WATER SECURITY PLAN FINALISED IN DISTRICT SHOPIAN

SHOPIAN: JUN, 14: District Development Commissioner Shopian, Dr. Owais Ahmed today chaired a meeting to finalise water conservation and water security plan meeting here at District Administrative Complex Shopian.

Among others, the meeting was attended by Additional Deputy Commissioner, Executive Engineers from PHE, Irrigation, Chief Agricultural Officer, Chief Education Officer, District Horticultural Officer, Block Medical Officer, All Block Development Officers and other concerned officer and officials.

On the occasion DDC said that the water conservation includes all the policies, strategies and activities to sustainably manage the natural resource of fresh water, to conserve the hydrosphere and to meet the current and future requirement of water considering population growth & growth of agriculture, industries, etc.

On the occasion, the DDC congratulated PHE department for timely completion of water security plan for the district. DDC was also apprised that the water conservation plan for the district is near completion and will be completed within few days. Speaking on the occasion, Dr. Owais said that it is very essential that besides looking after infrastructure requirement for water conservation and water security, it is essential that the general public is made aware of the importance to conserve such precious resource.

Gunfight rages in Pulwama village

Pulwama, Jun 14 : A gunfight broke out between militants and goverment forces in south Kashmir’s Pulwama village on Friday morning.

Reports reaching said encounter started between militants and forces at Brobanduna (Sangam)area of Pulwama district.

A police officer also confirmed and said a joint team of forces including Army’s 55 RR, SOG and CRPF launched a cordon and search operation in the area following specific information about the presence of militants inside a residential house in the area.

Officer said that as soon as forces intensified searches towards suspected spot the hiding militants fired upon them triggering an encounter.

Exchange of firing in the area was on when last reports came in.

Pakistan-Trained Hand Behind Anantnag CRPF Attack, Say Officials

A day after five CRPF personnel were killed in an attack in South Kashmir’s Anantnag — the first major attack since the Pulwama suicide bomber attack in February — officials said the AK-47 toting, ‘hardened’ militant was not a local and was trained in Pakistan.

The official said the fidayeen (on a suicide mission) acted alone, killing five personnel in the initial burst of fire.

CRPF Director General R.R. Bhatnagar briefed Home Secretary Rajiv Gauba about the attack on Thursday. The busy Khanbal-Pahalgam road, where the attack took place is the main approach road to the Amarnath shrine. The Amarnath Yatra commences July 1, more than two lakh pilgrims are expected to visit the shrine.

In wake of the attack, the security arrangements for the Yatra were also reviewed. Around 30,000 security personnel are to be deployed for security during the Yatra.

Narrating the sequence of events, an official said the militant walked towards a police vehicle when a CRPF team was withdrawing from duty and opened fire at them from close range.

A militant outfit, the Al-Umar Mujahideen, that used to be active in the 90s, has claimed responsibility for the attack. An official claimed the attack was coordinated from Pakistan and it was a ploy to rake up the names of obscure outfits to maintain deniability in international arenas.

“The CRPF men were bunched together as they were trying to get into the vehicle and were killed in the initial burst of fire. The encounter lasted for around seven minutes. The militant also lobbed grenades and emptied the entire AK-47 magazine, firing at the security personnel from 15-20 metres. He came to die,” said an official.

The official said they trawled social media for videos of the attack and based on it, came to the conclusion that the militant acted alone. Investigations were on to detect how he reached the site of the attack.

The CRPF personnel killed in the attack were identified as ASI Ramesh Kumar from Jhajjar in Haryana, ASI Nirod Sharma from Nalbari in Assam, Constables Satendra Kumar, Mahesh Kumar Kushwaha from Muzaffarnagar and Ghazipur in Uttar Pradesh respectively and Constable Sandeep Yadav from Dewas in Madhya Pradesh. The condition of other three personnel — Head Constable Rajender Ingle, Constables Premchand Kaushik and Kedarnath Ojha — injured in the attack, was said to be stable.

Planned operation

“The militants must have done a reconnaissance of the entire area, they knew the exact time of withdrawal of duty,” the official said. Another official said the CRPF were “sitting ducks.”

