India, Pakistan Exchange Heavy Fire On LoC

Indian and Pakistani armies exchanged heavy fire across the Line of Control (LoC) in Jammu and Kashmir’s Rajouri district till early hours on Wednesday, Defence Ministry said.


The Pakistan Army used mortar shelling and small arms as they resorted to unprovoked ceasefire violation in the Sunderbani sector from around 10.30 p.m. on Tuesday.


“The firing continued till 4.30. a.m. Indian positions retaliated strongly,” Defence Ministry spokesman Lieutenant Colonel Devender Anand said.


Heavy firing exchanges also took place between the two armies in Nowshera sector of Rajouri and Krishna Ghati sector of Poonch on Tuesday.


A soldier was injured in Kalal area of Rajouri in the firing.


All educational institutions continued to remain closed within 5 km distance from the LoC in both these districts.(IANS)

Education imperative for State’s growth: Advisor Ganai

Srinagar, March 5 :  Advisor to Governor, Khurshid Ahmad Ganai on Tuesday said that education is imperative for the overall growth of the State.

Addressing a gathering after laying the foundation stone of new Government Degree College at Aloochi Bagh, here in the summer capital, Ganai said that access to quality education plays an immense role in the development of the society.

The Advisor was accompanied by Deputy Commissioner, Srinagar, Dr Shahid Iqbal Choudhary, SSP, Dr. haseeb Moghal, Nodal Principal, Amar Singh College, Prof Shaheen Altaf, Srinagar, Principal Women College, MA Road, Srinagar, Prof Yasmeen Ashai, besides other Principals of various city colleges and officials from Higher Education department and department of R&B.

Later, Advisor Ganai laid foundation stone of another new Government degree college at Eidgah. He interacted with the officials and directed them to work in close coordination for timely completion of the projects.

The Advisor said that the twin colleges will have quality educational facilities for the students and an effective monitoring mechanism will be put in place for infrastructure development. He said that the Governor’s administration is committed to provide every facility for the betterment of education in the state.

The Advisor was informed that the college projects are being executed by Public Works Department (R&B).

Later, Ganai along with the Deputy Commissioner interacted with the locals at both the places and listened to their demands and grievances. He assured that all their genuine demands would be addressed. 

Guns roar again on LoC in Rajouri, Poonch, soldier injured

Poonch / Rajouri March 5 : A soldier was injured after the armies of India and Pakistan on Tuesday exchanged heavy fire and shelling along the Line of Control (LoC) in Poonch and Rajouri districts of Jammu and Kashmir.

An official said the Pakistan army violated the ceasefire and initiated unprovoked firing and shelling in areas falling under Krishna Ghati sector around 6pm include Balnoie, Dabraj, Mankote, Dharana and Bassoni.

Many shells landed in these civilian population which created panic among the residents, the official said, adding that there was no immediate report of any injury.

He said the Pakistan army used small arms and mortars to target Indian locations.

Similarly, the Pakistani army targeted Indian army posts at Kalal- the forward area of Nowshera sector in Rajouri district resulting in injury to an army soldier namely Vaibav Jadhav of 24 MLI, the officer said.

He said that the injured soldier was taken to nearby hospital where from he was shifted to 166 army hospital Satwari Jammu for specialized treatment.

“Indian army is retaliating strongly and effectively in all these areas,” he said. (GNS)

Snowfall aftermath: Month on, Tanghdar reels under darkness, grapples with shortage of essentials

Srinagar, March 5 : Tanghdar area of Kupwara district is reeling under darkness for nearly a month due to failure of authorities to repair power supply lines and poles damaged due to heavy snowfall last month.

21 electric poles and portion of 33 KV line from Zarla to Sadna Top were damaged due to heavy snowfall in the second week of February, local residents told GNS.

They said the PDD authorities took no action despite being apprised of the problems people of the area were facing due to lack of electricity.

Mohammad Ashraf Awan, Assistant Engineer PDD Tanghdar Division, told GNS that the department will restore electricity to the area as soon as the Chowkibal-Tanghdar road is thrown open for traffic.

The road is also closed for the last two months now due to snowfall, triggering a shortage of essential commodities, medicines and baby food.

