went through a period where people like us were worried about could we survive it. So while the US expected us to do more and help the US win the war, Pakistan at that time was fighting for its own existence,” he said.

Khan said it was very important that he met President Donald Trump and other top American leaders.

“We have explained to them that the way forward is: number one, the relationship has to be based on mutual trust,” he said, adding that he would be honest in telling the US what Pakistan could do in the peace process.

Pakistan, Khan said, was trying its best to get the Taliban on the table to start this dialogue.

“So far, we have done pretty well,” he said and cautioned the US that the process was not going to be easy.

“Do not expect this to be easy, because it is a very complicated situation in Afghanistan. But rest assured, we would be trying our best. The whole country is standing behind me. The Pakistan Army, the security forces, all are behind me. We all have one objective and it is exactly the same objective as the US, which is to have a peaceful solution as quickly as possible in Afghanistan,” Khan said.

“It was painful for us to watch the mistrust between the two countries,” he rued, adding, “We hope that from now onwards, our relationship will be completely different.(PTI)

New Delhi, July 24 For ace couturier Suneet Varma, every person has got a “light within” which makes them unique. Drawing inspiration from these energies, the designer curated his latest collection titled “Amara”, showcased on the second day of the FDCI India Couture Week (ICW) 2019 on Tuesday.

“”Amara” means the light within. I have met a lot of people over the course of work in this industry in the last 31 years. The more people I meet, the more girls I dress, my believe that there is light within everyone gets stronger. Some of them are aware of it, and a lot of people don”t know this. I am more interested in the light that is within a bride. “

Varma presented 52 pieces, including lehengas, sarees as well as contemporary wears with bead work, Swarovski crystals, mirror work and intricate hand embroidery. He has used Indian silhouettes, traditional motifs and applique on a wide range of fabrics like satin, silk, net and georgette.

Ivory, beige and icy pink dominated the ensemble. Dark shades of midnight blue and burgundy with silver accents were used. Ditching too much of red or dark navy blue which the designer has used in the past, there were hues of green, light blue and gold.

Varma said the idea was to create beautiful clothing, not necessarily only traditional as people today are more open about fashion, and are addressing and talking about it.

“For me everything should come from the heart. It cannot be about the colour of the season or what would sell, and is commercial. It will sell regardless. I have to be happy with what I do,” he said.

BCCI formally recognises Indian Cricketers Association for ex-players

The Board of Control for Cricket in India (BCCI) has officially recognised the Indian Cricketers’ Association (ICA), which was formed on July 5, 2019 under Section 8 of the Companies Act, 2013. The Indian board confirmed the development via a notice on its official website, stating that the ICA – a non-profit company aimed at conserving and advancing the welfare of former players – is in the process of incorporation.

With this move, BCCI joins a host of other boards like ECB and CA to have an official players’ association, though this one currently is only designed to cater to former cricketers.

In another notice, BCCI has also put out the membership criteria for the ICA as follows:

  • Male and female ex-cricketers, who have played at least one International Cricket Match in any format of the game at the senior level
  • Male ex-cricketers, who have played at least Ten First Class Matches in any format of the game at the senior level;
  • Female ex-cricketers, who have played at least Five First Class Matches in any format of the game at the senior level; and
  • Differently-abled ex-cricketers, who have played either International Cricket or firstclass cricket, where such cricket is recognised as such by the ICC or the BCCI and is organised by the BCCI or a body recognised by the ICC or the BCCI, in any format of the game at the senior level.

Furthermore, as per BCCI’s Supreme Court-approved constitution that was registered last August, the ICA should have representation in BCCI’s nine-member Apex Council (two members – one male, one female), as well as in the IPL Governing council (one member).

‘India, Pak were pretty close to resolving Kashmir’

India and Pakistan were “pretty close” to resolving the Kashmir issue, in phases, during the regime of then Prime Minister Atal Bihari Vajpayee and military ruler Gen Pervez Musharraf, Prime Minister Imran Khan said on Tuesday.

“They came pretty close on resolving the Kashmir issue – phased movement… referendum during the time of Vajpayee,” Khan said in response to a question during his appearance at the US Institute of Peace, a US-Congress funded think-tank. He, however, refrained from elaborating on the solution, saying it’s a sensitive issue. But he insisted that Kashmir is the “bone of contention” between India and Pakistan.

“India is a country which we’ve had turbulent relationship with. Unfortunately, because of one issue of Kashmir, whenever, we have tried, whenever relationship has started to move in the right direction with India, some incident happens and that’s all related to Kashmir, and we go back to square one,” he said.

Deflecting a question on Jamaat-ud Dawah chief Hafiz Saeed, who was recently arrested for the seventh time, Khan said it is in the interest of Pakistan that “we do not allow any armed militant groups to operate” in our country.

