Now, NC leader calls party workers ’real Mujahideen’

Baramulla, March 26 : After People’s Democratic Party chief Mehbooba Mufti, National Conference senior leader Ali Mohammad Sagar on Tuesday said that his party was the original “Mujahideen party” of Kashmir.

He was addressing a public gathering in Baramulla. Sagar said that party contribution towards Kahsmir valley was known to all and “our candidates will lead on every seat in upcoming Lok Sabha elections.”

Party President Omar Abdullah, Besides senior leaders of National Conference were present on the occasion.

Pertinently last week People’s Democratic Party chief Mehbooba Mufti while adressing a pulic gathering had termed PDP workers as “real Mujahideen.” (GNS)

Several youth detained in Sopore village during nocturnal raids

Sopore, March 26 : Several youth have been arrested during a nocturnal raid in Janwara village of Sopore in North Kahmir’s Baramulla district.


Locals reports reaching Kashmir Despatch said that during night government forces raided many residential houses in the area and took away several youth with them.


A police official when contacted told Kashmir Despatch that the youth were detained on charges of stone pelting.


Pertinently on Saturday massive clashes reported amid gunfight at Warpora Sopore in which many youth received minor injuries.

The three day gunfight ended with the killing of two militants.

HC notice to MHA on plea against ban on JeL

The J&K High Court on Monday issued a notice to Ministry of Home Affairs on a petition challenging ban on Jamaat-e-Islami, Jammu and Kashmir.

Hearing petition filed by one Mehraj Azeem (61), a bench of Justice Tashi Rastan issued a notice to MHA and sought its response within two weeks.


The petitioner has challenged as “illegal and arbitrary order” the ban on the socio-religious and political organization. The petitioner said has called into question declaring JeI “unlawful association” with immediate effect without specifying the grounds as is mandated under Section 3(2) of Unlawful Activities (Prevention) Act, 1967;


“…(2) Every such notification shall specify the grounds on which it is issued and such other particulars as the Central government may consider necessary..”
“Grounds are not opinions or subsidiary evidence, they should comprise of facts which substantiate the notification, it should include particulars with regards to the dates of the offences, details of the FIR’s registered by the police or the details of the pending prosecution. Grounds as it has been marked in the case of Vakil Singh V/S State of J&K, 1974; “must contain the pith and substance of primary facts but not subsidiary facts or evidential details,” the petitioner according to Kashmir Glory said.


The decision to declare an association “unlawful” cannot be merely effected by the production of the notification that the grounds have to be spelt out, he said. “Free speech and right to form unions/associations is intrinsic to a democratic polity,” he said, and challenged the impugned notification on February 28 and provisions of the Act under grounds available to him under law. ”it is therefore prayed that It is accordingly prayed that, this court may pass any writ, order or direction, directing stay on the immediate ban imposed on Jamaat-e-Islami, J&K by virtue of S.O 1069(E), dated 28.02.2019 till final disposal of the writ petition,” the petitioner said.

J&K Branch of the NIRC of the Institute of Chartered Accountants of India organized a seminar on Statutory Audit of Banks and Usage of Commands in FINACLE-7 Software which was presided over by the Chairman and CEO of J&K Bank Parvez Ahmed as Chief Guest on the occasion and senior Chartered Accountant Niranjan Joshi as the Guest Speaker and Key resource on Statutory Audit of Banks.

“It is my strong belief that to maintain the momentum of economic growth in India, it is of utmost importance to ensure that the banking sector stays healthy, safe and sound. For a safe and sound banking sector, one of the most important factors is reliable financial information supported by quality bank audits. The present scenario requires special and added attention of bank auditors who are entrusted with the responsibility of bank audits as their professional duty,” the spokesman quoted Parvez Ahmed saying during the occasion.

“In today’s times, banks are exposed to a number of audits such as statutory audits for which this seminar is meant for, concurrent audit IT audit, credit/legal/ stock audits. Not only this, but the regulator (RBI) also conducts a risk-based audit and these audits are the backbone of the public trust reposed in the banking sector by millions of customers. As such, bank audit is of paramount importance for the banking sector and banking regulator, as well as auditors and for our nation as a whole. Maintaining audit quality in bank audits is of great significance and for this, there are huge expectations from the Chartered Accountants in their role of auditors. Urging the Chartered Accounts of J&K to undertake capacity building of young entrepreneurs on a voluntary & proactive basis to develop the state economy he also underscored that though implementation of regulatory guidelines in letter and spirit should be the critical area but the context in which audit is being conducted should be kept in mind especially in the fragile environment of our state where at times we need to have mentoring and handholding approach.

He added that maintaining audit quality in bank requires besides normal audit skills, a balanced mind set, a pragmatic approach to business and a holistic vision to discharge attest function in larger interest of economy He appreciated the efforts of J&K Branch of ICAI for Conducting theSeminarand stressed upon the need to have more such sessions for brainstorming on such issues.

Earlier CA. Niranjan Joshi made a detailed technical presentation on Statutory Audit of Banks wherein he also addressed the queries of the members on the subject matter. It was followed by a session on Usage of Commands in FINACLE-7 Software by a team of technical experts of the bank lead by MohammadMuzaffarWani, Assistant Vice President. A live hands on session about various Commands of FINACLE-7 Software that were relevant from the point of view of Statutory Audit of Banks were also demonstrated.

