J&K High Court to remain closed for summer vacation from June 10

Srinagar, June 8, : The Jammu and Kashmir High court issues a notification order stating that J&K State High Court will remain closed for summer vacations from June 10 to June 28, 2019 (Both days inclusive).

Meanwhile, the summer vacations for Trial Court Jammu Division will come in effect from June 10, 2019, to June 24, 2019 (Both days inclusive), according to an order issued by Registrar General Sanjay Dhar.

The order reads, “It is notified for the information of all concerned that the Subordinate Courts of Jammu Province excluding the courts located at Bhadarwah, Kishtwar, Doda, Batote, Gool, Bani, Banihal and Ukhral, shall observe 15 days summer vacations with effect from June 10, 2019 to June 24, 2019 (Both days inclusive).

Registrar General Sanjay Dhar also asked the Principal District and Sessions Judges and Chief Judicial Magistrates of all the Districts to make suitable arrangements for disposal of urgent criminal business arising during the period of such vacations in the areas within their respective jurisdiction.

JKPM urges Chairman NTA to set up adequate NET centers in Kashmir

Anantnag, Jun 08 : JKPM leader and Supreme Court Advocate, Syed Iqbal Tahir has demanded to set up adequate number of UGC-NET centers in Srinagar so that Kashmir based aspirants are not forced to move outside valley to appear in the examinations scheduled on June 28,2019.

He has sought intervention of the Chairman, National Testing Agency (NTA ), Professor M.S. Ananth and Advisor to the Governor Khurshid Ahmad Ganai to meet the demand of the Kashmir based aspirants to set up adequate number of UGC-NET centres in Kashmir. 
 
In a statement issued , Iqbal Tahir has urged that National Testing Agency should provide all possible facilities to the Kashmiri students so that career of thousand of Kashmiri aspirants is safe- guarded.

Talking to a deputation of aggrieved NET aspirants, who had come from various parts of Kashmir, Iqbal said that interests of the Kashmiri students will be protected at all costs adding that Ministry of HRD would also be approached in this regard.

He said NTA should provide a conducive and congenial examination atmosphere to the Kashmiri students so that they could compete in various national level tests.

Iqbal Tahir has said, that keeping in view the Un- predictable condition of Srinagar- Jammu National Highway and skyrocketting air fares from Srinagar, setting up of adequate number of NET examimation centres in Kashmir would redress grievances of the local aspirants to a great extent.

BJP has no workers in JK, but only agents: Muzaffar Shah

Srinagar, Jun 08 : Following the imposition of Governor’s rule in the state of Jammu and Kashmir, the state is in a state of chaos especially at a time when policies are being super imposed not by the constitutional or legal ways but by the sheer through the coercive state power. The problem with BJP in the J&K state is that it has no worker but only agents have joined them and agents only work till their vested interests are served and once they are fulfilled they shift to others.


This was stated today by the vice president Jammu and Kashmir Awami National Conference Muzaffar Ahmad shah while addressing the press conference today. The state has been plunged in a state of lawlessness and the situation is becoming incomprehendable to many as rule of law is being changed to a dictatorial mindset. The situation of the state has turned from bad to worse due to that.

Shah said Union Home minister recently said that they will be setting up a delimitation commission while as there is ban on the same imposed by by state legislative assembly till 2026. Any move towards delimitation and increasing seat numbers in Jammu will be illegal and unconstitutional and any decision on the same can be taken only by the state assembly. Home Minister nominated governor hold no, legal or constitutional provision to take a call on this sensitive issue.


What is more shocking is that while the decision like this can only be taken by the majority of the house so how can a one man over rule the set legal format.


If any such move takes place it will be totally a dictatorial order, since governor is not elected by the voter segments he has no role and mandate to change such setting.

Shah said that the accession to India and state of Jammu and Kashmir was conditional and was done on the basis of three conditions i.e. defense, foreign affairs and communication and Article 370 was incorporated in the constitution of India. It was by the same article that the state was granted special status and was able to have its own flag, constitution and have its own sadre riyasat and these were the symbols by which the special status of the state was symbolized.