The Pulwama attack, he claimed, was “an indigenous thing.”Agencies 

Trump administration moves to counter President”s flub on Kashmir

Washington, July 24 Moving swiftly to counter the diplomatic embarrassment caused by President Donald Trump”s flub on Kashmir and assuage an upset New Delhi, the US administration clarified that Kashmir is very much a bilateral issue between India and Pakistan, even as US Democrats apologised to India”s envoy for the US President”s “amateurish claim” about Kashmir.

India strongly rejected Trump”s claim, made in front of visiting Pakistan Prime Minister Imran Khan, that Prime Minister Narendra Modi had requested him to mediate in Kashmir. “No such claim was made,” India”s External Affairs Minister S. Jaishankar said in Parliament.

As Trump”s statement set of a diplomatic maelstrom – with India angry, while Pakistan was jubilant, the US administration stepped in to set things straight. Acting Assistant Secretary Alice Wells clarified that the US administration welcomes India and Pakistan sitting down to resolve the “bilateral” issue and the “US stands ready to assist”.

In stating that Kashmir is a bilateral issue between India and Pakistan, Wells, Acting Assistant Secretary of the Bureau of South and Central Asian Affairs, echoed India”s stand on the subject.

“While Kashmir is a bilateral issue for both parties to discuss, the Trump administration welcomes #Pakistan and #India sitting down and the United States stands ready to assist,” Wells tweeted.

Democrats on the House Foreign Affairs Committee spoke with Indian Ambassador to the US, Harsh Vardhan Shringla on Monday to apologise for Trump”s statement.

“Everyone who knows anything about foreign policy in South Asia knows that India consistently opposes third-party mediation (regarding) Kashmir,” Congressman Brad Sherman of California tweeted.

“Everyone knows that Indian Prime Minister Narendra Modi would never suggest such a thing. Trump”s statement is amateurish and delusional. And embarrassing,” he wrote.

Sherman, a Democrat on the Foreign Affairs Committee, wrote in a subsequent tweet that he had apologized to the Indian ambassador for Trump”s remarks.

Foreign Affairs Chairman Eliot Engel also pushed back against Trump”s suggestion to mediate in the Kashmir issue and told the Indian envoy in a phone call that the US would stay out of the disagreement.

Engel, a New York Democrat, reiterated his support for the longstanding US position on Kashmir — that India and Pakistan should hold a dialogue over it, and that other countries, including the US, should not dictate the “pace and scope” of that dialogue, according to a readout of the conversation.

Engel told Shringla that he believed Pakistan “must first take concrete and irreversible steps to dismantle the terrorist infrastructure on Pakistan”s soil.”

Nicholas Burns, former Under Secretary of State for Political Affairs who played a key role in the India-US civil nuclear deal during the Bush Administration, termed the entire episode “embarrassing” and said “this is what happens in diplomacy when you make things up.”

“This is embarrassing, to say the least, for President Trump. His claim that PM Modi asked him to mediate the Kashmir conflict denied categorically by Delhi. This is what happens in diplomacy when you make things up,” he tweeted.

Meanwhile, Trump”s Chief Economic Advisor Larry Kudlow refused to answer a journalist”s query wanting to know if the President”s remarks on Kashmir were made up.

“It”s a very rude question,” Kudlow said, adding that the President “does not make up things”.

“The President does not make anything up. That”s a very rude question in my opinion. I am going to stay out of that. It”s outside of my lane. It”s for (National Security Advisor John) Bolton, (Secretary of State Mike) Pompeo and President, so I am not going to comment on that. President does not make things up,” Kudlow said, refusing to answer the question directly.

A factsheet issued by the White House at the conclusion of the Trump-Khan talks also avoided all mention of Kashmir.

On Monday, Trump threw the diplomatic circuit into a tizzy by claiming that Prime Minister Modi had asked him to mediate or arbitrate on the Kashmir issue. The Ministry of External Affairs immediately issued a statement rejecting Trump”s claim, saying Modi had made no such request and “it has been India”s consistent position that all outstanding issues with Pakistan are discussed only bilaterally.”

“Any engagement with Pakistan would require an end to cross border terrorism. The Simla Agreement and the Lahore Declaration provide the basis to resolve all issues between India and Pakistan bilaterally,” the MEA statement said.

In fact, during the media interaction with Imran Khan on Monday, President Trump appeared to appreciate very much the Pakistan Prime Minister saying, almost in a supplicating manner, that the US as the most powerful country in the world, and with Trump at its head, should play a role in Kashmir.

When a media person asked if Trump is going to play any role in the Kashmir issue “where millions have been dead?”, Imran said: “I will be asking President Trump. He”s — it”s the most powerful country in the world, the US. It can play the most important role in bringing peace in the subcontinent. You know, there are over a a” over a billion and a quarter people in the subcontinent. They are held hostage to the issue of Kashmir. And I feel that only the most powerful state, headed by President Trump, can bring the two countries together.”

