Hit & Run: Delayed by 3 decades, Govt implements Solatium Scheme after SHRC orders

Srinagar, July 15 : Following directions by the State Human Rights Commission, the Government has established mechanism for implementation of Solatium Scheme 1989 regarding hit and run accident cases in the Jammu and Kashmir. According to the human rights commission, the implementation of the scheme has been delayed by three decades.  

Secretary SHRC said a “historic order” was passed by the Commission on a complaints pertaining to “HIT & RUN cases” filed before the Commission by ordering the State Government to implement the Solatium Scheme 1989 in the State which is already in existence throughout India.

The legal heir of a deceased in a hit-and-run accident case is entitled to get Rs 2 lakh under the solatium scheme. Likewise, the critically injured is entitled to get Rs 50,000 under the scheme.

“In compliance to the orders/directions of the Commission the State Government has established mechanism for implementation of the said scheme in each district as per Government Order No.41 TR of 2019 dated: 25-06-2019,” the secretary said.

The officer said the scheme is implemented in the State first time on the intervention of the Commission which otherwise should have been implemented thirty years before.

Those accidents are considered hit-and-run wherein the vehicle, with which the accident has happened, remains unidentified.

According to the procedure, an applicant needs to submit an application seeking compensation under this scheme in Form I alongwith duly filled in discharge receipt in Form II and the undertaking in Form V to the Claims Enquiry Officer of the Sub-Division or Taluka in which the accident takes place.

An application under clause (1) shall be made within a period of six months from the date of the accident: provided that an application made after six months but not after 12 months from the date of the accident may be accepted by the Claims Enquiry Officer, if he is satisfied that there are reasonable grounds to condone the delay.

Where the Claims Enquiry Officer does not accept the grounds advanced by the applicant he shall record speaking orders and communicate to the applicant reasons for not accepting the claim application. 

Hail, windstorm damage several houses, crops in Sopore, Tral

Srinagar, July 15 : Torrential rains coupled with windstorm wreaked havoc to many houses including agricultural land across Sopore villages on Monday evening.

Reports reaching said life in Zaingeer belt of Sopore came to a standstill after hit by strong winds followed by heavy rains and hailstorm.

Many houses have been damaged at several places including Dooru, Botengoo, Watlab and other villages of Zaingeer, reports said.

“The hailstorm followed by windstorm and heavy rains continued for 10 minutes and destroyed standing crops at many places. It also damaged many residential houses,” a group of farmers of Dooru village told news agency over phone.

When contacted, Additional Deputy Commissioner Sopore Ashiq Hussain Lily told news agency that the teams have been directed to visit the affected villages to review the losses caused by rains and windstorm.

Meanwhile, the inclement weather also caused damage to property in south-Kashmir’s Tral.

Reports reaching here said that strong winds uprooted a gigantic Chinar tree near Govt Girls High School, Dadsara in Tral, which resulted in damage of around a dozen motor bikes.

The windstorm also damaged a three-storey house, blew up roof-tops of some shops while also damaging several vehicles and a 250KV Transformer.

However, no loss of life has been reported from any places so far, reports added. (GNS).

Kashmir Press Club on Monday held its maiden election in which Shuja-ul-Haq was elected as the president, Moazum Mohammad as the vice president while Ishfaq Tantray was elected as the general secretary.

Haq defeated his nearest rival, Haroon Rashid Shah by just one vote. Farooq Javid was elected as the treasurer of the club.Habib Naqash, Arshid Hussain, Shafat Kirra, Altaf baba, Nisar Ahmad, Gowhar Geelani and Auqib Javed were elected as executive members.

Suspicious material found at Narian, traffic on Rajouri – Poonch road suspended

Rajouri, July 15 : Army on Monday recovered suspicious material along Rajouri-Poonch highway prompted authorities to suspend the vehicle traffic on the thoroughfare.

Reports said that the army’s Road Opening Party detected the suspicious substance at Narian on Rajouri – Poonch road today at around 10:10 am.

Confirming it, a police officer said that BDS has been summoned to the site. The officer said that the authorities has stopped the traffic on the highway. (GNS)

Pakistani intruder shot dead by BSF in Samba

Samba, July 15: A Pakistani intruder was shot dead on Monday by BSF when he crossed into Indian territory in Ramgarh sector of Samba district during the wee hours.

Reports said that the intruder crossed the fence in the area following which BSF troops opened fire and killed him on the spot.

