Srinagar, March 29: In a proud and inspiring moment for Jammu & Kashmir, Mohammad Altaf Matahanji, popularly known by his pen name A. R. Matahanji, was conferred with the Swami Vivekananda Rashtriya Yuva Puraskar 2026, a National Level Award, during a prestigious National Conference held today at Sher-i-Kashmir International Conference Centre, Srinagar, J&K. The event, themed “Mission Vishwa Guru Bharat”, brought together distinguished personalities, scholars, writers, and social contributors from across the country.

The national-level award ceremony was organized by Swami Vivekananda National Peace Spiritual Cultural Centre Bharat in collaboration with Naturo Alternative Medical Science Research Federation Bharat, Zenith Book of World Records, and World Book of Star Records. The award was presented by Chief Guest Dr. Syed Darakhshan Andrabi, Chairperson of Jammu and Kashmir Waqf Board and Minister of State, in the presence of Guest of Honour, Padma Shri Dr Vikas Mahatme, Ex-Member of Parliament, Rajya Sabha (Nagpur, Maharashtra), Dr Rajib Pal, Organiser, SWIPSCC, Bharat, other eminent dignitaries and delegates from across India.
The honour marks a significant milestone for Bandipora district, as A. R. Matahanji continues to elevate Kashmir’s literary voice to national and international platforms. Emerging from a humble Wullar-fringe background, Matahanji’s journey symbolizes resilience, intellectual depth, and creative brilliance. His writing embodies the spirit of Alim (knowledge), Adab (literary refinement), and Aab (dignity), transforming lived experiences into profound literary expressions.

His widely acclaimed literary work The Pearls of Pain has earned him remarkable global recognition. The book, known for its philosophical depth and emotional resonance, has crossed geographical and cultural boundaries, gaining appreciation across national, continental and international record platforms.

Pertinent to mention, Matahanji has been accorded with global recognition and record-breaking achievements. His literary excellence has been formally acknowledged by UN Book of World Records, which conferred a World Record upon him for creating a deeply moving literary work that transforms human suffering into a narrative of healing and hope. At the continental level, Asian Book of World Records honoured him for literary excellence, recognizing his work as a significant Asian contribution that bridges classical literary traditions with modern sensibilities. Nationally, National Book of Records (India) verified his work as a record-setting literary achievement, highlighting its lyrical depth, emotional honesty, and inspiring resilience. The citations praised the book’s emotional depth and philosophical insight, describing it as a global voice of conscience in contemporary literature.

Not only this, earlier this year, Matahanji received the International Icon Award 2026 from International World Records, followed by the International Star Award and recognition from Orient Book of World Records, acknowledging his philosophical insight, social consciousness, and global literary impact.

Currently serving in the Department of Handicrafts & Handloom, Kashmir, Matahanji’s achievements reflect a harmonious blend of public service and creative excellence. Supply to urea plants steady at 70–75% of last 06-month average; additional LNG and RLNG being sourced to maintain supplies

New Delhi: Amid the evolving situation in West Asia, the Government of India is maintaining continuous oversight and implementing appropriate preparedness and response measures to ensure stability across key sectors. Efforts remain focused on sustaining uninterrupted energy supplies, safeguarding maritime operations, and extending necessary assistance to Indian nationals in the region. The following provides an update on the steps undertaken in these areas as on 29th March 2026.

Energy Supply and Fuel Availability

In view of the continued closure of the Strait of Hormuz, proactive measures are being undertaken to maintain uninterrupted availability of petroleum products and LPG across the country. The current status is as follows:

Crude/Refineries

· All refineries are operating at high capacity, with adequate crude inventories in place. The country is also maintaining sufficient stocks of petrol and diesel.

· Domestic LPG Production from refineries has been increased to support domestic consumption.

Retail Outlets

· All Retails outlets are operating normally across the country.

· Govt. of India has reduced excise duty on petrol and diesel by Rs. 10/litre.

