GST has crippled our economic sectors: KCCI

0

KD NEWS SERVICE

SRINAGAR, Mar 6: The Kashmir Chamber of Commerce and Industry on Wednesday said that the implementation of GST in the State of Jammu and Kashmir has crippled the handicrafts tourism and industry sectors of the state.

Quoting Nasir Hamid Khan, Senior Vice President, KCC&I the spokesman stated that the KCC&I, along with a majority of other stakeholders, had opposed the implementation of the law primarily on the ground that is would dilute the unique constitutional status and autonomy the State of Jammu and Kashmir enjoyed. The impact has crippled our Handicrafts, Tourism and Industry sectors. The refunds to industries are lingered on for months together on one pretext or the other. In its report given in 2018, the Parliamentary Standing Committee on Transport, Tourism and Culture had also raised red flags over the implementation of GST on Tourist related activities. It has recommended that it “must be reconsidered” and done in a cautious manner in order to ensure that the delicate state of the tourism sector should not be adversely affected.

The report had further underlined the sensitive nature of our State and stated that the implementation of GST on Tourism would have “manifold effects, mostly negative, on the economy in the Region’. Earlier recommendations of the Parliamentary Standing Committee’s on the need for capping airfares has also been ignored by the Union Government. The KCC&I has been demanding bringing air travel under the Essential Services Act of the State in view of the frequent closure of the only road link to Kashmir. Although the Ministry of Civil Aviation, under the UDAN Scheme for the promotion of regional connectivity for making flying affordable, proposes 30-minute flight to cost only Rs 1,200/-, the citizens of our State are being forced to pay more than Rs 20,000 for the same distances.

In addition, in the past three weeks, a sinister campaign targeting the tourism sector has been started on the social media and sections of the electronic and print media. The Kashmir Chamber of Commerce & industry in consultation with other tourism players would be constituting a joint team for visiting friendly domestic tourism markets and interacting with our counterparts.

The Government on its part needs to sort out connectivity, infrastructural and taxation issues which are proving to be the biggest impediments in our growth. The Government is on the record about the stressed condition of our economy from losses suffered from 2014 onwards. Various policy measures announced with much fanfare to support the business community by earlier Governments have not been acted upon. They stand shelved, modified and diluted.

As a result of the above factors, the stress on various sectors of our economy, especially tourism, handicrafts and industry, has reached a critical breaking point. There is an immediate need for all stakeholders to put in serious and effective efforts in a salvage operation. The sinister attempt to target our tourism and handicraft sector by goons and hooligans is condemnable and deserves a strong response.

Make atmosphere conducive for Polls

0

The ground situation in the Valley is not conducive for conduct of elections either for Lok Sabha or Legislative Assembly. Though the election commission team visited the state and met almost all political parties but what transpired did not represent the ground reality.

First of all the atmosphere has to be made conducive. Ground situation tells us that conditions are not favourable for any kind of polls in a situation which is not only tense on borders but there is a simmering anger among people due to reports of proposed fiddling with the special status of Jammu and Kashmir.

Amid this situation, the responsibility of the state is to ensure peaceful elections and that can be achieved only if the atmosphere is made feasible. The political parties should not link elections with politics and should honour the will of the people. No such step should be taken that would hurt the sentiments of the people in Kashmir valley who have already been the worst sufferers of the decades old conflict. The security agencies have also reportedly expressed their concerns vis-à-vis holding Lok Sabha and Assembly elections in J&K simultaneously. Need of the hour is that the government of India should rise above politics and show magnanimity in addressing the bruised sentiments in Kashmir valley before they decide anything on holding elections  in this trouble torn state.

SRINAGAR, MAR 06 : In the last meeting of the cabinet on Thursday before the general elections, Modi Government is preparing for some important decisions. It also includes a decision to end Article 35A, on which serious ministers are continuing with serious discussions.

Official sources told News agency, the Modi government has been churning on the removal of Article 35 A from Jammu and Kashmir for the last three months. There have been many rounds of meetings in this regard.

Sources added that though the government is in a panic over the air strikes made after the Pulwama attack. One faction believes that once again the Kashmir issue has been the subject of discussion on international level due to panic from Pakistan. In this case, the verdict of the abrogation of the current 35A should be avoided.   However, the second tier favors repeal this article.

In the meeting of the Cabinet, it is agreed to issue second installment of Kisan Samman Yojna. The PM itself has released its first installment on February 24th.

Sources further added that under this scheme, farmers have to get cash amount of Rs 2 thousand in every fourth month. Government strategists believe that the issue being raised on the credibility of this scheme will continue to end forever due to the release of the second installment. This will ease the government towards the angry farming class.

Meanwhile pleas against Article 35 A are unlikely to come up for hearing before the Supreme Court till 09 March.

A batch of writ petitions have been filed in the apex court challenging Article 35A which empowers J&K legislature to define permanent residents of the state and grant special rights and privileges to them. The lead case was filed in 2014 by a little-known Delhi-based NGO, ‘We The Citizens’. (PTK)

Guru deserves a passport to good education: Shehla Rashid

0

Srinagar , Mar 6  Former JNUSU Vice-President Shehla Rashid Shora appealed to the Government of India to issue a passport to Ghalib Guru, son of late Afzal Guru who was convicted in the Parliament attack case. Ghalib deserves every chance to study and excel in the field and University of his choice.

Expressing admiration for Ghalib’s academic excellence, Shora said that he has secured 95% in matriculation and 88% at the higher secondary level, which is not an easy task for any student. He has managed to earn a scholarship abroad, which again is not an easy task for any student. He needs to be rewarded for his achievements, not punished!

At a time when Kashmiri students are attacked in places like Dehradun and Chandigarh, and a Governor gives an open call to discriminate against Kashmiris, Kashmiri students cannot be “locked in” by denying them passports. Ghalib deserves a passport to a good education as does any other student.

Shora added that students like Ghalib Guru, pellet victim Insha, Syed Tamheed Bukhari (late Shujaat Bukhari’s son) and Sama Shabir Shah (daughter of separatist leader Shabir Shah) have done us proud because they have managed to excel in academics despite their difficult circumstances. Instead of victimising such students, the government needs to come forward to support them. They represent the Kashmiri students who have to study in extremely difficult circumstances (CNS)
