New Delhi: Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya today inaugurated a 30-bedded Employees’ State Insurance Corporation (ESIC) Hospital at Ompora, Budgam, strengthening healthcare access and social security infrastructure for workers and their families in Jammu & Kashmir. The newly inaugurated hospital is the first ESIC hospital in Kashmir, marking a historic milestone in the expansion of worker welfare services in the region.

Addressing the gathering, Dr. Mandaviya said, “A country that values the dignity of its workers is unstoppable on the path of progress.” It is the workforce whose tireless effort that takes the nation forward, and the welfare of workers must therefore remain at the centre of governance, he added. “The Government under the leadership of Prime Minister Shri Narendra Modi is committed to ensuring dignity, security and healthcare for every worker in the country,” he emphasised.

 

Dr. Mandaviya further said, “India’s commitment to worker welfare has received global recognition. In 2025, the International Social Security Association honoured our country with the ‘Excellence in Social Security’ Award. Our social security coverage has risen from 19 per cent in 2015 to 64.3 per cent in 2025, as per data published by the International Labour Organisation.”

Highlighting the transformative impact of the four Labour Codes that were brought into effect last year, the Union Minister said these reforms have modernised India’s labour ecosystem and made it more worker-centric, transparent and future-ready. He said, “The new Labour Codes guarantee several long-awaited protections for workers, including annual health check-ups, mandatory appointment letters, and minimum wages. The provision for annual health checks through ESIC hospitals will allow early detection of diseases, ensure preventive healthcare for workers, and secure their future.”

The Minister noted that ESIC has evolved into one of the strongest pillars of worker welfare in the country since its inception in 1952. Today, the scheme provides healthcare and social security benefits to 3.84 crore insured persons and nearly 15 crore beneficiaries across India. He also noted that the convergence of ESIC with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana has further expanded access to cashless treatment for beneficiaries across empanelled hospitals.

As part of the event, Dr. Manuskh Mandaviya felicitated workers who had contributed towards building the hospital in Ompora, and also gave various social security benefits to Insured Persons from the Union Territory of Jammu and Kashmir.

Built at a cost of ₹165 crore, the hospital has been established with provision for expansion up to 100 beds and is expected to directly benefit more than 50,000 workers and their family members. The ESI Scheme was introduced in the Union Territory of Jammu & Kashmir on 16th October 1989, covering about 7,000 workers in Jammu, Kathua, and Srinagar. At present, the ESI Scheme is implemented across all districts of J&K UT serving approximately 1,83,119 insured persons and about 7,00,000 beneficiaries and is administered through the ESIC Regional Office at Jammu and the Jammu-Kashmir Employees’ State Insurance Society (JKESIS).

The inauguration ceremony was attended by senior officials of the Ministry of Labour & Employment, ESIC, local administration and public representatives.

Jammu Kashmir Bank appoints two officers as Additional Directors

Srinagar, Apr 24: The Board of Directors of Jammu Kashmir Bank has approved the appointment of 1996-batch AGMUT cadre IAS officer Ashish Kundra and banking professional Pravin Raghavendra as Additional Directors.

The decision was taken at a Board meeting held on April 22, 2026, and is subject to shareholders’ approval.

Ashish Kundra has been appointed as an Additional Director under the category of Rotational Directors. He is currently serving as the Chief Secretary of the Union Territory of Ladakh.

Pravin Raghavendra has been appointed as an Additional Director in the category of Independent Directors for a period of three years, from April 23, 2026 to April 22, 2029.

The appointments are aimed at strengthening the bank’s board with administrative and professional expertise.

Indigenously Developed Silicon Photonics Technology Solutions Launched in Chennai

Krishnan, Secretary, Ministry of Electronics and Information Technology (MeitY), Government of India, launched two Silicon Photonics technology solutions: (a) Silicon Photonics Process Design Kit (PDK) for photonics chip manufacturing, and (b) Universal packaged PPIC (Programmable Photonic Integrated Circuit) Test Engine indigenously developed at MeitY sponsored CoE-CPPICS, IIT Madras [https://cppics.iitm.ac.in/], in presence of Shri Amitesh Sinha, Additional Secretary, MeitY and CEO of India Semiconductor Mission (ISM), Prof Shanti Bhattacharya, HoD DoEE, IIT Madras, Governing Council Members of the centre. The launch took place on Friday, 24th April 2026. This is a major milestone in Silicon Photonics technology sovereignty for India and will serve as a shared national facility for the Indian photonics R&D community.