· Further, Govt. of India has imposed export levy of Rs 21.5 per litre on diesel and Rs 29.5 per litre on aviation turbine fuel (ATF) to ensure availability of these products in the domestic market.

· Panic Buying reported in some areas. There were certain rumours which led to panic buying at some Retail Outlets in few States, resulting in unusually high sales and heavy crowding at Retail Outlets. However, it is informed that there are adequate stocks of petrol and diesel available at all Petrol Pumps in the country.

· The Government reiterates its advice to the public not to believe rumours.

Natural Gas

· Consumers have been prioritised with 100% supplies to D-PNG and CNG-Transport.

· Supplies to industrial & commercial consumers connected on grid is at 80% of their average consumption.

· City Gas Distribution (CGD) entities have also been advised by Govt. of India to prioritize PNG connections for commercial establishments such as restaurants, hotels and canteens across all their Geographical Areas, to address concerns regarding the availability of commercial LPG.

· Supply to operating urea plants is now steady at around 70-75% of their last 06-month average consumption. Additional LNG cargoes and Regasified LNG (RLNG) are also being sourced to maintain the supplies and pipeline hydraulics.

· All industrial consumers including fertilizer plants have been advised to provide their additional requirement on spot basis so that the same may be arranged by the Gas marketing companies.

· CGD Companies like IGL, MGL, GAIL Gas and BPCL have offered incentives for taking domestic and Commercial PNG connections.

· Govt. of India has requested Govt. of States/UTs and Central Ministries to expedite approval of applications required for expansion of CGD network.

· Govt. of India vide letter dated 18.03.2026 has offered all States/UTs additional 10% allocation of commercial LPG to States provided they can help in long term transition from LPG to PNG. Subsequently, MoPNG has received applications from multiple States who have taken steps towards reforms for promoting CGD network. Accordingly, additional allocation for some of the States has been recommended.

· PNGRB vide its order dated 23.03.2026 has directed all CGD entities to make all out efforts to connect residential schools & colleges, hostels, community kitchens, anganwadi kitchens etc. through PNG within 5 days, wherever pipeline infrastructure is available in near vicinity.

· Ministry of Road, Transport & Highways vide letter dated 24.03.2026 has stated that they have adopted “Accelerated Approval Framework for CGD Infrastructure with reduced timelines” as a special measure for 3 months wherein applications pertaining to CGD infrastructure shall be processed on priority.

· Govt. of India vide Gazette dated 24.03.2026 has notified the Natural Gas and Petroleum Products Distribution (Through Laying, Building, Operation and Expansion of Pipelines and Other Facilities) Order, 2026 under the Essential Commodities Act, 1955. The Order provides a streamlined and time-bound framework for laying and expanding pipelines across the country, addressing delays in approvals and access to land, and enabling faster development of natural gas infrastructure, including in residential areas. It is expected to accelerate PNG network growth, enhance last-mile connectivity, and support the transition to cleaner fuels, thereby strengthening energy security and advancing India’s gas-based economy.

· Ministry of Defence vide letter 27.03.2026 has issued a short-term policy modification, effective until June 30, 2026, to expedite the installation of PNG infrastructure in all residential areas/unit lines of defence.

· During the month of March, more than 2.9 Lakh connections incl. domestic, commercial, hostel, mess, canteen etc. have been gasified.

LPG

· Supply of LPG is affected due to prevailing geopolitical situation.

Domestic LPG Supply:

· No reported dry-out at LPG distributorships.

· Online LPG cylinder bookings have increased to 94% on industry basis yesterday.

· To prevent diversion at the distributor level, Delivery Authentication Code (DAC) based deliveries have been increased from 53% (Feb-2026) to 84% yesterday.

· Yesterday, more than 55 Lakh LPG refills were delivered.

· Delivery of Domestic LPG Cylinders is normal.

Commercial LPG supply:

· Govt. had already restored Partial Commercial LPG supply (20%) to consumers. Further, Govt. of India vide letter dated 18.03.2026 had proposed to allocate additional 10% of Commercial LPG to States/UTs based on ease of doing business reforms for PNG expansion.

