Ms Vasundhara Pathak Masoodi appointed as Chairperson, J&K State Commission for Protection of Women & Child Rights

SRINAGAR, JULY 9: The State Administrative Council (SAC) headed by Governor, Satya Pal Malik accorded sanction to the appointment of Ms. Vasundhara Pathak Masoodi as Chairperson of the Jammu & Kashmir State Commission for Protection of Women & Child Rights.

The Jammu & Kashmir State Commission for Protection of Women & Child Rights Act, 2018 provides for constitution of State Commission for Protection of Women and Child Rights and Courts for providing speedy trial of offences against women and children or violation of women and child rights

Section (4) of the Jammu & Kashmir State Commission for Protection of Women & Child Rights Act, 2018 provides for appointment of Chairperson and Members who shall be appointed on the recommendation of a three-member Selection Committee. Vide Government Order No. 329-GAD of 2019 dated 05.03.2019, a Selection Committee was constituted under the chairmanship of Advisor (G) to recommend a suitable name for the position of chairperson.

The Selection Committee held extensively deliberations to scrutinize the nominations in light of the relevant provisions of the Jammu & Kashmir State Commission for Protection of Women & Child Rights Act, 2018. After examining the relative merit of each nomination/application, the Selection Committee recommended the candidature of Ms. Vasundhara Pathak Masoodi for the position of Chairperson, Jammu & Kashmir State Commission for Protection of Women & Child Rights.

Ms. Vasundhara Pathak Masoodi is a practicing lawyer in the Supreme Court of India, High Courts of Delhi, Punjab, Haryana and Jammu and Kashmir and various other Courts/Tribunals. She is a women and child rights activist, committed to the cause of women and children. She has successfully argued several cases relating to discrimination against women including the cases of domestic violence.

With the appointment of Chairperson, the Commission will start functioning to address various issues relating to the violation of women and child rights as per constitution and law.

Metrology department penalizes medical diagnostic Lab for issuing inaccurate test report

Srinagar, July 9, : The department of Legal Metrology after receiving a complaint from a consumer, against a diagnostic medical laboratory, for issuing an incorrect medical report of blood, showing high TSH level, penalized the Lab for negligence.

Due to this, the consumer was plunged into deep mental agony, thinking that she is suffering from the hyper-thyroidism. Subsequently she repeated the medical test at two different labs on the following day, in order to ascertain whether she was actually suffering from the disease or not .To her surprise, the reports produced by the two labs revealed that the patient had normal TSH level. The complainant rushed to the medical lab whose report showed the high levels of TSH in order to make them aware of their negligence, but the management of the blood collection centre instead of confessing its mistake, mis-behaved with the consumer, which prompted her to lodge a written complaint in the Legal Metrology Department for deficiency of service.

The department issued a show cause notice to the management of the lab and the management in turn confessed that the sampling error may have crept in while collecting the blood sample. Both the parties were heard in-person and they mutually agreed to settle the complaint amicably outside the purview of Consumer Court. The management of the lab apologized to the complainant and paid her Rs.5, 000 as compensation for her deep mental agony. The department also slapped a fine of Rs. 2,000/- on the medical lab for using un-revivified precision digital scale in their premises.

The department of Legal Metrology is also enforcing the J&K Consumer Protection Act, 1987 and is vested with powers to lodge consumer complaints in the Consumer courts of the state. The aforesaid Act is in addition to all the existing consumer friendly laws.

Rasheed-led PUF begins three day sit-in to demand tunnels for Karnah and Gurez

Former legislator Er Rasheed on Tuesday staged a sit-in near Civil Secretariat here along with activists of Peoples United Front (PUF) to demand tunnels for Gurez and Karnah areas.

“People of Karnah, Gurez and other border areas have every right to live with honour and dignity,” Er Rasheed said while addressing journalists after launching the three-day sit-in.

He said that the residents of Karnah and Gurez need tunnels and not LoC shelling, Bofors guns, arms and ammunition.

“Every year precious lives are lost and the areas remain cut off for months together in bad weather. While people on the other side of the LoC have better roads and other basic amenities but unfortunately people from our side are living a miserable life. Government must wake up and listen to the sufferings of people of Gurez and Karnah,” he said.

Rasheed said that the protest was being held not only to ask the union government to take notice of miseries and misfortunes of people of border areas but the entire people of J&K must wake up and speak for people of Karnah and Gurez.

