Militancy cannot be wiped out without support from people: Omar Abdullah

Jammu, Mar 24 : Chief Minister Omar Abdullah on Monday said that militancy cannot be wiped out from Jammu & Kashmir without support from local people.

Talking to reporters here, as per news agency—Kashmir News Observer (KNO), Omar said that security is not the domain of the elected government but they are lending help (LG) to keep situation under control and maintain peace in the Union Territory.

“I am repeatedly saying that militancy cannot be uprooted without support from local people,” he said.

He said that no contact has been established by forces with militants in Kathua.

“As far as my information is concerned, no contact has been established. Search and cordon has been launched after suspicious movement in the area,” he said.

To a question about the Waqf Bill, Omar said Waqf institutions are being selectively targeted. “It is evident that only one religion is being targeted. Religious institutions are affiliated with every religion and there is no religion which doesn’t have its institutions. There is no religion which doesn’t carry out charitable activities. Muslims carry out charitable activities through Waqf but it is being selectively targeted,” Omar said.

The report of the joint parliamentary committee on the Waqf (Amendment) Bill, 2024 was tabled in the Lok Sabha in February this year. The bill is expected to come up in the Lok Sabha during the ongoing budget session—(KNO)

Seminar on Millets and Scientific Model Exhibition Held at Zone Dangerpora

Sopore , Mar 24: A seminar on “Millets for Health and a Sustainable Planet” alongside a scientific model exhibition on various themes was organized at Boys High School Tujjar Sharief Zone Dangerpora in North Kashmir’s Baramulla district.

The seminar was graced by the presence of Zonal Education Officer (ZEO) Dangerpora, Mohd Akbar Wani, along with science teachers from different schools of the region — Shahmeema Begum, the Head of High School Tujar, and Co-ordinator Syed Rashid led the event with the support of the zonal education team.

The highlight of the event was the model exhibition, where students showcased their innovative projects addressing contemporary issues.

Following a thorough evaluation, the prototypes, including, Resource Management Model by Higher Secondary School Bomai, Hi-Tech Agriculture Model under resource management themes by High Field Scientific School Dangerpora, Road Snow Melting for Transport and Communication by Higher Secondary School Dangerpora, Natural Farming Model by Government Higher Secondary School Bomai and Computational Thinking Prototype by High Field Scientific School Dangerpora were selected for the district-level competition.

The event, which brought students, educators, and distinguished guests together to promote sustainable practices and scientific innovation, concluded with words of appreciation from the ZEO.

Security situation in J&K ‘deteriorating’, Centre should call all-party meeting: Karra

Jammu — Jammu and Kashmir Congress president Tariq Hameed Karra on Monday questioned the BJP’s claim of normalcy after the abrogation of Article 370 and demanded an all-party meeting to discuss the “deteriorating” security situation in the union territory.

He said the frequent terror incidents, especially in the Jammu region, indicate that the militancy has shifted base from Kashmir to the otherwise peaceful region, which is negating the BJP’s “false narrative” that terrorism has ended in the union territory.

Karra was speaking to reporters at the Congress headquarters ahead of the start of the party’s intensified campaign for the restoration of statehood to Jammu and Kashmir.

His remarks came a day after security forces on Sunday launched a massive offensive to neutralise a group of terrorists who took shelter in a dense nursery after infiltrating from across the border in Hiranagar sector of Kathua district in the Jammu region.

The operation to track the terrorists entered the second day on Monday.

“The Congress has been repeatedly saying that a wrong impression is being created at the national and international level that the situation has improved and peace restored with the end of militancy after the abrogation of Article 370 in August 2019,” Karra said.

“If the government is claiming that everything is alright, then why has militancy intensified in the Jammu region that has been declared militancy-free by the previous popular governments,” he said.

Karra accused the BJP of sacrificing the national interest over its interests by ignoring the security threat.

“We request the government to call an all-party meeting to deliberate on measures to control the growing militancy, which is the biggest concern for all of us,” he said.

The Congress leader said the central government is answerable to the people over the growing terror activities as Jammu and Kashmir Police is directly under its control.

“The terrorists are striking at will… the ongoing operation in Hiranagar in Kathua is the latest example,” he said.

The central government should give up its “misadventure” as the prevailing security situation in Jammu and Kashmir is not in the national interest.

