Trade of drugs rampant in Srinagar, Anantnag

Srinagar, Jul 10 : The drugs are taking a heavy toll on youth with Srinagar and Anantnag being the most affected districts of Kashmir Valley.

As per the official figures at least 312 cases were registered against the drug peddlers during 2018 in Kashmir, while 482 persons were arrested by police involved in these cases.

As compared against 2017, the data suggests that drug related crime is on the rise in Kashmir. At least 357 cases were registered in which 407 arrests were made in connection with them during the year 2017.

The seizure included huge quantities of several contraband substances like poppy straw, fukki, brown sugar, charas, heroine, ganja, bhung putri, and opium straw.

Poppy straw is the highest seized drug – 1734.7 kilograms, while other seized drugs include fukki (850.61 kilograms), brown sugar (6.88 kilograms) and charas (73.27 kilograms), apart from other seizures of banned capsules, and tablets, official figures reveal. The data suggests that the maximum number of cases (about 58% – 123 cases) have been registered in south Kashmir followed by north Kashmir (35%- 108 cases). The central Kashmir has registered lowest number of cases- 25% 81 cases.

J&K is also one among the six States-West Bengal, Manipur, Uttarakhand, Jharkhand, and Bihar-where maximum poppy cultivation is practiced, according to the report.

The trend has also been detected by The Narcotics Control Bureau of Union Ministry of Home Affairs’ which says that J&K is one among the top states in India in cultivation of illicit crops.

Another disturbing trend is use of various narcotic drugs including heroin has given way to intravenous drug usage, use of sedatives and painkillers.

‘This increases the intensity of addiction and hastens the process of complete subjugation to the narcotic dependence,” a police official told.

The official said that state police was adopting a two-pronged strategy to tackle the issue. “On the supply-side, we are carrying out intensive raids. Huge seizure of charas and tobbaco products have been made in the recent months,” the official added.

Over the years, drug addiction has become an area of gross concern. Our society had remained free of this menace for many centuries. However, times have changed and so have social benchmarks, moral values and economic avenues, experts say.

“The disintegration of family norms, trains of living a reasonable life in a rapacious world, struggle for existence in a competitive society have all destroyed the basic supportive framework of the society. Drug abuse in the last few years has increased manifold and is fast proving malicious to the society by causing physical. Psychological and intellectual decay. There has been increased morbidity and mortality. Enhanced crime rates, decreased productivity and wastage of economic potential of young generation,” a doctor at SMHS hospital told.

A source said that economic effects can be broadly measured that resources spent on law enforcement. Drug policies and other efforts aimed at drug interdiction which are actually the resources not spent on education Healthcare employment etc.

“The cost of treatment and rehabilitation services including burden on acute emergency care. The cost of drug itself to the individuals and families that go into debts. The cost of lost human productivity from morbidity and pre-mature mortality caused by substance use,” the source said. (KNS)

India skipper Virat Kohli rued the manner in which India lost the World Cup semifinal against New Zealand at the Old Trafford on Wednesday, saying the team played so well throughout the tournament only to bow out in the last-four stage due to a poor stretch of “45 minutes”.

“Forty-five minutes of bad cricket puts you out of the tournament. Difficult to take it — but New Zealand deserve it. Our shot selection could have been better, but we played good cricket throughout. New Zealand were braver in crunch situations and they deserve it,” Kohli said at the presentation ceremony, referring to the period in which India lost four top-order batsmen, including Rohit Sharma and Kohli, inside 10 overs.

India lost to New Zealand by 18 runs after restricting them to 239/8 in the rain-hit semifinal played over two days.

Indian batters were undone by Matt Henry”s brilliant opening spell as he returned figures of 3/37. Ravindra Jadeja (77) and MS Dhoni (50) shared a 116-run stand for the seventh wicket, but in the end that proved to be not enough, especially after Dhoni was caught short of crease by a brilliant direct hit by Martin Guptill.

“We got what we needed in the field. We knew we had a good day yesterday, we felt like we had the moment, but credit has to go to NZ bowlers for the swing and help they got from the surface,” Kohli said.

The skipper also showered praise on Jadeja, saying: “Jaddu had an outstanding couple of games. He went with so much clarity… MS had a good partnership with him. It was a game of margins and MS was run-out.

Govt to setup 100 veterinary polyclinics in JK: Dr Samoon

Srinagar, Jul 10 : The Department of Animal Husbandry is going to establish 100 veterinary polyclinics in the first phase of an innovative initiative to strengthen the livestock infrastructure in the State.

Principal Secretary, Animal, Sheep and Fisheries Department Dr Asghar Hassan Samoon today reviewed preparedness for the initiative during a meeting to take stock of the departmental developmental projects.

