OIC Hopes Resumption Of ‘Genuine’ Indo-Pak Dialogue On Kashmir

Srinagar, May 30 : Organisation of Islamic Cooperation (OIC) on Thursday expressed hope that India and Pakistan will resume a “genuine” dialogue for addressing all outstanding issues, “particularly the Jammu and Kashmir dispute.”

Dr Yousef bin Ahmad Al-Othaimeen, General Secretary of the OIC, also said that the bloc was following with deep concern the “bloody events against the security of the people of the Jammu and Kashmir.”

“I hope that a genuine dialogue between Pakistan and India will resume, which will be the best framework for addressing all outstanding issues, particularly the Jammu and Kashmir dispute,” said Dr Yousef bin Ahmad Al-Othaimeen said while addressing Ministerial Meeting of OIC contact group on Jammu and Kashmir on the sidelines of14th Islamic Summit at Makkah.

“The OIC General Secretariat has continued to highlight in all its engagements in the international forums that it is necessary to ensure that India ceases to use force against innocent and defenseless civilians in Kashmir and stop its disregard for human rights laws.”

He said that the struggle of the Kashmir people “is a legitimate struggle for the realization of their rights and independence and fully in conformity with the resolution of the United Nations and International Law.”

“Attempts to suppress or degrade it by linking it to terrorism are, therefore, futile and in violation of United Nations resolutions and International law,” he said.

The Jammu and Kashmir “crisis”, he said, “is close to our hearts and is one of the most important issues on the agenda of the organization of Islamic Cooperation, and therefore our commitment to the Jammu and Kashmir cause has been and will remain firm.”

“We are following with deep concern the bloody events against the security of the people of the Jammu and Kashmir, the developments in the Nagorno-Karabakh region, the conditions of the Rohingya, the Muslim peoples in Turkish Cyprus, Bosnia and Kosovo and the situation of Muslim societies in the rest of the world,” he said.

The OIC, he said, will continue to work towards a peaceful solution to the Kashmir conflict. “The OIC Independent Permanent Human Rights Commission will also continue to monitor serious violations of human rights in Kashmir and will continue to raise it with other international human rights bodies.”

India has maintained OIC has no ‘locus standi’ on Jammu and Kashmir being “country’s internal matters.”

The Ministry of External Affairs (MEA) has time and again asked the OIC to refrain from making such references on J&K. New Delhi had also rejected resolutions on Jammu and Kashmir passed in its 46th session of the Council of Foreign Ministers (CFM) of OIC which was attended by the country’s External Affairs Minister Sushma Swaraj last year.

Encounter likely as forces launched cordon in Sopore village, internet suspended

Sopore, May 30 : Government forces on Thursday morning launched a cordon and search operation in Sopore village of north Kashmir’s Baramulla district.

Reports reaching GNS said that additional reinforcements of army and Special Operation Group of police have been rushed to Dangerpora village in Sopore area as chances of encounter between forces and militants believed to be holed up are rife.

Two militants are believed to be trapped in the area, reports said.

SSP Sopore Javeed Iqbal told GNS that search operation in the area is going on.

He said that as of now no contact with militants has been established.

Earlier, army’s 22 RR and SOG have launched a cordon-and-search operation at Bunpora area of Dangerpora village following specific information about the presence of militants inside a residential house.

Meanwhile authorities suspended internet services in Sopore town as a precautionary measure in wake of this search operation.

While to prevent any law and order problem Additional Deputy Commissioner Sopore Ashiq Hussain Lily in a statement ordered closure of all colleges, Higher secondary and all higher secondaries in Zaingeer belt. (GNS)

Youth found dead in mysterious condition in Mendhar

Mendhar, May 30:A youth was found dead in mysterious condition at his home on thrusday in Chak Bonala area of Mendhar of Poonch district on Thrusday.

Reports reaching GNS said that a youth namely Javid Iqbal son of Mohd Arif resident o Chak Bonala was found dead at his home. He was student of BA first year of Government degree college Mendhar.

When contacted BMO Mendhar by GNS about cause of death, the BMO said preliminary investigations suggest that Javeed died due to overdose of of Drugs.

A local namely Mohd Sadiq while talking to GNS said that in last 45 days three youth have died to due overdose of drugs.

Meanwhile locals appealed to DIG Poonch-Rajouri range, SSP Poonch, and DC Poonch that a special drive should be started in the area to eradicate this Drug menace as to save the future generation.

SDPO Mendhar Neeraj Padyar also confirmed the incident and said that investigations have been taken up into this matter.(GNS)

Forces launch search operation in Sopore village

Sopore, May 30 : Forces on early Thursday launched a cordon-and-search operation at Dangerpora village of Sopore in north Kashmir’s Baramulla district.

Reports reaching Kashmir Despatch said a joint team of Army’s 22 RR, special operation group of police (SOG) and CRPF jointly launched search operation in Bunpora Mohalla of Dangerpora Sopore and conducted house to house search operation in the area.

A police officer also confirmed this cordon and search operation and said following suspecious movement searches were launched in the area.

Searches in the area was on when last reports came in.

Shopian CASO called off amid killing of civilian, injuries to several others

Srinagar, May 30 : The government forces on Thursday called off the search operation as there was no militant found present at Gugloora area of Pinjura in south Kashmir’s Shopian district.

A civilian was killed and several others were injured in government forces action during a cordon-and-search operation late Wednesday evening at Gugloora.

Locals told GNS that government forces resorted to teargas shelling, pellets and live ammunition to disperse the protesters. Sajad Ahmad Parray son of Ali Mohd Parray of Buderhama village along with several others sustained critical injuries and were taken to district hospital Shopian.