The CRPF had earlier requested the Jammu and Kashmir Police to not expose them in crowded areas by putting them on law and order duties. “We had requested that CRPF should be stationed at police stations and should be requisitioned only when required. This is a crowded marketplace, it also put the locals in danger,” said the official.( The Hindu)

Interested Aspirants are requested to remain present during Draw of Lots. 5% of the total cost of package shall be charged as Service Tax under GST.

After chairing Hurriyat meet, Mirwaiz visits Geelani’s Hyderpora residence

Srinagar: Hurriyat Conference (M) chairman Mirwaiz Umar Farooq on Thursday visited the Hyderpora residence of Hurriyat (G) chairman Syed Ali Geelani after chairing a crucial meeting of Hurriyat (M) executive, general council and working committee at the amalgam’s Rajbagh headquarters here.

“After the meeting, Mirwaiz left for Hyderpora to see Geelani and to discuss the prevailing situation in Kashmir,” a source in Hurriyat (M) said.

“Hurriyat meeting going on at its headquarters. Concern and anguish over continued bloodshed and killings across the valley. Reiterate that political engagement most effective way to move forward and end painful bloodshed. Urge Indo-Pak leadership to break the ice at SCO and engage with each other. People of Kashmir are suffering the consequences of the conflict for decades now,” tweeted Mirwaiz.

Vehicle part of Dr Farooq’s cavalcade hits and critically injures 75-yr-old man in Magam

Srinagar: A 75 year old man was critically injured after he was hit by a vehicle that was part of Member of Parliament Dr Farooq Abdullah’s cavalcade in central Kashmir’s Magam.

The injured person was identified as Ali Mohammad Sheikh, a resident of Dadoora village of Khag.

His son told Kashmir Reader that his father was at Magam at around 1pm today when a vehicle of Dr Abdullah’s cavalcade hit him and fled.

The injured was brought to Magam hospital by some locals where from he was referred to SKIMS Bemina, BMO Magam said.

Sheikh’s ankle is completely broken and will be operated upon, his son said.

Meanwhile, a senior police official confirmed that a man met with an accident. He, however, said that there is no proof as of now that the vehicle that hit him was part of Dr Farooq’s cavalcade.

FIR has been registered and investigation has been initiated, he added.

Central Police Welfare Committee meeting held at PHQ

Srinagar, Jun 13 : A meeting of Central Police Welfare Committee (CPWC) was held in the auditorium of Police Headquarters  here today. Director General of Police Dilbag Singh chaired the meeting which was attended by ADGsP B. Srinivas, A.K Choudhary, A.G Mir, Munir Ahmad Khan, IsGP S.D Singh, Danesh Rana, J.P Singh, Vijay Kumar, Alok Kumar, Surinder Gupta and Ahfadul Mujtaba. Besides senior officers of the department, representatives from all units and districts of the department participated in the meeting and put their views and suggestions for the introduction and strengthening of different welfare measure.

At the very outset of the meeting one minute silence was observed in order to pay homage to the martyrs of yesterday terror attack at Anantnag.

The following decisions were taken in the meeting after threadbare discussions.          

Enhancement in Special Welfare Relief from Rs.15.00 lakhs to Rs.20.00 lakhs (inclusive of immediate relief of Rs.1.00 lakh) payable to NOK of subscriber in the event of his death while in service.

Enhancement in Retirement gift from existing scale of Rs.60,000/- to Rs.75,000/-.

Meritorious scholarship for wards of G.Os revived with immediate effect. The powers for sanctioning of welfare loan to various welfare Committees enhanced.
Provision of relief to SPOs seriously injured during law and order duties enhanced from Rs.1.00 lakh upto  Rs.1.50 lakh. Provision of suitable financial assistance up to Rs.0.50 lakh for the treatment of SPOs and their dependents suffering from life terminal ailments. Enhancement in financial aid for marriage of daughter of Martyred Police Personnel/ SPOs from Rs.0.25 lakh to Rs.0.50 lakh. Scholarships schemes introduced for the wards of Martyred SPOs on the scales as applicable to wards of Police Martyrs. Provision of Bara Khana revived to boost the morale of jawans up to Rs.0.50 lakh. Special relief payable to NoKs of SPO in the event of his death while in service enhanced from Rs.2.50 lakh to Rs.5.00 lakh (inclusive of immediate relief of Rs.0.50 lakh)
Speaking on this occasion the DGP Dilbag Singh said that the decisions taken today in the open house by the representatives of the welfare committees of different units across the different wings will go a long way in providing more help and assistance to the police personnel in the time of need. He said that police department is thankful to the state and central governments for enhancement of ex-gratia relief in favour of police personnel/SPOs, increase in hardship allowance and remuneration of SPOs. He said that the J&K Police is praised at highest levels because of its work and thanked the representatives for healthy participation and discussion.

