RDD directs ACDs to submit response to ACB complaints in time-bound manner

Srinagar, Oct 15 : In a significant move to ensure transparency and accountability in its functioning, the department of Rural development Kashmir has directed the Assistant Commissioners of Development (ACDs) to submit replies to complaints of the Anti-Corruption Bureau (ACB) in a time-bound manner along with their opinion/recommendations.

In a circular, a copy of which is in possession of news agency—Kashmir News Observer (KNO), director, Rural Development Department, Kashmir has directed ACDs (district vigilance officers) to send the replies of all complaints to ACB in a time-bound manner.

“…… It is impressed upon all DVOs to send the replies of all complaints particularly ACB complaints in a time-bound manner and accord top priority to furnishing of the replies along with their opinion/ recommendations,” read the circular.

The ACDs are functioning as district vigilance officers of the RDD.

The department has pointed out that “most of DVOs are not replying to complaints factually nor recording their opinion/ recommendations despite repeated reminders on the same which hampers the process of disposal of these complaints.”

The ACDs (DVOs) have been directed to avoid the practice of simply enclosing replies submitted by their subordinates in a casual manner in future and they should clearly and unambiguously record their opinion/ recommendations in each as is expected of them as district vigilance officers (DVOs)—(KNO)
