Dhoni turns to ‘former spinner’ Shastri for advice

Leeds: For all talks of his gritty knocks as an opener and his brilliant man-management skills, what many forget is how useful a left-arm spinner current India coach Ravi Shastri was in his playing days. With 151 wickets in Test cricket and 129 wickets in ODIs, Shastri definitely knew a thing or two about spinning a web over opposition batsmen. And on Friday, it was none other than M.S. Dhoni who was seen having a long chat with the coach on playing spinners.

Walking up to Shastri after a longish session at the nets on a day when the Men in Blue opted for an optional training session, Dhoni was understood to be discussing playing spin bowlers as Shastri could be seen turning his wrists to explain the revolutions that a spinner gives to the seam as also the rip which helps in getting them drift in the air.

Even as Shastri was seen moving his wrist and fingers to explain the movements, Dhoni could be seen listening to the former India all-rounder with utmost attention. The chat lasted for close to 20 minutes before Dhoni walked off to check the pitch as Shastri made his way to the dressing room at the Headingley Cricket Ground.

The legendary Sachin Tendulkar had recently brought up the point of Dhoni struggling in the middle overs – especially when the slower bowlers are on – and had questioned his performance in the game against Afghanistan.
“Dhoni is a senior player and should show positive intent. Afghanistan’s bowling is good but you can’t score only 119 runs in 34 overs. He did not show any positive intent against Afghanistan. Dhoni has the ability to hit but yesterday his strike rotation was not good. He faced too many dot balls and this hampered a strong finish for India. The intent could have been much better by the middle order batsmen,” he had said.

Former India player turned commentator Sanjay Manjrekar had recently brought out a stat about how playing spin has been an issue with Dhoni. Taking to Twitter, he wrote: “Here’s something interesting about Dhoni -. 41 off 87 balls v spin this WC. But in the warm up games 69 off 56 balls v spin. That tells me it’s mental too. He does not put his wicket on the line as much in the big games (sic).”

But Manjrekar had also mentioned in his interview with IANS that the Indian team needed to look beyond Dhoni when it came to winning matches.

“India should be looking at others, and not just Dhoni, to win them matches. I love Dhoni best when he bats like he did in the warm-up games where he scored 30 off 30 balls and then the late flourish came.

“The team management should tell him to keep up with a run-a-ball kind of start and then see how it goes. If it is 12/2, then I can understand that Dhoni’s experience comes in. But once he is in at around 22-25 overs, that should be the endeavour,” he had pointed.

Latest Southern California earthquake causes damage, injuries

LOS ANGELES — A quake with a magnitude as large as 7.1 jolted much of California, cracked buildings, set fires, broke roads and caused several injuries, authorities and residents said.

The quake — preceded by Thursday’s 6.4-magnitude temblor in the Mojave Desert — was the largest Southern California temblor in at least 20 years and was followed by a series of large and small aftershocks.

It hit at 8:19 p.m. and was centred 11 miles from Ridgecrest in the same areas where the previous quake hit. But it was felt as far north as Sacramento, as far east as Las Vegas and as far south as Mexico.
Early magnitude estimates from the U.S. Geological Survey wavered between 6.9 and 7.1.

The area in and around Ridgecrest, already trying to recover from the previous temblor, took the brunt of damage.

Megan Person, director of communications for the Kern County Fire Department, said there were reports of multiple injuries and multiple fires, but she didn’t have details.

The county opened an emergency shelter. Meanwhile, a rockslide closed State Route 178 in Kern River Canyon, where photos from witnesses also showed that a stretch of roadway had sunk.

San Bernardino County firefighters reported cracked buildings and one minor injury.

In downtown Los Angeles, 150 miles away, offices in skyscrapers rolled and rocked for at least 30 seconds.

Andrew Lippman, who lives in suburban South Pasadena, was sitting outside and reading the paper when Friday’s quake hit.

“It just started getting stronger and stronger, and I looked into my house and the lamp started to sway. I could see power lines swaying,” he said. “This one seemed 45 (seconds)… I’m still straightening pictures.”

Gov. Gavin Newsom activated the state Office of Emergency Services operations centre “to its highest level.”

