General Elections 2019-Govt announces holiday on poll dates

JAMMU, APRIL 5: On Account of Lok Sabha elections -2019, the Jammu and Kashmir government has announced public holiday on the poll dates fixed for different districts of the state.

As per a GAD order, the government has notified 5 days as holidays under section 135 B of the representation of the People Act 1951.

The order also declared the poll day as paid holiday for every eligible voter employed in any business, trade, industrial undertakings or any other establishment. Daily waged/casual workers eligible to vote shall also be entitled to the holidays and wages on the poll day in a particular area.

According to the notification, the polling day of April 11 will be a holiday in Baramulla Parliamentary Constituency (PC) comprising districts of Baramulla, Kupwara Bandipora and Jammu PC comprising Jammu, Samba, Rajouri and Poonch districts.

Srinagar PC comprising three districts of Srinagar, Budgam and Ganderbal and the Udhampur PC consisting of Udhampur, Kuthua, Reasi, Doda, Kishtwar and Ramban districts will observe the holiday on April 18 on account of polling in these areas.

In Anantnag PC comprising Anantnag, Kulgam, Pulwama and Shopian districts, the polling is being held on April 23, April 29 and May 6. The District Anantnag will observe holiday on April 23, Kulgam on April 29 and Pulwama and Shopian on May 6 on account of polling in these districts.

The Ladakh PC, spread over Leh and Kargil, will observe holiday on May 6, the day of polling in the region.

The government order also states that a person who is ordinarily resident of a constituency and registered as an elector, serving/employed in an industrial undertaking or an establishment located outside the constituency including casual workers shall be entitled o the benefit of a paid holiday on the day of poll.

NIA files charge sheets against four Kashmiri youth

New Delhi, Apr 05 : National Investigation Agency (NIA) on Friday filed a charge sheet in the Special NIA Court, Mohali, Punjab against four Kashmir youth who were arrested months ago.

“NIA has filed a charge sheet in case no RC-34/2018/NIA/DLI, which relates to recovery of arms and ammunition as well as explosives from the possession of three Kashmiri youth from their hostel room at CT Group of Colleges, Jalandhar,” a statement issued.

Initially, a case FIR No. 166/2018 dated 10-10-2018 was registered by Punjab Police at PS Sadar, Jalandhar. This case was subsequently taken up for investigation by NIA, it added.

Initially, three accused namely Zahid Gulzar s/o Gulzar Ahmad Rather R/o Awantipora, Yasir Rafiq Bhat S/o Mohd. Rafiq Bhat, R/o Noorpora, Awantipora and Mohd. Idiris Shah S/o Abdul Qayoom Shah R/o Bohu, Awantipora were arrested on 10-10-2018 from a hostel room of CT Group of Institutions, Shahpur, Jalandhar.

“One AK-56 Rifle along with 02 Magazines having 27 live rounds each, one Pistol (.30 bore) along with 02 magazines and 31 live rounds and one Kg explosive powder were recovered from the possession of the above mentioned accused at the time of their arrest,” the statement reads.

Two of them viz. Zahid Gulzar and Yasir Rafiq Bhat were studying at CT Institute, Jalandhar and the third namely Mohd. Idris Shah, was studying at St. Soldier Institute, Jalandhar.

During investigation, other accused Sohail Ahmad Bhat S/o Late Ghulam Mohd. Bhat, r/o Village Noorpora, PS Awantipora, Distt Pulwama, a student of Universal Group of Institutions, Lalru, Punjab, was also arrested in the case.

During investigation, it was found that the arrested accused were cadres of Ansar Ghazwat-ul-Hind (AGH), a Kashmir based militant organisation with a Pan-Islamic ideology, the statement reads.

“Investigation revealed that the arms, ammunition and explosives were collected by the accused under the direction of Zakir Musa for furthering the designs of AGH to commit strikes on sensitive targets. Investigation revealed that in furtherance of this conspiracy, accused had collected two consignments of arms, ammunitions and explosives from Gurdaspur and Amritsar in the months of August and October 2018. The designs of the militants were, however, defeated due to timely arrest of the accused,” it added.

