Dr. PK Mishra, Principal Secretary to the Prime Minister, emphasized the importance of mitigating risks associated with glacial lakes to ensure a safer future for our communities. He made these remarks during the 4th Workshop of the Committee on Disaster Risk Reduction (CoDRR) focused on Strategies for Glacial Lake Outburst Flood (GLOF) Risk Reduction.
In his address, Dr. Mishra commended the National Disaster Management Authority (NDMA) and the Department of Water Resources for organizing the workshop, highlighting international perspectives and sharing India’s experiences, challenges, and gaps in mitigating risks. He stressed that the discussions surrounding the glacial lake outburst flood disaster in Sikkim underscored the magnitude of the challenge, stating that the South Lhonak GLOF served as a wake-up call for all.
Quoting Prime Minister Narendra Modi, Dr. Mishra remarked, “Disaster risk reduction is not just about responding to disasters but also about building resilience.” He reiterated the Prime Minister’s assertion that “the best way to deal with disasters is to prevent them,” emphasizing that proactive measures are essential for safeguarding our communities. He further noted, “We must work together across borders and disciplines to create a safer world,” underscoring the necessity of collaboration in addressing global challenges like GLOF risks.
On the topic of international cooperation, Dr. Mishra highlighted India’s commitment to engaging with GLOF experts from countries such as Bhutan, Nepal, Peru, Switzerland, and Tajikistan, stating that such collaboration is crucial for enhancing our understanding of response strategies.
Dr. Mishra acknowledged the significant contributions from experts both domestically and internationally, which have enriched our understanding of these critical issues. He pointed out the challenges posed by confusion over the risk factors associated with the numerous glacial lakes. Past efforts to mitigate risks from the South Lhonak Lake were found wanting, as plans mainly revolved around scientific hazard assessments and geo-spatial monitoring, with unclear responsibilities among the states and central agencies.
In response to these challenges, Dr. Mishra announced that the Government of India has established a coordinating platform, the Committee on Disaster Risk Reduction (CoDRR). He noted that this platform has facilitated a series of meetings, fostering renewed communication between central scientific agencies and states, and clarifying responsibilities. He expressed optimism that through the three-pronged approach of assessment, monitoring, and mitigation, India has made substantial progress.
Dr. Mishra pointed out that coordinated efforts have yielded a dynamic list of approximately 200 high-risk glacial lakes out of a total of 7,500 surveyed. This iterative process allows for effective categorization of these lakes based on their risk levels. He encouraged states to conduct expeditions to assess all A-category lakes during the summer of 2024, resulting in significant engagement from local authorities.
He specifically commended the teams from Sikkim, who visited 18 out of the 40 designated lakes, collaborating with various agencies, including the Central Water Commission (CWC), Geological Survey of India (GSI), and local academic institutions. Plans for mitigation measures have already begun at five lakes in Sikkim, supported by the Government of India’s approval for the National GLOF Risk Mitigation Programme, which allocates ₹150 crores to four states.
Looking forward, Dr. Mishra urged states and Union Territories to lead in monitoring and mitigating efforts related to glaciers and glacial lakes, with sustained support from central scientific institutions. He emphasized the need to strengthen State Disaster Management Authorities (SDMAs) to enhance our capacity for effective response. He underscored the importance of innovative financing for GLOF risk reduction across affected states and UTs, arguing that this initiative will contribute significantly to ensuring water security, as the health of our glaciers is intrinsically linked to it.
