Srinagar, July 17 : Transport Department has decided to make it mandatory that a minimum of 5% of all new public transport buses should be registered as disabled-friendly.

The decision was taken in a high-level meeting chaired by Principal Secretary Transport Dr Asghar Hassan Samoon here.

The meeting was attended by Commissioner Disability Iqbal Lone, Managing Director SRTC Bilal Ahmed, Director State Motor Garages Zakir Hussain Chowdhary, Additional Transport Commissioner  Ajaz Abdullah, Additional Secretary Government Babu Ram, RTO Kashmir Ahamadullah Tak, and representative of transporters of KMDA, Western Bus Service and Eastern Bus Service.

Transport Commissioner S. P Vaid, RTO Jammu Dhannater Singh participated in the meeting through video-conferencing. 

The meeting decided that Transport Commissioner shall frame an action plan to take the imitative forward.

Dr Samoon also asked the officials to ensure that 5% of buses which will be enrolled under the recently launched subsidy scheme for private transporters will have facilities to be registered as disabled-friendly.

Expressing concern that mobility constraints are one of the major obstacles to inclusive development, as they exacerbate the economic, social, and personal isolation of persons with disabilities, Dr Samoon asked the Managing Director JKSRTC to ensure that 10 % of their fleet is disabled friendly.

The meeting also asked the Social Welfare department to provide a disabled-friendly bus in Jammu and Srinagar each.

Asking the private firms associated with transport sector to help the social cause as part of their Corporate Social Responsibility(CSR), Dr Samoon asked the officials to rope in NHPC J&K Bank, SBI, BP, HP, Tata, Ashok Leyland, Volvo, Echer for providing them at least two disabled-friendly buses.

Tourism land encroached in guise of Eidgah in Kupwara

Srinagar, July 16 : Some “unscrupulous people” have in the guise of Eidgah encroached upon tourism land at Chandigam area of Lolab in north-Kashmir’s Kupwara district, locals said.

They said the land was occupied by some “unscrupulous people”, three months ago, erected a pulpit on the ground while a signboard was displayed by them on the periphery to meet their interests. The encroached upon land is lying just opposite to the tourist hut in Chandigam, they said.

Ghulam Hassan Lone Sarpanch Halqa (B) while talking to news agency said: “Everyone here knows that this is Kahcharai land. We already have two Eidgahs and there is no need for the third one.”

Even the local cleric denied them the permission in his ruling to make it an Eidgah, he said. “They didn’t pay any heed even after the Mufti Sahib’s ruling and went on and barricaded the land to fake its genuineness.”

“We even approached the Commissioner Secretary and naib Tehsildar to free the land from the clutches of these people but nothing was done,” he said. 

Seconding the statement of his fellow, another Panch member Abdul Ahad Lone said that the land was state property under tourism department.

Ghulam Hassan Khan, Panch Ward No. 6 said that the land was encroached upon by some people to just “protect their walnut trees and nothing else.”

Locals present at the spot unequivocally seconded the statements of Panchayat members and urged the district administration to take ‘stringent measures to retain the encroached upon land to its original form.’

When contacted DC Kupwara Anshul Gargh told that state land, be it forest or Kahcharai, shall not be allowed to be encroached upon. “Whenever any information comes to our knowledge, we depute a team to assess the ground situation,” he said, adding, “I even myself go alongside the team to remove any encroachments if found anywhere.”

The official assured that the encroachments in this particular case will be removed within two days. “We have given them a two day period to remove these encroachments, the officered said, adding, “if they don’t, we will start it on our own.”

Meanwhile, SDM Sogam Ahmad Hussain on Tuesday visited the spot and dismantled the erected pulpit in the ground as also the signboard.  (GNS)

7 days on, Kupwara’s Cheerwadi Gulgam without potable water supply

Kupwara, July 17 :  Residents of Muhammad village in Gulgam of Kupwara Wednesday held protests against Public Health Engineering (PHE) Department over non-availability of potable water in the area.

Reports reaching said that the village Cheerwadi of Gulgam, Takiya Jaan has some forty households with no potable water for almost a week now.

A local while talking to news agency said that “amid these soaring temperatures’ we have been left without drinking water and despite approaching the concerned authorities on several occasions nothing significant was done.”

Another local, part of the protest said that, “our women folk have to travel long distances to fetch water from far off places.”

The local residents demanded immediate intervention of higher authorities for resolving the issue.

The residents said the village comprising some 40 households lacks potable water supply for the last seven days. “They said that no water scheme has been provided to the village and the residents have to walk up to two kilometres to fetch water from streams”.

They threatened to come out to lock the Xen’s office if PHE fails to provide regular water supply.