· Govt. of India vide letter dated 21.03.2026 has allowed another 20% allocation of commercial LPG to States, which would take overall allocation to 50% (incl. 10% allocation based on ease of doing reforms for PNG expansion). This additional 20% allocation shall be given on priority to sectors like restaurants, dhabas, hotels, industrial canteens, food processing/dairy, subsidised canteens/outlets run by State Govt. or local bodies for food, community kitchens, 5 Kg FTL for migrant labourers.

· Govt. of India vide letter dated 27.03.2026 has decided to allocate an additional 20% for commercial LPG (this would bring the total commercial allocation to 70% of the pre-crises level incl. 10% reform based). This additional 20% allocation would be given to industries with priority to steel, automobile, textile, dye, chemicals and plastics. Among this, priority shall be given to process industries or those requiring LPG for specialised heating purposes that cannot be substituted by natural gas.

· Yesterday, about 64,000 – 5 Kg FTL Cylinders have been sold.

· 28 States/UTs have issued orders to allocate the Non-domestic LPG in line with the guidelines issued by the Govt. of India. For rest of the States/UTs, PSU Oil Marketing companies are releasing Commercial LPG cylinders. A total of 39368 MT has been uplifted since 14th March 2026 by commercial entities in the States/UTs.

Kerosene

· Additional allocation of 48000 KL of Kerosene over and above the regular allocation has been made to all the States/UTs.

· States/UTs have been requested to identify locations in districts for distribution of kerosene.

· 17 States/UTs have issued SKO allocation orders. Further, Himachal Pradesh and Ladakh has communicated that there is no SKO requirement in the State/UT.

Role of State/UTs

· Under Essential Commodities Act, 1955 and LPG Control Order, 2000, State Govt. are empowered to act against any hoarding and black marketing. Govt. of States/UTs have to play a primary role in monitoring and regulating supply situation of essential commodities including Petrol, Diesel and LPG. Govt. of India has reiterated the same via multiple letters and VCs to all States/UTs.

· All Chief Secretaries, ACS/Principal Secretary/Secretary Food & Civil supply of all the States/UTs are requested –

Ø To institutionalize daily press briefings at State/District level and issue regular public advisories.

Ø To setup dedicated control rooms/helplines

Ø To actively monitor and counter fake news / misinformation on social media.

Ø To intensify daily enforcement drives by District administrations and to continue raids and inspections in coordination with OMCs

Ø To issue Commercial LPG allocation orders within their States/UTs

Ø To issue SKO allocation orders for additional SKO allotted to the States/UTs.

Ø To fast track CGD expansion incl. expediting RoW/RoU permissions, 24×7 work permissions etc.

Ø To promote PNG adoptions and alternate fuels.

Ø To nominate senior nodal officers for coordination with MoPNG

· Govt. of India vide letter dated 27.03.2026 has again requested Chief Secretaries of all States/UTs to conduct daily press briefs and active social media/electronics media updates to disseminate correct information and eliminate rumour mongering. Currently, 14 States/UTs are carrying out daily press briefs.

Enforcement action

· Raids continue to be carried out in many of the States/UTs to check the hoardings and black marketing of LPG. About 2900 raids have been conducted, and about 1000 cylinders have been seized yesterday.

· PSU OMCs officials have conducted surprise inspections at more than 1200 RO and LPG distributorships yesterday across the country to ensure smooth supplies and to check any hoardings/black marketing cases.

· PSU OMCs have issued about 480 show cause notices to LPG distributorships till date.

Other Government Measures

· Despite this war situation, Government’s has given highest priority to Domestic LPG and PNG, along with high priority to hospitals and educational institutions.

· The Government has already implemented several rationalisation measures on both the supply and demand side, including enhancing refinery production, increasing the booking interval from 21 to 25 days in urban areas and up to 45 days in rural areas and prioritising sectors for supply.

· Alternate fuel options like Kerosene and coal have been offered to ease pressure on LPG demand.