Sajad was declared brought dead on arrival by the government at the hospital, they said.

Some other critically injured person were referred to Srinagar hospital for specialized treatment, they said.

Meanwhile, the joint team of army’s 44 RR, SOG and CRPF carried searches in the village but there was no militant present following which the operation has been called off. The situation in the area was tense, local sources said.

A police officer told GNS that operation has been called off in the area and investigations would be done to ascertain facts as regards the killing of civilian and injuries to others.

“The probe will encompass circumstances leading to use of force,” the officer added. (GNS)

Benefit of time bound promotion extended to Homeopathic Medical Officers

SRINAGAR, MAY 29: The SAC which met today under the chairmanship of Governor Satya Pal Malik has approved Time Bound Promotion scheme for Homeopathic Medical Officers on the pattern of Allopathic and Ayurvedic/Unani doctors.

It is noteworthy to mention that the Time Bound Promotion scheme is available to Allopathic/Ayurvedic and ISM doctors. The cadre of Homeopathic Medical Officers has been created in 2006 with creation of 30 posts of Medical Officers, two posts in each District Hospital and one post each for Government Medical College, Srinagar/Jammu.    

Proposal of the Health & Medical Education Department for introduction of Time Bound Promotion Scheme for the Medical Officers of Homeopathy in the Department of Indian System of Medicines is on the analogy of Medical Officers, Ayurveda/Unani.  

With the extension of Time Bound Promotion to the Medical Officers of Homeopathy, 16 Medical Officers recruited in 2007 will be entitled to first time bound promotion notionally w.e.f. 01.01.2019 and regularly from 01.04.2019.  The time bound promotion will be purely a monetary incentive without any linkage to the seniority.

Fast tracking of family disputes – SAC approves 2 Courts

SRINAGAR, MAY 29: The SAC which met today under the chairmanship of Governor Satya Pal Malik has approved establishment of two Family Courts, one each at Jammu and Srinagar in the first phase along with creation of 29 posts of various categories for each Court.

The establishment of Family Courts will help to promote conciliation in, and secure speedy settlement of, disputes relating to marriage and family affairs and for matters connected thereto.

Pertinent to mention that the Jammu and Kashmir Family Courts, Act has been enacted in the State in November, 2018. The Hon’ble High Court processed a proposal for establishment of three Courts in Jammu and three Courts in Srinagar and one each in rest of the districts with supporting staff. There is a pendency of around 12,000 cases relating to family disputes in different courts of the State. Out of these cases, 3,768 cases are pending in Jammu district and 1,431 cases in Srinagar district. The newly established Courts shall be able to fast pace the cases to provide timely justice to the people. 

The posts approved for the Family Courts include District Judges, Principal Counselor, Counselors, Section Officer, Data Entry Operator, Superintendent Witness Assistance, Superintendent Witness Mediation, Superintendent for Legal Aid, Nazir, Reader, Copyist, Driver, Jamadar, Sweeper, Chowkidar and posts of Senior Scale Stenographer, Ahlimad, Orderlies for Assistance,  Orderlies for Mediation and Orderlies for Legal Aid and posts of Orderlies at Jammu and Srinagar.

Way paved for filling-up of 400 posts of Veterinary Pharmacists/Stock Assistants

SRINAGAR 29 MAY: The SAC which met today under the chairmanship of Governor Satya Pal Malik has approved re-designation of 400 posts of Paravets as Veterinary Pharmacists/Stock Assistants in the Animal/Sheep Husbandry Departments which were created in September, 2018.

In order to provide healthcare facilities to the livestock in the State, these 400 posts of Paravets were created by the SAC for the Animal/Sheep Husbandry Departments. Since the posts of Paravets did not exist in these departments as per rules, a need was felt to re-designate these posts to ensure early recruitment against these posts.

Out of the 400 posts, 220 posts have been re-designated as Veterinary Pharmacists in the Animal Husbandry Department and 180 posts as Stock Assistants in the Sheep Husbandry Department. Out of these posts, 218 posts falling under direct quota (110 Veterinary Pharmacists and 108 Stock Assistants) shall be referred to the Services Selection Board for recruitment under SRO-202 of 2015. The remaining 182 posts (110 Veterinary Pharmacists and 72 posts of Stock Assistants) will be filled-up  from the departmental hands in accordance with promotion rules. The decision will serve the twin objective (i) help to induct fresh talent in the Animal/Sheep Husbandry Departments and (ii) address promotion issues of the department.

SAC approves promotion of IAS officers



SRINAGAR, MAY 29:  The State Administrative Council which met under the chairmanship of Satya Pal Malik, Governor, J&K considered promotion of IAS officers of 1987, 1988 & 1989 batches to the Apex Scale. There are 02 officers of 1987 batch, 02 officers of 1988 batch & 02 officers of 1989 batch allotted to J&K cadre.

SAC approved the promotion of Mr. Pardip Kumar Tripathi, IAS (JK:1987), Mr. Sudhanshu Panday, IAS (JK:1987), Mr. Sundeep Kumar Nayak, IAS (JK:1988) and Mr. Arun Kumar Mehta, IAS (JK:1988), Mr. Atal Dulloo, IAS (JK:1989) & Mr. Umang Narula, IAS (JK:1989) to Apex Scale w.e.f 01.02.2019.  The promotion of the first three officers who are currently on central deputation will be on proforma basis. The promotions were recommended by the Screening Committee.

With these promotions, Mr. Arun Kumar Mehta, IAS (JK:1988) & Mr. Atal Dulloo, IAS (JK:1989) will be now Financial Commissioners in their respective departments. Mr. Umang Narula, IAS (JK:1989) will be as Financial Commissioner with Governor.
