Govt Hr Sec Rahmoo, Pulwama doesn’t teach crucial subjects, students suffer

Pulwama, Mar 19 : Students at a local higher secondary school here in Rahmoo village of this south Kashmir district complain the institute lacks several subjects, making them to suffer a lot.

They said the Government Higher Secondary Rahmoo Pulwama was upgraded from high school to higher secondary in 2003; however, the school still lacks many crucial subjects like Commerce, Islamic Studies, Environmental Science, Geography and Physical Education.

Over 300 students enrolled in the school are unable to choose the subjects of their choice due to lack of these streams. They have to opt for the subjects in utter urgency.

The students from the area have to go to the schools at far-off places to choose the subjects of their choice.

They also complained that the schools at other places do not give admissions to them citing the reason that they have a higher secondary school in their area.

We are suffering a lot, the students said.

Meanwhile, the Higher Secondary Sambora Pulwama, and the Higher Secondary Ratnipora, Pulwama are headless.

The parents and their wards have urged the administration to fill the vacancies of the principals in these schools.

When contacted, Director Education Mohammad Younis Malik said he will look into the matter and assured that the issues will be resolved. (GNS)

Youth dies in police custody, DGP promise action as per magisterial finding

Srinagar, March 19 : A youth from Awantipora area of south Kashmir’s Pulwama district, was allegedly killed in police custody on Tuesday after he was held in connection with some militancy related case.

Official sources told GNS that Rizwan Asad Pandit, principal of a private school—Sabir Abdullah Jobwarara Awantipora, died in police custody at Srinagar during the intervening night of March 18 and 19.

A police officer also confirmed the death of Rizwan and said that he had been arrested for questioning in connection with some militancy related case.

“In this matter, while following the procedure laid down in section 176 of CrPC a magisterial inquiry is underway,” the officer said. Separately, police investigation has also been initiated in the jurisdictional area of incident, he said.  

Talking to GNS, Director General of Police (DGP) Dilbagh Singh said action in the case “would be as per the findings of magisterial proceedings.”

A spontaneous shutdown was observed Awantipora, the native place of the slain in south Kashmir and Old city of Srinagar amid clashes.

Reports said that as soon as news about the death of the Rizwan spread, clashes erupted in Awantipora, and adjoining areas along with several parts of Old City here in Srinagar.

Reports said that all shops and other commercial establishments remained closed in these areas while traffic was off the roads.

An eyewitness said thousands of people were waiting for his body at his home in Awantipora.

The “custodial killing” has been condemned by mainstream leaders including former Chief Minister Omar Abdullah and Sajjad Lone, who heads Peoples conference, the former ally BJP, as well as Hurriyat Conference (M) chairman Mirwaiz Umar Farooq.   

“I had hoped custodial deaths were a thing of our dark past. This is an unacceptable development & must be investigated in a transparent, time-bound manner. Exemplary punishment must be handed out to the killers of this young man,’ Omar tweeted.

Sajjad Lone condemned in “strongest terms the death in police custody in Srinagar”. “This is what the sanctity of human life has been reduced to in Kashmir. My thoughts r (are) with the family of the deceased,” Lone wrote on Twitter.

Former finance minister Syed Mohammad Altaf Bukhari demanded a time-bound probe into the “extrajudicial killing”.

“It is highly unfortunate that a young man, teacher by profession, has lost his life in police custody and it needs to be thoroughly investigated to know what went wrong and who are responsible for his death in custody,” Bukhari demanded, in a statement.

He said, at a time when the police had to learn to behave responsibly and sensitively such sad incidents only add to the prevailing mistrust among the people with the system which nobody in a civilized society can afford.

Hurriyat Conference (M) chairman Mirwaiz Umar Farooq on Tuesday said that the custodial killing of a school teacher has once again exposed the “helplessness” of the people of Kashmir.

“Distraught at the brutal custodial killing of young Rizwan Ahmed of Awantipora. The brutal killing once again exposes the, helplessness, vulnerability and insecurity of the lives of Kashmiri’s as impunity to the authorities keeps rising. (sic),” Mirwaiz wrote on Twitter.

Meanwhile, Kashmir University students on Tuesday afternoon staged a protest against the custodial death of the Principal and offered funeral in absentia. They also protested summon to Mirwaiz Umar Farooq, chairman of the Hurriyat Conference (M).

The protesting students were carrying banners which read: “Stop harassment of our leaders, NIA summon to Mirwaiz is not acceptable.”

Raising slogans, the students marched inside the varsity premises to register their protest. The protesting students were demanding an impartial probe into the custodial death of school principal.

Meanwhile, in wake of the death, the authorities of Islamic University Awantipora have closed the varsity for the precautionary measures. The varsity has also suspended the class work and postponed all examinations scheduled on Wednesday. A varsity official said that the fresh dates will be notified later.

On Tuesday, the class work at IUST remained suspended while exams were also postponed.

The decision to suspend the class work was taken as a precautionary measure to avoid law and order situation, said the official. The train services from south Kashmir to Baramulla has been also suspended for tomorrow, according to railway authorities. (GNS)

Custodial ‘death’: Victim’s brother says fate of probes in Kashmir known to all

Srinagar, March 19 : The magisterial inquiry into the “custodial death” of a 28-year old private school Principal is going to end up as a farce like numerous other such probes ordered by authorities over the past decades, the victim’s family said on Tuesday.

