Union Home Minister Shri Amit Shah inaugurates Land Port Management System (VINIMAY) in New Delhi

New Delhi: Union Home Minister and Minister of Cooperation, Shri Amit Shah launched Land Port Management System (LPMS– ‘VINIMAY’), in New Delhi. On this occasion, several dignitaries were present, including the Union Home Secretary, the Director of the Intelligence Bureau, the Secretary (Border Management) and the Chairman, Land Ports Authority of India.

Addressing the programme, Union Home Minister and Minister of Cooperation Shri Amit Shah said that after 2014, under the visionary leadership of Prime Minister Shri Narendra Modi, the Land Port Authority was given a new direction. Moving beyond a security-centric approach, land ports were developed as the first line of defence for security, a means to facilitate trade, and a bridge for people-to-people connectivity. At the same time, land ports have played a significant role in the holistic development of border areas, promoting legitimate trade, and addressing challenges such as migration from border villages and districts. Easier movement of people across borders has strengthened mutual trust between the people of both countries and enhanced cultural exchange. He said that in a country like India, with its vast land borders, border management plays a very important role.

Union Home Minister and Minister of Cooperation Shri Amit Shah said that the Ministry of Home Affairs is working on a  four-pronged strategy to secure India’s borders under the concept of Smart Borders. The Land Ports Authority is set to play a crucial role in realizing this Smart Border vision. He stated that the Land Port Management System has been designed keeping in mind the requirements of all stakeholders, while giving special emphasis to security. Together with the Smart Border initiative, this system will help to create an impregnable and secure border management framework. He said that LPMS and the Smart Border initiative will together create a more secure and modern border management system. He added that this will help curb illegal activities and ensure the establishment of a robust and secure framework.

Union Home Minister and Minister of Cooperation Shri Amit Shah said that the Land Ports Authority has developed a modern, digital, integrated, and real-time management system for its land ports, bringing all stakeholders onto a single platform. He stated that through the Land Port Management System, the Land Ports Authority has fulfilled the core vision behind the establishment of land ports. In the coming days, we will make the Land Port Management System an integral part of the country’s Smart Security Grid, thereby ensuring not only our economic security but also our physical security. He said that this initiative of the Land Ports Authority will help fully realize the vision of Smart Borders. The system will provide an integrated digital platform for the management of cargo, passengers, and vehicles. It will enhance coordination among various agencies and make the exchange of information extremely seamless. Nearly 90% of paperwork will be eliminated. The Single Electronic Window and Automatic Number Plate Recognition (ANPR)-based gate operation system will result in significant time savings. Truck waiting times are expected to reduce by approximately 40% to 60%, while gate processing times will reduce by 22% to 35%. This will not only boost trade but also promote tourism and facilitate better coordination, dialogue, and cultural exchange between the citizens of both countries.

The Home Minister said that through LPMS, real-time data sharing among ICEGATE, the Motor Vehicle System, CBIC, BSF, DGFT, UIDAI, and ULIP on a common platform will further strengthen coordination among agencies operating at the borders. He said that a platform enabling coordination and information exchange among all these stakeholders will prove extremely beneficial for the country and will provide fresh momentum to development. He said that land ports have undergone a significant transformation over the past 12 years. While trade through land ports stood at ₹5,000 crore in 2014, it has now increased to ₹83,000 crore, reflecting a 16-fold growth. Shri Shah further stated that 15 land ports are currently operational, and 11 additional land ports are expected to become operational over the next two to three years.

Union Home Minister and Minister of Cooperation Shri Amit Shah expressed confidence that the vision envisaged by Prime Minister Shri Narendra Modi Ji for land ports will be achieved within the stipulated timeframe. He said that when this initiative of the Land Ports Authority is integrated with the Smart Border concept, the Land Ports Authority will emerge as a vital component of both India’s economic security and border security.

Union Home Minister and Minister of Cooperation Shri Amit Shah said that June 9, 2026, will be remembered as a very significant day in the history of the country. He noted that it marks the completion of 12 years of continuous governance under Shri Narendra Modi Ji as Prime Minister. He said that while some leaders spend most of their time merely trying to remain in power, Modi Ji has treated the past 12 years in office as a period of dedicated service and has steered the entire nation on the path of development. He added that Modi Ji has made service to the nation the very purpose of his life and remains committed to taking the country forward. Like a selfless Karmayogi, Modi Ji has achieved numerous milestones, due to which India has today emerged as a global benchmark and a milestone of progress across diverse sectors.

