J&K Govt Ensures Quality Checks for Ayush Drugs, Expands Cancer Care Services

Srinagar, Mar 25 : The Jammu and Kashmir government has assured that Ayush drugs supplied to government institutions undergo rigorous quality testing before distribution. The Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) ensures compliance by testing the drugs through NABL-accredited laboratories, including checks for heavy metals.

Responding to a question in the Assembly, Health Minister Sakina Itoo stated that no Ayush drugs are distributed until they meet the required quality standards. She added that the J&K Drug Control Organization regulates the manufacturing, sale, and distribution of all medicines to maintain safety and efficacy.

On healthcare improvements, the minister announced that district hospitals now have dedicated cancer wards with chemotherapy facilities, reducing the need for patients to travel to urban centers. Trained oncologists and paramedical staff are managing these units, and efforts are underway to expand oncology services with modern equipment.

Additionally, the government plans to establish chemotherapy units in every district hospital, ensuring early detection and better treatment access for cancer patients.

Itoo also clarified that ISM (Indian System of Medicine) doctors are not authorized to prescribe allopathic medicines, and strict regulations are in place to prevent such practices through awareness programs and enforcement measures.

Jammu — Jammu and Kashmir Chief Minister Omar Abdullah on Tuesday criticised opposition members for walking out over the use of the term “Union Territory,” saying the region remains one until the Parliament restores its statehood.

The Jammu & Kashmir Assembly passed a bill to amend the Jammu and Kashmir Goods and Services Tax (GST) Act, 2017, amid a walkout by People’s Conference member Sajad Gani Lone, who alleged that passing the bill amounts to endorsing the Union Territory status by the house.

Responding to the walkout, Abdullah said “Just because we have mentioned ‘Union Territory’ here and not anything else, it does not change anything. Unfortunately, until the Parliament of India restores our statehood, we will remain a Union Territory. So let us not politicise this.”

He said walking out does not help the cause. “We should not engage in politics over WhatsApp university posts, which some among us have received.” Abdullah added, “We have to get back statehood to the people of Jammu and Kashmir. Inshallah, we will restore it. Removing the word ‘UT’ will not change our reality. We are a UT whether you like it or not. This government governs as a Union Territory.” Wahid Para of the Peoples Democratic Party also raised his concerns about the endorsement of Union Territory status.

In response, the CM said, “All the business conducted by this house so far has been under the name of the Union Territory of Jammu and Kashmir. During the passing of the finance bill, I repeatedly mentioned ‘Union Territory of Jammu and Kashmir’ regarding consolidated funds. Why didn’t Sajad stage a walkout then? During my grants, I mentioned ‘Union Territory’ as well.” All members took oath under the Union Territory and contested elections under it, he added.

Abdullah stressed that his government has been vigorously fighting for the restoration of statehood.

“We passed a resolution in the first cabinet meeting. We submitted it to the Prime Minister. I raised it with him during the Sonamarg function. Whenever I go to Delhi, I bring it up, that the people of J&K do not like the Union Territory status and want the restoration of statehood,” he said.

The first bill of the Budget session by the National Conference-led government was introduced by Surinder Kumar Choudhary on Saturday on behalf of Abdullah, who also oversees the finance ministry.

During the discussion, Lone took exception to the use of the words ‘Union Territory of Jammu and Kashmir’ and said it signifies the endorsement of Jammu and Kashmir’s status by the house. “I will not be a partner in this,” he said as he walked out. — (PTI)

Commotion in LA over first bill of NC -led government

Jammu, Mar 25 : The first legislation brought by the NC-led government in the Jammu & Kashmir Assembly triggered protests from Kashmir-based opposition, with Peoples Conference President Sajad Gani Lone accusing the government of endorsing UT Status of J&K.

As Omar Abdullah tabled Jammu & Kashmir Goods and Services (Amendment) Act-2025 in the House, as per news agency—Kashmir News Observer (KNO),Lone stood up and objected to the legislation.

“It would be an endorsement of conversion of Jammu & Kashmir into a UT. I wouldn’t be part of this sin,” Lone said angrily and walked out.

PDP’s Waheed-ur-Rehman Para also expressed reservation over the bill.

In the amendments proposed by NC-led government in the GST law, the words “Government of Jammu & Kashmir” has been replaced with “Government of Union Territory of Jammu & Kashmir”

After Lone walked out, Chief Minister Omar Abdullah said that it is a reality that Jammu & Kashmir is a Union Territory.