· Ministry of Coal has already issued order to Coal India and Singareni Coallieries to allot higher quantities to States for distributing coal to small, medium and other consumers.

· States have been advised to facilitate the new PNG connections for both domestic and commercial consumers.

Public Advisory

· Govt. is making all efforts to ensure availability of Petrol, Diesel and LPG. Avoid Panic purchase of Petrol, diesel and booking of LPG.

· Citizens are advised to beware of rumours and rely on official sources for correct information.

· For LPG, citizens are requested to–

Ø Use Digital Mode for bookings

Ø Avoid visiting LPG distributors

· Citizens are requested to use alternate fuels like PNG, induction/electric cooktops etc.

· In the current situation, all citizens are requested to make necessary efforts to conserve energy in their daily usage.

Maritime Safety and Shipping Operations

Necessary measures have been instituted to ensure the safety and security of Indian vessels and seafarers operating in the region, the Ministry of Ports, Shipping and Waterways has informed. As per the Ministry:

· All Indian seafarers in the region are safe, and no incident involving Indian-flagged vessels has been reported in the past 24 hours.

· Two LPG carriers, BW TYR and BW ELM, carrying combined LPG cargo of about 94,000 MT have safely transited the region and moving towards India shores. BW TYR is proceeding towards Mumbai with an expected time of arrival on 31 March 2026 & BW ELM is en route to New Mangalore with estimated arrival date of 01 April 2026.

· A total of 18 Indian-flagged vessels with 485 Indian seafarers remain in the western Persian Gulf region. The Directorate General of Shipping (DG Shipping), in coordination with ship owners, RPSL agencies, and Indian Missions, is actively monitoring the situation.

· The DG Shipping Control Room remains operational 24×7 and has handled 4523 calls and 8,985 emails since activation. In the past 24 hours, 92 calls and 120 emails have been received.

· DG Shipping has facilitated safe repatriation of over 942 Indian seafarers so far, including 4 in the last 24 hours.

· Port operations across India remain normal, with no congestion reported. State Maritime Boards of Gujarat, Maharashtra, Goa, Kerala, Andhra Pradesh, and Puducherry have confirmed smooth functioning.

  • The Ministry continues to coordinate with the Ministry of External Affairs, Indian Missions, and maritime stakeholders to ensure seafarer welfare and uninterrupted maritime operations.

Safety of Indian Nationals in the Region

Continuous outreach is being maintained by Indian Missions and Posts with the Indian community in the region, alongside ongoing assistance and issuance of advisories to ensure their safety and well-being, as informed by the Ministry. As informed by Ministry:

· The Ministry of External Affairs is closely monitoring the evolving situation in the Gulf and West Asia region, with the safety, security and welfare of the Indian community as the highest priority.

· A dedicated special control room remains operational to assist Indian nationals and their families, with regular coordination being maintained with States and Union Territories.

· Missions and Posts across the region are functioning round-the-clock, operating 24×7 helplines and maintaining regular contact with Indian community associations. Updated advisories are being issued regularly, and Missions remain engaged with local authorities.

· Assistance continues to be extended to seafarers, students, stranded Indian nationals and short-term visitors, including visa, consular and logistical support.

· Since 28 February, around 5,24,000 passengers have returned from the region to India. Flight operations continue in a calibrated manner:

Ø UAE: Around 80 flights expected to operate today from various airports to India.

Ø Saudi Arabia and Oman: Flights continue to operate to India.

Ø Qatar: With partial reopening of airspace, around 8–10 non-scheduled flights expected today.

Ø Kuwait and Bahrain: Airspaces remain closed; special non-scheduled commercial flights of Jazeera Airways of Kuwait and Gulf Air of Bahrain are operating from Dammam Airport of Saudi Arabia to various destinations in India.

Ø Iran: Travel being facilitated via Armenia and Azerbaijan.

Ø Israel: Travel being facilitated via Egypt and Jordan.

Ø Iraq: Travel being facilitated via Jordan and Saudi Arabia.

Ø In view of restrictions from Kuwait and Bahrain, Indian nationals are being facilitated to travel via Saudi Arabia.