Karra further said, “The BJP should stop selling its hollow narrative and instead take effective and positive measures to deal with the situation otherwise it will continue to deteriorate further.”

The Congress has flagged the issue time and again but the central government has taken no action except holding security review meetings, he said. — (PTI)

J&K govt says order to verify PDS beneficiaries to be put on hold

Jammu — The Jammu and Kashmir government on Monday said it would put on hold a general administration department order for verifying beneficiaries under the public distribution system.

Food, Civil Supplies and Consumer Affairs Minister Satesh Sharma made the announcement in response to supplementary questions from multiple members in the assembly.

“We will suspend the order issued by the general administration department for beneficiary verification,” Sharma told the House.

The general administration department had ordered a verification of beneficiaries to make the public distribution system (PDS) database clean and credible, he said.

Sharma also said the Centre had advised states and Union territories to conduct regular verifications to remove ineligible beneficiaries.

The minister emphasised that the Jammu and Kashmir government was committed to eliminating fake ration cards through an ongoing process.

In response to a question from National Conference member Mir Saifullah, he clarified that the verification process aimed to include genuine beneficiaries and exclude undeserving ones to meet the targeted goals of the PDS.

Under the Antyodaya Anna Yojana of the National Food Security Act, which targets the “poorest of the poor”, 35 kilogrammes of foodgrains are distributed per family per month while Priority Households receive five kilogrammes per person per month, Sharma noted. — (PTI)

Srinagar, Mar 24 : Dr. Tauseef Ahmad Parray, an Assistant Professor of Islamic Studies in Jammu and Kashmir’s Higher Education Department (JK-HED), has achieved a significant academic milestone with the publication of his latest book through Peter Lang Publishing, a globally renowned academic publisher.

Currently posted at Government Degree College (GDC) Ganderbal, Dr. Parray hails from the Tral area of Pulwama district. His new work, titled Perspectives on Interpreting Islam in the Contemporary Indo-Pak Subcontinent: Issues and Trends, offers a comprehensive exploration of Islamic intellectual traditions across the region. Spanning over 260 pages, the book comprises six thematic chapters analyzing 21st-century trends, challenges, and scholarly contributions to Islamic reformist thought.

Dr. Parray, who joined JK-HED as an Assistant Professor in 2016, is an accomplished scholar with expertise in Islamic political thought, modernity, Quranic studies, and intellectual history. He has authored eight books and numerous journal articles, including Islam and Democracy in the 21st Century, published earlier by Oxford University Press.

The book critically engages with Islamic primary sources, Quranic hermeneutics, and the Prophet’s Seerah (biography), while addressing legal, socio-political, and gender-related themes through the works of prominent Indo-Pak scholars. ‘Rules out separate vegetable mandi’

Srinagar, Mar 24 : The Jammu and Kashmir government on Monday informed the House that it has facilitated the establishment of over 17 Food Processing Units (FPUs) in three years in Sopore while ruling out any plans for development of a separate vegetable mandi for Sopore.

Replying to a query raised by MLA Irshad Rasool Kar, the government , clarified that no such proposal is under consideration for separate vegetable mandi in Sopore, stating that the existing Fruit & Vegetable Mandi, spread over 473 Kanals, has sufficient capacity to accommodate vegetable trade.

“The Mandi has 15 auction platforms, with one currently under construction. In the financial year 2024-25, it recorded a trade volume worth Rs 1300 crore,” the response reads.

Minister Incharge of Agriculture Production, Rural Development & Panchayat Raj, Cooperative, and Election Departments also informed that the government established three food processing units under the Mission for Integrated Development of Horticulture (MIDH), while the Pradhan Mantri Formulation of Micro Food Processing Enterprises (PMFME) scheme led to the establishment of 14 micro food processing units.

Additionally, the government said that it has established Apple Juice Plant with a capacity to crush 10,000 MT of apples annually, Corrugated Box Manufacturing Unit with a capacity to produce 65,000 MT of apple packaging material, Fruit and Vegetable Processing Centre at Doabgah, Sopore, Apple Product Processing Facilities at Doabgah under the Common Incubation Centre (CIC) and 40 MT Integrated Pack House with pre-cooling and cold room facilities for apples, also located in Doabgah—(KNO)

Govt to assess, address issues of Border, LOC fencing landowners: CM

Rs 144 cr disbursed among landowners, so far

JAMMU, MARCH 24 : Chief Minister, Omar Abdullah, today assured the House that the government would discuss issues affecting the border and LoC landowners, particularly those with properties within the border fencing area.