SHO Ramgarh confirmed that at around 0300 hours, a 60-year-old Pakistani intruder was shot dead by 62 Bn BSF near Border Out Post (BOP) S M Pur falling in the Ramgarh sector.

The body was recovered and further investigations taken up in this regard. (GNS)

Muslims, Dalits to apply for arms licenses

Lucknow, July 15 Muslims, Dalits and tribals will now start applying for arms licenses for self-defence, following increase in incidents of mob lynching.

The pan-India movement will commence from Lucknow on July 26.

Shia cleric and General Secretary of Majlis-e-Ulama-e-Hind, Maulana Kalbe Jawwad will be organising the first camp in Lucknow on the suggestion of Supreme Court lawyer Mehmood Pracha.

According to the cleric, these camps would be organised in at least 12 cities, including six in Uttar Pradesh, where these communities are under threat and need legal help.

“SC/ST and minorities have been pushed to the edge by the government, which is soft on perpetrators of mob violence,” Maulana Kalbe Jawwad said.

“In such a scenario, there is no option left, but self-defence. Many from these communities face discrimination and they will avail of our legal expertise to fill up forms and apply for arms license.”

The camp will ensure that applicants with criminal antecedents or those with political or business interests are kept out.

“This campaign is not for the Shia community, in particular, but for all minorities who feel threatened. Once the applicants get their licenses, we will deploy experts for arms training. And we will also act against those who misuse their license,” he said.

“Legal experts will be coming to Lucknow for holding the camp. Clerics from others sects will also be included in the movement. The brunt of mob lynching is borne by Sunnis and Dalits too,” Jawwad added.

“If the government had taken strong steps against perpetrators of hate crime, we would not have had to take up such a measure. There are tough laws in the Constitution and Indian Penal Code (IPC) which the government should invoke. The draft bill on lynching is a mere eyewash. If the government wakes up, we will withdraw the movement,” the cleric said.

Yogi suspends 8 officials for cow deaths in UP

Uttar Pradesh Chief Minister Yogi Adityanath on Sunday evening suspended eight officials and sent show cause notice to three including the District Magistrate, for allegedly showing negligence in maintaining cattle. This comes a week after 35 cattle were found dead at a Prayagraj shelter. The Chief Minister also directed Prayagraj Commissioner to investigate all the aspects of the death of the destitute cow.  

Earlier, Prayagraj District Magistrate Bhanu Chandra Goswami cited continuous rains and lightening as the main cause of the deaths. 

However, locals claimed that the number of cow deaths was more than 35 said there has been no lightening in the last 2-3 days. Blaming the administration, locals said that there is no proper food and water supply for animals kept in the shelter.
Yogi Adityanath, earlier, had also warned cattle should not be seen roaming the streets unsupervised, nor in the fields. Reviewing the development programs in Moradabad division, Adityanath had said benefits of central and state schemes should be passed on to the public and any kind of corruption will attract strong action.

He said the officials should spend one to two hours every day to solve the problems of the common people.

Emphasising the need to expedite the allotment of houses process for the poor under the Prime Minister’s Housing Scheme (urban and rural), the chief minister said the officers will have to work within the stipulated time frame to improve the statistics of the scheme.“Keep in mind that eligible people should not be deprived of the scheme.”

Adityanath said if any official is involved in the illegal transaction of money in the housing scheme, then immediately FIR should be lodged against him. 

For those who are living in slums, a multi-storey building should be constructed under the affordable housing scheme, he suggested.

Referring to the facilities provided to the poor under the Ayushman Bharat Scheme, he said all those people who have been identified under it should be provided the Golden Card as soon as possible.

The chief minister also instructed the district administration to appoint nodal officers in the hospitals so that patients are not inconvenienced.

He directed the officials to release pension to the aged, ‘divyang’ and widows without creating hurdles and related complains must be immediately disposed off.

Mumbai : Actress Jacqueline Fernandez doesn’t consider her freckles a problem, but loves them as she has got them from her mother.

She opened up about it when she took to Instagram to ask her followers to share their skin problems with her. 

“Open pores, freckles, scars! What are your skin problems? Freckles aren’t really a problem for me, I got them from my mum and I actually love them,” she posted along with a black and white close-up photograph of her. 

The actress then gave beauty advice to the followers who came forward with their queries. 

When some users asked about ways to get rid of pimples, the actress of Sri Lankan origin said: “Please don’t touch them. Make sure your face is always cleaned properly and drink lots of water, no sugar.”

To the query on brown lips, she asked the user to go for tinted lip balm. And to the issue of open pores, she suggested applying ice on the face and a good toner. 