ShalayRazdan, Chairman of the branch earlier welcomed&introduced the Chief Guest and the guest faculties and delivered the inaugural address. CA NakulSaraf, Secretaryof the Branch conducted the proceedings of the seminar and CA.VinayJamwal, Treasurer of the branch presented the formal vote of thanks. PDP Leader slams Modi for flaunting image as ‘Chowkidar

SRINAGAR, MAR 25 : PDP leader Fardous Tak slammed Prime Minister Narendra Modi for his decision to flaunt his image as chowkidar (watchman) on social media.

While speaking to reporters in Jammu on Sunday, Firdous Tak said that this chowkidar was also a rapist. “Chowkidar chor hai since many individuals looted this country and fled,” news agency quoted Tak as saying. His tirade didn’t end here. Highlighting the allegations of corruption in the Rafale deal, Tak said that the ‘chowkidar was also a fraud.”

Tak also added, “Chowkidar kaatil bhi hai, mein Akhlaq ki baat kar raha hun, Chowkidar rapist bhi hai,mein Asifa ki baat kar raha hun. (Chwokidar is also a murderer and I am talking about Mohammed Akhlaq. Chowkidar is also a rapist and I am talking about Asifa)”. (PTK)

Center constitutes tribunal to decide cause for declaring Jamaat-e-Islami unlawful association

SRINAGAR, MAR 25 : The Centre has constituted a tribunal headed by a Delhi High Court judge to decide whether there is sufficient cause for declaring Jamaat-e-Islami Jammu and Kashmir as an unlawful association. The Ministry of Home Affairs (MHA) on March 23 issued a notification which states that Justice Mukta Gupta would head the tribunal set up under the Unlawful Activities (Prevention) Act (UAPA).

Justice Gupta is presently heading another tribunal set up under UAPA to ascertain whether there was sufficient cause to extend the ban on the Students Islamic Movement of India (SIMI) as an unlawful association. The tribunal’s proceedings with regard to the ban on SIMI commenced on February 28 and is ongoing.

As the proceedings against SIMI commenced, the same day, the Centre banned Jamat-e-Islami (JeI) Jammu and Kashmir for five years under the anti-terror law on grounds that it was “in close touch” with militant outfits and is expected to “escalate secessionist movement” in the state. The government in its February 28 notification banning JeI said it was of the opinion that the Jamaat is “in close touch with militant outfits” and is supporting extremism and militancy in Jammu and Kashmir and elsewhere.

It said the outfit claims “secession of a part of the Indian territory from the union” and supporting militants and separatist groups fighting for this purpose. The action came following the February 14 terrorist attack in Pulwama, in which 40 CRPF personnel were killed.

There have been allegations in the past that the group was a political outfit of banned militant organisation Hizbul Mujahideen but the group has denied. The outfit, which was formed in 1945 as a chapter of the Jamaat-e-Islami Hind and separated in 1953 due to differences over political ideology with the parent body, was banned in 1990. The previous ban lapsed in 1995 and since then it has never been invoked again.

BJP’s Gupta asks Farooq Abdullah to clear if NC’s stand is Pakistan Zindabad

SRINAGAR, MAR 25 : Former deputy chief minister and senior BJP leader, Kavinder Gupta said that Farooq Abdullah should clear the stand of National conference, if the NC stand is Pakistan Zindabad.

While speaking to News Agency Gupta said “Abdullah should clear stand of NC, if the party stand is Pakistan Zindabad.  He should clear it. If not then Farooq Abdullah should apologize”.

He added, “We request Election commission must take action against this statement of Akbar Lone. He should be punished.

He added that NC, PDP and congress should clear its stand now and Farooq Abdullah should apologize as soon as possible, adding that his party IT cell will approach the Election Commission urging them to nullify his candidature.

Earlier Akbar Lone said “Mera paar wala wo musalmaan mulk (Pak) hai, wo abaad rahay, vo kamyaab rahe, hamari aur unki dosti badhe, Pak aur Hindustan ki dosti aapas mein rahe, uss dosti ka mai aashiq hun…Agar unko koi ek gali dega mai unko yahan se das galiyan de dunga.(The nation across is a Muslim nation.

“In the Assembly, the RSS (BJP) was saying Pakistan Murdabad, Pakistan Murdabad; I replied back Pakistan Zindabad, Pakistan Zindabad. I was not afraid. When I came out, I was asked by the media persons, did you say Pakistan Zindabad and I told them that yet I said it and said it deliberately”, said Lone while addressing a rally.

He added Pakistan should prosper and progress. Our (India-Pakistan) friendship should remain intact. If someone abuses Pakistan once, I will abuse that person 10 times,” said the Parliamentary candidate of National Conference for North Kashmir’s Baramulla constituency. (PTK)

‘Confident’ Farooq files nomination papers from Srinagar Lok Sabha seat

Srinagar, March 25 : National Conference (NC) president Farooq Abdullah on Monday said that he was confident of winning as he filed nomination papers from the prestigious Lok Sabha seat which is going to polls in the second phase of the polls on April 18.

