SAC approves Nuclear Medicine Deptt for GMC Jammu to make SCI functional

JAMMU, DECEMBER 9: To strengthen the Cancer care services at the tertiary level, the State Administrative Council (SAC) under the chairmanship of Governor, Satya Pal Malik accorded sanction to the establishment of a separate Nuclear Medicine Department in Government Medical College (GMC), Jammu along with creation of 13 posts of various categories including 05 posts of faculty members, 03 posts of Registrar/ Medical Officer and 05 posts of Paramedical staff.

It is pertinent to mention that the Ministry of Health & Family Welfare, Government of India under the Centrally Sponsored Scheme (CSS)– “National Programme for prevention and control of Cancer, Diabetes, CVD and Stroke (NPCDCS)”  sanctioned two State Cancer Institutes’ (SCIs) in J&K, one in SKIMS Soura and other in GMC, Jammu. SKIMS Soura has received the 1st instalment of Rs 47.25 Crore for establishment of SCI.

To make SCI functional at GMC Jammu, establishment of Nuclear Medicine Department was mandatory so that funds under various components of the scheme are sanctioned by the Government of India including for procurement and installation of PET Scan Machine in GMC, Jammu.

Establishment of a Cancer care service at GMC Jammu will enable the patients undergo tests and treatment within the State for which otherwise they had to travel outside State much to their inconvenience and incurring large travel and treatment expenditure.

SAC approves landmark decision to streamline JK’s teaching cadre

JAMMU, DECEMBER 9: In a land mark decision aimed at streamlining the teaching cadre in Jammu & Kashmir, the State Administrative Council (SAC) under the chairmanship of Governor, Satya Pal Malik approved the Action Pan recommended by the Committee constituted vide G.O No 1263-GAD of 2018, Dated 13.08.2018.

The Committee was mandated to devise a comprehensive strategy to review the issues of all school teachers in the School Education department including those funded under the on-going Centrally Sponsored Scheme ‘Sarva Shiksha Abhiyan’ (SSA) and suggest possible solutions

Over the years, School Education department has been facing immense difficulties due to multiple cadres of teachers, requirement of additional funds to meet out salary of both SSA and RMSA teaching faculty and a host of other related issues, which were directly or indirectly impacting upon the quality of education in Government run schools and leading to avoidable chaos and confusion among the teaching fraternity.

To address the issue in its right perspective and humanely, the State Government constituted a Committee vide G.O No 1263-GAD of 2018, Dated 13.08.2018.

The Committee submitted its recommendations in the form of an Action Plan to the Government. The SAC considered the departmental proposal based on the recommendations of the Committee and broadly accepted the Action Plan proposed by the Committee.

The SAC approved the creation of a separate cadre of teachers who will get the pay scale of Rs.29200-92300 (L-5) 7th Pay Commission from 1.09.2018 in the School Education Department. These posts shall be filled up 100% by selection out of regularized Rehbar-e-Taleem ‘Teachers (RReTs) with qualification “Graduate from any recognized University”. This cadre of teachersis created exclusively for the purpose of adjusting RReTs and will gradually get extinguished/abolished over a period of time.

The School Education Department will amend the Jammu and Kashmir School Education (Subordinate) Service Recruitment Rules, 2008 as may be required to give effect to this decision.

RReTs will transition into teachers as procedure laid down in the Action Plan.

The Action Plan envisages formal merger of 526 posts of Headmasters and 3132 posts of Subject Specific Masters created under RMSA with Headmasters and Masters in the School Education Department, conversion/Up-gradation of existing 4522 direct quota vacant non-teaching posts in different categories as Teachers, creation of 28,363 supernumerary posts of Teachers with the stipulation that these supernumerary posts shall subsist till completion of appointment/transition of eligible RReTsas regular teachers, and thereafter shall cease to exist on the adjustment if these supernumerary posts against normally arising vacancies.

The School Education Department has been authorized as a onetime exception to fill certain vacant posts of lecturers by promotion of eligible PG Teachers/Masters in the relevant disciplines to enable utilization of the resultant vacancies of teachers for appointment/transition of RReTs as Teachers. This initiative is being taken in the larger interest of the teaching community and purely as a welfare measure.