· Mortal remains of an Indian national who passed away in Abu Dhabi on 27 March 2026 have been repatriated to India. Ministry is in regular touch with the family of the deceased and express our deepest condolences to them at this difficult time.

· An Indian national injured in an attack in Salalah, Oman is receiving medical treatment; the Mission is providing necessary assistance and coordinating with local authorities.

No Arbitrary Fee Hike: Govt Tightens Grip on Private Schools

J&K Govt Says Prior Approval Mandatory; Audit-Based System in Place to Prevent Profiteering

Srinagar, Mar 29: The Jammu and Kashmir government on Saturday said private schools cannot increase or collect fees without prior approval, asserting that strict regulations are in place to check arbitrary hikes and profiteering in the education sector.

Replying to a query in the Legislative Assembly, the government said provisions under the Jammu and Kashmir School Education Act, 2022 clearly govern the fixation and regulation of fees in private institutions.

It informed the House that under Rule 7 of the J&K Private Schools (Fixation, Determination and Regulation of Fee) Rules, 2022, no school is allowed to revise or impose any fee without clearance from the Fee Fixation and Regulation Committee (FFRC).

The government said fee structures are approved only after detailed financial audits, taking into account factors such as infrastructure, location, administrative costs and reasonable surplus to ensure that education does not turn into a commercial activity.

Additional parameters including academic performance, use of technology, student strength and nature of classes are also considered, while schools are categorised based on rural and urban locations.

It further said institutions with advanced facilities like laboratories, smart classrooms and improved sanitation are assessed differently, adding that the overall framework is aimed at maintaining a balance between quality education and affordability while safeguarding parents from unjustified fee hikes.

J&K Youth Emerging as National Contributors in Viksit Bharat’s Inclusive Development journey, says Dr. Jitendra Singh

New Delhi: Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences, and MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh today said that over the last 11 years, the Modi Government has enabled the mainstreaming of youth from Jammu & Kashmir, which has in turn raised their level of self-confidence and aspiration.

Interacting with participants of the 6th Kashmir Youth Exchange Programme, “Watan Ko Jaano”, organised by My Bharat under the aegis of the Ministry of Youth Affairs & Sports in collaboration with the Ministry of Home Affairs, the Minister said that youth from Jammu & Kashmir are now emerging as toppers in civil services and other competitive examinations. He said that earlier, many young people from the region were hesitant to step beyond their immediate surroundings, but today they are confidently engaging with opportunities across the country and contributing to national sectors such as tourism, hospitality, and aviation.

Recalling Prime Minister Narendra Modi’s vision articulated in 2014, Dr. Jitendra Singh said that focused attention was given to regions like Jammu & Kashmir and the North East which had remained on the margins of development for long. He said that sustained policy support and targeted interventions have helped bridge this gap, and the visible change in the confidence, mobility, and aspirations of youth from Jammu & Kashmir reflects this transformation.

The interaction provided a platform for young participants from districts such as Pulwama, Bandipora, Anantnag and Kupwara to share their experiences of connecting with the rest of the country. Many participants spoke about their visits to national institutions including Parliament, Legislative Assembly and Rashtrapati Bhavan, describing how such exposure has strengthened their sense of belonging and participation in India’s democratic framework.

Participants shared that programmes like this are helping youth from Jammu & Kashmir move beyond earlier limitations and actively engage with diverse cultures and communities across the country. Several students noted that there is a growing sense of trust and openness, and that more young people are now willing to explore opportunities outside the region and build meaningful connections.

Young achievers from the region, including those pursuing careers in sports and competitive examinations, also highlighted both their progress and their aspirations. Some participants pointed to the need for further strengthening of sports infrastructure, access to coaching and availability of facilities in Jammu & Kashmir to fully realise the potential of local talent. Responding to these inputs, the Minister said that the ecosystem for sports and youth development in Jammu & Kashmir is steadily improving, with greater transparency in selection processes and increased investment in infrastructure. He cited the recent Ranji trophy victory by J&K Cricket team.