Charge-Sheet has been filed in the Special NIA Court, Mohali, Punjab against (i) Zahid Gulzar son of Gulzar Ahmed Rather, resident of Rajpura, PS Awantipora, District Pulwama, J&K, (ii) Yasir Rafiq Bhat son of Mohd. Rafiq Bhat, resident of Noorpora, PS Awantipora, District Pulwama, J&K, (iii) Mohammad Idriss Shah son of Abdul Qayoom Shah, resident of Bohu, PS Awantipora, District Pulwama, J&K and (iv) Sohail Ahmad Bhat son of Late Ghulam Mohd. Bhat, r/o Village Noorpora, PS Awantipora, Distt Pulwama u/s 120B, 121A, 122 of IPC; Sections 18, 18B, 20 of UA (P) Act; Section 25 of Arms Act and Sections 3, 4, 5 of Explosive Substances Act, 1908.

Further investigation continues in respect of the other accused persons including AGH chief Zakir Musa, the statement added.

Shah Faesal vows to support Er Rasheed in upcoming LS polls

Srinagar, Apr 05 : Former bureaucrat-turned-politician and president of Jammu and Kashmir Peoples Movement (JKPM), Dr. Shah Faesal on Friday vowed to support Awami Itehaad Party (AIP) candidate from Lok Sabha Baramulla constituency, Engineer Abdul Rasheed Sheikh.

Shah while talking to news agency said that he will vote in favour of Er Rasheed, saying that the decision to support him was his own. “Though there were some disagreements over supporting him in the party but this was my own decision to support Er Rasheed,” Dr. Faesal said.

He added that among the candidates from Bla LS constituency, Er Rasheed was the best candidate, saying he (Er Rasheed) has a strong voice.

Dr. Shah further told news agency that he has personally listened to the appeal of Er Rasheed. “I sided with Er Rasheed in this situation. It will be very good in case I will support the person. This man is courageous. There was no question over the integrity of Er Rasheed as legislator therefore I opted to support him in the elections,” he said. (KNS)

Al-Umar Chief condemns use of teargas, pellets against central jail inmates

Srinagar, April 5 : Mushtaq Ahmad Zargar, the head of militant outfit Al-Umar Mujahideen, on Friday said that from 7 p.m. Thursday inmates at central jail Srinagar have been subjected to “worst kind of atrocities and maltreatment” by firing teargas shells and pellets against them.

“After blasphemy with holy Quran by government forces, there were some words exchanged by inmates following which they were subjected to worst kind atrocities and maltreatment.

Teargas shells have and pellets have been fired against the inmates,” Zargar said in a statement issued here.

“This kind of behoir inside jails in unacceptable. Jail authorities also live in Kashmir and they should not compel us to act against them.”

He said not only in central jail Srinagar, inmates are being ill-treated. “Burn my home but I will not hold back and will continue to pursue freedom struggle,” he said, adding, “Those talking about dialogue as means to address Kashmir dispute are living in fool’s paradise. There is only one solution to Kashmir dispute and that is through gun and nothing else.” (GNS)

Asks Shah Faesal to support him in the upcoming parliamentary elections

Karnah 05 April 2019: Urging army, police and civil administration to have mercy on people of Karnah Er. Rasheed has asked government to explain why every single person cutting across age and gender has to face humiliation and hardship for hours together at Sadhna top while travelling in or travelling from Karnah.

Er. Rasheed had exchange of hot words with the army officer at Sadhna top where dozens of vehicles including ambulance were halted and in the name of so called entry they were being made to suffer for hours together due to this unwanted humiliating process which is there is practice since long  and not only results in wastage of their precious time but their lives too are put to danger as the traffic jam so caused puts the vehicles prone to the threats of slides and avalanches.

Er. Rasheed has brought the matter in the notice of core commander after the incident and was assured of abolishing all those unnecessary checks and entries which would cause inconvenience to the masses.

