0

A young man from Amethi has sent a letter written in blood to the Election Commission seeking a directive for Prime Minister Narendra Modi to abstain from making objectionable comments that hurt the sentiments of the people.

Manoj Kashyap of Shahgarh in Amethi has written that he was ‘traumatised’ by the statements of the Prime Minister against late Rajiv Gandhi.

He has written that the former Prime Minister lowered the voting age to 18 years, implemented the Panchayati Raj system and brought in the computer revolution in the country.

“Former Prime Minister late Atal Bihari Vajpayee had also praised Rajiv Gandhi in an article,” he pointed out.

He further writes that for the people of Amethi anyone who insults Rajiv Gandhi is akin to those who assassinated him.

Kashyap wrote that Rajiv Gandhi lives on in the hearts of the people of Amethi and also the country and the Prime Minister must be directed not to make such remarks against the late leader.

The reference was obviously to the Prime Minister referring to late Rajiv Gandhi as ‘Bhrashtachari No I’ in a recent election rally.

Kashyap further said that his letter had no political overtones and he felt emotionally connected to the late leader.

The letter has been shared on the Twitter handle of Congress MLC Deepak Singh.(IANS)

Accidents a new normal

0

Frequency of road accidents in Jammu and Kashmir is becoming a new normal. Today only over five lives were lost in Rambhan area in Jammu province.

The day before a young and the only bread earner lost his life in tragic road accident at flyover in Srinagar.

It seems the authorities concerned consider these accidents and deaths caused therein as mere statistics. We have enough of laws for regulating the traffic in the state.

Does these laws help in any way to reduce the rate of accidents and loss of precious lives in our state? The answer is no.

Our traffic cops have confined their duties to just checking the pollution certificates of the light motor vehicles.

It seems checking the documents has been major focus of their trainers during their probation.

Nobody in the prosecution wing of the traffic department bothers to take the charge sheets they file on daily basis before various courts against traffic violators to their logical conclusion.

While it is imperative on the traffic department to regulate the traffic strictly as per the traffic laws, it is also incumbent upon the people to abide these laws and prevent tragic mishaps that occur in our state on daily basis.

The government also needs to focus on the widening of the roads and implementation of single lane system so that loss of life is reduced to the bear minimum.

Rural Drinking water Programe: Geotagging to be completed in current year: CE PHE

KD NEWS SERVICE

SRINAGAR, May 7: Chief Engineer Public Health Engineering (PHE) Kashmir, Tuesday said that geotagging of all water supply schemes will be done in the current year.

The step was taken to monitor projects completed or being implemented under the Central National Rural Drinking Water Programme, aimed at providing potable drinking water to the people in the rural areas.

“We have already started the process. I am hopeful that we will complete geo-tagging of all central sponsored schemes in the current year,” CE PHE Kashmir, Engineer Abdul Wahid said.

He said that geo-tagging of assets is being made mandatory from the year 2017-18 of all possible components of the piped water supply schemes such as source; water treatment plant; storage tanks; stand posts and major nodes in conveying pipe network etc.

Though Geotagging, a process to add geographical identification such as latitude and longitude with photograph to give the location-specific information online, was started by the PHE department, but still most of the schemes have been left without this process.

“If it could be done in a time bound manner, it will be a major step to study the impact of schemes and monitor the funds sanctioned by the Centre in the past one decade,” said one of the government officials.

Sources said that following criticism over poor implementation and utilization of funds under the National Rural Drinking Water Programme, the Central government had directed Jammu and Kashmir to go for geotagging and create an online database of all water supply schemes executed since 2009.

Sources said that most of the centrally funded schemes have been marred by nepotism, corruption and delays in completing projects under the successive governments in the state.

Sources said that in most of the water supply schemes in the state, there are no monitoring to understand the flow of funds and transparency in the system.

As per the Census 2011, J&K has a rural population of 91.8 lakh, who lives in 15,958 habitations. The total requirement of water is 147.72 Million Gallon Daily (MGD) but the installed capacity is only 92.13 MGD, leaving a deficit of 55.59 MGD. This was expected to be met under the National Rural Drinking Water Programme, but not much has been achieved.

It is to mention here that the work on over 2000 water supply schemes is under implementation but most have been stopped due to lack of funding.

The number of incomplete and defunct water supply schemes continue to increase due to lack of funding and depletion of resources in the state.

An official document of ministry of drinking water and sanitation reveals that there are 2,004 piped water supply (PWS) schemes under various stages of implementation in the state.

Out of these, 786 are multi-village PWS, 507 are single village PWS, and 711 tube wells, hand pumps. However, work has been either been stopped or going at slow pace in 1,600 water supply schemes for want of funding, an official of Public Health Engineering Department, said. (KNS)

Kupwara, May 7 : Despite tall claims of the state education department to provide better facilities to government-run schools, Government Boys Middle School Dedikote in north Kashmir’s Kupwara district still lacks basic amenities and infrastructure.

The school has only four rooms – two for teaching eight classes and two for the office and lab. This speaks volumes about the standard of education in government-run schools.

“We are facing accommodation crunch here and are unable to provide proper facilities to the students enrolled here,” a teacher at the school told news agency.

“How can we teach 8 classes in just two rooms that too simultaneously? This has created chaos and confusion in the school,” he added.

Another teacher said it is difficult to teach four classes simultaneously.

“We approached everyone in the administration. We are doing our best to get all the required facilities here so that the students do not suffer,” he said.

Mehaan Majeed, a class 8 student, said the school lacks the latest infrastructure with regard to education.

“We are facing immense hardships due to space crunch and lack of facilities. We don’t even have a proper lighting system and in the absence of electricity, teachers using mobile light to teach us. Several officers visited here but nothing was done,” she said.

The school headmaster Ghulam Nabi said the students’ studies suffer a lot due to lack of infrastructure. “They (students) get disturbed here in one of the rooms where three to four classes are accommodated during rains. Sometimes we give classes in the open,” he said.

The headmaster said despite repeated reminders to higher authorities, no attention was paid towards the school.

In the past, we have arranged several meetings with parents of the students and asked them to provide land for the building of this school but nobody bothered, the headmaster told news agency, adding that one among the parents earlier agreed to provide the land but he too changed his mind. (GNS)

DC orders enquiry, assures action

Reasi, May 7 : In a sharp contrast to set educational norms and standards, authorities from a government-run school in frontier Reasi district have allegedly made around two dozen students to carry rice sack bags on shoulders.

Reports reaching GNS said the students of Government Middle School Bandh falling under sub-division Mohre of Chassana zone in Reasi district were made to carry the rice sack bags, apparently for mid-day meals, from a long distance.

The locals caught the scenes on camera and according to them around twenty students were carrying the load on bare shoulders while accompanied by a teacher, whose identity is yet to be known.

Demanding strict action against the school administration, the agitated people said if they (school administration) get paid for any labour work at the school why they make these innocent students to do so.

The school administration is putting the future of these students on stake. We demand authorities to take prompt action in this regard, the locals said.

When this correspondent raised the issue with Deputy Commissioner Reasi Indu Kanwal Chib, she said, “It is totally wrong to make the students work.”

She said no compromise should be made with respect to education.

An inquiry will be called into the matter and necessary action will be taken against those involved, Chib added. (GNS)