India Should Stand Against Israel’s Barbarism in Palestine: Irfan Hafeez Lone

Srinagar, March 25 : In a strong condemnation of Israel’s actions in Palestine, Congress leader and MLA Irfan Hafeez Lone has urged India to take a firm stance against the ongoing violence in Gaza. In a passionate statement, he emphasized that the world must acknowledge the suffering of the Palestinian people and act to stop the killings.

“You see how they are suffering. Think about Gaza and how innocent lives are being lost,” Lone said, highlighting the humanitarian crisis in the region. He invoked the Indian philosophy of Vasudhaiva Kutumbakam, which means “the world is one family”, stressing that if this principle truly guides India, then the nation must raise its voice against the violence.

Lone further reminded that India is the land of Mahatma Gandhi, known for non-violence and peaceful resolutions to conflicts. “Our country believes in non-violence. We have always advocated that every problem should be solved through dialogue. Therefore, I believe that our country must take a stand for Palestine,” he asserted.

Omar appeals protesting employees to call-off strike, BJP stages walkout

Jammu, Mar 25 : The Legislative Assembly on Tuesday witnessed uproarious scenes over protests of dailywagers with treasury benches and opposition raising slogans against each other.

After the Question Hour concluded, Leader of Opposition Sunil Sharma said that he had raised concerns over the ongoing strike of dailywagers yesterday also in the House but there has been no response from the government over it.

“The government should make a statement over it,” Sharma demanded.

Responding to Sharma, Deputy Chief Minister Surinder Choudhary accused BJP of failing to resolve the issues of dailywagers in the last 10 years.

“We formed a committee within days to resolve the issues of dailywagers. Why you (BJP) didn’t form a committee to address their grievances in the past 10 years,” he said.

The remarks of deputy CM triggered a war of words between BJP and the ruling NC – Congress members.

Amid commotion in the House, BJP’s Sham Lal Sharma said that the “government should behave like a government”.

As protests continued, Chief Minister Omar Abdullah said that BJP has agreed that there has been no justice with daily wagers over 10 years.

“I appeal to daily wagers to call-off the strike. The committee headed by CS officers and bureaucrats will hold talks with you,” he said.

Massive search operation to track down terrorists enters third day in Kathua

Jammu — A massive search operation to track down a group of infiltrating terrorists continued for the third day in a forested area in Kathua district of Jammu and Kashmir on Tuesday, officials said.

The operation, led by Director General of Police Nalin Prabhat, was launched on Sunday evening in the Hiranagar sector following an encounter between security forces and terrorists hiding in a nursery.

As the security forces moved deep inside the cordoned off area this morning, a barrage of gunfire was heard. However, officials said it was speculative firing resorted by the troops after noticing some suspicious movement.

An army helicopter was seen hovering over the area as the joint troops of the army, including commandos equipped with heavy weapons, sniffer dogs, drones and unmanned aerial vehicles continued the search for the terrorists believed to be trapped in the area, the officials said.

The operation was launched by a Special Operations Group of police after they got intelligence about the presence of terrorists inside a ‘dhok’ — a local term for an enclosure — in a nursery in Sanyal village, approximately five km from the International Border with Pakistan, officials said.

The hiding terrorists launched a barrage of fire at the police party, leading to an intense gunfight that lasted for more than half an hour, they said

Reinforcements were swiftly dispatched, as a manhunt was launched to apprehend the terrorists, believed to have infiltrated on Saturday via either the ravine route or through a newly created tunnel.

There has been no report of any casualty in the initial firing and the area was kept under a tight security cordon throughout the night before the security forces moved in at the crack of dawn, officials said.

Though there has been no fresh contact with the terrorists, the search parties on Monday found four loaded magazines of M4 carbine, two grenades, a bulletproof jacket, sleeping bags, tracksuits, several packets of eatables, and separate polythene bags, the contents of which will be known only when they are opened by the bomb disposal squad, they said.

The police chief, who along with Inspector General of Police, Jammu Zone, Bhim Sen Tuti is camping in Kathua, was seen leading from the front deep inside the forested area, holding an AK assault rifle and directing the operation from the ground.

One of the inputs suggested that two groups of at least five terrorists each infiltrated on Saturday.The local villagers, meanwhile, organized a community kitchen for the security personnel and the mediapersons at the outer cordon.

According to officials, some village women collecting firewood reported seeing around five terrorists who had sought refuge in the expansive nursery area.

A seven-year-old girl sustained minor injuries when a stray bullet passed close to her arm. She was shifted to a local hospital.

A 48-year-old villager, Anita Devi, said heavily armed terrorists caught hold of her husband when they were at the nursery to collect firewood.

“The terrorists held my husband at gunpoint and asked me to come near. But my husband signalled me to run and I ran. One of the terrorists tried to stop me but I started shouting, which attracted the attention of two more people who were cutting grass,” Anita Devi told PTI.