Indigenously developed Silicon Photonics Process Design Kit (PDK) has over 50 verified components. Newborn Death Sparks Allegations of Medical Negligence in Ganderbal, Probe Ordered

Ganderbal, April 24 : A family from Gutlibagh area of central Kashmir’s Ganderbal district has alleged medical negligence by doctors following the death of their newborn baby at District Hospital Ganderbal.

According to the family as per news Kashmir Despatch the expecting mother had been admitted to the hospital two days prior to the incident after her pregnancy had crossed the due date, with the surgery reportedly scheduled for April 20. The family claimed they repeatedly requested doctors to refer the patient to SKIMS Soura if the case could not be handled locally, but their pleas were allegedly ignored.

“They kept telling us that everything was normal. Even 15 minutes before the surgery, doctors said the baby was fine. Suddenly, they decided to take her for surgery, and after the procedure, the baby was declared dead,” a family member alleged.

The bereaved family has demanded a thorough investigation into the matter and sought strict action against those found responsible. They have urged higher authorities to intervene and ensure justice.

Meanwhile, the Medical Superintendent Ganderbal, while speaking to reporters, said that a team has been constituted to look into the incident. “The team has been asked to submit its report within two days, after which further action will be taken based on the findings,” she said.

The incident has triggered concern among locals, who are calling for accountability and improved healthcare services in the district.

“One Million Trees for Pir Panjal” Campaign Reaches South Kashmir with Mega Plantation Drive at Gurwatan, Aharbal, Kulgam

Kulgam: In a significant expansion of the people-led ecological movement ‘One Million Trees for Pir Panjal,’ the School for Rural Development and Environment (SRDE), in collaboration with the Forest Department Kulgam Division and the Nature Conservancy Alliance (NCA), today organized a mega plantation drive at Gurwatan, Aharbal in Kulgam district.

Around 150 volunteers participated in the drive, representing a wide spectrum of institutions and community groups, including SRDE, NCA Youth Wing, Pir Panjal Adventure Club, Forest Rights Coalition J&K, J&K RTI Movement, Forest Division Kulgam, KIA Motors, and students from Government High School Tangmarg, Kulgam. Together, they planted deodar saplings, symbolic of ecological resilience and long-term environmental security.

The programme began with a welcome address by Divisional Forest Officer (DFO) Kulgam, Mr. Mohd Ashraf Kutto, who highlighted the ecological significance of such initiatives. He emphasized that community-driven plantation efforts are essential for restoring degraded forest areas, strengthening biodiversity, and ensuring slope stability in the mountainous terrain. He reiterated that forests must be seen as critical ecological assets, not expendable resources.

Mr. Mushtaq Wani, COO of KIA Motors, appreciated the leadership of SRDE and NCA in driving this campaign. He acknowledged the importance of corporate participation in environmental initiatives and expressed his organization’s commitment to supporting the ongoing movement for ecological restoration in the Pir Panjal region.

Delivering the keynote address, Dr. Shaikh Ghulam Rasool, Founder of the Nature Conservancy Alliance, articulated a compelling vision linking forest health with Kashmir’s future. He stressed that agriculture, horticulture, and water systems are pillars of the region’s economy, and are directly dependent on the integrity of forests and mountain ecosystems.
“Healthy forests are our strongest defense against climate instability,” he said. “They regulate water cycles, protect soil, and sustain livelihoods. If we neglect them, we endanger our economy, our environment, and our future.”

He further emphasized that climate change is already impacting the Himalayan region through erratic weather, declining water sources, and ecological degradation. He called for a shift towards ecological responsibility, urging communities and institutions to treat forest conservation as a collective duty.

Mr. Zahid Parwaz Choudhary, Tribal Leader and Convenor of the Forest Rights Coalition J&K, highlighted the critical role of pastoral communities in sustaining ecological balance. He noted that pastoral economies contribute nearly 12% to the region’s GDP and remain a key source of organic livestock products.
“Pastoral communities are naturally climate-resilient,” he said. “Protecting forests must go hand in hand with conserving rangelands and pastoral culture. Sustainable mountains depend on both ecological and cultural continuity.”

