Srinagar, Jan 10, : After conducting Panchayati elections and Block Development Councils (BDC) Chair persons, Center is now mulling at hold elections for third tier of Panchayati Raj System by conducting elections for Development and District Planning Boards in near future.
News agency CNS has learnt that Prime Minister Narendar Modi is taking personnel interest in the process and has directed for carrying forward the process involved in restoration of democratic institutions in Jammu and Kashmir to grass-root level.
According to sources Narendar Modi has issued instructions to conduct elections to third and final tier of Panchayati Raj System viz District Planning and Development Boards (DPDBs) and called for expedition all developmental projects in Jammu and Kashmir to ensure that they do not get delayed.
Officials said that the in first of its kind in last two months, Union Home Ministry has given a special presentation to Prime Minister on Wednesday night on four major aspects, including security, development, political and administrative.
Officials further revealed that the Prime Minister was briefed by Ministry Home Affairs (MHA) top officials that after holding elections to Panchayats and Local Bodies in Jammu and Kashmir in 2018, the government has successfully completed the process of establishing the Block Development Councils (BDCs), the second tier of the Panchayati Raj System and the BDC’s Chair Persons have started performing their role very effectively.
Prime Minister has issued the instructions for completing the third tier of Panchayats by holding elections to DPDBs at the earliest.
After the special instructions from Prime Minister in this regard, it is believed that these elections may be held immediately after the winters are over.
It is pertinent to mention that the third tier of Panchayati Raj System was never established in Jammu and Kashmir and the District Development Boards were looked after by Chief Minister and Cabinet Ministers.
