SAC approved winding up of JAKFED

SRINAGAR, : The State Administrative Council (SAC) which met here under the chairmanship of Governor, Satya Pal Malik accorded sanction to the winding up of J&K Cooperative Supply and Marketing Federation (JAKFED).

SAC directed that the Winding up of JAKFED shall be concluded by 31.08.2019. Further, the Cooperative Department will propose constitution of an appropriate Committee to the General Administration Department which will coordinate the winding up of the Federation.

The Department will obtain prior concurrence of the Finance Department to the design and implementation of a VRS for the employees of JAKFED.

All the movable/immovable assets of JAKFED shall be taken over by the State Government and financial commitments, if any, shall be met by the Cooperative department through sale of these assets and the State Government shall not bear any financial liability whatsoever on this account.

It is noteworthy to mention that JAKFED is registered under the Jammu and Kashmir Cooperative Societies Act, 1989 and is an apex level institution in the Cooperative Sector. The major activities of the federation included procurement and distribution of Fertilizer, building material, domestic gas etc.

JAKFED was a profit earning organization, however, it could not sustain the same on account of malpractices which were probed by a High Level Committee (Pillai Committee) and, thereafter, by the Joint House Committee of Legislative Council. The matter has been referred to CBI for further investigation.

The employees of JAKFED filed a Writ Petition before the High Court with the prayer to redress their grievances, including those related to release of gratuity, leave encashment, salary etc on eve of their retirement. The High Court in its order dated 20.02.2018 directed the State Government to suggest ways and means by which the employees of JAKFED can be paid their dues.

Pursuant to the Court directions, the matter was examined at various levels of the Government. The financial position of JAKFED, liabilities of the organization; future prospects of the organization and many other aspects were examined critically in order to arrive at a decision whether to go for revival or winding up, if necessary, of JAKFED, while protecting the interests of the employees on the rolls of the federation.

It was observed that Federation has strength of 224 employees. The Federation is suffering annual recurring loss of around Rs 2.75 Crore and is having statutory liabilities of Rs 24 Crore including payment of CPF and Pensionary benefits besides liabilities on account of payments to suppliers is around Rs 25 Crore. Outstanding against the goods supplied is Rs.19 Crore and outstanding to be recovered from the officers/officials against whom impressed advance has already been paid is Rs.1.24 Crore. The overall liabilities of JAKFED are to the tune of Rs 67 Crore.

After careful analyses of all the pros and cons and in view of the very limited scope for revival, decision to wind up JAKFED has been taken.

Govt orders prosecution of 4 persons for ‘identifying guard posts’ to snatch weapons

Srinagar, June 14 : The state government has accorded sanction to prosecute four persons under unlawful activities (Prevention) Act for “identification of guard posts and Nakas” in order to “snatch the weapon easily” from government forces. 

According to a government order, on 7 June last year, Police Station Kulgam “reliably came to know” that a “self-styled” commander of LeT –Shakoor Ahmad Dar alias Abu Bakar was active in Kulgam and is planning to snatch the weapons from government forces.

“The commander has orgnised a group of members with a task to make discreet identification of the guard posts/Naka’s in order to snatch the weapon easily from security force/Police etc,” reads the order, a copy of which lies with news agency. Subsequently, it said, a case FIR No.98/2018 U/S 13(2) 18,39 UAP Act, 1967 was registered at Police Station Kulgam and investigation set into motion.

“During the course of investigation and as per the evidences collected, it has been found that the accused persons namely Ajaz Ahmad Bhat of Chennigam Frisal, Sheeraz Ahmad Shargojri of Mohd Shaban Shergojri of Chambgund Pahloo, Adil Nazir Wagay of Chambgund Pahloo, Zahid Ahmad Shargojri of Chamgund Phaloo and Shakoor Ahmad Dar alias Abu bakar of Sopat have been found involved for the commission of offences U/S 13 (2) 18, 39 UAPA.”

Shakoor Ahmad Dar was killed in an encounter with government forces at Chidder Kulgam on 24 June 2018, it says.  

“The Authority appointed by the State Government under sub-section (2) of section 45 of the Unlawful Activities (Prevention) Act, 1967, has independently scrutinized the Case Diary file and all the other relevant documents relating to the case and has come to a definite conclusion that this is a fit case for accord of prosecution sanction against the said accused persons,” the order said and announced accord of sanction for launching prosecution against the our accused persons for commission of offences punishable U/S 13(2), 18 & 39 ULA(P)Act, 1967   in case FIR No. 98/2018 of Police Station Kulgam. Bodies of slain handed over to families; thousands attend their funeral

Srinagar, June 14 : Two militants of Lashkar-e-Toiba outfit were killed in a gunfight at Awantipora area of south Kashmir’s Pulwama district on Friday.

Reports reaching said that a joint team of army’s 55 RR, SOG and CRPF launched a cordon at Braw Bandina area of Awantipora today morning.

A police spokesman said that the cordon-and-search operation was launched in the area following credible inputs.