The Chief Minister, while intervening during the Question Hour in the Legislative Assembly, stated that funds are being disbursed efficiently. Out of the Rs 155 crore received, Rs 144 crore have already been distributed among the landowners, leaving only Rs 11 crore to be released soon. While individual concerns may persist, the government is committed towards expediting the fund disbursement as efficiently as possible.

He said that the concerned department will be urged to expedite the process in this regard. “However, as one of the members pointed out, this is not merely an issue of relief but it’s a humanitarian concern. Beyond this relief, there are so many other pressing concerns affecting the people in these areas that demand our attention,” he asserted.

“I urge the members to allow the session to conclude at the earliest. Once the session ends in the first week of April, I will convene a meeting with all the members representing the border and LoC areas,” maintained the Chief Minister. We will engage in comprehensive discussions and promptly implement the necessary government actions, he added.

Earlier, replying to the main question raised by Vijay Kumar, Minister for Health and Medical Education, Sakeena Itoo, on behalf of Chief Minister, said that land measuring 13415 Kanal in 113 villages of Jammu, Samba and Kathua districts in Jammu division has been acquired by the BSF for Border fencing.

The Minister informed that an amount of Rs. 155.08 crore, as compensation, has been received by the concerned Collectors, out of which, Rs. 144.12 crore have been disbursed among the landowners and remaining amount is under process of title verification.

JAMMU, Mar 24: Amid growing concerns over rising unemployment in Jammu & Kashmir, the government on Monday expressed optimism, revealing a gradual decline in the unemployment rate across the Union Territory. Responding to a series of starred questions raised by MLA Gulmarg, Farooq Ahmad Shah, during the ongoing Assembly session, the government presented comprehensive data and highlighted the proactive measures undertaken to address the employment crisis.

Shah’s inquiry focused on whether unemployment levels in Jammu & Kashmir had reached alarming levels and sought clarity on the government’s future strategies to mitigate the challenge. The government’s response, presented by the concerned minister, cited data from the Economic Survey of Jammu & Kashmir 2025, which showed a decline in the unemployment rate for people aged 15 years and above—from 6.7% in 2019-20 to 6.1% in 2023-24. This downward trend was attributed to increased economic activity and the government’s targeted initiatives to boost job opportunities.

Positive Indicators of Labour Market Participation
Further supporting this positive outlook, the government highlighted an improvement in key labour market indicators. The Labour Force Participation Rate (LFPR) rose to 64.3% in 2023-24, while the Worker Population Ratio (WPR) increased to 60.4%, reflecting greater workforce engagement and participation across the region.

Recruitment Drive and Vacancy Updates

In response to Shah’s query about the government’s efforts to address unemployment, the minister detailed the ongoing recruitment drive. Over the past two years, 13,466 non-gazetted vacancies were referred to the Jammu & Kashmir Services Selection Board (JKSSB), resulting in 9,351 selections. Additionally, 2,390 gazetted vacancies were referred to the Jammu & Kashmir Public Service Commission (JKPSC), with 2,175 selections finalized.

A particular emphasis was placed on addressing Class-IV (MTS) vacancies, with 10,757 positions identified across various departments currently under review for further scrutiny. These efforts underscore the government’s focus on filling critical positions and reducing employment gaps, especially in lower-level administrative posts.

Department-Wise Vacancy Breakdown

The government provided a detailed breakdown of the vacancies across different departments as of January 31, 2025, highlighting the following:

Agriculture Production: 47 gazetted, 848 non-gazetted, and 445 MTS positions.
Health and Medical Education: 1,584 gazetted, 4,603 non-gazetted, and 1,664 MTS vacancies.
Horticulture: 64 gazetted, 317 non-gazetted, and 434 MTS positions.
Education: 150 gazetted, 163 non-gazetted, and 174 MTS vacancies.
Public Works (R&B): 0 gazetted, 1,099 non-gazetted, and 2,660 MTS positions.
In total, 32,474 vacancies across all categories (gazetted, non-gazetted, and MTS) remain unfilled, indicating a substantial need for recruitment across key sectors.

