SRINAGAR, May 11: The Army has initiated a probe by a Major General-rank officer after the Deputy Commissioner of Leh wrote to it about alleged rigging in the system of postal ballots.

The Army said the complaint is being investigated by its Leh Sub-Area General Officer Commanding, who is a Major General-rank officer.

“Some political candidates appear to have complained regarding the postal ballot process to be cast by service personnel. No specific instances have been mentioned in the complaints,” said Srinagar based defence spokesperson Col. Rajesh Kalia in a statement.

“Preliminary investigations indicate that the complaints are unfounded and appear to have been made to tarnish the image of the Army. An in-depth investigation is on to ascertain the details in the most impartial manner. Army remains apolitical and we hold this core value in letter and spirit,” said Col Rajesh Kalia in a statement.

Earlier Avny Lavasa, the DC and district election officer for Leh, said a complaint had been received that commanding officers were allegedly indulging in malpractices by asking their soldiers about their voting preferences rather than letting them vote directly.

Faces FIR for stealing, selling construction material

KD NEWS SERVICE

SRINAGAR, May 11: The beleaguered Jammu and Kashmir Project Construction Corporation JKPCC is yet a again in news and this time too for wrong reasons.

The department faces allegations of stealing and selling its own construction material meant for the construction of a government building in the black market. As many as ten employees including Officers of the Baramulla division of the construction Agency are under scanner and are facing an imminent arrest.

According to a local news gathering agency Regional News Agency, Police has lodged an FIR against JKPCC Baramulla unit for stealing and selling the departmental Material meant for the construction of Tehsil Complex Kreeri in District Baramulla.

The material has been seized by the police which launched a full scale investigation. According to RNA many JKPCC employees deployed at the site are under scanner and have been reportedly involved in stealing and transporting a huge quantity of Iron, Cement, wooden frames, shattering, Generator and other things to black market for its illegal sale.

The matter came to fore after contractor of the building lodged a formal complaint with Police exposing the dirty nexus between the Constructing agency and the black market. The Contractor Mushtaq Ahmad told RNA that material worth lakhs of rupees has been stolen and then sold in the black market by the employees of the JKPCC from the site over so many months and every time they were pressurizing him not to leak the theft .

He said many trucks of Iron and Cement have been stolen and then sold to unknown persons in Pattan area. He alleged that officers of the department even recovered some material but still preferred to remain quiet and allowed the thieves of their own department to continue with the dirty practice.

“I have been robbed many times by these thugs. They have stolen my Generator, Motor, Shattering and wooden frames from their own store. But every time they forced me to remain quite. Now they have gone to the extent to steal nearly four trucks of iron, cement and other material from their own site store.” Mushtaq Ahmad told RNA, adding that officers of the department still wanted him to remain quite but this time he went ahead and filed a complaint with Police Station Kreeri .

“They know who the thieves are but they don’t want to take action, possibly they are all in league. They have been using substandard material also and threatening me not to speak otherwise they will not release my payment.” alleged Mushtaq.

Pertinently the particular unit of JKPCC has been under scanner for some time for getting material from market while selling the original material supplied by the department. The cell phones of the concerned officers were switched off hence RNA could not get their version. However, SDPO Kreeri Rameez Raja confirmed to RNA that an FIR has been lodged and material was seized form the site.

Who is manning PHE, I&FC in North Kashmir?

14 divisions left without circle heads

KD NEWS SERVICE

SRINAGAR, May 11: The government may have constituted fact finding teams to weed -out graft practices from the system at grass root level, but has probably forgotton to look right down under its nose in the Civil secretariat where the top Babus break every law they are otherwise mandated and required to uphold.