“During the search operation, the hiding militants fired on the search party. The fire was retaliated leading to an encounter. In the ensuing encounter, two militants were killed and their bodies were retrieved from the site of encounter along with AK-47 and one pistol,” the spokesman said.

The spokesman identified the slain as Irfan Ahmad Degu @Abu Zarar of Naina Litter Pulwama and Tasaduk Amin Shah of Kadlabal Pampore.

“Both the slain as per police records were affiliated with LeT and were wanted by law for their complicity in attacks including attack on security establishments and civilian atrocities,” the spokesman said.

“According to police records, Irfan was part of groups involved in planning and executing series of militant attacks in the area and many other civilian atrocities. He was involved in case FIR No 35 of 2018 pertaining to attack on security forces in Ellahibagh Pulwama in which one jawan also lost his life. Tasaduk as per the police records was involved in Case FIR No 27/2019 of Police Station Pantha Chowk pertaining to killing of civilian. Several crime cases were registered against them,” the spokesman said.

Meanwhile, after conducting all legal formalities the bodies of the slain were handed over to their respective families for last rites. In the meantime, thousands of people attended the funeral prayers of the slain at their native places and were later buried amid pro-freedom slogans. (GNS)

BSF trooper injured critically in accidental fire in Tanghdar

Srinagar, June 14 : A Border Security Force (BSF) trooper was injured critically in an accidental fire near Line of Control (LoC) in Tanghdar area of north Kashmir’s Kupwara district on Friday.

A police officer told that the BSF constable namely Noor Ali of 124 bn was injured critically after being hit by a bullet while he was cleaning his service rifle inside a post at Semari Teetwal along the LoC.

Ali was immediately taken to nearby army’s health facility where from he was referred to army’s 92 base hospital Badamibagh Srinagar for advanced treatment, the officer said.

He said that police have taken cognizance of the incident and initiated further investigations in this regard. (GNS)

52-Year-Old Nomad Drowns Into Kishenganga River In Gurez

Srinagar, June 14 : A 52-year-old nomad drowned in river Kishenganga after he slipped into it while he was grazing sheep in Gurez sector of north Kashmir’s Bandipora district on Friday.

Official sources told that the nomad namely Liyaqat Ali (52) son of Munshi Ali of Rajouri district slipped into fast flowing river Kishenganga near Ramnalla in Gurez today in the morning.

Soon after the incident, local volunteers, police and army launched operation to trace out the nomad and when this report was filed the searches were going on. (GNS)

PDP postpones June 16 meeting citing busy schedule of party leaders

Srinagar, Jun 14 : The PDP meeting scheduled on June 16 has been postponed by the party leadership citing engagement of several leaders.

However, reports say that leaders from north Kashmir have not shown interest to attend the meeting, which compelled the party to postpone it.

Refuting the reports of north Kashmir leaders not attending the meeting, PDP chief spokesman said that several leaders are busy in party and personal activities and they requested to reschedule the meeting.

According to PDP leaders, the meeting was scheduled on June 16 where further party strategy was to be discussed and future course of the party activities was among scheduled debate.

“Leaders of Jammu region are busy in party activities as Party president Mehbooba Mufti is holding party meetings with Jammu leaders. Several leaders from Kashmir valley are busy with agriculture and horticulture activities and on their request, the meeting has been postponed,” PDP chief spokesman Rafi Mir told.

2 dead, 26 injured in accidents in J&K’s Doda district

Bhaderwah: Two persons were killed and 26 others injured in separate incidents in Jammu and Kashmir’s Doda district on Friday, officials said.

A woman was among the two persons who died and a teenage girl was seriously injured after their car plunged into the Kalnai river on the Thathri-Kilhotran road in the afternoon, the officials said.

The three persons were rescued and taken to a hospital, where the doctor declared Dooni Chand and Neevi Manhas dead. The injured girl is still unconscious and undergoing treatment, said Mohd Anwar Banday, the sub-divisional magistrate of Thathri area, adding that an investigation was on.

In another incident, a bus carrying 35 passengers overturned at Gatsu area of the district in the morning, Superintendent of Police Shabir Ahmed Malik told PTI.

Twenty-five passengers were injured and five of them are critical. They are undergoing treatment at the district hospital, while those who are critical might be shifted to the GMC in Jammu, the officer said.

According to a preliminary report, the 30-seater bus, which was travelling to Jammu, was going up the hill when the driver lost control of the vehicle due to a brake failure, causing it to slide down, Malik said.

Luckily, the bus did not tumble down the hill to the Chenab as the driver steered towards the left to avoid the river on the right, but in turn caused the vehicle to overturn on the road, the SSP said.@PTI

SC refuses to interfere with NEET exam

New Delhi: The Supreme Court Friday refused to entertain a plea which sought quashing of the answer keys of some questions in the NEET(UG)-2019 examination saying that an expert body has duly applied its mind and revised answers were issued.

The top court, however, allowed the four Hyderabad based students who have challenged the answer keys, to approach the high court for the relief.