When a user asked about the secrets of getting a healthy and beautiful skin, she said: “Drink lots of water and do yoga.”

On the work front, Jacqueline will soon be seen in Netflix’s upcoming thriller “Mrs. Serial Killer”. 

“Mrs Serial Killer” is about a wife, whose husband has been framed and imprisoned for serial murders. She needs to perform a murder exactly like the serial killer, to prove that her husband is innocent. 

The film is directed by Shirish Kunder and produced by his wife and filmmaker Farah Khan Kunder.

Over 1.80 lakh pilgrims perform Amarnath Yatra in 14 days

Jammu, July 15 : More than 1.80 lakh pilgrims have performed the Amarnath Yatra over the last two weeks, officials said as another batch of around 5,000 yatris left for the Himalayan shrine on Monday.

In the past 14 days since the pilgrimage started on July 1, a total of 1,82,712 devotees paid obeisance before the ice stalagmite structure inside the cave shrine.

A batch of 5,210 pilgrims left Jammu for the valley in two groups. One with 2,372 pilgrims were headed to the Baltal base camp while 2,838 to Pahalgam.

Situated at 3,888 metres above the sea-level in Kashmir Himalayas, the cave shrine houses the ice structure that symbolises mythical powers of Lord Shiva, according to the devotees.

The ice stalagmite waxes and wanes with the phases of the moon, it is believed. Pilgrims approach the shrine either from the 14-km Baltal trek or the 45-km Pahalgam trek.

Helicopter services are also available for pilgrims at both the base camps.

This year”s Amarnath Yatra will end on August 15 coinciding with the Shravan Purnima festival.

Couple of uncontrollables were hard to swallow: Williamson

London, July 15 New Zealand might have ended runners-up for the second successive edition of the World Cup, but skipper Kane Williamson believes that the players have done a brilliant job and they should now be let free to do whatever they like.

“Yeah, obviously, just gutted. You know, the guys put in a huge amount of work to get this opportunity, to come here and play in another World Cup final and to pretty much do all you could and still not perhaps get across the line with some small margins. I think throughout this whole campaign in a lot of my press conferences I have spoken about ”uncontrollables” and there were a couple today that were pretty hard to swallow.

“Once again, take nothing away from England”s campaign, not just this match, but throughout (the tournament), the entire cricket they have played, they are deserving winners. Well either side walking away with the title today probably feels fortunate having it go down to a tie after regular time and then I think another one, wasn”t it, after six more balls?” he pointed.

While it has been a tournament that has seen teams struggle to score in the range of 300-350, the Kiwis have scored lesser, but defended really well. Talking on the same issue, Williamson said: “Yeah, we sort of wanted 250, 260. We knew that it wasn”t easy and we were expecting it to dry a little bit more and it did do that and I think we saw in the first sort of 10 overs, the movement that we were able to get and were able to pick up those early wickets and I think that was due to the pitch and the bowlers putting the ball in great areas which they have done all tournament.

“It”s very difficult to look at one or two areas when the margin is so small and you could look at anything. I think the thing you walk away with is the amount of heart and the amount of fight the guys have shown throughout this whole campaign, but probably none more than the match we have just witnessed and both sides showed that today and it did come down to — I don”t know how they won it — what was it, boundaries or something? (Smiling) Someone had to walk away with the title and we”re gutted that it”s not us.”

Commenting on the legacy back in New Zealand, Williamson said: “I have heard that a lot of people are enjoying it. I haven”t had a huge amount of contact from back home and I suppose being in another country, every game felt like an away match.

“And I think the way you play it and obviously getting into different stages of the tournament and it attracts a little bit of attention and we can only hope that the people back home enjoyed what we were able to achieve and hopefully the way that we played the game, I just hope that there was that enjoyment and perhaps a few kids might start playing a bit of cricket and all these sorts of things. We will have to wait and see when we head back and hopefully there”s a bit of interest there.”

Williamson also looked at the funny side of things as a throw from Martin Guptill hit Ben Stokes” bat before heading to the boundary to give England four extra runs.

“I guess — ”uncontrollables”. I suppose you can”t control them, can you? So it is up to someone else, I don”t know (smiling).

“Yeah, I guess there is a bit of that at times, and the game that we play where there are so many variables and whether it is the surface, the opposition, any sort of condition that can have an influence, but that is why the game is so great I think. On any given day anything can happen, there is not much constant about it and we saw that in this match and in a lot of other matches as well,” he said.