Shri Amit Shah said that Prime Minister Shri Narendra Modi Ji completes 4,398 days in office today as an elected Prime Minister and will surpass the record of former Prime Minister Jawaharlal Nehru tomorrow. He said that Modi Ji will then have the distinction of serving the nation for the longest continuous period as an elected Prime Minister of India. He stated that during his tenure, Modi Ji made public welfare the guiding principle of governance.

Union Home Minister and Minister of Cooperation Shri Amit Shah said that Prime Minister Shri Narendra Modi Ji introduced a new vision — that every citizen of India should have a permanent house of their own. Today, nearly 4 crore pucca houses have already been provided to Indian citizens, and the construction of another 2 crore houses is underway. He said that within the next two years, there will not be a single family in India without a pucca home of its own. Shri Shah stated that along with housing, facilities such as LPG connections, toilets, safe drinking water, free healthcare coverage of up to ₹5 lakh, and 5 to 7 kilograms of free food grains per person every month are being ensured. He said that Modi Ji has provided these basic amenities within just 12 years of his tenure to people whose families had struggled for generations to access such essential services. Shri Shah said that Modi Ji has redefined the meaning of development. He introduced the concept of ‘360-degree development’ in India’s administrative history, encompassing every dimension of governance and progress. India has also emerged as the fastest-growing major economy in the world. The Home Minister further said that 250 million people have moved above the poverty line over the past 12 years. Despite an uncertain global environment, India continues to advance steadily and rapidly towards its goals with stability and resilience.

Shri Amit Shah said that India’s democracy has undergone a fundamental transformation over the past 12 years. He noted that dynastic politics, caste-based politics, and corruption had become such deep-rooted maladies in the democratic system that people had grown accustomed to living with them. However, Prime Minister Shri Narendra Modi brought about a basic and far-reaching change in India’s democratic framework. He said that Modi Ji replaced politics driven by family lineage, caste considerations, and the influence of wealth accumulated through corruption with a politics centred on performance and good governance. He said that, as a result, many states witnessed the repeat of our governments, leading to greater stability, the formulation of long-term policies, and more effective implementation and monitoring of those policies. In the political history of the country, if the credit for establishing the politics of performance is to be given to anyone, it belongs to Modi Ji. Union Home Minister said that rather than merely speaking about women’s development, Modi Ji advanced the concept of Women-Led Development. He noted that there was once hesitation in society about encouraging women to take leadership roles in fields such as the armed forces, policing, science, research, entrepreneurship, drones, sports, startups, and space. Shri Shah said that seeing women serving in equal numbers among the Border Security Force’s border guards, even in some of the most challenging border areas, is a matter of immense pride and satisfaction. He further said that Modi Ji also transformed the concept of citizen engagement. Through the creation of Aspirational Districts and Aspirational Blocks, he translated the vision of inclusive development into reality. Districts that had lagged behind in the development journey were given specific development targets across more than 30 parameters, along with adequate resources, with the objective of bringing them on par with the most developed districts in the country. He stated that several Aspirational Districts have now reached levels comparable to the top five districts in the country across a number of parameters. The Home Minister added that this vision of inclusive development is now advancing through administrative motivation, the awakening of people’s aspirations, and a spirit of collective effort and achievement. Earlier, it was often believed that only those districts represented by influential ministers or Members of Parliament would receive substantial development, but this mindset has been fundamentally transformed.

Union Home Minister and Minister of Cooperation Shri Amit Shah said that over the past 12 years, 250 million people have moved above the poverty line. Every month, 810 million people are receiving 5 kilograms of free food grains. More than 580 million new Jan-Dhan bank accounts have been opened. Over 440 million people now possess Ayushman Bharat cards, providing health coverage of up to ₹5 lakh. Tap water connections have been provided to 160 million households, while 130 million farmers have received assistance under the PM-Kisan Samman Nidhi scheme. He further stated that 127.6 million households have been provided with toilets, 105.5 million households have received LPG connections, and more than 40 million people have been provided with pucca housing. More than 30 million rural poor women have become ‘Lakhpati Didis’, and 9.3 million Self-Help Groups have been formed. Shri Shah said that today India ranks first in the world in digital transactions, second in mobile manufacturing, and third in the startup ecosystem. He noted that whether it was the COVID-19 pandemic or the economic challenges arising from global conflicts, India not only managed the crises effectively but also continued to move forward. The GDP growth figures over the past 12 years stand as testimony to the fact that, despite numerous challenges, the country overcame them through visionary and strong leadership. Shri Shah added that India’s management of the COVID-19 pandemic has been acknowledged even by developed nations as a benchmark in the global history of responding to large-scale pandemics.
