NEW DELHI, Dec 29: In a significant move aimed at strengthening ethical governance within India’s social security framework, the Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS), the apex training arm of the Employees’ Provident Fund Organisation (EPFO), has entered into a landmark strategic partnership with the IC Centre for Governance (ICCfG). The collaboration, formalised through a Memorandum of Understanding (MoU) signed in the national capital on Monday, seeks to integrate ethical leadership, moral integrity and value-based decision-making with the technical and administrative training of EPFO officers.
The MoU was signed by Shri Ram Anand, Regional Provident Fund Commissioner-I, PDUNASS, and Shri Shanti Narain, Secretary General, ICCfG, in the presence of Shri Kumar Rohit, Director, PDUNASS. The signing ceremony witnessed the participation of several eminent personalities associated with public administration and governance reforms, underlining the national importance of the initiative.
Among the distinguished dignitaries present from ICCfG were its Vice President Shri Mahesh Kapoor and former Secretaries to the Government of India, Shri Balvinder Kumar and Shri Anurag Goel. Senior members including Brig. Rajendra Kumar, Shri Rajiv Sachdeva, Shri Sunil Kumar, Ms. Archana Dubey, Shri Vinod K. Maurya and Ms. Rananahi Dwivedi also attended the event. The PDUNASS delegation comprised senior EPFO officers, including Regional Provident Fund Commissioners Shri Harish Yadav, Shri Ankur P. Gupta and Shri Prashant Sharma.
The partnership assumes particular significance at a time when EPFO is undergoing wide-ranging reforms under the government’s “Ease of Living” agenda and accelerated digital transformation. With increased automation, simplified processes and large-scale technology-driven service delivery, the organisation is seeking to ensure that its workforce remains not only technologically proficient but also deeply anchored in ethical values and citizen-centric governance.
Building a Future-Ready and Ethical Civil Service
The PDUNASS–ICCfG collaboration is aligned with the broader vision of “Mission Karmayogi”, which aims to transform India’s civil services by shifting from rule-based compliance to role-based competence. The partnership emphasises ethical sensitivity, transparency, accountability and empathy as core competencies for officers responsible for administering social security benefits to millions of workers and pensioners across the country.
Speaking on the occasion, Shri Kumar Rohit, Director, PDUNASS, highlighted the strategic relevance of the MoU in the evolving social security landscape. He said that as EPFO’s mandate expands amid structural reforms and digital initiatives, officers must possess more than procedural and technical expertise. “They must be ethically competent leaders who can inspire trust, uphold institutional credibility and reinforce public confidence. This partnership moves beyond conventional skill-based training towards the cultivation of character and values in public service,” he said.
Comprehensive and Structured Training Framework
Under the MoU, a structured, tiered and annual training framework has been institutionalised to cover officers across different levels of responsibility. Group ‘A’ officers will undergo specialised residential programmes at ICCfG centres, with a focus on leadership, governance philosophy and policy-level ethical challenges. Group ‘B’ officers, on the other hand, will receive dedicated campus-based training at PDUNASS, emphasising professional conduct, integrity in decision-making and citizen-centric service delivery.
This segmented and inclusive approach is designed to ensure that ethical training permeates the entire organisational hierarchy—from senior decision-makers to field-level functionaries—thereby strengthening EPFO’s institutional culture and service delivery mechanisms.
Ethics as Inner Alignment and Public Responsibility
Shri Prabhat Kumar, President of ICCfG, former Cabinet Secretary and the first Governor of Jharkhand, underlined the philosophical foundation of the initiative. He remarked that integrity is not merely an administrative requirement but a fusion of private virtue and public responsibility. “When a civil servant achieves inner alignment between duty and conscience, governance ceases to be a routine task and becomes a form of service. This partnership seeks to awaken the ‘Karmayogi’ within every officer,” he said.
Complementing EPFO’s Ongoing Reforms
The initiative complements several major operational reforms introduced by EPFO in 2025, including the simplified provident fund withdrawal system and the rollout of a centralised pension payment mechanism. As technology reduces manual intervention and processing delays, officers increasingly exercise discretion in complex and exceptional cases. The PDUNASS–ICCfG partnership aims to ensure that such discretionary powers are guided by high ethical standards and sound moral judgment, allowing the human element of governance to keep pace with technological advancement.