Even Sher- e- Kashmir Sheikh Mohammad Abdullah told the Indian constitutional assembly that ownership of the land in the state of J&K must be taken special care of. The movement to safeguard article 35 A going on in the state, only symbolizes that that special status and ownership of the state land must be protected for the state citizens and must not be taken over by outsiders. For all the right purposes Mahraja Hari Singh in acted Article 35 A on the appeal of Jammu people.

He said that its shameful that people of the state are being divided into Jammu, Kashmir and Ladakh and it is for this purposes that that delimitation is being perpetrated.

Shah said the killings in valley should stop that have been going on in the valley since three decades. No where in the world people are killed without even without giving proof that they are part of any violent movement.
Shah said that if British had used guns in its war with Indian people then there would have been no Mahatma Gandhi, Nehru, Atal Bihari Vajpayee, Jai Prakash Narain and ever today’s India PM would not have been safe. So many are languishing in Jails without fair trial in the state, they should be immediately released.

Shah said that mistakes of past must not be repeated again in the state as it will only damage the Indian state more than it would help as it is only in the peace that the country can develop. We only want to remind those in power to not repeat the mistakes of past that wreaked havoc. In three decades, one lac people have been killed has it served any purpose.
We urge the central government to begin negotiations and dialogue in the state and we will make it clear on them that people of Jammu and Kashmir will not side with those who perpetrated death and destruction over the people of state.

Shah said if the present practice of of playing with constitution goes on then it is futile to participate into the coming assembly polls. If governor takes one sided decisions that are only mandated for elected members then what is fun of elected members.

Shah said that he hopes that the newly elected member of parliaments will they will take care of the dignity of the people and won’t let that be trampled upon.

He said that for a better social structure a better economic model is needed as, today the economic structure of the state stands on loans. Tourism needs to be supported that will help the state economy.

He said that likeminded organizations need to forge unity to save the unity of the state i.e of Jammu, Kahsmir and ladakh which is being targeted by people with vested interests. (KNS)

Hailstorm damage to crops; Horticulture Deptt submits report to Govt

Srinagar, Jun 08 : The Horticulture Department has submitted a report to the government about losses caused to horticulture sector due to hailstorm and high speed winds.

One of the top officials of the horticulture department told news agency that Crops of some farmers in the state had got damaged in the ongoing spell of inclement weather due to hailstorm. “We have submitted the report to the government, not it is up to government whether they provide any relief to sufferers,” the official said.

However one of the government officials told  that reports regarding crop damage were being collected from the concerned DC’s.

For last over a month, the hailstorm and high speed winds hit parts of the state resulting heavy damage to crops. In Jammu region the maximum damage has been caused to mango production.

“As per our survey the maximum damage has been caused to mango production in Jammu region. Atleast 40 mango production has been hit by hail storm in last one month,” an official of Horticulture Department said.

The official said that orchadists have been asking government to provide them some relief. “There will be less production of fruits this year. Government has not taken any decision whether to provide them some compensation,: the official said. Similarly, this is the season of apple production in Kashmir Valley. The apple orchards are spread over 1,46,016 hectares in the Valley. The Kulgam and Baramulla districts are maximum hit by hailstorm in the Kashmir Valley.

“Over 40 percent apple production has been affected in Kulgam and Baramulla district followed by Shopian and Bandipora. We are suffering from heavy losses due to natural calamity but goverent seems in no mood to provide any relief,”Ghulam Mohammad, an orchadist of Kulgam, said.

In Baramulla, the worst affected areas are Watergam, Ashipora Dangiwacha and Zainageer, Rafiabad. The official said the other districts which too were affected were Shopian and Bandipora districts. “However, damages are less in these two districts,” the official added.

He also advised orchardists to take necessary remedial to avoid any further damages. “We have advised orchardists to use Urea spray by which they can save their orchards and fruits are not much damaged,” he added.

Horticulture is considered a backbone of the state economy. Lakhs of people of the state are dependent upon this sector. A large population of the state would be affected this year in the state. (KNS) 

Eid Milan for Orphan, destitute Children Organized at Baramulla

Baramulla, June 08: In order to felicitate and eulogize the orphans and destitute children in view of the auspicious occasion of Eid, Human Aid Society Kashmir today organized Eid Milan here at Dak Bungalow which witnessed the participation of about 45 orphan and downtrodden children sponsored by the NGO.