“The state is co-ordinating mutual aid to local first responders,” he said.
Lucy Jones, a seismologist at the California Institute of Technology and a former science adviser at the Geological Survey, tweeted that Thursday’s earthquake was a “foreshock” and that Friday’s quake was on the same fault system as the earlier quake.

“You know we say we have a 1 in 20 chance that an earthquake will be followed by something bigger? This is that 1 in 20 time,” she tweeted.

Firefighters around Southern California were mobilized to check for damage.

An NBA Summer League game in Las Vegas was stopped after the quake. Speakers over the court at the Thomas & Mack Center continued swaying more than 10 minutes after the quake.

In Los Angeles, the quake rattled Dodger Stadium in the fourth inning of the team’s game against the San Diego Padres.

The quake on Friday night happened when Dodgers second baseman Enrique Hernandez was batting. It didn’t appear to affect him or Padres pitcher Eric Lauer.

“Everyone was jumping over us to leave,” said Daniel Earle, 52, of Playa del Rey, who was sitting with his wife in the stadium’s reserve level.

“People were freaking out,” he said. “There was a concession guy, and he actually was really cool because he was really calm. He’s like, ‘Relax. Tranquilo. Relaxe. Tranquilo,’ and people were looking around.”

“My wife was holding us, like squeezing. I’m surprised my arm is still here. She was squeezing into it so hard,” Earle said.

Six Flags Magic Mountain in Santa Clarita said in a tweet Friday night it had stopped running rides in the earthquake’s wake.

“The safety of our guests and employees is our top priority and as a precautionary measure, we are conducting an extensive visual, structural, and operational safety checks on all of the rides before re-opening,” the park said on Twitter.

Disneyland had evacuated rides as the park conducted safety checks, the Hollywood Reporter wrote. The park’s mobile app had marked all rides as “temporarily closed” on Friday night.

The quake came as communities in the Mojave Desert tallied damage and made emergency repairs to cracked roads and broken pipes from the earlier quake.
Hours earlier, seismologists had said that quake had been followed by more than 1,700 aftershocks and that they might continue for years.

Jones said aftershocks from the new main quake could occur for three years.

Earlier Friday, Los Angeles had revealed plans to lower slightly the threshold for public alerts from its earthquake early warning app. But officials said the change was in the works before the quake, which gave scientists at the California Institute of Technology’s seismology lab 48 seconds of warning but did not trigger a public notification.

“Our goal is to alert people who might experience potentially damaging shaking, not just feel the shaking,” said Robert de Groot, a spokesman for the USGS’s ShakeAlert system, which is being developed for California, Oregon and Washington.

The West Coast ShakeAlert system has provided non-public earthquake notifications on a daily basis to many test users, including emergency agencies, industries, transportation systems and schools.

Late last year, the city of Los Angeles released a mobile app intended to provide ShakeAlert warnings for users within Los Angeles County.

The trigger threshold for LA’s app required a magnitude 5 or greater and an estimate of level 4 on the separate Modified Mercali Intensity scale, the level at which there is potentially damaging shaking.

Although Thursday’s quake was well above magnitude 5, the expected shaking for the Los Angeles area was level 3, de Groot said.

A revision of the magnitude threshold down to 4.5 was already underway, but the shaking intensity level would remain at 4. The rationale is to avoid numerous ShakeAlerts for small earthquakes that do not affect people.

“If people get saturated with these messages, it’s going to make people not care as much,” he said.

Construction of a network of seismic-monitoring stations for the West Coast is just over half complete, with most coverage in Southern California, San Francisco Bay Area and the Seattle-Tacoma area. Eventually, the system will send out alerts over the same system used for Amber Alerts to defined areas that are expected to be affected by a quake, de Groot said.

California is partnering with the federal government to build the statewide earthquake warning system, with the goal of turning it on by June 2021. The state has already spent at least $25 million building it, including installing hundreds of seismic stations throughout the state.

This year, Newsom said the state needed $16.3 million to finish the project, which included money for stations to monitor seismic activity, plus nearly $7 million for “outreach and education.” The state Legislature approved the funding last month, and Newsom signed it into law.

Over 67,000 pilgrims perform Amarnath Yatra

Jammu: Over 67,000 pilgrims performed the Amarnath Yatra during the first five days while another batch of 5,124 yatris left Jammu on Saturday, officials said.