Suggestions were also received regarding improving logistical arrangements and enhancing structured interaction with students from other parts of the country through institutional visits and peer engagement. The Minister acknowledged these suggestions and indicated that such inputs would help further strengthen the design of future programmes.

Dr. Jitendra Singh said that the transformation underway in Jammu & Kashmir is part of a larger effort to ensure that no region or section of society remains left behind in the country’s development journey. He said that the increasing participation of youth from Jammu & Kashmir in national life is a clear indication of this shift, and that their growing confidence and aspirations will play an important role in shaping India’s future.

Bandipora hit by staff shortage as officers hold multiple charges: Naeem Akhtar

Bandipora, Mar 28: Former Minister and senior Peoples Democratic Party (PDP) leader Naeem Akhtar on Saturday flagged serious administrative gaps in Bandipora, alleging that a large number of posts remain vacant while many officers are handling multiple responsibilities, affecting governance in the district.

Speaking to reporters, Akhtar said that many senior officers have been assigned additional charges in the district, a situation he said is putting pressure on the administration and slowing down decision-making.

He said Bandipora is among the worst-affected areas, though similar issues are also visible in other parts of Jammu and Kashmir. “When one officer is given several responsibilities, it becomes difficult to do justice to any of them,” he said, adding that delays and inefficiency are a natural outcome of such arrangements.

Akhtar also raised concerns over alleged irregularities in postings and promotions, particularly in the health sector.

He said there are reports that a large number of promotions have been made recently and that questions are being raised over the process.

“I have heard that two to three hundred promotions have been made in the health department, and there are serious allegations that money has changed hands,” he said, calling the claims troubling and damaging to public trust.

The PDP leader stressed that key administrative positions including commissioners, additional commissioners and other senior posts should not remain vacant or be managed through temporary arrangements for long periods. He said such practices weaken institutions and affect service delivery on the ground.

Urging immediate intervention, Akhtar asked Chief Minister Omar Abdullah, who also holds charge of the General Administration Department, to review the situation.

He said the government must examine why a significant number of posts in Bandipora remain unfilled and ensure timely appointments. Prolonged vacancies, he warned, will continue to impact governance and delay essential public services in the district. (KNS)

SSP Baqar Samoon Inaugurates Boundary Wall at Lethpora School, Stresses Police-Public Cooperation

Lethpora, 28 Mar:- A boundary wall with fencing constructed under the Civic Action Programme in the Govt . Middle School Lethpora was formally inaugurated today by Shri Baqar Samoon-IPS (SSP), Commandant IRP-23rd Battalion Lethpora in presence of Dy. Commandant, teaching fraternity of the Govt Middle School Lethpora.

The initiative has been undertaken as a part of the Civic Action Programme (CAP) with the objective of strengthening relationship, infrastructure and ensuring safety and security for the local community. The construction of the boundary wall with fencing is expected to provide enhanced protection and contribute towards better management of the educational institutes premises.

Speaking on the occasion, the Commandant IRP 23rd BN Lethpora highlighted the importance of community-oriented initiatives and reaffirmed the commitment of the police department towards public welfare and other development especially education sector. He emphasized that such projects play a vital role in building trust and cooperation between the police and the public.

Indian Railways Adopts An Ethical Policy-Driven Approach in Advertisements on Trains

New Delhi: Indian Railways has formulated comprehensive Non-Fare Revenue (NFR) policies to earn non-fare revenue through advertisement and branding initiatives. Under the Out-of-Home (OOH) advertising policy, there are opportunities for advertising in circulating areas of stations. Rail Display Network (RDN) policy enables digital advertising through screens and display systems in stations and circulating areas. In addition, mobile assets such as trains and coaches (both inside and outside) have been leveraged for branding and advertising under extant guidelines.

Revenue earned from Advertisement is a part of Sundry Revenue. The segment-wise Revenue details is available in the Annual Statistical Statement of Indian Railways.