Deputy Commissioner Baramulla Dr G N Itoo was the chief guest whereas SSP Baramulla Abdul Quyoom was the guest of honour at the event.

On the occasion, Chairman Human Aid Society Bashir Ahmad briefed about various activities carried out by the NGO and said that the NGO always remains at the forefront in different welfare activities. He informed that the society is providing educational, social, economical and moral support to the children sponsored by it and sought special intervention from the DC in strengthening its level of work.

Deputy Commissioner, during his address hailed the efforts of NGO and extended Eid greetings to the children. He urged upon them not to consider themselves inferior or alone from others and said that need of the hour is to provide appropriate platforms for them so that they can explore their talent. He wished them for a bright and prosperous future and assured that district administration will explore every possibility for their better rehabilitation. Moreover, he urged upon them to work hard  for achieving a better career.

Later, DC interacted with the children and distributes Eid gifts among them.

Bank to have an interim Chairman and Managing Director

SRINAGAR, JUNE 08: Keeping in view the concerns expressed in various quarters regarding the governance and functioning of the Jammu and Kashmir Bank, the Government has decided to take long term measures to improve the functioning of the Bank, so that it becomes a shining example of a well managed Government Owned Bank.

As a first step, the Government has decided to change its nominee Director on the Board of JK Bank, Mr. Parvez Ahmed, who is also the Chairman and Managing Director. Consequent to his replacement as a government appointed Director, the Board has taken on record cessation of Directorship of Sh Parvez Ahmed as Chairman and Managing Director.

The Government has appointed Mr. R.K.Chibber, Executive President of JK Bank as the government nominee on the Board. The Board subsequently approved his appointment as an Interim Chairman and MD of the Bank. The Government has also decided to constitute a Search Committee to identify a suitable panel of names for being appointed to the Board of Directors of JK Bank and subsequently for consideration as Managing Director of the Bank.

The JK Bank has also been directed repeatedly by the Reserve Bank of India to separate the positions of Chairman and Managing Director for better governance. The Government will be taking steps through the Board of the Bank for making necessary changes in its Article of Association/Bye-laws with regard to posting of a separate Chairman and a Managing Director with adequate safeguards in the functioning of the Board to ensure high levels of financial probity, financial control, better risk management and oversight. The Board of Directors in its meeting today has made necessary recommendation in this regard.

The Government is committed to take necessary steps for making the Jammu and Kashmir Bank as one of the best performing bank in the country and accelerate economic growth in state of Jammu and Kashmir.

Implementation of Social Welfare schemes brought under one umbrella



SAC approves creation of a post of Director General, Women & Child Development

SRINAGAR, JUNE 8: The State Administrative Council (SAC) which met here under the chairmanship of Governor, Satya Pal Malik accorded sanction to the creation of one post of Director General, Women & Child Development in the Social Welfare Department.

Pertinent to mention here is that following the creation of a separate department of Women and Child Development in Government of India way back in 2006, several state governments have created separate departments to specifically look into issues related to women and child development.

Presently, the social welfare schemes in Jammu & Kashmir are looked after by two Directorates, namely, Directorate of Social Welfare Kashmir and Directorate of Social Welfare Jammu. Further, the issues related to women and child development are being addressed through the various verticals of the Social Welfare Development including Mission Directorate of ICDS, Mission Directorate of ICPS, Project Directorate of POSHAN Abhiyaan, Mission Directorate of State Resource Centre for Women Jammu and Kashmir State Council for Rehabilitation of Widows, Orphans, Handicapped and Old Persons (Victims of Militancy), Jammu and Kashmir State Women’s Development Corporation, Jammu and Kashmir State Commission for Women.

The High Court of J&K in the PIL No. 09/2013 titled ‘Court on its own Motion Vs State of J&K and Others’, asked the State Government to consider setting up of a separate department of women & child development like in other states to plan and implement programmes for children. Pursuant to the directions of the High Court issued vide order dated 14.09.2018, the Social Welfare Department decided to propose a separate Directorate of Women and Child Development to be headed by the Director General, Women and Child Development. The post of Director General, Women and Child Development shall be created in a scale equivalent to the Super Time Scale of the Jammu & Kashmir Administrative Service and manned either by an Officer of the Indian Administrative Service (IAS) or Jammu & Kashmir Administrative Service (JKAS) or Common Pool Cadre. Further, Mission Directorate of ICDS will continue to function as Project Director, POSHAN Abhiyaan and Mission Director ICPS, both will report to Director General, Women and Child Development.