They have been running the roost and doing things according to their own will and the time of their choosing and hardly believe in remaining accountable to any but expect everyone under them to be so without any fail. And in the process they end up in failing the pro-people initiatives of the government themselves. The live example of such official apathy and carelessness is the PHE & I&FC divisions of entire North Kashmir which have been left without Superintending Engineers resulting in the halt of many important developmental projects in the region. Besides the projects, the employees are the worst sufferers whose G.P Fund cases, salaries, and other routine works have been badly hit due to the Non- availability of the Superintending engineers at Hydraulic circles of Sopore and Kupwara .

Fourteen divisions of I&FC and PHE in the three districts of North Kashmir including Baramulla, Kupwara and Bandipora are running without Superintending Engineers from almost more than fifteen days and what makes it more surprising is that the Secretary PHE at Civil secretariat has forgot to even assign the additional charge to anyone . The ironic thing –RNA has learnt from Sources- is that that an Assistant engineer deployed in the Hydraulic Circle Sopore as Technical Officer is functioning as SE without any orders making ‘ mockery’ of the system. The said AE is actually posted in Irrigation and Flood control division Baramulla and was deployed in Circle as T.O last year. Sources said he is doing the routine work of SE and even holding meetings without having any such mandate.

Pertinently an order was issued by the Chief Engineer in March vide Number 16981-17016 dated 20-03-2019 asking all Superintendents to withdraw ‘any orders/ arrangement’ if issued, without the approval of his directorate. The AE despite the clear cut directions continues to enjoy the powers of ‘defacto ‘SE with nobody in the department even taking a note of it. Many Executive Engineers of both PHE and I&FC in North Kashmir said that the absence of superintending engineers has stalled many important Project reports, DPRs besides throwing the monitoring system to wind. They alleged that all the financial matters which need SE’s approval for the onward submission to higher authorities through have been shelved for the time being causing huge inconvenience to both Public as well as the Division staff.

Meanwhile, sources said that the circle staff is even without salaries due to non availability of demand as financial matter can’t be handled by anyone without having the authority to do so. They said that they have never experienced such a bad and ‘careless’ Administrative control where people forget to even assign charge of SE among the fourteen Executive Engineers in the three districts.

They said that the G.P Fund case files have piled up , awaiting approval which has caused huge distress among the employees who find it extremely hard to even complain about it fearing backlash from the higher Authorities .

Locals have urged Governor Administration to take the matter seriously and bring the Secretary of the department and the Chief Engineers to task for taking things for granted. They alleged if the loopholes had been at the lower level, all would have trained guns and swung into action but when it comes to the Babus at higher level, administration turns toothless.

Meanwhile Governor’s Advisor to PHE and I&FC K.K Sharma said that due to code of conduct they could not post the Superintending Engineers in the circle, but added that additional charge would be assigned to some people very soon. “Due to code of conduct we could not post SEs , but I passed directions for assigning additional charge to people in both the circles.” Mr. Sharma added. Probing irregularities a step in right direction: Tarigami

Says in past such probes yield no results

KD NEWS SERVICE

SRINAGAR, May 11: CPI (M) leader M Y Tarigami on Saturday said the Governor’s administration’s decision to set up fact finding committees to probe irregularities and scams in various government organisations and departments is a step in right direction, but in the past when such probes were ordered, ultimately noting came out.

“We expect that this time the probe ordered by the Governor is taken to its logical conclusion and those who are found guilty are punished. There is a need of thorough probe as there were reports of irregularities which we had agitated time and again. The fatal disease of corruption, bribery, nepotism and cronyism has plagued virtually most of the institutions,” he said as per a statement issued here.

He added the state administration run by the Governor should tighten the noose around the officials involved in corrupt practices. “There is a perception among people that from recruitment to transfers and from allotting government works to providing basic amenities, everything is on sale. People want action on ground as there is need for immediate treatment to get rid of corruption and nepotism,” he said.

Tarigami said lack of transparency in the administration means the menace had assumed monstrous proportions. “Administration must activate and empower the anti-graft bodies including State Accountability Commission (SAC), State Vigilance Commission (SVC) and State Information Commission (SIC) to bring accountability and transparency,” he added.
