Srinagar, June 6: The Government of Jammu and Kashmir’s Public Works (Roads & Buildings) Department has formally requested the police to register a First Information Report (FIR) against a contractor for allegedly submitting a forged financial document during a public tendering process.
The request, according to Kashmir Dot Com, was forwarded by the Office of the Executive Engineer, PWD (R&B) Division Tangmarg, to the Sub-Divisional Police Officer (SDPO) Tangmarg via an official letter dated June 6, 2026.
The matter came to light during the official scrutiny of bids submitted for Tender No. 04, dated April 20, 2026, which concerns the “Construction of concrete bedding and tin fencing around SWM at Hardbani Kunzer”.
According to the departmental communication, a bidder identified as Ali Mohammad Waza, a resident of Beerwa, Budgam, submitted an Earnest Money Deposit (EMD) that failed verification.
The Executive Engineer said that the contractor submitted a document which “appears to be fake, forged, fabricated, and not genuine” after the department cross-checked the copy with the concerned bank branch.
The engineering department has alleged that the submission was a deliberate attempt to manipulate the procurement process. The correspondence notes that the document was presented with the “apparent intention of misleading the tendering authority and obtaining undue advantage”.
Following an internal review, authorities noted that “preliminary verification has revealed discrepancies” in the paperwork, establishing a reasonable belief that the document was intentionally used as genuine to secure participation in the competitive bidding process.
The PWD has taken a serious view of the incident, framing the contractor’s actions as a direct violation of public procurement integrity. In the letter, the Executive Engineer asserted that the act of submitting such paperwork constitutes serious offenses involving “forgery, cheating, fraud, and deception of a public authority”.
The department further said that this type of conduct undermines the “transparency and integrity” of public systems, causing a “wrongful loss” to the government while attempting to secure a “wrongful gain” for the bidder.
In light of these findings, the department has called for immediate legal action against the contractor. The Executive Engineer has requested that an “FIR be lodged” against Waza and that a “thorough investigation be conducted” under the relevant provisions of the law.