The supporting staff of the Directorate of Women and Child Development will be made through internal adjustment/deployment.

The creation of a dedicated Department of Women & Child Development will help in evolving plans, policies, strategies and approaches for achieving desired goals with focus on percolation of benefits to women and children, mobilization of resources and convergence of common programmes for upliftment and development of women and children. This will contribute towards robust monitoring of laws/schemes/programmes relating to women and children in the state.

SAC approves use of forest land for development projects of public importance

SRINAGAR, JUNE 8: The State Administrative Council (SAC) which met here under the chairmanship of Governor, Satya Pal Malik approved utilization of 28 hectares of Forest land in various parts of the state for undertaking developmental projects of public importance in the Railways, PMGSY, and Energy sectors.

The utilization of Forest land was approved in pursuance to the recommendations of the 113th Forest Advisory Committee (FAC) meeting held on 11.03.2019.

The proposals approved included use of forest land for up-gradation of Udhampur-Srinagar-Baramulla Rail Link Project, development of infrastructure by JAKEDA and construction of PMGSY roads viz Bandhole to Upper Pattangarh in Udhampur Forest Division, Bhugtrain to Lower Panjgrain in Ramnagar Forest Division Ghan to Chandali in Kishtwar Forest Division, Dubigali to Nalinikka in Udhampur Forest Division, Bugrana to Kalchanda in Kishtwar Forest Division and TOI Dawar Tulail Kashpat to Refugee 02 in Bandipora Forest Division etc.

Work on these projects could not be started till date due to pending forest clearance. By virtue of the SAC decision today, work on all these projects will be started leading to developmental impetus in the rail, road and energy sectors in the state.

SAC approves appointment of Administrators for un-constituted Halqa Panchayats

SRINAGAR, JUNE 8: The State Administrative Council (SAC) which met here under the chairmanship of Governor, Satya Pal Malik approved the appointment of Administrators as per prescribed procedure, to be initiated by the Rural Development & Panchayati Raj Department and payment of Honorarium of elected sarpanchs and Panchs, as notified by the Government for such Halqa Panchayats which have not been constituted.

It is pertinent to mention that Section 9 (1) of the Jammu and Kashmir Panchayati Raj (Amendment) Act, 1989 provides for the appointment of Administrators for such Halqa Panchayats which cannot be constituted due to difficulty in holding the election of the members or failure to elect such members at two successive elections or any sufficient reason whatsoever. Therefore, it has been felt expedient to appoint administrator for Halqa Panchayats which have not been constituted, for performing such duties as specified in the schedule I-A, I-B and I-C including other functions contained in the J&K Panchayati Raj (Amendment) Act, and Rules made there under.

The Administrator appointed shall hold office for a period not exceeding 06 months and the Halqa Panchayat shall be deemed to be duly constituted after the appointment of the Administrator under the provisions of the Act.

A Gazetted officer of the department of Agriculture Production, Horticulture, School Education, Social Welfare, Revenue, Industries (Handloom & Handicrafts) can be appointed as Administrator for such a Halqa Panchayat. The District Development Commissioner will be the designated authority to work out the number of such Halqa Panchayats which have not been constituted and submit the proposal for appointment of any officer of the above departments as Administrator preferably one Administrator for ten Halqa Panchayats.

The notification of appointment of an administrator will be issued by the Rural Development & Panchayati Raj department. The Administrator so appointed will be bound to consult elected Sarpanches or Panches of the Halqa Panchayats during the process of decision making, planning and utilization of funds.

The Panches and Sarpanches in such Halqa Panchayat will be entitled to the honorarium as fixed by the Government i.e Rs. 2500 for a Sarpanch and Rs. 1000 for a Panch.

The proposal will help strengthen the grass root democracy, make it vibrant and enable all Halqa Panchayats to carry out their assigned functions as enunciated in the Jammu and Kashmir Panchayati Raj (Amendment), Act 1989.