Director Animal Husbandry, Kashmir Purnima Mittal, Joint Directors, CAHOs of all districts, Joint Director Poultry Altaf Geelani, Vice President (SLBC)J&K Bank Fayaz Ahmed Bhat, and Deputy General Manager NABARD Qamar Javed were present in the meeting.

Director Animal Husbandry Department Jammu Dr Tahir Beigh, Joint Directors and CAHOs of Jammu districts participated in the meeting through video-conferencing.

Highlighting the importance of the infrastructural build-up of the Department across the State, Dr Samoon said that with the construction of polyclinics, veterinarians along with Para-vets will be available round-the-clock at these centres which will be equipped with modern laboratory facilities, medicines, vaccination and equipment.

The Principal Secretary also called for establishing training colleges at earliest for training of Para-vets and other staff in latest practices of veterinary sciences.

He also took a review of work for the establishment of mule breeding centres in Jammu and Kashmir divisions.

During the meeting, Dr Samoon reviewed implementation of centrally-sponsored Kissan Credit Card loan scheme extending benefits to livestock and fisheries sectors. He was informed by the officers that initiative has been well received by the people to meet their working capital needs besides providing them access to organized sector credit.

He said that the Government is exploring more ways for enhancing the quality and productivity of livestock rearers output.

He impressed upon the officers and bankers to chalk out a joint strategy to bring maximum people under the cover of the Scheme at an earliest.

India crash out of World Cup after top-order collapse

Manchester, July 10 : He came, he put on a show, but Ravindra Jadeja failed to conquer as India crashed out of the World Cup after losing to New Zealand by 18 runs in the semifinal at the Old Trafford on Wednesday.

Questions about India”s over dependence on the top-order was time and again shot down by the team management over the past month, but it did finally haunt them on the big stage — the semifinal of the World Cup.

On a wicket tailor-made for the bowlers, Jadeja did play a blinder (77 off 59 balls, 4×4. 6×4). But it was too late in the day as the top-order collapse came to haunt India at the end. Credit also goes to the Kiwis for making it to their second consecutive final after finishing runners-up in 2015.

Needing 52 off the last five overs, Jadeja looked to be guiding India home under the tutelage of former skipper Mahendra Singh Dhoni, but Trent Boult had the last laugh as he dismissed Jadeja in the 48th over to bring New Zealand right back into the game. Jadeja”s 77-run knock was the highest in the history of World Cup for a batsman batting at number eight in the second innings, but it was just not enough to take India home.

The untimely run out of Dhoni (50 off 72 balls, 4×1, 6×1) in the 49th over was the final nail in the coffin. It was ironic that the man who is known as one of the best judges of run was run out while going for a double. Martin Guptill”s direct hit was too good even for Dhoni.

Chasing 239, India were 92/6 and looking down the barrel before Jadeja joined Dhoni and raised hopes of a counter. In the end, their partnership of 116 runs was the highest in the history of World Cup for the seventh wicket.

But the start was a disaster for India as the in-form Rohit Sharma (1), skipper Virat Kohli (1), opener K.L. Rahul (1) and Dinesh Karthik (6) were done in by some beautiful bowling by Matt Henry and Trent Boult.

While Henry sent Rohit back with a beauty, Boult was slightly lucky to get Kohli leg-before to a ball which looked to be high to the naked eye. Kohli did call for a review, but it was umpire”s call and a dejected skipper had to walk back withe scoreboard reading 5/2.

Rahul refused to learn from the mistakes of the senior batsmen as he kept the bat hanging outside as a Henry delivery took the edge and landed in the hands of wicketkeeper Tom Latham. Karthik too looked like a cat on a hot tin roof in his short stay in the middle, which came to an end when Jimmy Neesham picked a beauty at point to hand Henry his third wicket.

The top-order collapse saw India stranded at 24/4 when Rishabh Pant and Hardik Pandya joined hands to weave a 47-run partnership for the fifth wicket before a slog sweep off Mitchell Santner saw Pant (32 off 56 balls) walk back to the pavilion, much to the dismay of skipper Virat Kohli in the dressing room. The score read 71/5 when Dhoni walked in to join Pandya.

The scoring rate was slow, but the fact that Dhoni was guiding Pandya meant that India were in the game. The Kiwi bowlers kept bowling a tight line and that finally saw Pandya lose his cool and try a hoick over mid-wicket. But the ball went straight up and Kane Williamson took a brilliant catch.

But the wicket turned out to be a blessing in disguise for India as Jadeja seemed to be batting on a different track altogether as he hit the Kiwi bowlers all around the park. Going into the last 10 overs, India needed 90 runs and it was always a question of picking that one wicket for the Kiwi bowlers.