All advertisement contracts are awarded through e-auction on the Indian Railways E-Procurement System (IREPS) online portal. The bidder is selected as per the policy on Commercial Earnings and Non-Fare Revenue and the related Special Conditions of Contract which outline the eligibility criteria for advertisers.

For advertisements displayed in trains, prior approval to every Advertising Plan is mandatory and has to be submitted to the office of Divisional Authority of the concerned Railway Division. However, brand selection for display of advertisement is advertising agency’s prerogative. Advertising agency is required to follow Central/ State Laws for display of advertisements. Advertisements that are objectionable in the eyes of law are prohibited. The following advertisements are not permitted for display inside/outside trains:

  • Advertisements of alcoholic drinks.
  • Advertisements against background scenes which are erotic in character.
  • Competitive advertisements from other modes of transport.
  • Advertisement from Private Insurance companies offering policies against Railway Accidents.
  • Advertisements of Cigarettes, Bidis and other Tobacco products.

However, in case of any violation, an immediate corrective action is taken.

GDC Ganderbal organises three-Day NSS camp at Manasbal

Ganderbal: The NSS Units of Government Degree College (GDC) Ganderbal successfully organised a three-day camp at Manasbal from March 25- 27, 2026, in collaboration with the Tourist Office Manasbal. The initiative reflected a strong commitment towards environmental sustainability and community engagement.

The programme was conducted under the esteemed guidance of Ahsan-ul-Haq Chishti, Chief Executive Officer (WMDA) and Azad Ahmad Yaseen, Assistant Tourist Officer (ATO) Manasbal, who also inaugurated the camp. The initiative was undertaken under the patronage and support of Principal Prof. Fouzia Fatima, who consistently encourages and provides such meaningful opportunities to students. The programme was efficiently coordinated by NSS Programme Officers Dr. Jamsheeda Akhter and Dr. Mansha Nisar.

The camp featured a series of impactful activities, including a cleanliness drive, sanitation campaign, and a nature walk, organised as part of a post-Eid cleanliness initiative aimed at fostering civic responsibility among students and the local community.

During the camp, NSS volunteers collected substantial quantities of waste from key locations, including the Manasbal Public Park, nearby markets, and Kondibal village. The Manasbal sanitary staff extended commendable support throughout the campaign. Special appreciation is extended to Farooq Ahmad and Mr. Jawed Ahmad Pandit for their consistent assistance and coordination during all three days.

The programme witnessed the active participation of 30 NSS volunteers, who also engaged with local shopkeepers and residents of Kondibal village, spreading awareness about hygiene, sanitation, and environmental preservation.

The camp was further strengthened by the presence and support of faculty members, including Dr. Sheikh Tanveer, Dr. Rafiq, Dr. Ulfat, Dr. Shabana Aslam, Dr. Marifat, Dr. Ravinder Kour, Jawed Ahmad, Mehraj Bhat, Mr. Zahoor Ahmad Mir, and Naseema Akhter.

The camp concluded with a valedictory session, during which certificates were distributed among all participating volunteers in recognition of their dedication and service. The organisers also acknowledged the valuable support of Deedar Singh and Mehraj for their cooperation and assistance.

This initiative stands as a testament to GDC Ganderbal’s continued efforts in nurturing socially responsible citizens and promoting sustainable practices within the community.

Govt’s landmark Drug De-addiction Bill ready for presentation in J&K Assembly: Health Minister

Srinagar, Mar 28 : In a significant step towards fulfilling its public welfare commitments, the Jammu and Kashmir government announced on Saturday that a comprehensive bill on drug de-addiction is ready and will be introduced during the ongoing Budget Session. The development underscores the government’s focus on tackling the social evil with a robust legislative framework.

Minister for Health & Medical Education, Sakina Masood Ittoo, while responding to legislators’ queries affirmed that the government is making concerted efforts to table the bill in the current session. The move is seen as a proactive measure to institutionalize the fight against substance abuse, a key priority for the administration.