“The continuous road blockade has cut off Tangdar and Karnah from the rest of the state. We are facing tremendous difficulties due to acute shortage of medicines, baby foods and essential supplies. The trucks carrying essential supplies are stuck which has resulted in wastage and losses”

The concerned agency Beacon has so far failed to restore the road for vehicular traffic despite their tall claims of having newly clearance machines, they said. The local residents said they had brought the issue into the notice of Army Commander of 104 brigade who, according to locals, expressed his inability “as it is an administrative matter.”

The local residents demand of installing electric towers so as to prevent the poles from frequent damage during snowfall.

Commissioner PDD said he has passed instructions to the Chief Engineer to take up the matter with PWD to have road cleared and ensure that poles are erected and power supply restored couple of days.

Divisional Commissioner Kashmir Baseer Khan told GNS that due to avalanche warning, the road clearance operation has been affected.

“Only five days back, supplies of essentials was sent to the area and if there is any scarcity of any item, supplies would be airlifted,” he said, adding, “if weather permits, the road would also be cleared tomorrow.”  

Commissioner Secretary PDD, Hardesh Singh told GNS he has passed instructions to the Chief Engineer to take up the matter with PWD to have road cleared and ensure that poles are erected and power supply restored couple of days. (GNS)

Will look into security arrangements while deciding J&K poll timing: ECI

Jammu, March 5 : Election Commission of India on Tuesday said that it will look into due security arrangements while deciding on the timing and phasing of the elections.

Chief Election Commissioner Sunil Arora accompanied by Election Commissioners Ashok Lavasa and Sushil Chandra alongwith the team of officers from Election Commission of India, conducted a two day review of Poll Preparedness of the State of Jammu and Kashmir.

“Commission does as a matter of practice keep in mind local festivals, geographical conditions and related needs while deciding the schedule of election dates. The Commission would also keep in view the sentiments voiced by the representatives with respect to need for restoring democratically elected government in the State,” the commission said, adding, almost all political parties voiced the need to have parliamentary and assembly elections conducted at the earliest in the State.

“The political parties said the recent turnout in the Panchayat and ULB elections, suggests that general population in the State wishes to have their democratically elected government in place. They said the party representatives and public at large have full faith in ECI that they would fulfill their constitutional mandate to conduct free and fair elections in the State,” ECI said.

During the visit, the Commission met with representatives of various political parties and noted their issues and concerns. The Commission took note of their concerns for holding free, fair and ethical elections. The Commission reviewed the work of District Election Officers, SPs/Commissioner of Police, Divisional Commissioners and IGs and discussed election preparedness with Chief Secretary, DGP and other Nodal Officials of the State. The Commission also met with Nodal officers of Income Tax, Excise, Narcotics Control, Customs, Banks, Postal Department, Railways, Airports and with State Level Bankers Committee convener to review in detail the strategy to curb misuse of money/liquor & freebies distribution during the election.

Highlights of the issues discussed during the meeting and instructions of the Commission include issues regarding Electoral Roll; Polling Arrangements;  Security arrangements required for conducting Elections in the State as also Expenditure monitoring concerns among other issues detailed below.

Specifically, the Political Party Representatives mentioned on Electoral Roll issues, that copies of the Roll have not been received by their Central offices. They also requested for copies in English apart from Hindi and Urdu. Some instances of duplicate voters were pointed out. Some parties voiced concern for Migrant Voters finding the M Form procedure not very convenient. They desired that special Polling Stations be set up for such migrant voters rather than them needing to make separate trips for filling the form. Delays in printed Electors Photo Identity Cards were mentioned.

Regarding Polling arrangements, Some Representatives pointed out that Polling Stations are shifted at very late stages citing security concerns and causing confusion about the location. At times with such relocation, Polling Booths get set up far from their residences and travel to the distant PS makes them vulnerable on commute enroute. The representatives desired that Polling stations be set up closer to areas where large number of voters reside.

With respect to Security Arrangements, Representatives from all Political Parties emphasized that due security arrangements be made to provide adequate security to voters and candidates so as to instill confidence in them for conducive environment for forthcoming elections. Some political party members desired that adequate security should be continued for ex-Ministers and candidates even after actual election process is over.

Among other Miscellaneous issues, the Parties cited instances of transfer of some officers in violation of ECI norm was brought to the notice of the Commission. They requested that officials who can adversely influence conduct of free and fair elections, should not be allowed to continue in their posts. They also said given the snowbound conditions in the State, polling dates be considered after month of May.