The School Education Department has been granted one-time exemption for making regularization/confirmation/ promotion of the officers (backlog and fresh) in respect of each gazetted category without referring the cases to the JKPSC/DPC.

The 4522 posts of non teaching staff shall be restored to their original position as and when they become available after adjusting/subsuming all the supernumerary posts.

The School Education Department will encourage such RReTs as do not possess the requisite qualification to acquire the same within a specific timeframe so as to up-scale them as regular teachers.

Further, all vacancies of lecturers/teachers referred to PSC/ SSB where advertisement notices have not been issued or selection process has not been initiated or written test has not been conducted as on 07.12.2018, shall stand withdrawn. This shall, however, not apply to the posts for which selection lists have been published or where document verification is in process.

The SAC directed that a Committee of Officers under the Administrative Secretary, School Education Department with Director, School Education Kashmir/Jammu, representatives of General Administration and Finance Department not below the rank of Additional Secretary to Government or equivalent level will oversee the entire process of appointment / transition of RReTs as Teachers.

The School Education Department will nominate a Nodal officer to maintain a complete record of the vacancies of the lecturers/teachers or in the non-teaching category to ensure proper accounting of the posts created / converted / reverted, supernumerary posts, their adjustment against regular posts, vacancies arising from time to time, etc.

The Action Plan also envisages creation of a Human Resource Management (HRM) Branch in the School Education Department, Civil Secretariat to deal with Human Resource Management (HRM).

The Committee of Officers constituted vide Government Order No.1263-GAD of 2018 dated 13.08.2018 will also examine the cases of 7706 under-graduate teachers who do not possess the qualification as ‘Graduate’ for their appointment / transition as regular teachers. The Committee will submit its report to the government within a period of one month.

The landmark decision will enable streamlining the cadre of RReTs by transitioning them in the regular cadre of teachers and meeting the salary deficit of SSA and RMSA teachers, which is over Rs 1400 crores per annum, out of the state budget. Thus all teachers will henceforth get regular monthly salary on time consequent to the assimilation of various cadres of teachers into one regular teaching cadre. This will result in greater accountability, discipline and capacity building of teachers and improve the quality of education in the state.

Police Arrests Militant In Kishtwar

Police claimed to have arrested a militant who was wanted in case FIR No. 182/2018 U/S 120-B/121/121-A/RPC 7/27 I.A Act, 4/5 Exp Act 3/13/U(P)A Act Kishtwar

December 09, 2018:

Police in a statement said that today Kishtwar Police arrested a wanted militant namely Reyaz Ahmed S/O Mohd Ramzan R/O Sounder Dachhan, wanted in case FIR No. 182/2018 U/S 120-B/121/121-A/RPC 7/27 I.A Act, 4/5 Exp Act 3/13/U(P)A of Police Station Kishtwar.

Ever since, the case was registered on 1st July-2018 and two accused belonging to HM outfit were arrested the case was with held for want of the arrest of Tohseef Gundana and Reyaz Today Police party headed by SHO PS Kishtwar under the supervision of SSP Rajinder Gupta arrested Reyaz Ahmed S/O Mohd Ramzan R/O Sounder Dachhan. Perrtinent to mention here that the said militant/ OGw was also involved in the case u/s 7/25 Arms Act, 3/5 EXP Act of P/S Parimpora, Srinagar reportedly there is likelihood of one more arrest in this case and subsequent recoveries.

The accused person is hardcore motivator of youth who encourages them for joining militancy and militant activities and a close associate of HM militant Mohd Amin @ Jhangir Reyaz Ahmed

Won’t hesitate from another surgical strike if the need arises: Army

259 Inspired Youth From J&K Join The Ranks Of Indian Army

Srinagar, Dec 8 : The Jammu and Kashmir Light Infantry Regimental Centre today, showcased its latest batch of 259passing out young soldiers from the State of J&K. On having completed one year of strenuous training, they were attested today at a glittering parade at the Bana Singh Parade Ground of JAK LI Regimental Centre. The Passing Out Parade, depicting graduation of a Recruit and his transformation into a Young Soldier, was reviewed by Major General MK Das,SM**,VSM, General Officer Commanding 9 Infantry Division and Colonel of the Regiment and was attended by over 1000 parents / relatives of young soldiers from the State of J&K besides number of civil and military dignitaries.