The DGP impressed upon the DDOs to ensure speedy disposal of the matters pertaining to the NoKs of martyrs particularly employment issues. He stress upon the special welfare and care of retired police persons, SPOs and their families. He said that both these important sections of police family need greater care. He said that many proposals including those of pay anomaly, availability of posts, referral of injured police personnel to outside and providing air ambulance for shifting of seriously injured police personnel for special treatment outside State have been submitted to government. He advised the officers and personnel to work with dedication and commitment for their overall welfare of the people.

In the inaugural address ADGP Headquarters PHQ A.G. Mir said that Jammu and Kashmir police is facing multiple challenges including those of law & order and terrorism and their is a need to review the welfare schemes from time to time for the personnel and their families. He said that the schemes formulated for the welfare of serving and retired personnel and the families of martyrs including the SPOs are focused to provide them help in the time of need and distress.

AIG (Welfare) Manoj Kumar Pandita gave a resume of the follow-up of the minutes of the last welfare meeting. He placed the agenda for the welfare meeting before the house and also presented the balance sheets of the welfare accounts.  

Anantnag Fidayeen Attack: Slain militant buried in Rajwar of north Kashmir

‘Probe on to unearth those who executed plan’

Srinagar, June 13 : A “foreign” militant who was killed after carrying out a fidayeen attack on CRPF and police on Wednesday was buried in Rajwar, Handwara area of north Kashmir’s Kupwara district on Thursday night.

Reports said that after completing all medico-legal formalities, the militant’s body was taken to Rajwar Handwara from Anantnag district where it was later handed over to members of local Auqaf at Wader Balla area.

The slain was later buried at Nagni forests of Wader Balla, they said.

A police officer also confirmed that the slain was buried in the area.

Five CRPF troopers including two officers of ASI rank were killed while three others besides an SHO were injured after militants carrying out the fidayeen attack on Wednesday late afternoon. One of the militants was later gunned down by the joint team of forces. A teenage girl was also injured during the incident.

Meanwhile, a police officer told GNS that they have intensified the investigations to probe the incident and to trace out the elements who executed the plan.

He said that a case under FIR number 105/2019 302/, 307 RPC and 7/27 A Act has been registered in connection with the attack. (GNS)

Transporters call on Dr Samoon; seek early redressal of issues

Srinagar, June 13 : A delegation of Transporters today called on Principal Secretary Transport Department, Dr Asgar Hassan Samoon and sought early redressal of their demands.

Transport Commissioner S.P. Vaid, RTO Jammu, Dhantar Singh,  Additional Transport Commissioner Ajaz Abdullah, Special Secretary Transport Amit Sharma, RTO Kashmir Akramulla Tak, Assistant transport Commissioner Swarn Singh were also present on the occasion.

JMC Commissioner Vikas Sharma participated in the meeting via video-conferencing.

Various demands projected by the Transporters were discussed threadbare and Principal Secretary assured them that all of their genuine demands will be addressed in a time-bound manner.

The meeting also decided to set up a committee under the chairmanship of Transport Commissioner regarding the installation of hi-tech systems such as vehicle location tracking devices and panic buttons in public transport vehicles. The Committee will submit its report within one month. The members of Transport Unions will also be part of the Committee.

The Transport Union members assured the Principal Secretary that they will follow all the rule and guidelines issued by the Department to ease the mobility of the public.

Dr Samoon assured the members that all the steps would be taken that would benefit the transport industry and people associated with it. (GNS