Earlier while addressing a public gathering at Tangdar Er. Rasheed said that if Kartarpur corridor can be opened in Pujnab why should Kashmiris be punished for closing the traditional routes between two sides of Kashmir and if these links are opened the miseries of Kashmiris in general and those of far-flung areas of Karnah will come to an end.

Appreciating people of Karnah for showing overwhelming response to the pro-people agenda of AIP Er. Rasheed said “Neither Mehbooba Mufti nor Sajad Lone or Omer Abdullah have  a right to even seek votes from people of Karnah as all the three so called regional parties have derived pleasure and entertainment from the sufferings of people of Karnah.

If all these three parties who have remained in power from time to time could not provide a tunnel at the Sadhna top, construct a fear weather  road between Chowkibal and Kanah and provide basic immunities to people of Karnah and Karen they should feel ashamed while asking for votes in the entire Karnah constituency”.

Er. Rasheed while seeking special package for border areas like Karnah, Gurez, Keren, Machil, Uri, Nowgam and Ponch Rajouri asked government if Kashmriis Pandits are entitled to get benefitted from various schemes for being migrants, why should not hundreds of families in Karnah, Karen and Bore valleys be given special packages whose land and other movable assets have been destroyed by natural climate or army has occupied them when they were forced to migrate to other side of LOC in 1989.

Later Er. Rasheed addressed more than a dozen rallies in Handwara and Kupwara assembly segments at Haftrada, Phalmarg, Taratpora, Keegam, Kandi and Nutnussa and thanked people for listening to him.

Er. Rasheed reiterated that it is not possible for traditional politicians to stop a possible revolt against them and said that this parliament election will be beginning of a new era in the history of J&K.

Addressing the masses Er. Rasheed appealed Shah Faesal to support him for the larger interests of people of J&K. Er. Rasheed said “It is appropriate time when sincere pro people voices should come forward and throughout the dynasty politics being trusted upon them by NC, PDP and PC.”

Since governor’s rule security withdrawn from 919 people in Jammu and Kashmir: GOI

Srinagar: In a major step, since Governors rule, the Government of Jammu and Kashmir has withdrawn security cover from 919 persons, in the State, thereby freeing 2,768 police personnel and 389 vehicles.

ANI reported that people whose security cover has been withdrawn by J-K includes 22 pro-freedom leaders, according to the Ministry of Home Affairs, “it gives a clear message to those who are involved in anti-national activities. “

The move follows strict stance by Home Ministry on inappropriate usage of scarce police resources in the State.

Government of India’s move has said that many ‘undeserving persons’ managed to get security cover resulting in lack of State police resources for public at large.

Taliban siege of government compound in Afghanistan kills dozens

Taliban in a massive  siege of a government compound and army base in western Badghis province, now in its second day, has killed at least 12 more troops taking the toll to at 32.
Many more have been wounded and the area is cut off.

A provincial council member, told Al- Jazeera that according to soldiers inside the base, roughly 2,000 Taliban fighters are involved in the attack.

Adding there are about 600 Afghan troops and members of the security forces inside and they are running out of ammunition, water and food.

Abdul Waris Sherzad, a district chief, said the locals are disappointed that  NATO forces and the Afghan government have not helped, an assertion the defence ministry disputes.

Sherzad said in a statement on Thursday the Taliban had killed 36 members of the government forces and captured several security checkpoints in attacks that began on Wednesday night.

More than 30 Taliban fighters were also killed, according to Jamshed Shahabi, spokesman for Badghis’ provincial governor.

Taliban spokesman Qari Yousuf Ahmadi said the group attacked from four directions, capturing five checkpoints.

Afghanistan’s defence ministry, in a series of tweets, said its forces chose to “tactically retreat” from the checkpoints to prevent civilian casualties.
The ministry said it called in multiple air attacks on Taliban positions and had airlifted reinforcements and supplies to Badghis.
On Friday the defence ministry said Afghan forces had forced the Taliban to retreat from some checkpoints and that all key areas remained under its control.