Shameem Ahmed Shah, Vice President of SRDE, thanked the NCA Youth Wing for their active role and appreciated the Forest Department Kulgam & Mr M Ashraf for its support and excellent coordination. He also acknowledged the encouragement of the Chief Conservator of Forests (CCF) Kashmir, Mr. Irfan Rasool, in strengthening such grassroots environmental efforts.

Ms. Tanub from NCA reinforced the call for youth engagement, urging young people across Jammu & Kashmir to actively join the “One Million Trees for Pir Panjal” campaign. She described the initiative as a movement for water security and a healthier future, driven by youth leadership and community participation.

Mr. Junaid Andrabi, Convenor of the J&K RTI Movement, called upon the people, especially youth, to become active stakeholders in protecting forests and mountains. He stressed that the region’s agriculture and horticulture sectors, which form the backbone of its economy, are directly linked to ecological health. Our forests are not separate from our economy, they sustain it and protecting them is essential for safeguarding livelihoods and ensuring long-term prosperity.

Jammu, Apr 24: Chief Justice of J&K and Ladakh High Court, Justice Arun Palli, on Thursday underscored that journalism must be guided by truth, verification and integrity rather than speed alone, asserting that the profession holds a vital and noble place in public life.

Addressing a gathering after presenting the RK Chhibber Memorial Best Journalists of the Year Award, organised by the Chhibber Memorial Trust in collaboration with the Press Club of Jammu, as per news agency Kashmir News Corner — KNC, Chief Justice said journalism plays a crucial role in strengthening democracy by informing citizens, highlighting public issues and ensuring accountability.

He observed that journalists often act as the voice of the unheard and a mirror to society, adding that the profession is rooted in truth and service. He termed journalism as one of the strongest pillars of democratic systems.

Highlighting challenges in the digital age, Justice Palli said while technology has accelerated communication, it has also increased the responsibility of maintaining accuracy and public trust. He stressed that credibility, balance and integrity must remain central to journalistic practices.

He further said that values like honesty, discipline and commitment to truth continue to define real journalism, advising young journalists to uphold fairness despite changing tools and platforms.

Paying tribute to Prof. R.K. Chhibber, the Chief Justice said the awards in his memory recognise journalists who contribute meaningfully to society and democratic discourse.

He congratulated the awardees for their contribution to responsible journalism and appreciated the organisers for continuing the initiative, expressing hope that such efforts will promote fearless, fair and credible journalism in the future.

3 sq km of Wular Lake to be restored in next 2-3 years; Wular Walk, eco-tourism projects to meet year-end deadline: CED WUCUMA

Srinagar, Apr 23:  Authorities on Thursday said key eco-tourism initiatives, including the Wular Walk and lakeside pathway projects at Wular Lake, will be completed within this year, as the government intensifies efforts to restore and conserve the lake’s fragile ecosystem while promoting sustainable tourism and local livelihoods.

Chief Executive Director of WUCMA and Chief Conservator of Forests Kashmir, Irfan Rasool Wani conducted an extensive visit to the lake to review ongoing conservation and developmental works at multiple locations.

Accompanied by senior officials, he inspected works on the ground and reviewed their progress, directing executing agencies to ensure quality standards and adhere to timelines.

Highlighting priority interventions, Wani while speaking with the Kashmir Despatch said projects such as the Wular Walk way,eco-tourism parks and pathway development are being fast-tracked and are targeted for completion by the end of this year.

He also said that dredging of an additional three square kilometres will be taken up over the next three years to further improve the lake’s ecological health and water management.

“We have restored 5 sq km’s of Wular lake in our restoration process and are planning restoration of three more km’s within next two or three years.”

During the visit, he inspected under-construction eco-parks at Banyari, SK Payeen and Garoora, and reviewed the progress of walkway works being executed by the R&B Division Bandipora. He stressed that these eco-friendly spaces will help promote environmental awareness and responsible tourism.

Wani also interacted with eco-guides at SK Payeen, emphasizing the need to involve local youth in conservation efforts and create livelihood opportunities through eco-tourism. He assured that WUCMA will extend full support to such initiatives.

