‘Internet gag, ambiguity over domicile certificates major issues for delay’

Srinagar, Jan 04 : Not a single new job has been advertised by J&K’s premier recruitment agency- Services Selection Board- after Centre abrogated J&K’s special status and approved bifurcation of the erstwhile State into two Union Territories on August 5, officials told wire service.

They disclosed that SSB has not notified a single new job since August 5, due to ongoing internet curbs and lack of clarity on domicile certificate.

“Yes, it is fact that we have not come up with any advertisement. How can we advertise jobs when there are curbs on internet in J&K? Government has not come up with a policy on criteria to be followed after abrogation of Article 370,” an official of SSB told.

The SSB is mandated to conduct recruitment for all non-gazetted posts referred it by different departments. Before August 5, J&K’s permanent residents had exclusive rights on jobs in the erstwhile State.

J&K’s permanent residency law traces its origin to two notifications issued by Maharaja Hari Singh in 1927 and 1932. J&K’s constitution defined permanent residents of the state as any person who, before May 14, 1954, “lawfully acquired immovable property in the State” and “has been ordinarily resident in the State for not less than ten years prior to the date”.

Last week , the J&K High Court withdrew a controversial invitation to job applicants from outside the erstwhile J&K state, now carved into two UTs after its special status was scrapped in August.

“It is hereby notified for information of all concerned that the advertisement Notice of December 26, 2019, whereby applications were invited for different posts in Non-Gazetted category in the High Court of Jammu and Kashmir stands withdrawn with immediate effect,” Registrar General Sanjay Dhar said in a notification. (KNO)