From Jan-Mar 2019: 83 Forces Personnel, 21 Civilians, 58 Militants Among 162 Persons Killed In JK: Report

Jammu Kashmir Coalition of Civil Society (JKCCS) and Association of Parents of Disappeared Persons (APDP) on Friday released a report for the first three months of 2019, revealing that 162 persons including civilians, forces personnel and militants were killed from Jan 01, 2019 to Mar 31, 2019.

In comparison to the first three months of 2018, which witnessed 119 killings, the number of killings significantly increased in the first three months of 2019.

“The first three months of 2019 saw at least 162 killings in various incidents of violence in Indian administered Jammu and Kashmir, which include 21 civilians, 58 militants and 83 forces personnel,” the report reads.

It added that for the first time in twenty-nine years, the killing figures (83) of armed forces personnel in Jammu and Kashmir is higher in ratio as compared to the killings of militants.

The report reads that at least 27 persons including two civilians, 17 militants and eight forces personnel were killed in the month of January this year while as 87 persons including five civilians, 22 militants and 60 forces personnel were killed in the month of February.

It added 48 persons were also killed in the month of March that includes 14 civilians, 19 militants and 15 forces personnel.

The report, a copy of which lies with KNS further reads that reads that among 83 forces personnel and Jammu Kashmir police personnel killed in the State, the highest (65) forces personnel were killed in counter-insurgency related incidents, including in a suicide attack by a Kashmiri militant on a CRPF convoy in Pulwama on 14 February, which resulted in the killing of at least 48 CRPF personnel, while six armed personnel were killed at the volatile Line of Control (LOC).

“Seven armed forces committed suicide, three CRPF troopers were killed in a fratricidal incident by a CRPF trooper in Udhampur district of Jammu and two Special Police Officers (SPO) of Jammu and Kashmir police were killed by suspected militants,” it added.

It further reads that among the 21 civilians killed in Jammu and Kashmir in the first three months of 2019, the highest (seven) killings were carried out by unidentified gunmen in which two killings were suspected to be carried out by militants, while six were killed due to shelling at LOC.

“Three persons were killed by forces and four persons died in grenade and IED explosions,” it reads, adding that among the three civilians killed by forces in the first quarter of 2019, two were killed by forces following encounters with militants, and one 28-year-old youth was killed due to torture ‘inflicted on him by forces’ during his detention at Cargo, an infamous torture center in Srinagar.

The report said Pulwama recorded the highest (eight) number of civilian killings in the first quarter of 2019, followed by Poonch (three), Baramulla (two), Kupwara (two), Jammu (two), Anantnag (one), Bandipora (one), Shopian (one) and one non-local person who was killed in an explosion.

“The killing of civilians accused of being army informers by armed gunmen points to the ways the unresolved conflict in Jammu and Kashmir is inevitably endangering the lives of the civilian population,” it reads, adding that among the 21 civilian casualties, three were minors including twelve-year-old Atif Mir, who was first held hostage by militants at his house in Hajan Bandipora and later was killed when armed forces blasted the very house where he was held hostage.

“In the first quarter of 2019, at least 89 Cordon and Search Operations (CASOs) were conducted in Jammu and Kashmir. A majority of these CASO’s were conducted in four south Kashmir districts of Pulwama, Shopian, Anantnag and Kulgam,” it reads, adding that 89 CASO’s have resulted in the killing of at least 58 militants, three civilians and destruction of at least 18 civilian properties.

“In the first quarter of 2019, at least 18 cases of destruction of civilian properties were reported in Jammu and Kashmir. Out of the 18 cases, 15 are residential houses and 3 are cowsheds,” report added.

Internet services continue to be curtailed as part of the ongoing counterinsurgency measures by the government in Jammu and Kashmir, the report reads, adding that in the first quarter of 2019, internet services were suspended 23 times in Jammu and Kashmir and most of these suspensions of data services were reported in South Kashmir.