Meanwhile, the locals have demanded the intervention of district administration to redress the issue. “We urge district administration to look into the matter so that we have not to suffer any further,” a group of locals said. (GNS)

Pulwama attack blamed for non-functional of lift services at DH Anantnag

Srinagar, July 17 : The lift service at district hospital Anantnag is yet to see the light of the day even as the work was started seven months ago.

The non-functional lift service in the health facility, an associate hospital of the Government Medical College Anantnag, has meant continuous hardships to people, especially to the old-aged and handicapped.

When contacted, Medical Superintendent Anantnag Dr. Abdul Majeed Mahrab told that “at the time of its establishment, six years before, the hospital had space for the installation of lift services on which the work was started seven months.” It however stopped midway as “no engineer turned up to start it in the later part,” he said.

While divulging details about the installation of lifts, DGM Mechanical JKPCC Fasil Ahmad said that the job of Installation and commissioning of lifts was allotted to M/S Otis Elevators Company Chandigarh last year to complete it within six months. While the lifts were installed, he said, “Unfortunately in the aftermath of Pulwama attack, they withdrew their staff and cited security concerns.”

“On persuasion and our assurance they deputed a team to District Hospital Kulgam for which we had sought police protection while the work at Kulgam is going on. A team has been deputed for commissioning for both the lifts at District Hospital Anantnag and Kulgam, who have assured us to commission one lift by or before 25th of this month and the second one by or before 20th August.”

Meanwhile the work on the ‘foundation stand’ of Block A has been stayed by the orders of district court Anatntnag which was later on upheld by High Court.

Mohammad Hussain Dar DGM JKPCC (5th Unit) said that “tenders were floated twice but were stayed first by district court Anantnag and later on upheld by honorable High Court Srinagar.”

Expressing hope that the work will be started very soon, Dar said that the construction material has been already made available at the site. “We hope work will start very soon once the stay is vacated,” he added. (GNS)

Body of slain handed over to family; scores injured in clashes; internet snapped, colleges remain closed in Sopore, Baramulla

Srinagar, July 17 : A militant of Lashkar-e-Toiba outfit was killed in an encounter with government forces at Gund Brath area of Sopore in north Kashmir’s Baramulla district on Wednesday.

Reports reaching said that a joint team of army, SOG and CRPF launched a cordon-and-search operation today morning.

A police spokesman in a statement issued here said that the cordon was launched following a credible input in the area.

“During the search operation, the hiding militant fired on the search party. The fire was retaliated leading to an encounter”. 

“In the ensuing encounter, one militant was killed and the body was retrieved from the site of the encounter. The slain has been identified as Adnan Ali Channa resident of Arampora Baramulla,” the spokesman said.

The slain as per police records was affiliated with LeT and was wanted by law for his complicity in militant attacks including attack on security establishments and civilian atrocities, he said.

“According to the Police records, he was operating in the areas of Baramulla and Sopore and was involved in planning and executing several attacks in the area. Several crime cases were registered against him including Case FIR No. 41/2019 pertaining to the killing of a civilian Arjumand Majeed Bhat in Jatti Baramulla in March 2019, Case FIR No. 33/2019 pertaining to firing on a civilian Feroz Ahmad Gojree of Zaloora Sopore in May 2019. He was involved in recruiting locals to the militant ranks,” the spokesman said.

Pertinently with the efforts of Police and security forces it was a clean operation and no collateral damage happened during the encounter, he said.

“Incriminating material including arms and ammunition were recovered from the site of encounter. All these materials have been taken into case records for further investigation and to probe their complicity in other crimes,” the spokesman said.

People are requested to cooperate with police till the area is completely sanitized and cleared of all the explosive materials if any, he said.

Meanwhile, a police officer said that after conducting all legal medico formalities, the body of the slain was handed over to his family for last rites. According to reports and eyewitnesses, a large number of people attended the funeral prayers of the slain at his native village.

Following the killing of the local militant, youth took to streets at Arampora Baramulla and its adjoining parts and started pelting stones on police and paramilitary CRPF. The forces deployed in the area used battons and tear smoke to disperse them. The pitched battle continues for some time resulting in injuries to at least seven youths and several policemen including two police officers of ASI ranks.

In wake of the gunfight, authorities have snapped mobile internet services and suspended class work in Degree Colleges of Baramulla and Sopore.

An official of the administration said that the decisions to block the internet and suspend class work were taken to maintain the law and order in these areas. (GNS)

Till now, 25000 patients have availed benefits of free medical treatment under Ayushman Bharat

Srinagar, Jul 17 : Chief Secretary, B V R Subrahmanyam on Wednesday chaired a video conference with Deputy Commissioners (DCs) and Chief Medical Officers (CMOs) to review the status of implementation of the flagship Health Insurance Scheme-Ayushman Bharat-Pradhan Mantri Jan Arogya Yojna (AB-PMJAY), in the state.

