KD NEWS SERVICE

SRINAGAR, Oct 16: The Jammu and Kashmir Government has moved swiftly to order an in-depth inquiry into allegations of misconduct against senior IAS officer Kumar Rajeev Ranjan following a reported verbal altercation with a woman JKAS officer during an official review meeting. The government has appointed a senior IAS officer to investigate the matter and submit a report within 15 days, following an intervention by Chief Secretary Atal Dulloo, who met a delegation of JKAS officers and assured them of appropriate action.

The General Administration Department (GAD), through Government Order No. 1654-JK(GAD) of 2026, dated October 16, appointed Mandeep Kaur, IAS (AGMUT: 2004), Commissioner/Secretary to the Government, Housing and Urban Development Department, as the Inquiry Officer to conduct an in-depth inquiry into the alleged misconduct by Ranjan, IAS (AGMUT: 2010), Administrative Secretary, Labour and Employment Department.

The order specifically refers to the matter involving Beenish Wani, JKAS, Assistant Director, Employment and Counselling Centre, Ganderbal, which has been reported in the print and electronic media.

The Inquiry Officer has been directed to submit her report within 15 days from the date of issuance of the order. Amit Vermani, JKAS, Additional Secretary to the Government in the General Administration Department, has been designated as the Presenting Officer in the matter.

The order, issued by the All India Services Section of the GAD, has been signed by M. Raju, IAS, Commissioner/Secretary to the Government.

The swift decision to institute a formal inquiry follows concerns raised by members of the JKAS fraternity over the reported incident. The Chief Secretary’s meeting with a delegation of JKAS officers and assurance of action preceded the government’s decision to appoint an Inquiry Officer, signalling the administration’s response to the concerns expressed by the officers.

The order, however, does not pronounce any finding of guilt or announce a disciplinary penalty against the officer concerned. The allegations will have to be examined in accordance with the applicable rules, and any subsequent action will depend on the findings of the inquiry and the decision of the competent authority.

Controversy follows Mission YUVA review meeting

The controversy arose during a review meeting held on October 14 to assess progress under Mission YUVA, a government initiative intended to promote entrepreneurship, self-employment and livelihood opportunities for young people in Jammu and Kashmir.
The meeting reportedly witnessed a heated exchange between Ranjan and Wani during a discussion concerning the implementation of assigned activities and the involvement of the National Rural Livelihoods Mission (NRLM) in supporting the work of the Employment and Counselling Centre, Ganderbal.

Wani was participating in the proceedings through video conferencing and was briefing officials about the work undertaken by her office. During the discussion, questions were reportedly raised about the involvement of NRLM in activities assigned to the Employment and Counselling Centre.

The exchange subsequently escalated, with a video of the proceedings circulating widely on social media. The footage triggered widespread discussion about the manner in which the interaction was conducted and raised questions about professional decorum in official meetings.

The reported exchange also brought the conduct of senior administrative officers under public scrutiny, particularly regarding the manner in which disagreements over departmental performance and implementation are handled during official proceedings.

The inquiry ordered by the government is expected to examine the circumstances surrounding the episode and assess the allegations of misconduct in accordance with the applicable rules and procedures.
Chief Secretary meets JKAS delegation, assures action

The meeting between Chief Secretary Atal Dulloo and a delegation of JKAS officers emerged as an important development in the aftermath of the controversy. The delegation raised concerns over the reported incident, while the Chief Secretary assured the officers that appropriate action would be taken.

The government’s subsequent decision to appoint Mandeep Kaur as Inquiry Officer has given a formal shape to that assurance. By directing an in-depth inquiry and setting a 15-day deadline for the submission of the report, the administration has established a defined process for examining the allegations.

The development is significant for the JKAS fraternity, which has stressed the need for professional dignity, fair treatment and accountability within the administrative system. The meeting and the subsequent government order have also underlined the importance of addressing such concerns through established institutional mechanisms rather than allowing the controversy to remain confined to public debate.

The Chief Secretary’s intervention and the government’s decision to initiate the inquiry reflect an effort to respond to the concerns raised by the officers while ensuring that the allegations are examined through a formal process.
Chief Minister raises concerns over alleged conduct
The controversy has also attracted the attention of Chief Minister Omar Abdullah, who has expressed concern over the reported treatment of the woman officer and the possibility of retaliatory action against her.
The Chief Minister has reportedly taken up the matter with the Chief Secretary and called for steps to ensure that Wani does not face adverse consequences arising from the incident.
The episode has also highlighted the administrative arrangements governing the Union Territory, where the control and service matters of IAS officers fall within the prescribed framework of the Union Territory administration and the Lieutenant Governor’s authority.
The Chief Minister’s intervention has added to the public attention surrounding the case, with the focus extending beyond the immediate confrontation to issues of accountability, workplace dignity and the protection of government employees.
The formal inquiry is expected to provide an opportunity to establish the facts, examine the conduct of the officers involved and determine whether any action is warranted under the applicable service rules.
Administrative officers express concern
The reported incident has prompted concern within sections of the Jammu and Kashmir Administrative Services fraternity, with demands for an impartial examination of the episode and safeguards against possible victimisation of the woman officer.
The controversy has revived discussion about professional standards in government offices and the responsibility of senior officials to maintain discipline without compromising the dignity of colleagues and subordinates.
Performance reviews, departmental inspections and assessments of implementation targets are integral to public administration. However, such exercises are expected to be conducted in a manner consistent with established service conduct, professional restraint and respect for the officers involved.
At the same time, administrative accountability requires government officers to explain their performance, respond to questions and comply with legitimate directions issued by competent authorities. The central issue in the present case is whether the conduct during the meeting remained within the bounds of permissible official interaction.
The inquiry will therefore be important in distinguishing between legitimate administrative scrutiny and any conduct that may amount to misconduct under the applicable rules.
Department seeks consideration of complete context
The Labour and Employment Department has also expressed concern over the circulation of video clips from the meeting, maintaining that selectively edited footage may not convey the complete context of the proceedings.
The department has emphasised the importance of mutual respect, discipline and professional decorum during official interactions and has indicated that the matter should be examined in its entirety.

The officer concerned has also reportedly expressed regret over his remarks while maintaining that the exchange should be viewed in the context of the complete meeting. His position, along with the allegations raised in connection with the incident, will need to be considered during the inquiry.

A fair examination of the episode will require the Inquiry Officer to assess the available material, the sequence of events and the circumstances in which the exchange occurred. The objective will be to establish the facts rather than arrive at a conclusion on the basis of social media reactions or selectively presented footage.

Fifteen-day deadline puts focus on inquiry findings

With the government stipulating a 15-day deadline, the administration has set a defined timeframe for the examination of the matter.
Mandeep Kaur, as Inquiry Officer, will be responsible for conducting the in-depth inquiry, while Amit Vermani will serve as the Presenting Officer. The findings submitted by the Inquiry Officer are likely to be central to any subsequent administrative decision.

The government order does not specify a predetermined outcome. Any further action will depend on the conclusions reached through the inquiry and the decision of the competent authority in accordance with the applicable rules.

The case has consequently assumed significance as a test of administrative accountability, due process and professional conduct within the government machinery.
For the administration, the immediate challenge will be to ensure that the allegations are examined impartially, that the officers concerned are afforded a fair opportunity to present their positions and that the inquiry is completed within the stipulated period.

The findings will be closely watched by government employees and the wider public, as they may help clarify the circumstances surrounding the incident and establish whether any breach of official conduct occurred.

The emphasis, ultimately, will be on a fair and evidence-based determination of the facts, followed by whatever action the competent authority considers appropriate under the rules governing public service.