The dauntless young soldiers of the Regiment hailing from all regions and religions of the State of J&K, marching in precise unison with a singular aim of devoting their lives in service of their nation, singing their Regimental Song ‘Balidanam Veer Lakshnam’, inspired one and all as their voice echoed in the Kashmir Valley.Their salute to the Tri-Colour with National Anthem playing inspired patriotic ardour in all present.

The General Officer congratulated the Young Soldiers for their immaculate Parade and impressed upon selfless service towards the Nation. He praised their contribution towards encouraging more and more youth from J&K to come forward to join the Security Forces and also highlighted the vital role played by their parents in motivating their wards to join this noble profession.

The young soldiers who distinguished themselves in varied facets of training were also felicitated by General MK Das.  RecruitYudhvir Singh received the Sher-e-Kashmir Sword of Honour & Triveni Singh Medal for being adjudged ‘Over all Best Recruit’ and Recruit Waseem Ahmad Naik bagged the Chewang Rinchen Medal for being ‘Best in Firing’.

In the end, proud parents and relatives pipped the soldiers ready to join their battalions and to tread the immortal path of glory, living up to the best traditions of the Army. As a mark of respect, gratitude and recognition of contribution made by the parents of these young soldiers, they were also presented with the Gaurav Padaks instituted by the Army. (GNS)

Five forces’ personnel wounded in ongoing gunfight in Mujgund on Srinagar outskirts

Five forces’ personnel were wounded in an ongong gunfight with the government forces in Mujgund area on the outskirts of Srinagar on Saturday.

The gunfight broke out today evening after the forces launched a cordon-and-search-operation (CASO) in Ghat mohalla of Mujgund after inputs about the presence of militants.

A police official said that the gunfight ensued after the militants hiding in a house fired at the forces.

He said an army man, CRPF man and three Special Operations Group (SOG) personnel were wounded in the gunfight.

Local reports said that four houses were blasted by the forces during the gunfight. They said sound of huge blasts was heard in the area.

Intense clashes erupted near the gunfight site after locals staged protests to disrupt the anti-militant operation.

The official said that the operation is going on. “No militant body has been recovered so far,” he said, adding that three militants are believed to be hiding in the area.

Prof Nirmal Gupta calls on Governor

JAMMU, DECEMBER 08: Former Chairperson, J&K State Social Welfare Advisory Board (JKSSWB) Prof Nirmal Gupta called on Governor Satya Pal Malik at Raj Bhavan here today.

Prof.  Gupta discussed, with the Governor, the issues pertaining to the condition of specially-abled, destitute, widows, senior citizens and infirm in the State and the steps to be taken for the welfare of these sections of the Society.

The Governor observed that the issues highlighted by her would be given due consideration.

Panchayat Polls-2018: JK witnesses 79.9% voting in Phase-VIII

JAMMU, DECEMBER 08: In the Phase-VIII of Panchayat Polls held today, overall poll percentage of 79.9% was witnessed across the State.

According to the Chief Electoral Officer J&K, Shaleen Kabra, a massive 85.1% polling was witnessed in Jammu division and 49.6% in Kashmir division.

Giving district-wise details, Kabra said that Kupwara witnessed 53.8% polling in Phase-VIII, Bandipora 18%, Baramulla 56.9%, Srinagar 11.6%, Budgam 9.1%, Reasi 89.8%, Kathua 84%, Samba 84%, Jammu 84.8% and Rajouri 82.4%.

Kabra said in the Phase-I of Panchayat Polls held on 17 November 2018, 74.1% polling was recorded across J&K including 64.5% in Kashmir division and 79.4% in Jammu division.

In the Phase-II of Panchayat Polls held on 20 November 2018, overall 71.1% polling was witnessed across the State with an 80.4% polling in Jammu division and 52.2% in Kashmir division.

He said in Phase-III, the State witnessed a poll percentage of 75.2% including 55.7% in Kashmir division and 83.0% in Jammu division.

In Phase-IV, he said, JK witnessed 71.3% voting with 82.4% electors exercising their franchise in Jammu division and 32.3% in Kashmir division.

In the Phase-V of Panchayat Polls overall poll percentage of 71.1% was witnessed across the State with 85.2% polling in Jammu division and 33.7% in Kashmir division.