Commission’s assurance and instructions

The Commission is committed to deliver free, fair, peaceful, transparent, ethical and inclusive elections. The Commission attaches prime importance to ensuring conducive environment for conducting elections in the State keeping in view the specific concerns of the State. Effective mechanism is being fine tuned for smooth conduct of the electoral process. The Commission has directed the State level and District Level Election Machinery to meticulously coordinate all logistics arrangements for smooth conduct of elections and make comprehensive action plans so as to instill absolute confidence in all stakeholders. Officers have been asked to ensure Effective monitoring and vigilance.

The Commission solicits proactive support of all political parties, media organisations, civil society, youth and community organisations and all voters of the State to join hands with the Commission and wholeheartedly participate in poll process.

Election Commission attaches utmost priority to ensure purity of Electoral Rolls. All DEOs have tried their best to enroll all eligible voters. While Final publication of Electoral Rolls has been done on 7th February, 2019 and copies of the same have been distributed at district level, copies as desired will also be made available to all Political Parties in Hard as well soft form. The Electoral Rolls without photographs have also been hosted on the CEO’s official website. Efforts are still on to include those who have been left out. Special camps are being organised by DEOs.

Special camps have already been organized by CEO on 23rd & 24th February 2019 and more camps are being organized in the month of March. The Commission’s motto is ‘No Voter To Be Left Behind’ and our officers will make all efforts to register all eligible voters.

As mere possession of Electoral Photo Identity Card is not sufficient – a #GOVERIFY campaign has been started so that voters can proactively confirm their own name in the Electoral Roll.Recently it also has been clarified that Electors Photo Identity Card or one of the eleven specified photo identity documents will be essential for casting vote and the Photo Voter Slips issued will not be valid as stand-alone identification document for voting.

As regards the specific concern pointed out for M Forms for Migrant Voters, it was explained to the Party representatives also that to facilitate registration, voting and other issues/grievances, at present there are three AERO-Migrants (Assistant Electoral Registration Officers) who also perform duties of AROs as well as BLOs (Booth Level Officers) appointed specially to register the Kashmiri migrants. Special camps were conducted at the migrant camps during SSR 2019 which resulted in addition of 4988 Kashmiri migrant voters during last one year.  Two more Special Camps are being organised on 6th and 7th March, 2019 for migrant voters in all 26 special polling stations.

Similarly to facilitate Voting, Three Assistant Returning Officers (Migrants) are appointed ,one each for Jammu, Udhampur and Delhi. 26 Special Polling Stations are setup for voting by migrants at Jammu, Udhampur and Delhi. Dedicated EPIC printing facility has been provided in the office of Relief Commissioner J&K. Due publicity for these special arrangements shall be scaled up for benefit of all concerned.

For the first time in the forthcoming general elections, VVPATs will also be used at all Polling Booths along with the EVM machines. Thus the officers need to ensure due awareness to all stakeholders about proper usage of the machines. The officers were also asked to strictly adhere to the laid down procedures and Standard Operating Procedures about use, storage and Transportation of the machines in all the constituencies. The Chief Electoral Officer has been directed that VVPAT awareness campaign be continued upto the booth and hamlet level.

Commission has directed effective use of single window system, facilitation through IT applications.  Commission has also facilitated empowerment of Voters to report violations of Model Code of Conduct and abuse of money power by activating the cvigil App. The cVigil app will be activated in the State once the election dates are notified. Through this App, any citizen will be able to file complaints regarding MCC violations. The complaints thus received will be settled within the stipulated time frame. This app has been successfully operated in the recent legislative assembly elections held last year in other States.

Samadhan, Suvidha, cVigil Apps have time-stamping facility to ensure transparency. SAMADHAN App helps to resolve complaints filed online and Parties or citizens need not depend on officials accepting/not accepting written complaints. The new SUVIDHA App is an integrated application – single window service on first come first serve basis to streamline candidate nomination, permissions, counting and results display. In addition Voter Helpline Mobile App, PwD App, Observers App will be used in forthcoming elections.

For Voter Facilitation, Commission has instructed the State Election Officers to popularize the 1950 Help Line/NVSP portal for facilitating the Voters. The facilities of name search, name transfer, deletion, or modification can be done through “nvsp.in“. Information can also be obtained by dialing the number 1950.

The Voter Helpline Mobile app provides convenience to all Citizens of finding names in the electoral roll, submitting online forms, checking the status of the application, filing complaints and receiving the reply on their mobile app. All forms, results, candidate affidavit, press notes, Voter awareness and important instructions are available through the mobile app.