The yatris on Saturday left Bhagwati Nagar Yatri Niwas in two escorted convoys for the Kashmir Valley. The Yatra began on July 1.


“Of these, 1,994 yatris left in the first escorted convoy at 3 a.m. for Baltal base camp while the second convoy of 3,130 yatris left at 3.20 a.m. in the second convoy for the Pahalgam base camp,” a police officer said.

After ACB raids, J&K Bank under NIA scanner for ‘role in terror financing’

New Delhi, July 06 : The Jammu and Kashmir Bank (J&K Bank), alreadyfacing a corruption investigation, could be in for more trouble as the National Investigation Agency (NIA) may probe the bank’s alleged role in an ongoing terror-funding case.

According to a source in the home ministry, the agency has flagged several discrepancies in the functioning of the bank, hinting at suspected “dubious activities” that may be linked to terror financing.

During the course of investigation into a terror-funding case of 2017 that saw the arrest of JKLF leader Yasin Malik, Dukhtaran-e-Millat leader Asiya Andrabi, separatist leader Shabir Shah of the JKDFP and Masrat Alam of Muslim League among others, the NIA is said to have found that all the accused held accounts in the bank but did not have any valid documents for them.

“During questioning of the accused, when the NIA sought their account numbers, and when they went back to check transactions made through those accounts, they realised that most of those accounts were either opened fraudulently or without proper procedure,” said another source in the ministry.

The NIA has allegedly found that the bank did not follow any KYC (Know Your Customer) norms, the accounts were not linked to respective PANs (Permanent Account Numbers), and there were no phone numbers or proper address proofs in the documents used to open these accounts.

Despite repeated calls and texts to the J&K Bank spokesperson, there was no response. This copy will be updated if and when the bank responds.

The NIA action will spell more trouble for the bank after the Anti-Corruption Bureau (ACB) of Jammu & Kashmir Police earlier last month claimed to uncover a racket in which loans to the tune of Rs 1,000 crore were diverted. The bank’s chairman, Parvez Ahmed, was dismissed following this.

With the ACB sharing details of the alleged scandal, the CBI and the Enforcement Directorate (ED) are to be roped in as the case will require a forensic audit by a specialised agency.

While CBI has a specialised unit for bank fraud cases that investigates high-value cases and corruption, the ED will focus on money laundering.

The NIA has also conveyed to the home ministry that unsecured loans were given by the bank without any collateral, ThePrint has learnt.
In addition, the second source quoted above said, huge amounts of money were disbursed in the name of CSR (Corporate Social Responsibility) activities without maintaining proper accounts.

“There is no check on the loan given,” the source said. “Money is pouring in and is being withdrawn without any records, without any identification of the source.”

According to yet another source, when NIA gave the bank a few account numbers and asked for their transaction details, the bank did not have any data available. “The bank was unable to produce any data or details of those accounts, not even the phone numbers against those accounts,” said the source.

The NIA probe has also revealed that credit cards are being used as cash cards and that data was being maintained manually, ThePrint has learnt. “There were a lot of cash deposits that were done in those accounts, but the data of the source from where the money came was unavailable. Even the deposit slips that are used to put money in accounts were not available with the bank,” the third source said. “It is bizarre that a bank is functioning after flouting so many norms. It is like a personalised bank being used for dubious activities.”

The source said the bank had not even shared that annual information reports with FIU (financial intelligence unit). “No data was being shared with FIU.”

Banks are required to maintain and preserve information in respect of transactions with its client in hard and soft copies and report information of all suspicious transactions to the director, financial intelligence unit.

4 executive officers of municipal committees suspended for ‘misconduct, funds misappropriation’

Govt writes to Director ACB for detailed probe against all the officers

Srinagar, July 6 : The authorities have placed under suspension four executive officers of municipal committees based on “preliminary inquiry” reports into the alleged charges of misappropriation, irregularities in financial transactions, gross negligence and misconduct.