“As far as confidence is concerned, we are all confident. We will all win against the fascist forces that are emerging in the country,” Farooq told reporters after emerging out from Deputy Commissioner Srinagar who is returning officer for the election. “We are all standing together to fight the evil that is in India and there is no difference as far as that is concerned,” Farooq who is seeking re-election from Srinagar.

There was no pomp and show as only a few vehicles of the National Conference leaders were allowed inside the deputy commissioner’s office complex in Tankipora area here.

Prior to the filing of the nomination papers, Farooq Abdullah paid obeisance at the revered shrine of ‘Makhdoom Sahib’ here.

His son and NC vice-president Omar Abdullah and other party leaders including Abdul Rahim Rather, Ali Mohammad Sagar, Justice (Retd) Hasnain Massodi and Nasir Sogam accompanied him to the office of Returning Officer.

The police placed barricades in the entire area as part of security arrangements to prevent any untoward incident and did not allow any supporters at the venue.

The returning officer Srinagar had earlier issued guidelines, saying the maximum number of people allowed at the time of filing of nomination by a candidate would be five, including the candidate, whereas the maximum number of vehicles allowed would be three.

The Srinagar Lok Sabha seat is spread over three districts of Srinagar, Budgam and Ganderbal. It has 12,90,318 voters who will cast their votes at 1,716 polling stations set up in the constituency.

The last date for filing nomination papers for the second phase is March 26 and the scrutiny of the papers will be conducted on March 27. The last date for withdrawal of nominations is March 29 and the polling will be held on April 18, from 7 am to 6 pm.

Meanwhile, Khalid Jahangir, BJP’s candidate also filed nomination papers and he was accompanied by former party state president Sat Sharma among others. “Speak truth, leave falsehood. This is my slogan ” he said.  

DAK warns against misuse of antibiotics

Srinagar, March 25 : Doctors Association Kashmir (DAK) on Monday has warned the public and healthcare providers against misuse of antibiotics.

“Misuse of antibiotics is responsible for alarming levels of antibiotic resistance in Kashmir valley,” said DAK President Dr Nisar ul Hassan in a communiqué.

“More than 70 percent of antibiotics prescribed are either given unnecessarily or used improperly,” he said.

DAK President said antibiotics are prescribed for viral infections against which they have no effect.

“You go to a doctor with cold or flu; you will walk away with a prescription for antibiotics,” he said.

“Every time you have fever, you are given an antibiotic. Every fever is not because of infection and does not require an antibiotic. Antibiotics find their way in prescriptions for viral diarrheas, sore throats, ear and sinus discharges,” he added.

Dr Nisar said the misuse has assumed serious proportions due to widespread over the counter sale of antibiotics.

Chemist shops give antibiotics for everything from malaise, fatigue, body aches to headache.

He said farmers are using antibiotics routinely to promote growth and prevent disease in animals that are otherwise healthy.

Dr Nisar said in hospitals patients are given antibiotics without appropriate testing to match their bacterial infection.

“Inappropriate and irrational use of antibiotics has turned Kashmir hospitals into breeding grounds for deadly bacteria that are resistant to all antibiotics.

More than 80% of the bacteria are resistant even to last resort antibiotics.”

“Patients are dying of simple infections as no antibiotic works. We are kind of back to the era of not having antibiotics,” he said.

“With no antibiotics, cancer chemotherapy, organ transplantation and simple surgery will become impossible and we are facing a future where cough or cut can kill once again,” cautioned Dr Nisar.

Ensure Basic Amenities At Polling Stations: Div Com To DCs

SRINAGAR, MARCH 25: The Divisional Commoner Kashmir Baseer Ahmad Khan today directed all Deputy Commissioners of the valley to ensure uninterrupted water, electricity, road network, transport arrangements and other basic amenities at polling stations of the Kashmir Division.

The Divisional Commissioner made these directions while reviewing the arrangements for the upcoming Parliamentary elections-2019 across the valley.

All Deputy Commissioners briefed the Divisional Commissioner about the status of water supply, electricity, gensets, repairing of roads, transportation, toilets, ramps, wheel chairs, telecommunication service and other arrangements for ensuring hassle free elections at all polling stations in their respective districts.The Divisional Commissioner asked them to make all necessary arrangements well in time with logistic support from all concerned departments for successful conduct of upcoming elections-2019 across Kashmir Division.

He urged upon the DCs to ensure all the arrangements for facilitating election staff and voters. Also send status report on daily basis regarding the progress of works on basic facilities in polling stations to the Divisional Commissioners office for necessary action, he added.

Khan asked all concerned officers to work with dedication and close coordination so that upcoming Lok Sabha elections-2019 will be held on hassle free manner.

Additional Commissioner Kashmir Tasaduq Hussain Mir, Chief Engineers of R&B, PDD, PHE, Commissioner SMC, Director Urban Local Bodies, SSP Srinagar and other concerned officers were present in the meeting where as IGP Kashmir Swayam Prakash Pani, all Deputy Commissioners and SSPs of the Kashmir Division participated in the meeting.