Financial Commissioner, Health & Medical Education Department Atal Duloo, Director SKIMS, Soura Dr Omar Javid Shah, Principal GMC, Srinagar, Principal GMC, Jammu, CEO, State Health Agency, Ayushman Bharat and other senior officers were present in the meeting.

Emphasizing the need to cover all the 6.30 Lakh eligible families, Chief Secretary set a target of issuing Golden Cards under Ayushman Bharat to 55% of the eligible individuals by 31st August, 2019. At present 37% eligible individuals covering 57% of the eligible families have been issued Golden Cards and 25000 of these beneficiaries have already availed benefits of free medical treatment under the scheme in various Government and Private Hospitals including SKIMS Soura where more than 2000 patients have availed benefits followed by GMC, Jammu and GMC, Srinagar.

Chief Secretary also reviewed the district wise status of the number of patients who have availed benefit under the scheme. He directed the DCs and CMOs to ensure that all eligible individuals who go to the empanelled Hospitals for medical treatment avail the benefits of free treatment under the scheme.

Ayushman Bharat scheme provides a health cover of Rs 5 Lakh per family per year. There are 6.30 Lakh poor and vulnerable families entitled for health cover under Ayushman Bharat in the state as per the Socio-Economic Caste Census (SECC). Patients can receive free treatment in empanelled Government or Private Hospitals. As many as 127 Government and Private Hospitals are empanelled under the scheme in the state. 

Budgam Police seized 18.5gms of Heroin, arrests one notorious drug peddler

July 17: Police in its recent action targeting drug dealings in Budgam arrested one person at a checkpoint and seized contraband substance from his possession.

One person identified as Bilal Ahmad Bhat son of Abdul Rehman Bhat resident of Hyderpora was arrested for drug supply offences and shifted to Police Station Budgam where he remains in custody.

Officers at the checkpoint established at Sebdan Chowk intercepted a Maruti-800 car bearing registration number JK01M-4274 and seized Heroin weighing 18.5gms from possession of Bilal Bhat. Vehicle has also been seized in the matter.

Case FIR No 219/2019 under relevant sections of law has been registered in Police Station Budgam and investigation has been taken up.

Community members are requested to come forward with any information regarding drug peddlers in their neighbourhood. Persons found indulging in drug peddling will be dealt as per law.

Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace.

JK faces risk of Rs 2000 Cr loss: Hasnain Masoodi

New Delhi, Jul 17 : Jammu and Kashmir National Conference senior leader Member of Parliament from Anantnag Hasnain Masoodi on Wednesday said the state is at the risk of facing immense losses due to highway restrictions.

Hasnain Masoodi while raising the issue of reckless highway restrictions in the Parliament said that the State faced the risk of Rs 2000 crore loss due to High way restrictions. While replying to the demand for grants on Agriculture and Farmers Welfare Masoodi said, “ With the cold storage capacity of 5 percent of total produce and 1 percent commercial processing, the fresh fruit produced in current season will rotten unless immediately transported to fruit markets within and outside country. I therefore call for lifting of restrictions to facilitate fruit export.”

Masoodi reminded the Central Government that 3.5 million people were dependent on 2.5 million mt fruit industry and their interests could not be jeopardized. He also lamented over negligence of government towards removing the bottle necks for increased production of Saffron in the state. “The most important cash crop of the State that would earn millions in foreign exchange presents a tale of government’s apathy and failure of PM saffron mission.”

Referring to the Union Budget 2019-2020 as anti farmer Masoodi said, “With little relief to the 22 crore farmers; combining PM Kissan Saman Yujna with the budgetary demands helps the government to conceal the downslide in budgetary allocations for Agriculture and farmer welfare. The benefit under Saman is to elude 55 percent of the farmers as the benefit is linked to land and 55 percent of the framers are landless.”

Masoodi also put government in a spot on 3.7 percent decrease in allocation to ICAR and restricting allocation to research to mere 0.3 percent. “Such allocation is more than 1 percent in case of Brazil and Mexico,” he said in his reply.

He also underscored various discrepancies in Kisan Bima Yojna stating, “The benefit does not reach the insured as a farmer in case of crop failure is to prove that crop of entire taluka had failed or was destroyed, with 67 percent of farmers with less than a hectare, bulk of the farmers are left at the mercy of money lenders prone to exploitation, without an efficient and humane lending mechanism.”