She said the incident occurred around 4.30 pm on Sunday, and they all returned home and informed police. They were wearing beards and commando dresses, Anita Devi said. — (PTI)

Pakistan continues to illegally occupy territory of J&K, which it must vacate: India at UN

United Nations — India slammed Pakistan at the UN, saying the country continues to illegally occupy the territory of Jammu and Kashmir, which it must vacate.

These remarks were made on Monday by India’s Permanent Representative to the UN Ambassador Parvathaneni Harish during remarks at a UN Security Council Open Debate on Advancing Adaptability in UN Peace operations.

“Jammu and Kashmir was, is and will always be an integral part of India. Pakistan continues to illegally occupy the territory of Jammu and Kashmir, which it must vacate,” Harish said.

Harish’s strong retort came after Pakistan raked the issue of Jammu and Kashmir during the UNSC open debate.

Harish said that India is compelled to note that the delegate of Pakistan has yet again resorted to “unwarranted remarks” on the Indian union territory of Jammu and Kashmir.

“Such repeated references neither validate their illegal claims nor justify their state-sponsored cross-border terrorism,” Harish said adding that “we would advise Pakistan not to try to divert the attention of this forum to drive their parochial and divisive agenda.”

He asserted that India will refrain from exercising a more elaborate Right of Reply.

Relations between India and Pakistan nosedived after India abrogated Article 370 of the Constitution on August 5, 2019, revoking Jammu and Kashmir’s special status and bifurcating the state into two Union Territories.

India has repeatedly said it desires normal neighbourly relations with Pakistan in an environment free of terror, hostility and violence. — (PTI)

Tulip Festival 2025 likely to draw massive crowds; one-way traffic plan enforced to manage rush

SRINAGAR, Mar 24: With the Tulip Festival 2025 set to begin on March 26, authorities have announced a “one-way traffic plan” to manage the anticipated visitors rush to Asia’s largest Tulip Garden.

An advisory issued by the Srinagar Traffic Police, states: “The restrictions will be in place daily from 9:00 AM to 7:00 PM, particularly on holidays, to prevent congestion.”

“The restrictions have been put in place as officials expect a heavy influx of tourists and locals, especially after Eid-ul-Fitr, to see the blooming tulips and nearby Mughal Gardens,” it added. The Traffic Police have urged people to follow designated routes to avoid gridlocks.

Traffic plan for Tulip Festival

Visitors to the Tulip Garden should take the Lal Chowk-Dalgate-Boulevard/Gupkar Road route. On their way back, they must use the Nishat-Foreshore-Habak-Dargah-Khanyar route. Residents of Harwan, Shalimar, and Nishat heading towards Lal Chowk have been advised to take the Foreshore-Hazratbal route instead of the Nishat-Boulevard road axis

Also, commuters from Gulab Bagh, Zakoora, Naseembagh, and Habak should take the 90-feet road and Ali Jan route to reach Lal Chowk instead of Foreshore Road.

Authorities have also issued a strict parking advisory urging visitors to park only at designated locations, including Botanical Garden, open land at Karpora, and LCMA Parking at Nishat. Vehicles parked on roadsides will be fined and towed away.

Meanwhile, Senior Superintendent of Police (SSP) Muzaffar Ahmad Shah has also appealed for public cooperation, stating that the measures are necessary to prevent bottlenecks and ensure a smooth traffic flow during the festival.

Notably, the Tulip Festival is one of Kashmir’s most anticipated and loved spring attractions, drawing thousands of visitors each year. With traffic restrictions now in place, authorities are hopeful for an orderly and hassle-free experience for both tourists and locals—(KNO)

Nearly 16,000 posts vacant in J&K’s Health Department: Itoo informs LA

SRINAGAR, Mar 24: Nearly 16,000 posts of doctors and paramedics are vacant in the Health Department in Jammu and Kashmir regions, Health Minister Sakina Itoo informed the Legislative Assembly on Monday.

Replying to a query of MLA Sham Lal Sharma, the Minister said, that there are 980 gazetted and 2937 non gazetted posts vacant at Directorate of Health Services Jammu while 420 gazetted and 1574 non gazetted posts are vacant at Directorate of Health Services Kashmir.

She said that there are 45 gazetted and 190 non-gazetted posts vacant in the Ayush while 305 gazetted and 1422 non gazetted posts are vacant in National Health Mission.

