Unlocking Kashmir’s Untapped Skiing Gold Beyond Gulmarg

Kashmir, long celebrated as a paradise on earth, possesses far more winter tourism potential than what is currently visible on the global map. While Gulmarg has rightly earned international recognition as one of Asia’s finest skiing destinations, an excessive dependence on a single hub has limited the broader growth of winter tourism in the Valley. It is time the Government of Jammu and Kashmir moves decisively to develop the vast, yet unexplored, ski slopes already mapped by the Tourism Department—particularly destinations like Sitharan–Tos Maidan in Budgam district, which hold immense promise.
For decades, official surveys and internal tourism maps have identified several high-altitude meadows and snow-laden slopes across central and south Kashmir as ideal for alpine skiing, snowboarding, and other winter sports. Sitharan and the expansive Tos Maidan plateau, with their gentle to steep gradients, prolonged snow cover, and breathtaking terrain, stand out as natural assets that rival many European ski resorts. Yet, despite being on official records, these destinations remain neglected—devoid of basic infrastructure, access roads, ski lifts, safety systems, or promotional outreach.
This policy inertia is costly. Gulmarg today is grappling with overcrowding, ecological stress, traffic congestion, and inflated prices, all of which threaten its sustainability. Diversifying skiing destinations would not only ease pressure on Gulmarg but also distribute economic benefits more equitably across districts like Budgam, which otherwise remain on the margins of mainstream tourism. Developing Sitharan–Tos Maidan as a regulated ski destination could generate year-round livelihoods for local youth as ski instructors, guides, hoteliers, transporters, and craftsmen.
Moreover, winter tourism is no longer a luxury sector; it is a strategic economic driver. Countries with harsh winters have successfully transformed snow into revenue by investing in modern ski infrastructure. Kashmir, blessed naturally, needs only political will, planning, and modest investment to achieve the same. Ropeways, ski lifts, avalanche control mechanisms, weather monitoring systems, and eco-friendly accommodation can be developed through public-private partnerships, ensuring minimal burden on the exchequer while maximizing returns.
Equally important is the need for community-centric development. Any expansion into Sitharan or Tos Maidan must prioritize local participation, land rights protection, and environmental safeguards. Unregulated construction or exclusion of locals would repeat past mistakes. A transparent master plan, developed in consultation with local communities, environmental experts, and winter sports professionals, is essential to ensure sustainable growth.
The Tourism Department must also move beyond paperwork. Mapping alone does not create destinations. What is required is a time-bound action plan with clear budgetary allocations, feasibility studies, and pilot projects. Training local youth in winter sports through collaborations with national and international ski federations would further strengthen Kashmir’s claim as a global winter sports hub.
In an era when Kashmir is striving to project stability, opportunity, and progress, developing unexplored ski slopes like Sitharan–Tos Maidan sends a powerful message. It signals confidence in peace, belief in local potential, and commitment to long-term economic revival. The snow has always been there. What is missing is the resolve to turn it into a sustainable engine of growth.
The government must act—before these golden slopes remain forever frozen in files rather than flourishing on the ground.