According to an order issued by the Director Urban Local Bodies, the officers placed under suspension Including Sarfaraz Ahmad Bhat, Executive Officer Municipal Committee Ganderbal, Shabir Ahmad Wani, Chief Executive Officer Municipal Committee Pahalgam (former Chief Executive Officer MC Anantnag), Syed Nayeem Rizvi, Executive Officer Municipal Committee Bandipora (former Executive Officer MC Anantnag and Ghulam Mohiudin Malik (Executive Officer Municipal Council Anantnag).

During the period of suspension, the officers will remain attached in the office of the director urban local bodies Kashmir, the order says, a copy of which lies with news agency.

Meanwhile, Director Urban Local Bodies Kashmir has forwarded a letter to government through Housing and Urban Development Department for detailed investigations in all the four cases by Anti Corruption Bureau (ACB).

Following the communication, Additional Secretary to government, Housing and Urban Development Department, has forwarded a letter to Director ACB for a detailed probe against all the four officers. (GNS)

Chief Secretary reviews progress of USB Rail Link Project

70% Tunneling work completed; Timelines fixed for resolution of issues; Railways to submit weekly progress reports


Srinagar, July 05: Chief Secretary, B V R Subrahmanyam chaired the Apex Committee meeting to review the progress of the Udhampur-Srinagar-Baramulla Rail Link (USBRL) Project.

Principal Secretary, Home , Financial Commissioner Revenue, J&K, Principal Secretary, Planning Development & Monitoring Department, Administrative Secretaries of the Departments Forest, Ecology & Environment, PDD, Revenue and Tourism, Divisional Commissioner, Kashmir,  Chief Administrative Officer (CAO), USBRL Project, Deputy Commissioner, Srinagar, Deputy Commissioner Budgam and other senior officers and representatives of Railway Authorities were present in the meeting.

Divisional Commissioner, Jammu, Deputy Commissioner, Ramban and Deputy Commissioner, Reasi participated in the meeting through video conferencing. 

CAO, USBRL Project informed the Committee that out of the total 272 Km Rail line between Udhampur and Bramulla, 111 Km stretch between Katra and Banihal remains to be connected.  The stretch has tunnels in 97 Km length and surface Rail line on 14 Kms. He said 67 Km long escape tunnels are also being provided alongside the main tunnels.

Regarding progress of work on the 111Km Katra-Banihal stretch, CAO, USBRL Project informed that 67 Km construction work of the main Tunnels has been completed along with 30 Km of the escape tunnels. He said work on the project is going on smoothly. However, certain issues requiring intervention of the State Government are projected for early resolution.

To expedite the resolution of the issues and completion of the Project, Chief Secretary directed the Railway Authorities to submit on every Monday by 11:00 AM, a weekly progress report along with details about bottlenecks/stoppages, if any, encountered during the previous week to his office, Principal Secretary, Home, Divisional Commissioner, Jammu, IGP Jammu and concerned DCs/SSPs. He asked the Railway Authorities to first seek resolution of the issues with the concerned DCs and Divisional Commissioner, Jammu before referring them to Government.   

In order to put in place a coordination mechanism at the district level for the USBRL Project, State Government will constitute Committees of Deputy Commissioners of Ramban and Reasi with District SPs, concerned Revenue Authorities etc and representatives of IRCON and KRCL as members to review the progress of work every week and discuss resolution of issues, if any.

Timelines were also fixed by Chief Secretary for time bound resolution and completion of the few pending land acquisition, utility shifting and compensation issues in Reasi, Ramban and Budgam districts. (GNS)

SAC approves guidelines for better implementation of MGNREGA

Srinagar, July 05 : The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik approved the guidelines/procedure to be followed by Halqa Panchayat for implementation of MGNREGA as mandated in Schedule 1 of the amended J&K Panchayati Raj Act 1989.    

The guidelines are mainly regarding transfer of 80% MGNREGA funds to Panchayats, procedure for operation of funds by Panchayats, timelines to be followed under MGNREGA, planning, decision making, expenditure and monitoring guidelines for better implementation of the Scheme in the State.

 These guidelines/procedures shall further strengthen the Panchayati Raj Institutions and making grass root planning and decision making into a reality. (GNS)

Government revives Road Accident Victims Fund – Rules also approved

Srinagar, July 05 (GNS): The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik approved notification of the “Road Accident Victims Fund” along with scheme for realization and disbursal of amount.