In the Phase-VI of Panchayat Polls overall poll percentage of 76.9% was recorded across J&K including 17.3% in Kashmir division and 84.6% in Jammu division.

In the Phase-VII of Panchayat Pollsoverall poll percentage of 75.3% was witnessed across the State with 84.8% in Jammu division and 30.3% in Kashmir division.

Surgical strikes were successful tactical operation: Lt Gen Ranbir Singh

Kapurthala (Punjab): The 2016 surgical strikes were a successful tactical operation which conveyed a clear message to Pakistan to stop any misadventure along the Line of Control (LoC), Army’s Northern Command Chief Lt Gen Ranbir Singh said on Saturday.
His comments came a day after Lt Gen (retd) D S Hooda, who was associated with the operation, said it was natural to have initial euphoria over the success but the constant hype around the surgical strikes was unwarranted.
In hindsight, it would have been better had we had kept it a secret, he had said on Friday at an event in Chandigarh.
On September 29, 2016, Indian Army commandos had carried out surgical strikes against launch pads across the LoC in Pakistan adminstered Kashmir.
“From military point of view, these were successful tactical operations, which conveyed a very strategic message and the Indian Army was able to convey a very clear message to Pakistan that should they not stop any kind of misadventure along the LoC, they shall be given befitting reply,” Singh told reporters here on the sidelines of his visit to Sainik School, his alma mater.
The then Director General of Military Operations (DGMO), who had announced the operation at a press conference, refused to comment on the politicisation of surgical strikes.
Singh said all actions carried out by the Army along the LoC were carried out in an extremely professional manner to meet the national aspirations and achieve the military objectives.
He said there are many other options to check infiltration of militants from across the border.
Surgical strike is only one of the options through which we stop infiltration. The armed forces have a range of options and they are being analysed at all times and the best course of action is put into effect, he said.
Responding to a question about possible attempts to revive militancy in Punjab, Singh said Pakistan was trying to extend the “arc of terrorism” beyond Kashmir and the Army was taking all measures to arrest the spread.
The armed forces in Jammu and Kashmir are fully capable of carrying out any task, he said.
This, he said, is the reason that the situation in the state is completely stable.
If any untoward incident takes place, the armed forces act quickly to restore peace and stability, he added. PTI

225 militants killed in Kashmir so far this year: army commander

Kapurthala (Punjab): More than 225 militants have been killed in Jammu and Kashmir so far this year, Northern Army Commander Lt Gen Ranbir Singh said on Saturday.
He said initiatives taken by the government and security forces had resulted in a drop in the number of local youths being radicalised and taking to militancy over the last few months.
“We have been able to neutralise a large number of terrorists. As on date, we have been neutralised more than 225 terrorists. However, couple of days of this year are still balanced (left),” Singh told reporters here on the sidelines of his visit to Sainik School, his alma mater.
He said locals were sharing information about movement of movement with the Army, which is a positive sign.
“That is a very positive sign, which shows a decline of militancy. It shows frustration on the part of Pakistan to push more and more terrorists into J&K. But our resolve is clear that as long as terrorists are moving around they shall not be provided space to carry out activities at their will. They will be acted against and neutralised,” he said.
“We will ensure that peace and stability are maintained in J&K,” he added.
Singh said the Army would not allow radicalisation of local youth in the state.
“All the initiatives by the government and security forces in J&K are paying rich dividends. There is reduction in the number of local youths joining militancy, which was taking place in last couple of months. There is a relative decline. There is also a decline in radicalisation,” he said.
“That is the reason that situation is stable in J&K. But (if) any untoward thing happens, the Army acts swiftly and ensures peace, stability and security,” he added.
Speaking about Pakistan, Singh said the neighbouring country was trying to spread militancy beyond Kashmir in India.
The Army is taking all measures to arrest the spread of militancy, he said.
He lauded the Kartarpur corridor, which will connect Dera Baba Nanak in India’s Gurdaspur district with Gurdwara Kartarpur Sahib Narowal in Pakistan.
“It is a good thing as it will encourage people to people contact,” he said.
Warning infiltrators, Singh said those who dare to cross the Line of Control (LoC) will have to face death.
He also said the Army was giving befitting response to Pakistan’s snipers and the force had kept up the pressure on the adversary along the LoC. PTI