Recruitment Reforms to Enhance Efficiency

The government highlighted several significant reforms aimed at improving transparency and efficiency in the recruitment process. These include:

Abolition of Interviews: To eliminate subjectivity and ensure fairness, interviews for positions up to Pay Level 5 were abolished, with this policy extended to Pay Level 6 from 2025 onwards.
Introduction of Computer-Based Tests (CBT): JKSSB and JKPSC have transitioned to CBT mode for various exams, ensuring a streamlined, faster, and more transparent selection process.
Consolidation of Similar Exams: To reduce duplication and expedite recruitment, the government has consolidated multiple examinations for posts with similar qualifications and requirements.
The government has set ambitious targets to complete 1,502 gazetted and 5,751 non-gazetted recruitments by the end of the year, reaffirming its commitment to addressing the unemployment issue effectively.

Updates to Recruitment Rules and Policy Adjustments

As part of ongoing reforms post-reorganization, the government updated Recruitment Rules across departments, including Agriculture, Health, Transport, and Youth Services. These updates account for changes in qualifications, eligibility conditions, and the evolving administrative requirements in the Union Territory.

However, the government acknowledged that certain posts had to be withdrawn due to amendments in qualification criteria and the abolition of the J&K Permanent Resident Certificate Act, aligning the recruitment framework with the new domicile rules and reservation policies.

While the government’s response presented an optimistic scenario, it admitted that addressing unemployment in Jammu & Kashmir remains a complex challenge requiring sustained reforms and policy interventions. Shopian Police conduct searches in UAPA case against Tehreek-e-Hurriyat activists

Shopian — Police on Monday conducted searches at two locations in Shopian in connection with a case registered under the Unlawful Activities (Prevention) Act (UAPA) related to the banned organization Tehreek-e-Hurriyat Jammu and Kashmir.

The searches were carried out at the residences of Mohd Amin Parrey, son of Gh Nabi Parrey, resident of Kundalan, Shopian, and Mohd Nadeem Malik, son of Gh Mohd Malik, resident of Balpora Ganowpora, Shopian. Both individuals are suspected activists of the banned outfit and are under investigation in FIR No. 09/2024, registered under Sections 10 and 13 of the UAPA at Police Station Shopian.

The search operations were conducted after obtaining search warrants from the Hon’ble Court of Additional Special Mobile Magistrate, Shopian. Following due legal procedure, the searches were conducted in the presence of local village representatives, including the Lumberdar and Chowkidar.

It is pertinent to mention that the ongoing investigation aims to dismantle the anti-national and separatist ecosystem in the Union Territory by identifying and taking strict legal action against individuals involved in such activities.

Shopian Police have assured that legal proceedings will continue as per the law, and any elements found to be supporting or harboring unlawful activities will be dealt with stern action.

Police takes legal action against misuse of social media for glorifying terrorism

Srinagar — Cyber Police Srinagar has initiated legal action against the misuse of social media platforms for glorifying terrorism, radicalizing youth, and spreading anti-national propaganda online.

During cyber surveillance and patrolling, 08 individuals operating adverse social media handles were identified for posting content that promoted terrorism and extremist ideologies. Following the investigations, all 08 were detained for questioning.

Security proceedings have been initiated against the following 04 individuals: Sajad Ahmad Lone, S/o Bashir Ahmad Lone, R/o Herpora Parigam, Kulgam. Zuhaib Zahoor, S/o Zahoor Ahmad, R/o Brein Nishat, Srinagar. Abrar Mushtaq, S/o Mushtaq Ahmad Bhat, R/o Nawabazar, Srinagar. Farhad Rasool, S/o Gh Rasool Bhat, R/o Check Dara, Harwan, Srinagar.

Moreover, 04 juveniles involved in similar activities were counseled and handed over to their parents after proper counseling. They will remain under close surveillance.

Cyber Police Srinagar is actively monitoring social media platforms to identify individuals engaged in spreading extremist content, inciting violence, or attempting to disrupt public order. Any attempt to glorify terrorism, promote secessionist ideologies, or spread misinformation against national integrity will be dealt with strictly under the law.

Cyber Police Srinagar urges social media users to act responsibly and refrain from activities that violate legal and ethical norms. Stringent legal action, including prosecution under relevant laws, will be taken against those found misusing digital platforms for unlawful purposes.