By using the PwD App, Persons with Disabilities (PwDs) can request for new registration, change in address, change in particulars and mark themselves as PwD through the use of the mobile application. By simply entering their contact details, the Booth Level Officer is assigned to provide doorstep facility. PwDs can also request for a wheelchair during polling.

For Expenditure Monitoring, the officers have been asked to identify expenditure sensitive constituencies. General, Expenditure and police observers will be deployed after the announcement of Election by the Commission in the state to monitor all the activities and advise the local administration in order to ensure that there is no illegal inducement of voters by distribution of liquor and freebies. The contact numbers of all of these observers will be made available to public.

All DEOs will constitute the Election Expenditure Monitoring Teams as per ECI Instructions. Flying Squads and Static Surveillance Teams will be constituted to check distribution of cash, liquor, drugs and freebies in sensitive pockets and border areas. Transaction of money through banking channels will be monitored and fool-proof arrangements would be made to monitor suspicious banking transactions. The Media Certification and Monitoring Committees set up will look out for instances of Paid News also.

During the forthcoming Elections in the State, for the first time, Accessibility Observers will be appointed. Commission has also directed that at least one all women managed polling station be set up wherever possible. The Commission has revamped the Electronically Transferred Postal Ballot System to facilitate Service Voters whereby their ballot is electronically transmitted one way saving time and on return the Service voters can send their vote by speed post.

Ensure Workers Registration in a Time Bound Manner: DC Baramulla

Baramulla, 05 March: Deputy Commissioner Baramulla, Dr G N Itoo today formally launches Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM) scheme here at a grand function which marked the participation of a huge gathering of beneficiaries.

Speaking on the occasion, the DC complimented the beneficiaries and said that the scheme provides social and economic security to the vulnerable sections of the society. He urged for availing the benefits of the scheme and impressed upon disseminating awareness so that more and more beneficiaries are brought into its ambit.

Emphasizing upon the concerned agencies to speed up the task of registration process, the DC directed not to leave any beneficiary uncovered. He also called for prompt coordination between concerned departments for the effective implementation of the scheme.

Meanwhile, Dr Itoo distributed registration cards among 30 beneficiaries to mark the symbolic representation of the scheme where he was informed that about 2000 against the target of 15000 beneficiaries have been registered wherein the DC stressed for achieving the target within stipulated timeframe.

It is worthwhile to mention that the scheme is being launched today by the Prime Minister which aims at ensuring old age protection for unorganized workers whose monthly income is Rs. 15,000 per month or less and are in the age group of 18-40 years. This scheme assured pension of Rs 3000 per month which shall be given to the beneficiary.

Among the other ADC Baramulla, ADC Sopore, district and sectoral officers were present on the occasion.

Governor and Dr. Jitendra Singh launch Pradhan Mantri Shram Yogi Maan Dhan Scheme

JAMMU, MARCH 5: Governor Satya Pal Malik and Dr. Jitendra Singh, MoS, PMO launched the Pradhan Mantri Shram Yogi Maan Dhan (PM-SYM) Scheme, a pension scheme for unorganised sector, at the Convention Centre here today.
Sh. Khurshid Ahmed Ganai, Advisor to Governor; Sh. Jugal Kishore Sharma, and Sh. Shamsher Singh Manhas, Members of Parliament; Sh. Chander Mohan Gupta, Mayor JMC were among the dignitaries present on the occasion.
Lauding the initiative of the Union Government in conceptualising this exclusive scheme, Governor described it as a significant step towards benefitting the workers in Country’s un organised sector.
Governor on the occasion of launch of PM-SYM, announced that the first month instalment on behalf of registered beneficiaries will be contributed by the State Government. Noting that the Scheme has been launched with the highly laudable objective of providing social security coverage to labourers and workers in the unorganised sector, he observed that the Government will make the best possible effort to ensure that benefit of the newly launched Scheme reaches every eligible beneficiary in the State.
Dr. Jitendra Singh described PM-SYM as a mega pension yojana having potential to bring social transformation in the unorganised sector in India where in 10 crore labourers and workers are expected to avail the benefit of this Scheme within next five years making it one of the largest pension schemes of the world. He said that the ‘Scheme’ has also targeted the youth of India with the purpose to aware them about the need of financial planning when young in order to secure their old age
Sh. Khurshid Ahmed Ganai, Advisor to Governor, highlighted main features of the Scheme and informed that this pension Scheme shall provide workers and labourers in the Unorganised sector, an assured monthly pension of Rs. 3,000 from the age of 60 years on a monthly contribution of a small affordable amount during their working age.
Sh. Saurabh Bhagat, Commissioner Secretary Labour and Employment Department, while welcoming the Guests, gave a detailed description of the Scheme.