Highlighting the government’s multi-pronged strategy, Minister Ittoo delineated the division of responsibilities, stating that while the police are tasked with curbing the spread of narcotics, the Health Department is focused on the treatment and rehabilitation of affected patients. She underscored the need for a synchronized approach, calling upon the Home Department to intensify its operations against the drug trade to complement the health initiatives.

The Minister also pointed to a mixed trend in substance abuse across the region, noting fluctuations in different areas. In a move aimed at protecting citizens from exploitation, Minister Ittoo issued a firm directive that private drug de-addiction centers will not be permitted to arbitrarily charge patients. She invited legislators to report any instances of overcharging, assuring that the government would take strict action.

The proposed legislation and the government’s clear division of labor reflect a systematic approach to what has been a long-pressing issue in the region, aligning with the broader vision of ensuring a healthy and secure society. (KNS)

PM Gati Shakti Boosts Rail Expansion, 300 Projects Approved Across India

New Delhi: The PM Gati Shakti National Master Plan (NMP) was launched in October, 2021 to bring a transformative change in the approach towards planning and execution of infrastructural projects pertaining to the transportation sector. The NMP, spanning across the entire country has brought in synergy between the infrastructural sectors such as railways, shipping, roadways, telecommunications, pipelines, etc. through collaboration amongst concerned Ministries/State Governments/Departments, speeding up the clearances needed for the project completion as well as planning at a faster pace.

Indian Railways has immediately imbibed the principles of Gati Shakti in its project planning process, expediting appraisal, sanction and execution of projects. On ground survey, route alignment, deciding alternative route to avoid passing through forest and wildlife areas, connectivity to ports, mines, collieries is done through PM Gati Shakti Institutional mechanism developed by BISAG-N. This has led to enhancement in the quality of preparation of Detailed Project Report and reduction in project cost.

Now survey of all New Line, Gauge Conversion and Doubling projects are taken up under PM Gati Shakti Institutional mechanism developed by BISAG-N for the development of multimodal connectivity infrastructure to various Economic Zones with an objective to have integrated planning, enhanced logistics efficiency, first and last mile connectivity, throughput enhancement  and remove gaps for seamless movement of people, goods/ commodities i.e. agricultural products, fertilizers, coal, iron ore, steel, cement, limestone etc.

During last three years i.e. FY 2022-23, 2023-24, 2024-25 and the current FY 2025-26, 300 projects (51 New Line, 17 Gauge Conversion and 232 Doubling) of total length 13,808 Km have been sanctioned across Indian Railways under PM Gatishakti National Master Plan.

Sanction of any railway project depends upon many parameters/factors which include the following:

  • Anticipated traffic projections and Remunerativeness of the proposed route
  • First and last mile connectivity provided by the project
  • Connection of missing links and providing additional route
  • Augmentation of congested/saturated lines
  • Demands raised by State Governments/Central Ministries/Public representatives,
  • Railway’s own operational requirements
  • Socio-economic considerations
  • Overall availability of funds

Railway Infrastructure projects enable socio-economic development of the region including:

  • Better connectivity of the region with other parts of the country
  • Faster movement of goods and services
  • Improving logistics efficiency and reduction in transportation cost.
  • Enhance line capacity
  • Increase in direct and indirect employment opportunities for the people of the region
  • Reduced operational bottlenecks
  • Development of tourism industry and increase in industrial activities in the region.

Completion of Railway project/s depends on various factors which include the following:

  • Land acquisition by State Government
  • Forest clearance
  • Shifting of infringing utilities
  • Statutory clearances from various authorities
  • Geological and topographical conditions of area
  • Law and order situation in the area of project site
  • Number of working months in a year for particular project site etc.

All these factors affect the completion time and cost of the project/s.

Various steps taken by the Government for effective and speedy implementation of rail projects include:

  • Substantial increase in allocation of funds.
  • Delegation of powers at field level.
  • Close monitoring of progress of project at various levels.
  • Regular follow up with State Governments and concerned authorities for expeditious land acquisition, forestry and Wildlife clearances and for resolving other issues pertaining to projects.