SAC approves Elevated Corridor Option for Srinagar City Mass Rapid Transit System

Corridor to be aesthetic and in tune with the surrounding landscape

DPR to be ready by June 30

SRINAGAR, JUNE 8: The State Administrative Council (SAC) which met here under the chairmanship of Governor, Satya Pal Malik viewed a detailed presentation on the Srinagar Mass Rapid Transit Corridor proposals presented before it by the Housing & Urban Development Department (H&UDD).

Various elevated, underground and integrated corridor proposals were critically analyzed during the presentation in terms of feasibility, suitability and other merits/de-merits besides the finances involved. Broadly, the Srinagar Mass Rapid Transit Corridor proposals envisage phase wise development of various corridors connecting the city extremities with each other with many in between boarding and de-boarding stations.

The need for developing Mass Transit Corridor in Srinagar City is being increasingly felt, owing to inadequate capacity of the existing roads within the city to cater to the ever increasing volume of traffic moving in and out of the city, not up to the mark bus services, traffic congestion and the shrinking walking strips to name a few. The ambitious Mass Rapid Transit Corridor Project is a major initiative of the Government to address this inadequacy and keeping in view the future requirements of transportation & mobility in the city.

After considering various options, the SAC approved the ‘Elevated Corridor Option’ for Srinagar Mass Rapid Transit Corridor, deemed to be the best option. SAC further advised the Housing and Urban Development Department that wherever feasible, the Elevated Corridor shall be at ground level and designed in a manner as would add to the aesthetic value of the surrounding landscape.

The DPRs for both Srinagar and Jammu Mass Rapid Transit Systems will be ready by June, 30, 2019.

Governor unveils ‘Logo’ of Cluster University of Srinagar

Srinagar, Jun 08 : Governor Satya Pal Malik  unveiled   the Logo  of the Cluster University of Srinagar, ‘Knowledge Enlightens’, in presence of Prof. Sheikh Javid Ahmed, Vice-Chancellor of the University; Prof. M .Y. Peerzada, Dean Academics; Prof. Yasmin Kawoos, Dean School of Education; Prof. Nasreen Malik, Dean School of Humanities and Liberal Arts; and Prof. Abdul Hamid Sheikh, Registrar of the University.

Governor also released ‘Newsletter’ of the Cluster University of Srinagar on the occasion.

The core element in the Logo of the University represents an open book being read by a human being which symbolises the act of reading learning, inquisitiveness and wisdom. Together these five elements indicate the five senses and also the five constituent colleges of the University. At the heart of the Logo is a symbolic graphic of the saffron flower which is exclusive to the region of Kashmir.

Governor appreciated the Logo of the University and urged Prof. Ahmed and his colleagues to strive hard and make the University a centre of excellence in teaching and learning.

Have no regrets, am open to scrutiny: Former JK Bank Chairman

Srinagar, Jun 08 : After his removal as chairman of the JK bank, Parvez Ahmad Nengroo said that he has no regrets for being removed by the governor administration and is open to scrutiny for each of his service.

“Absolutely no regrets.Did my job most diligently, honestly and in the best interest of the institution. Open to scrutiny on each and every transaction I have done during my two decades of functioning in the bank,” Ahmad tweeted.

The former chairman was removed today by the Governor administration and immediately Anti Corruption Bureau sleuths raided the Corporate Office of the bank at Dalgate here.

The Governor administration appointed R K Chhibber as new interim chairman and Managing Director of the Board of Directors. (KNS) 

Kashmir Province Panchayat Cell calls upon DDC Shopian.

Shopian: Jun, 08: Newly Elected Panchs and Sarpanchs from District Shopian called on DDC Shopian Dr Owais Ahmed today here at Mini Secretariat Arhama Shopian.


Additional Deputy Commissioner Shopian Shabir Hussain Bhat was also present on the occasion.


The delegation was led by President Kashmir Province Panchayat Cell, Javid Ahmad Qadri along with District President Shopian Ishtiyaq Ahmad Paswal and Panchs and sarpanchs of the district.


The delegation conveyed its appreciation to the DDC for empowering the institutions of local self-governance through the effective delegation of powers.


The DDC conveyed his best wishes to the newly elected representatives. He exhorted them to strive for the welfare and upliftment of people.