Put an end to bloodshed, HR violations in all forms: Hurriyat (M) to Indo-Pak

Srinagar, Jul 09 : Hurriyat Conference (M) Tuesday said that the release of second detailed UNHRC report on Kashmir documenting the serious human rights violations and pattern of impunity is significant.

“The report again reiterates the grave human rights situation in the valley and calls for the “urgent need to address the past and ongoing human rights violations and deliver justice to the people in Kashmir,” spokesman said in a statement issued.

He said that both India and Pakistan should implement the recommendations and remedies reiterated in the OHCHR report from 2018.

Hurriyat (M) urged both India and Pakistan to engage with each other and with the people of J&K and to move forward on resolution of the UN acknowledged Kashmir issue and put an end to bloodshed and human rights violations in all forms and on all sides and allow humanity to prevail.

Meanwhile, Hurriyat (M) expressed concern on the health condition of Kashmir political prisoners in various jails across India and the extension in custody of JKLF chairman Mohammad Yasin Malik by the NIA.

Yasin Malik imprisonment: Court issues arrest warrant against Dy Secretary Home

Srinagar, July 09 : The State Human Rights Commission (SHRC) on Tuesday issued a balliable warrant against Deputy Secretary to Government for failing to appear in the case of continuous detention and imprisonment of JKLF chief Yasin Malik.

SHRC member Dishad Shaheen issued the warrant on a petition moved human rights activist Ahsan Untoo.

The petitioner pleaded that despite notice to Deputy Secretary Home Department has not been responding.

“Issue a balliable warrant of arrest to Mushtaq Ahmad (KAS), Dy. Secretary to Govt. (Home) Department in the amount of Rupees 2000 to be executed by SHO P/S Shaheed Gunj”, reads an order issued by SHRC member, a copy of which lies with news agency.

The matter has been posted again on July 15 .

The petitioner seeks the release of JKLF chief under PSA, which according to him is a gross violation of human rights and was against international human rights conventions.

The petitioner stated that Malik was arrested on “frivolous charges” and was later slapped with PSA. He was sent to Kot Balwal Jail in Jammu without following the law laid down by the Supreme Court which categorically states that any person who is detained under preventive custody has to be lodged at the nearest jail to his/her home.

The petitioner also stated that Malik is suffering from various ailments and needs continuous medical check-up by specialised doctors. Untoo said that despite the state being aware of the health problems of the detainee, he was shifted to outside jail.

He further submitted before the Commission that Malik was a well-known political personality and his pleading the just cause of people was no crime.

Untoo demanded that Yasin Malik be shifted back to Srinagar as early as possible in the interests of justice. (GNS)

Reorientation of state’s political discourse imperative to make it people centric: Hakeem

Budgam, Jul 09 : Chairman PDF, Hakeem Yaseen Tuesday asked his party cadres be ready to bring a new change in the states political discourse to make it people oriented. He said time has come to say goodbye to opportunistic and self centered political parties.

Speaking at party convention in Budgam, Hakeem as per a statement issued to KNO asked the party workers to expand their outreach to the people at gross roots level and educate them about need of hour to change political discourse in the state so that its main focus is concentrated on redressal of burning public issues.

“Restoration of the civilian supremacy and democratic institutions in the state was the first priority of People’s Democratic Front (PDF),” Hakeem Yaseen maintained while asking his party workers to isolate opportunistic and exploitative political parties. He said people of the state have been repeatedly betrayed since 1947 by the power hungry political parties.

He said mandate of the people and interests of the state were repeatedly bartered for power list. He said it was due to repeated betrayals which have germinated into the prevailing disenchanment and alienation among the masses.

He underscored the need to bring forth honest and credible voices who can successfully overcome the prevailing political vacuum and uncertainty in the restive state.

Hakeem Yaseen said the new leadership shall have to pursue the peaceful resolution of Kashmir issue which was imperative for restoration of peace in the subcontinent. He said PDF would give any sacrifice for protection of the special status of the State.

He said nobody will be allowed to change the demographic status of the state adding that his party was duty bound to come up to the aspirations of the people.
 

Students of BA LLB from CUK demand change in date sheet

Srinagar, Jul 09 : The students of 8th semester of B.A L.L.B from Central University of Kashmir Tuesday said that the issues pertaining to them in the varsity are not being redressed since long, thus leaving them to lurch at large.

Talking to news agency, the students said that the unresolved issues have resulted in hardships to them.

“We approached to the higher ups several times but nothing has been done so far,” they said, adding that “the examination controller yet again asked us to approach the coordinator with regard to the issues.”