The objective of the fund is to provide immediate succor to the dependents/ kith and kins/ legal heirs of the persons killed/ injured in road accidents of passenger cum private vehicles including the vehicles owned by Government/Corporation/Public Sector Undertaking, etc.   

Over the years, the volume of vehicles has increased considerably and coupled with other factors like road condition, hilly and difficult terrain, rate of accidents have also increased. Given the average deaths in a calendar year on account of road accidents and injuries to others, it has become essential to provide immediate relief to the victims of road accidents especially in cases of seriously injured person who for want of money cannot afford immediate medical treatment.  

The proposal for revival of Passenger Welfare Fund with the Connotation of “Road Accident Victims Fund” shall apart from considerable improvement in its operation and discharge of public services towards welfare of road accident victims, meet the emergent needs of the persons injured in such accidents.

The relief shall be applicable to the victims of road accidents arising out of all types of vehicles including private and public vehicles owned by government/corporation/public sector undertakings including hit and run cases. In addition, it will be applicable to road users/pedestrians.

A District Level Committee has been proposed for expeditious release of compensation to the victims. (GNS)

Highway restrictions unacceptable: JKLF

Srinagar, July 5 : “Banning civilian traffic on main highway of Kashmir and halting train services for a lame excuse of providing security to Amarnath pilgrims actually shows the religious fanatic face of Indian rulers who are hell-bent upon inflicting miseries and hardships on common citizens of Kashmir,” said the Jammu Kashmir Liberation Front (JKLF) on Friday.

JKLF acting chairman Abdul Hamid Butt in a statement issued said, “This ban is actually like putting a whole nation under siege in a concentration camp. International community is actually failing its human obligation by maintaining a criminal silence over this state sponsored violation of human rights.”

He said Kashmir has a glowing history of communal harmony and religious tolerance and Kashmiris have always stood firm for defending this tolerance and brotherhood even during hardest of times.

Kashmiris in past always provided every sort of help and assistance to Amaranth Yatris and will keep doing this as it is our moral and religious duty to look after our guests, Butt said, adding that Indian rulers have now put a blanket ban on public movement on main highway during Yarta days.

“Even train service has been put to hold on the false pretext of providing security to the Amaranth Yatris. Indian rulers are actually giving a message that military convoys and Hindu pilgrimages are the priority and Kashmiris have no value and can wait,” he said.

Terming these restrictions as communal, bizarre and unacceptable, JKLF acting chairman said that “even in worst dictatorships local population is not held hostage to the movement of pilgrims”.

“Traders, students and patients are suffering massively due to this undemocratic and illegal order. Fruit and other goods worth millions are rotting on the highways, causing unimaginable damage to the local economy,” he said, adding, “Actually Delhi wants to defame Kashmir and Kashmiris and make their lives more miserable.”

JKLF has urged the international community to wake up from its “deep slumber”, saying, “Kashmiris are being deprived of their basic human rights.” (GNS)

Hurriyat (G) appeals: Pray for Geelani’s health

Srinagar, July 5: Hurriyat Conference (G) has expressed serious concern over the worsening health of its chairman Syed Ali Geelani.

A Hurriyat (G) spokesperson in a statement issued said though physical weakness is because of Geelani’s advanced age, but the continued house arrest has grossly affected his well-being.

“Keeping a political personality away from his routine engagements and forcibly preventing him from participating in any social, religious or family function puts a lot of stress. It is surprising that mighty Indian establishment is scared of an old, frail man and feels comfortable by putting curbs on his activities,” he said, adding, “Pulling all along through his turbulent political carrier, Syed Ali Geelani has always been an eyesore for the opponents.”

The spokesperson further said, “To force this powerful voice to subjugation, first his close associates and amalgam workers have been booked in fabricated cases and put behind bars. When they failed to get him in line, they started targeting his children and grandchildren through so-called investigating agencies. It is only by the grace of Almighty Allah and prayers of his well-wishers that he faces the oppressive onslaught so bravely and is determined to stand his ground.”

He said that despite his bad health, Geelani chaired an important meeting of the forum, but because of his chest infection and physical weakness, he is under strict advice of doctors and is recovering.