Governor chairs 8th Governing Body meeting of the Mubarak Mandi Jammu Heritage Society

JAMMU, MARCH 5: Governor Satya Pal Malik chaired the 8th Governing Body meeting of the Mubarak Mandi Jammu Heritage Society at the Raj Bhavan here today.
Sh. Umang Narula, Principal Secretary to Governor; Sh. Rigzin Samphel, Secretary Tourism; Sh. Sanjeev Verma, Divisional Commissioner Jammu; Ms. Deepika Sharma, Executive Director, Mubarak Mandi Jammu Heritage Society; Sh. Zubair Ahmed, Secretary Govt. Department of Culture; Sh. Zulfikar Ali, Representatives of Archaeological Survey of India and Sanrakshan Heritage Consultants Private Limited attended the meeting.
Governor gave approval to the Master Plan for Conservation and Adaptive Re-Use of Mubarak Mandi Palace Complex as per the proposed Zoning(A-F) which includes Central Courtyard, Knowledge Centre, Interpretation and Collection Galleries, Lifestyle, Experiential Spaces, and Crafts Centre. Execution of these sub projects will be funded under Jammu and Kashmir Infrastructural Development Financial Corporation Ltd. for an estimated amount of Rs. 66 crore.
Governor observed that the Mubarak Mandi Palace Complex represents the unique and rich cultural heritage of Jammu and Kashmir and its repair and renovation should be done by observing complete heritage norms and using material similar to the old construction material. He stressed appropriate maintenance of Parks and Gardens in the complex and directed Sh. Sanjeev Verma to identify suitable parking space for the visitors and residents of the adjoining areas.
On being informed about the progress of preservation and shifting of archival records to old information building, and to date completion status of various buildings in the Complex, Governor emphasised on expediting digitization of the archived records belonging to the Dogra period and throwing open to visitors the part of the Complex which gets completed.
Governor advised Sh. Samphel to fully develop the potential tourist places of Jammu region so that tourist and pilgrim traffic could be diverted to the scenic places of Jammu.

GOC Fire and Fury Corps visits Siachen

Srinagar, Mar 5, : Lt Gen YK Joshi, General Officer Commanding Fire & Fury Corps visited forward locations in the Siachen sector on Monday, an army spokesman said in a statement.

He said that the “Corps Commander reviewed the security situation and was briefed on the operational preparedness being maintained in the sector.

“He met and interacted with troops deployed on the highest battlefield in the world, in extreme weather and highly challenging terrain conditions, for maintaining the sanctity of Indian borders,” said the spokesman.

The spokesman in a statement said that the “Lt Gen YK Joshi appreciated and complimented the troops for their high morale and commitment even in these difficult circumstances and urged them to uphold the highest standards of professionalism of the Indian Army.”

Assembly, Parliamentary election likely in April

Srinagar 04 March : After the municipal and panchayat election held  last year, the parliamentary and assembly elections likely to be held in month of  April-May in the state of Jammu and Kashmir.

The  high placed sources  from delhi wishing anonymity talking to  to Kashmir News Bureau said, “The centre is ready to conduct the upcoming parliamentary and the assembly elections in april-May months.”

He further added that “After the conduction of the peaceful and successful ULB elections last year and improvement in ground situation, the decision on  the phases of election would be taken keeping in the mind the availability of security and topography of the state.”

Meanwhile a team from Election Commission of India are on two day visit to valley  to review the preparedness for the upcoming election and the security arrangements in the state. The team is headed by the Deputy Election Commissioner Sandeep Sharma and is going to held a meeting with the various leaders of the  seven national parties and three regional parties.

The regional parties has urged the election commission to conduct the elections as soon as possible to end the prevailing political uncertainty in valley.

Important to mention, there are 87 assembly and 6 Lok Sabha constituencies in state of Jammu and Kashmir. Legislative assembly elections have been held 11 times in the state since 1951 whereas parliamentary election have been held 12 times since 1967. (KNB)