The students said their date sheet was announced at a very short notice. They added that the administration has failed to give sufficient time to the students for the preparation.

They demanded the date sheet be changed so that the students could heave a sigh of relief.

They appealed higher authorities to look into the matter at an earliest. (KNS)

Drug abuse responsible for hepatitis epidemic in Kashmir: DAK

Srinagar, July 09 : Doctors Association Kashmir (DAK) on Tuesday said drug abuse is responsible for spread of hepatitis infection in Kashmir.

“Drug addicts are at a higher risk of contracting hepatitis and HIV and have the potential to spread these deadly infections to others,” said DAK President Dr Nisar ul Hassan in a statement issued.

“61 cases were tested positive for hepatitis C, 17 for hepatitis B and one for HIV during a screening of drug addicts at SMHS drug de-addiction center in the year 2018-19,” he said.

“This is the tip of the iceberg as most of the drug addicts do not seek medical attention and are not tested,” he added.

Quoting a study, Dr Nisar said each drug addict infected with hepatitis virus is likely to infect 20 others and this rapid transmission of the disease occurs within the first 3 years of initial infection.

“While much is being talked about substance abuse crisis in Kashmir, hidden beneath it lies another danger, the increasing spread of hepatitis and HIV infection associated with drug abuse,” he said.

“There is epidemic of hepatitis in the valley and substance abuse is the factor,” Dr Nisar said.
“According to a study published in 2017, screening of 2000 patients who attended Government Dental College and Hospital Srinagar revealed prevalence of 12 percent for hepatitis B and C infection respectively,” he said.

“38 percent population of two twin villages of Takia-Magam and Sonbarie in Kokernag area were found to be infected with Hepatitis C infection,” Dr Nisar Quoted another study adding that during a screening in 2018, 420 persons were found positive for hepatitis B and C in Vehil zone of Shopian area.

“There are around 460 cases of HIV infection registered in SKIMS hospital,” he informed.

“Hepatitis B, C and HIV infections are serious medical conditions and infected patients may not have outward symptoms of the disease for many years. That delayed onset makes screening important,” advocates Dr Nisar.

“These infections not only threaten drug users but the entire population is at serious risk. It is a ticking time bomb ready to explode,” cautioned Dr Nisar.

Illegal codeine seized in Sopore : Police

Sopore,July 09 : Sopore police on Tuesday claimed to have seized 80 bottles of illegally manufactured codeine from a residential house in north Kashmir’s Baramulla district.


Police in a statement said that acting sternly against the menace of drugs inorder to to weed out this social crime from the society, Sopore Police received an information through credible sources regarding the banned drugs.


Statement reads that acting swiftly on this information a Police Party of Police Station Sopore led by station house officer Azim Iqbal under the supervision of DySP Sopore Raja Majid raided the house of Rouf Ahmad Mir son of Ghulam Hassan Mir resident of Adipora Sopore and recovered 80 bottles of Codeine.


Police statement further reads In this regard case FIR No. 188/2019 U/S 8/22 NDPS Act is registered in Police Station Sopore and investigation has been taken up.

Pakistan welcomes UN report on Kashmir, cautions rights body against comparisons with PaK

Pakistan has welcomed the new United Nations report on the situation in Kashmir, which for the second consecutive year called for setting up of a Commission of Inquiry (CoI) for investigating human rights abuses being perpetrated by government forces in the valley.

On Monday the United Nations in a report said that neither India nor Pakistan have taken any concrete steps to address the the numerous concerns raised in an earlier report by the rights body.

The UN human rights report on the situation in Kashmir and Pakistan-Administered Kashmir from May 2018 to April 2019, said the number of civilian casualties reported over the 12-month period may be the highest in over a decade.

Pakistan while welcoming the report cautioned the UN Office of the High Commissioner for Human Rights (OHCHR) against comparing the situation in Kashmir with Pakistan administered Kashmir and Gilgit-Baltistan.

“We again welcome the OHCHR’s recommendation for the establishment of a Commission of Inquiry (CoI) to investigate the gross and systematic human rights violations in Indian occupied Jammu & Kashmir,” the Foreign office of Pakistan said in its reaction to the OHCHR report, whose launch coincided with the third death anniversary of Burhan Wani.

This second OHCHR report specifically notes the sharp aggravation in the situation after the Feb 14 attack on Indian paramilitary forces in Pulwama that had led to a military stand-off between Pakistan and India. It said that post-Pulwama situation continues to impact the rights of the Kashmiris, including the right to life.