Earlier, resuming on 211/5, New Zealand finished on 239/8 in their 50 overs after rain interrupted play 46.1 overs into their innings on Tuesday. Jasprit Bumrah had spoken about wickets slowing down towards the business end of the tournament and it was evident during the first semifinal as the Indian bowlers made full use of the conditions after Williamson won the toss and opted to bat.

Ross Taylor was the only bright spot for New Zealand as he hit a 90-ball 74 before being run out, courtesy a direct hit from Jadeja in the 48th over. Jadeja then followed it up with a brilliant catch off the first ball of the next over from Bhuvneshwar Kumar (3/43) as Tom Latham had to walk back for 10. On Tuesday, Williamson also played his part by hitting a 95-ball 67 as former cricketers criticised the slowness of the pitch for the crucial encounter.

Slower bouncers, cutters and the knuckle balls ruled the roost as the Indian bowlers showed why they are considered one of the best in world cricket at present. Even as the team management surprised many by deciding to drop the in-form Mohammad Shami, the trio of Bumrah, Bhuvneshwar and all-rounder Hardik Pandya showed that they were up for the challenge.

Such was the struggle of the Kiwi openers that the first run in the innings came in the 3rd over, the 17th ball to be more precise. And as they say, morning did show the day as it was a struggle for the New Zealand batsmen right through. In fact, even the in-form Williamson looked a pale shadow of his ususal self as he looked to dig in and score some runs for his bowlers to defend.

While Nicholls did all the hardwork, he was dismissed in the 19th over by a beauty from Jadeja which turned just enough to beat the edge of the bat. The 51-ball 28 was just not the knock he would have wanted to play after digging in deep.

But it wasn”t any easier for Ross Taylor either as he looked to have hit a rut. In fact, at one stage he wasn”t even able to pick the singles. But the two did try their best to spend time in the middle to stretch the partnership and keep wickets in the bag.

Taylor was given a half-life on 22 as Dhoni failed to latch onto one that dropped almost in front of his gloves off Bumrah. A front leap instead of a sideways dive could have seen him pick that up. Williamson was finally dismissed against the run of play by Chahal as one seemed to grip just enough to have the skipper play it early. The literal lob was gobbled up by Jadeja behind point as Williamson walked back for a 95-ball 67 in the 36th over.

The move to have Jimmy Neesham come in as a pinch-hitter didn”t work any wonders as he managed just 12 off 18 balls. Taylor continued his struggle and was also saved by DRS after the umpire gave him out on 56. While rain then cut short the innings on Tuesday, the Kiwis managed to score 28 runs off the remaining 23 balls for the loss of three wickets on Wednesday. In total, 84 runs came off the last 10 overs.

Atal Dulloo appreciates efforts of H&ME Deptt for registering decrease in Child Mortality Indicators

Srinagar, Jul 10: Continuing its efforts towards reduction of Child Mortality Indicators, the State of Jammu and Kashmir has registered a significant decline in the Under 5 Mortality Rate from 26 to 24 as per latest Sample Registration System (SRS 2017) data issued by Registrar General of India.

The current national average of Under 5 mortality rate stands at 37 much higher than that of the J&K State.

The Department of Health and Medical Education informed that the decline in Under 5 mortality rate has led to attainment of Sustainable Development Goal by Jammu & Kashmir much earlier than the proposed target of 2030.

The Department with active support from National Health Mission (NHM) has put strenuous efforts to provide essential newborn care at Government health institutions across the State through Facility Based and Home-Based Newborn Care.

Special New-born Care Units (SNCU) have been established in 26 District/other equivalent Hospitals, New Born Stabilization Units (NBSUs) in 67 CHCs level and New Born Corners (NBCCs) in 282 delivery points with financial and technical support from National Health Mission.

The progress in scaling up the interventions to save the lives of the newborn has substantially accelerated during recent times leading to reduction in Child Mortality Indicators, some of the measure in this regard include, strengthening of NICUs, SNCUs strengthening of labour Rooms in peripheral public health institutions, implementation of Janani Shishu Suraksha Karyakram, hiring of manpower etc, the Department said.

Meanwhile, Financial Commissioner Health & Medical Education Department Atal Dulloo and Bhupinder Kumar, Mission Director NHM, J&K have appreciated the efforts of all the field functionaries including doctors, paramedical staff, ASHA workers and Programme Management Unit staff for their continued efforts to improve maternal and new born care in the State.

They have stressed for sustained efforts in future for better health care service delivery so as to further improve the maternal and child health indicators in the coming years.

Advisor Ganai approves expansion plan for ESIC in its 16th Board meeting

Various measures for establishment of new facilities, enrolments in offing

Srinagar, Jul 10 : Advisor to Governor, Khurshid Ahmad Ganai, today approved a massive expansion plan of Employees State Insurance Corporation (ESIC) for implementation during the next financial year.