The total vacancies in both Directorates, Itoo said, are 7873 (seven thousand eight hundred and seventy three). While giving details about the vacancies in Government Medical Colleges, Sakina said that there are 347 gazetted and 1984 non-gazetted posts vacant at GMC Srinagar and its associated hospitals while 362 gazetted and 1392 non-gazetted posts are vacant at GMC Jammu and its associated hospitals.

She said that 91 gazetted and 283 non-gazetted posts are vacant at GMC Anantnag followed by 232 gazetted and 357 non-gazetted at GMC Baramulla, 154 gazetted and 225 non-gazetted at GMC Doda and 121 gazetted and 188 non-gazetted posts lying vacant at GMC Kathua.

Regarding GMC Rajouri, Itoo said that 173 gazetted and 232 non-gazetted are vacant, while 107 and 737 gazetted and non-gazetted are vacant at GMC Handwara and 210 gazetted and 545 non-gazetted posts are vacant at GMC Udhampur.

She further added that 65 gazetted and 274 non-gazetted posts are vacant from NHM side in these colleges. So total vacancies in all medical colleges in J&K are 8079 taking the total vacant posts in the department to around 16,000 (sixteen thousand).

The Minister said that despite so many posts being vacant adequate staff is in place for smooth functioning of the hospitals/colleges and for ensuring proper patient care.  “In order to address the shortage of staff and in the interest of patient care, vacant posts are filled on academic arrangement basis (as and when required) till posts of regular faculty/ doctors are filled up,” she said, adding, “The availability of staff is being supplemented through the National Health Mission (NHM) as well. In the month of November, 2024, 365 candidates were appointed as Medical Officers in the J&K Health and Family Welfare (Gazetted) Services and were posted in areas facing staff shortage.”

“There is adequate regular faculty in Government Medical Colleges of J&K. All the vacant entry-level posts of GMCs stand referred to JKPSC for advertisement and selection of suitable candidates. However, until regular arrangements are made by way of selections from JKPSC and by way of promotions by JKPSC/DPC, the posts are filled on an academic arrangement basis in terms of SO 364 of 2020 dated 27.11.2020, in the interest of patient care and other academic activities. Sets 2-Year Deadline for Clearing Achan Legacy Waste

Srinagar, March 24: In a landmark directive aimed at addressing the long-standing environmental hazard at the Achan Saidapora landfill site in Srinagar, the National Green Tribunal (NGT) has ordered action against eight former commissioners of the Srinagar Municipal Corporation (SMC) who held office between 2017 and 2025. The incumbent SMC Commissioner, Owais Ahmad, has been directed to provide an undertaking committing to the clearance of 11.50 lakh metric tons of legacy waste at the landfill site within two years.

The order was issued after SMC Commissioner Owais Ahmad informed the NGT that it would take at least two years to clear the massive quantity of waste through bioremediation. The case, titled Raja Muzaffar Bhat v/s Union of India and Others, was heard before a three-member NGT bench comprising Justice Prakash Srivastava (Chairman), Justice Sudhir Aggarwal (Judicial Member), and Dr. Senthil Vel (Expert Member) on March 20, 2025.

Owais Ahmad assured the Tribunal that he would furnish an undertaking within 10 days, taking full responsibility to ensure that the entire legacy waste at the Achan landfill site is cleared within the stipulated two-year period. The Tribunal directed that the progress of the waste clearance be closely monitored, with regular updates provided to the NGT.

Action Against Former Commissioners

During the hearing, Regional Director of J&K Pollution Control Committee (JKPCC), Abhijeet Joshi, informed the NGT that a penalty of Rs 12 crore would be imposed on SMC as environmental compensation. He further revealed that civil action will be initiated against the eight former commissioners who served in the SMC between 2017 and 2025 for their failure to prevent the unscientific dumping of municipal solid waste at Achan.

“The JKPCC has already filed a reply dated March 18, 2025, outlining the steps being taken to initiate civil action against the officers responsible for violations under the Environment Protection Act, 1986. A list of eight such officers has been enclosed, and three weeks have been sought to file a formal complaint before the competent forum,” the order stated.

In addition to the waste clearance plan, the SMC has also committed to making the Leachate Treatment Plant (LTP) operational by June 2025. Measures such as the application of anti-odour chemicals, bio-enzymes, and the plantation of a green buffer zone with 3,200 trees around the landfill site are expected to be completed as part of immediate actions.

While the immediate focus is on clearing the legacy waste within two years, the SMC has proposed short, medium, and long-term solutions to address the waste crisis at Achan. The comprehensive plan includes ensuring the complete clearance of the landfill site by March 2027.

The NGT has directed JKPCC to submit a detailed progress report within four weeks, outlining the measures taken to address the environmental violations and ensure strict adherence to the timeline provided for waste clearance.