“From my point, I can tell you, we have tried our best. We”ve made all overtures to India to start dialogue, resolve our differences through dialogue. But unfortunately, we haven”t made headways as yet. But I”m hoping that President Trump would push this process,” Imran said.

Trump also appeared ignorant about the Kashmir situation, saying “there”s just bombs all over the place” – possibly thinking it was something like what Syria was till some time ago.

“We”ll see if we can do something because I”ve heard so much about Kashmir. Such a beautiful name. It”s supposed to be such a beautiful part of the world. But right now there”s just bombs all over the place. They say everywhere you go, you have bombs and it”s a terrible situation. Been going on for many years. If I can do anything to help that, let me know,” Trump said.

When Khan said Kashmir issue should be resolved and that Trump would have the “prayers of over a billion people if you can mediate and resolve this issue”, the US President appeared pleased, and nodded, while saying “It should be resolved.”

Former Indian diplomats have brushed aside Trump”s remarks, as another example of his speaking untruths.

Former diplomat G. Parthasarathy told : “Trump does not have a very strong reputation of either speaking the truth or being truthful on anything. So he is sometimes given to exaggeration.”

According to Parthasarathy, “Nobody trusts Trump. And he was contradicted by his own State Department, and in the White House statement there is no reference to what he said. If it was true, it would be very prominent in the White House statement.”

Well known strategic analyst Commodore Uday Bhaskar (retd) said the press conference with Imran Khan and the reference to Kashmir as also to Afghanistan “definitely created a flutter of considerable intensity”.

Bhaskar told that Trump”s reference to “10 million people being killed” if the US chooses to intervene actively in Afghanistan and win the war there is “a very, very sensitive statement”.

According to Bhaskar, India knows it is dealing with a “mercurial president” and by the time of the Modi-Trump meeting in September, Trump will “have said 10-20 more such things by then”.

Former diplomat, T.P. Sreenivasan said: “Those who have been keeping an eye on President Trump”s lies have calculated that he has exceeded 10,000 terminological inexactitudes, otherwise known as lies.”

“Whether it was a habitual expression of post truth or an open offer to India and Pakistan, even Imran Khan could not have believed it,” Sreenivasan, former Permanent Representative of India to the United Nations, said.

Seminars, Debates, Marathons mark celebration of Kaushal Pakhwada

Bandipora, July 23: As part of World Youth Skills Day celebration, Mosaic work skills Pvt, a Project Implementing Agency (PIA) of Government’s Pradhan Mantri Kaushal Vikas Yojana (PMKVY), has launched a 15-days campaign Kaushal Pakhwada, to raise awareness about the importance of skill development among the youth in Bandipora.

As part of the campaign that will conclude on July 31,  different activities are being carried out in the district by the PIA including skill exhibitions, seminars, symposiums, painting competitions, marathons , debates and discussions to create awareness about the skill training and its importance besides celebrating the power of skills.  

Project Manager Mosaic Work Skills, Sheikh Taqwa said the fortnight campaign Kaushal Pakhwada is being observed from 16th to 31st July 2019 by government to advocate skills and make them aspirational for the young. The fortnight campaign is a significant initiative to highlight the importance of skills and ensure that the people are marching towards the vision of making country the Skill Capital of the World.

Besides Sheikh Taqwa, Hafiz bin Hamid, Umer, Aaqib Hussain , Aqib Peerrzada, Shameema Mubashir and Farhat Anjum took a lead role in organizing the activities that will conclude on July 31.



She said different activities have been carried out during the Kaushal Pakhwada including Poster making activity, marathon, singing competition, skits and seminars which were attended hundreds of students and youth. The students including a good number of female students participated actively in all the activities and highlighted the importance of skill development.

The speakers highlighted the importance of skill trainings in the state and said that the training the youth in different skills is the only way to fight unemployment in the state as the skilled youth can never be unemployed and can get jobs anywhere.

Taqwa said under the PMKVY, the organization is training students in different trades according to market demand so that the students get their jobs easily. She said preparing students for the world market in different sectors is the only option to tackle the unemployment as an unskilled youth cannot compete in the world market.

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by National Skill Development Corporation. Organizers said the objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. “Individuals with prior learning experience or skills are also assessed and certified under Recognition of Prior Learning (RPL)” she added.

Speakers said under Skill India, a number of initiatives are aimed at developing skills and promoting entrepreneurship among youth and the central government has set a target of skilling 40.2 crore people in India by 2022, under the new National Policy for Skill Development, in which 54 percent of people will be skilled in agriculture sector.