It said that courts are not experts in each and every subject and time has come when the interference in this arena should be stopped.

A vacation bench of Justices Ajay Rastogi and Surya Kant allowed the four medical aspirants to withdraw their plea and granted them liberty to approach the high court with their grievances.

At the outset, senior advocate Abhishek Manu Singhvi, appearing for the students, said that wrong answer key were given by the National Testing Agency which conducted the exam on May 5.

He said the five questions having four marks each had more than one correct answers or had an answer which was different from answer key issued by the NTA.

“All multiple choice answers cannot be scrutinized by the this court. We are not experts. We think somewhere some line needs to be drawn,” the bench said.

It said that interfering with the answer key would mean that Supreme Court has become an appellate body above the NTA.

The bench said that after the answer keys were issued to the questions asked in the May 5 examination, several students had made representation about the correct answers and subsequently revised answer key were issued.

“We see, an expert body has applied its mind and revised answer key was issued. In some cases, the answers were corrected. There does not seems to be a case of mala fide intent,” it said.

Singhvi said that students career will be affected if the answers key were not corrected and suggested that an expert body should be constituted which shall look into the correct answer keys as the counselling is yet to start from June 19.v

India to impose retaliatory tariff on 29 US items from June 16

After extending the deadline several times, India has decided to impose additional customs duties on 29 products from US, including almond, walnut and pulses, with effect from June 16, sources said.

A notification with this regard will be issued by the finance ministry soon, they added.

The move will hurt American exporters of these 29 items as they have to pay duties on these products. India would get about USD 217 million additional revenue from such imports.

The government had on June 21, 2018 decided to impose these duties in retaliation to the US decision of significantly hiking customs duties on certain steel and aluminium products.

India has informed the US about its decision to go ahead with the retaliatory duties, the sources said.

America had in March last year imposed 25% tariff on steel and a 10% import duty on aluminium products. As India is one of the major exporter of these items to the US, the US decision has revenue implication of about USD 240 million on Indian steel and aluminium products.

India extended the deadline for imposition of these duties multiple times in the hope that some solution would emerge during a negotiation between India and the US on a proposed trade package.

But those negotiations came to a halt following the decision of the US to withdraw export incentives to Indian exporters under its Generalised System of Preferences (GSP) programme. These benefits were rolled back from June 5. It would impact goods worth USD 5.5 billion from India to America.

As part of the imposition of higher import duties on 29 US products, India has notified higher tariffs on several goods.

While import duty on walnut has been hiked to 120% from 30%, duty on chickpeas, Bengal gram (chana) and masur dal will be raised to 70%, from 30% currently. Levy on lentils will be increased to 40%.

The duty on boric acid and binders for foundry moulds would be hiked to 7.5%, while that on domestic reagents will be increased to 10%. Duty on artemia, a kind of shrimp, will be hiked to 15%.

The other products on which duties will be hiked include certain kind of nuts, iron and steel products, apples, pears, flat rolled products of stainless steel, other alloy steel, tube and pipe fittings, and screws, bolts and rivets.

India has also dragged the US to the World Trade Organisation’s (WTO) dispute settlement mechanism over the imposition of import duties on steel and aluminium.

India exports steel and aluminium products worth about USD 1.5 billion to the US every year.

India’s exports to the US in 2017-18 stood at USD 47.9 billion, while imports were at USD 26.7 billion. The trade balance is in favour of India.

India supported Pakistan’s Asia Cup bid but venue to be decided later: PCB chief Ehsan Mani

Pakistan Cricket Board chief Ehsan Mani on Friday said that India supported the awarding of 2020 Asia Cup’s hosting rights to Pakistan at the recent Asian Cricket Council meeting in Singapore.

“India supported our bid but the venues will be decided later. Our preference is to have the matches in Pakistan if the Indian government gives permission to the Indian board to send its team to Pakistan for the tournament. If not, UAE is the second option,” Mani told the media in Lahore.

Next year’s Asia Cup is scheduled for September before the World T20 in Australia.

India had hosted the last Asia Cup in UAE last year after Pakistan refused to travel across the border.

Mani said Pakistan was trying to bring back international cricket to the country and its first priority would be to have matches in Pakistan. “But it will depend on whether the Indian team is cleared to tour the country.”

The Asian Emerging Nations Cup was held in Karachi and Dubai earlier this year with India playing all their matches in UAE while Pakistan played their group games in Karachi and later travelled to UAE for the final round.

Mani also made it clear that despite the continued suspension of bilateral cricket between Pakistan and India, the relations between the two boards remained cordial.

“Both boards have no issues with each other and we have cordial relations. But our policy on the resumption of bilateral ties with India is now clear…that is…we will not request them again to play with us,” Mani, a former President of the International Cricket Council, said.

“The Indian board will now take the first step if they want to resume bilateral cricket series. Hopefully, since the elections are now over in India and the government has been formed the political climate will change and allow the resumption of ties,” he added.