“In the first quarter of 2019, at least 42 incidents of attacks on Kashmiris across India were reported. The reported incidents of violence against Kashmiris in the first quarter of 2019 (42) are significantly higher than the combined incidents of attacks against Kashmiris in India last year in 2018 (22),” the report compiled by JKCCS and APDP added.

Between January and March, at least 25 people were booked under the Public Safety Act (PSA), including but not limited to many of the prominent activists of Jama’at-e-Islami, as well as JKLF chief Yasin Malik, it added.

AFSPA can be withdrawn from Kashmir once normalcy is restored: Rajnath

Home Minister Rajnath Singh on Thursday said that Armed Forces (Special Powers) Act can be withdrawn from the Kashmir Valley once normalcy is restored.
Singh  who was addressing a public meeting in support of Cabinet colleague Mahesh Sharma,  accused the Congress of wanting to dilute AFSPA in an attempt to weaken the armed forces.

“We have strengthened the hands of our soldiers with AFSPA in disturbed areas where extremists and terrorists run their activities. But Congress wants to weaken our soldiers and security forces. We will not let this happen,” he said.

Singh added that the government has already withdrawn ASFPA in Tripura, parts of Arunachal Pradesh and Meghalaya.

The Union Home Minister’s remarks on Kashmir come a day after he told The Indian Express in an interview: “This turmoil will end. We are on track to end this for all time. How long can a handful of leaders keep betraying the people there and play with their future?” The minister further declared that the government is going to develop Kashmir and that “Kashmiris have a distinct identity in the country. They have talent.”

Commenting on the recent outcry over the possibility of scrapping Articles 370 and 35A, which vests special powers to J&K, and how such a move may trigger widespread resentment in the Valley, Singh said that the government has not said anything on the matter yet. “Are they dreaming that we are abolishing it? We haven’t said anything on it as yet. Why are they hallucinating? Separatists there will have to cooperate in the development of Kashmir. Whatever we will do will be in the best interests of Kashmir,” he was quoted as saying by The Indian Express.

If juniors don’t turn-up on duty, Govt to cut salaries of senior police officials: Report

Srinagar, April 05 : In a new major move by the Jammu and Kashmir’s Home department, it was decided that if the junior does not show up on duty, then the senior police officer’s salary will be deducted, media reports on Friday said.

Media reports suggest that in order to make the deployment of the forces accountable ahead of Lok Sabha elections commencing from next week, this is being done to make the forces “Consequent upon the recent security review meetings that have taken note of threat assessment specific instructions have been issued to ensure implementation,” the report by NDTV said.

“If the security personnel do not report back to their parent units by or before April 5th the salary of security personnel equivalent to the number of days from April 5th till he reports back shall be deducted from the salary of the SSPs/Commandants/DDOs of respective parent units unless the non-reporting of the security personnel is reported by officers to ADGP security,” reads the order signed by Additional Secretary Khalid Majeed.

“Having a PSO around is considered a status symbol especially in Jammu and Kashmir but now in view of elections security of many has been pruned, that’s why this exercise has been initiated,” a senior level official confides to NDTV.

According to him, PSOs who have been withdrawn from duty a few months back still have not reported back to their parent cadre. “We need to rationalise the deployment for elections that is why such strict initiative has been taken,” he adds.

A large number of PSOs have been attached to politicians, bureaucrats and police officials. In fact, in some cases attachment has been done unauthorisedly. “Officers just sanction security and in some cases, protectees are allowed to keep their family members attached to them. Now they do not want to relieve them,” an officer explains to NDTV.
According to him when repeated warnings did not pay any heed that is when such a stern order was taken out.
“In cases, PSOs/Guard personnel have been deployed unauthorisedly the salary equivalent of such personnel would be deducted from the salary of the concerned officers for such unauthorised deployment/attachment,” the order further states.
But the Home department says enough time has been given. In fact, the department has also sought a detailed report by April 6 followed by weekly update including action taken on the above directions regarding deduction of the salary, NDTV reported.