The decision in this regard was taken in the 16th regional board meeting of ESIC held under his chairmanship. The regional chapter was asked to gear up for reaching out to uncovered areas and large-scale new enrolments.

The meeting was attended by the members of the Regional Board including Commissioner-Secretary, Labour and Employment, Saurabh Bhagat (Vice President), Labour Commissioner Bashir Ahmad Khan, Arun Sharma Administrative Medical Officer (AMO) ESI Scheme, Ashok Kumar Rawat Regional Director, ESIC Jammu (as Member Secretary) and other members including Lalit Mahajan, M. Afzal Parry, Laxman Ravinder Singh, Shiv Kumar Sharma, Kapil Bakshi, and Javid Zarger representing the Labour, Industries, employees and employers of the state.

Ganai who is also the Chairperson of the Regional Board of ESIC expressed his gratitude to Government of India for slashing the premium from 6% (Employer 4.75% and Employee 1.75%) to 4% (Employer 3.25% and Employees 0.75%) of the wages. He said that this step would go a long way in giving a major shot in the arm of this social security scheme. It was decided in the meeting that measures would be taken to cover all the 5.5 lakh beneficiaries of contributory provident fund scheme under the ESI scheme, which has around 2.63 lakh beneficiaries currently.

The Board also decided to establish a tertiary care 100-bedded ESI hospital at Ompura Budgam for which 40 kanals of land has already been

identified. Besides, 30-bedded hospitals would also be set up in the industrial estates at Kathua, Samba, Rangreth and Khonmoh. In order to cater to the uncovered areas, the Board also decided to run ESI assisted state-run dispensaries at Ramban, Doda, Poonch, Kishtwar, Anantnag, Shopian, Kulgam, Baramulla, Ganderbal, Kupwara, Rajouri, Leh, Kargil and Bandipora. This would ensure in bringing whole state under the ambit of the social security scheme provided by ESI Corporation.

An in-principle approval was also given for constitution of state autonomous society under the ESI Act for effective disbursement of medical care facilities in the state. This measure was taken in light of rechristening of the plan by the central government.

Ganai exhorted upon the officers to run the rigorous campaigns for creating massive awareness among both the employees and employers.

This oldest social security scheme, he expressed, holds a massive promise for safeguarding the interests of workers. It was given that there is absolutely no bar on the medical reimbursements to be made under the scheme. He advised the Regional Director to take every measure for realizing the goals this scheme was originally constituted to achieve.

The Chairman directed the officers to dispose-off all the pending claims within the next 15 days. He instructed for devising proper mechanism in settling all the 700 pending claims of insured persons within the set deadline. He further enjoined upon the AMO that only medicines of superior quality should be procured and distributed among those availing the services.

Ganai also urged the members to work with zeal in a missionary mode for percolation of benefits envisaged under the scheme down to every potential beneficiary in the state.

Demands movement of fruit laden trucks from Srinagar to Jammu on priority

Srinagar, Jul 10 : Jammu and Kashmir National Conference party vice president Omar Abdullah on Wednesday expressed dismay over the frequent intimidation and restrictions on the sole highway connecting Kashmir with the rest of country.

Party vice president while interacting with the delegation of fruit growers from Sopore said, “The party is privy to the difficulties the people of the state are facing in wake of the reckless highway ban. The marginalized traders, the fruit growers are in particular at the receiving end of it. Our party has been raising the issue at all appropriate forums. Our parliament members are continuously raising the issues concerning the state in the parliament.”

The fruit grower’s delegation that had called the party vice president at his residence apprised him about the range of difficulties they are facing in wake of reckless high way ban. The visiting delegation apprised the party vice president about the plethora of miseries that the general public is facing because of the recurring diktats. Party vice president assured the visiting delegation to take their issues concerning them at appropriate forums particularly to expedite the movement of fruit laden trucks on priority basis.

Urging the incumbent governor administration to ensure the quick widening of Udampur –Banihal stretch he said, “The road widening between the Banihal –Udampur Stretch is also impeding the hassle free movement of the trucks laden with perishable items mostly fruits and live stock. The frequent traffic jams on the stretch has become a nuisance which needs to be addressed to,” he said adding, “The harassment and the frequent restrictions on the highway is also adding to the mounting woes of the traders and business community in the valley. The highway is already fraught with innumerable bottlenecks.”

Among others party provincial president Nasir Sogami, spokesperson Aga Syed Ruhullah Mehdi, Nazir Ahmad Khan Gurezi, Prof. Abdul Majeed Matoo, and Dr. Muhammad Shafi were also present on the occasion.