He further said that 20 nature-cum-knowledge centres have been established in schools around Wular to strengthen environmental education among students, with more centres planned.

Reiterating WUCMA’s commitment, he said conservation of the lake requires active community participation, adding that restoration efforts are also yielding economic benefits, with ₹25 crore generated from willow resources so far.

Tulbul project revive under consideration of Govt, may move forward soon: WUCMA Chief

Srinagar, Apr 23: The long-pending Tulbul Navigation Project is under active consideration of the government and could see progress soon, Chief Executive Director of WUCMA and Chief Conservator of Forests Kashmir, Irfan Rasool Wani, on Thursday said.

Irfan Rasool made the remarks during an extensive visit to Wular Lake, while he also spoke to the Kashmir Despatch during and  reviewed ongoing conservation and developmental works at multiple locations. He said efforts are underway to revive and strengthen ecological as well as infrastructure interventions around the lake.

“The consultancy project going on in Tullbul will be completed soon,” he added.

Highlighting environmental concerns, Wani said the decline in water levels in Wular during spring seasons is increasingly linked to climate change, impacting the lake’s hydrology and biodiversity.

The Tulbul Navigation Project, also known as the Wular Barrage was originally conceived in the 1980s to regulate water flow in the Jhelum River and ensure navigability during lean seasons. Work began in 1984 but was halted in 1989 following objections from Pakistan under the Indus Waters Treaty and the outbreak of militancy.

Earlier, Jammu and Kashmir Chief Minister Omar Abdullah informed the Legislative Assembly that the government is working with the Centre to revive the long-stalled project, expressing hope that work could begin soon. He said the project could not move forward earlier due to restrictions under the Indus Waters Treaty but renewed efforts are now underway.

The project aims to regulate water flow by storing water in Wular during high discharge periods and releasing it in lean months, thereby maintaining a consistent water level in the Jhelum and improving navigation.

Locals around Wular Lake have long demanded revival of the Tulbul project, saying it would help maintain water levels in the lake, boost fish production, and improve water chestnut () yield, key sources of livelihood in the region.

“We have been waiting for this project for years. If it is completed, it will help keep water levels stable and increase fish catch,” said a local fisherman.

Another resident said, “Our livelihoods depend on the lake. Reviving Tulbul will not only help fishing but also improve  production and overall income for people here.”

Pertient, to mention, the water level in the lake in the month had decreased according to the locals, who added that the decrease has affected fish catch and has affected their livelihoods.

Officials said conservation measures and eco-restoration works are being carried out in parallel, with a focus on improving the lake’s ecological health while exploring long-term solutions like the Tulbul project.

Bandipora Court Grants Bail to Accused in 2017 Hajin Murder Case

Bandipora, April 23: A court in Bandipora on Thursday granted bail to an under-trial accused in a 2017 murder case, citing prolonged incarceration of nearly eight years, absence of strong corroborative evidence, and violation of the constitutional right to a speedy trial.

The Court of Additional District & Sessions Judge, Sumbal, presided over by Mir Wajahat, has granted bail to an accused in FIR No. 22/2017 registered at Police Station Hajin under Sections 302 and 120-B RPC read with Section 7/25 of the Arms Act.

The accused, Aiyaz Ahmad Sofi, a resident of Parray Mohalla Hajin, was granted bail vide order dated April 23, 2026.

The case pertains to the killing of Abdul Rashid Parray alias Billa, who was reportedly known as an Ikhwani commander. It is also on record that the deceased was allegedly involved in the killing of seven members of a family in the Saderkoot Bala massacre, a separate case that remains under trial before a competent court.

In the present FIR, three accused persons are facing trial, of whom Sofi is the first to be granted bail.
While considering the bail application, the court took into account the prolonged incarceration of the accused for nearly eight years at District Jail Kot Bhalwal, Jammu, and the stage of the trial, with a substantial portion of the prosecution evidence already recorded.

The accused was represented by Advocate Tariq Ahmad Bhat and his associates, who have been pursuing the case since its inception.

The offences invoked include Section 302 (murder) and 120-B (criminal conspiracy) of the erstwhile RPC, along with provisions of the Arms Act. Bail in such cases is typically considered based on factors such as the duration of custody, the progress of the trial, and the available evidence at the preliminary stage. (KNS)