Rizwan Asad Pandit (29), a resident of Awantipora area of Pulwama district, was killed during the intervening night of Monday and Tuesday after he was picked up by police from his home two days ago, his brother told reporters.

Pandit, was Principal at a private school namely Sabir Abdullah Jobwarara Awantipora.

“They laid a cordon during the night and whisked him away and told us not to mention anything about the arrest to anyone. When we asked the concerned police station about his whereabouts next day, they said the matter was out of their hands as he had been shifted to Cargo,” he said.

“We came to know this morning that they had killed him in custody,” he said.

“We know the fate of investigations ordered over all these years into killings. We know nothing is going to come out of this investigation as well,” he said. 

The civil administration ordered a magisterial inquiry under Section 176 of the Code of Criminal Procedure (CrPC) to ascertain the cause and circumstances leading to Pandit’s death.

Meanwhile, a police spokesman said Rizwan was picked up in connection with a “terror case” and had died in police custody.

“In pursuance of terror case investigation, one suspect Rizwan Pandit resident of Awantipora was in police custody. The said person died in police custody. In this matter while following the procedure laid down in section 176 of CrPC a magisterial inquiry is underway. Separately, police investigation has also been initiated in the jurisdictional area of incident,” the spokesman said. (GNS)

Fight polarization; otherwise J&K will split: Javed Beig

BARAMULLA, Mar 19: Former MLA Baramulla and senior Peoples Democratic Party (PDP) leader Javed Hassan Beig on Tuesday cautioned the political mainstream to stand united or otherwise the winds of polarization will take the state of Jammu and Kashmir towards a split.

In an exclusive interview with Kashmir Despatch, Beig talked at length over various issues confronting the people of Jammu and Kashmir especially the present political situation in the state.

Below are the excerpts from this interview:

Q. What is the present status of your relationship with PDP? This questions assumes significance in view of your sharp criticism of the PDP leadership on various occasions in past?

JHB: “I have been a part of PDP right from the beginning as one of its founder members since July 28, 1999 and in future he will be part of PDP.”

Q2. Where does the PDP stand on ground particularly in North Kashmir?

JHB: “There is no doubt that PDP has got a dent since 2014 but the PDP workers are full of courage and conviction and the upcoming elections will show PDP’s performance. He said since the parliamentary elections are seen as the elections of party itself, PDP will prove its presence all over the state especially in North Kashmir on the basis of its strong and credible cadre on the ground.”

Q3. What is you assessment of the overall political situation in Kashmir especially in district Baramulla?

JHB: “Unfortunately the state of Jammu and Kashmir has witnessed polarization. I have often voiced my concern even on the floor of assembly. Today through your medium I want to reiterate it again that if J&K’s political mainstream remained divided and continued with their region based politics then Jammu and Kashmir as a state is definitely heading towards a split. PDP under the leadership of Late Mufti Sayeed forged an alliance with BJP just in light of this significant fractured mandate. The alliance came into being just to overcome that polarization as BJP had won 25 assembly seats from Jammu and PDP had won an equal number of seats from Kashmir valley. So the net result was that State had witnessed a situation of huge polarization. Late Mufti Saheb’s took a big risk and his decision to go with BJP to form a government in J&K proved correct in view of that situation. PDP faced its brunt also. But History will bail him out Mufti Saheb for his decision. The future challenge for us will be how to ensure unity of Jammu and Kashmir, if the present polarized atmosphere continues in the state and outside J&K.”

Q4. What are the main reasons behind PDP’s disintegration?

JHB: “PDP has not disintegrated. Some people have left PDP and some have joined. Some who have joined are better and strong than those who have left the PDP. They will perform better than the media is guessing about them. I assure you and my workers as well that those who have replaced the people in PDP are much stronger and you will see their performance in upcoming elections.”

Q5. What is your expectation about Lok Sabha and coming assembly elections in Kashmir? How far should PDP leadership rely on North Kashmir’s assembly constituencies if it wants to have a dignified comeback?

JHB: “Elections do not matter in politics and the history of political parties. Elections come and go. What matters is your dedication and commitment towards public welfare. If it was so, there should have been no National Conference or Congress in the state. But we will try our best to perform better on the ground with utmost sincerity rest the results lie with Allah the almighty.

Q6. Why, do think, PDP leadership never considered you for any ministerial assignment to give a proper representation to district Baramulla in the state’s ministerial council?

JHB: “Perhaps they (PDP leadership) thought I was not good enough to be a minister. And this question you must ask the party president, the decision makers.”

Q7. What about the profile and developmental scenario of your own constituency?

JHB: “The assembly elections were held in November December and the results came in December 2014. Government was formed perhaps in March 2015. In 2015 we did some work. 2016 was a year of turmoil, uncertainty and chaos. In 2017 we started some works and they are under execution. People of my constituency and my workers will tell you about my performance. But how can I claim works to be done in six years were carried out in just two years. I could not get time to perform but people must think over it. People must think over the situation that has crept after fall of the government. They should ponder over the arrests, bureaucratic hurdles and other difficulties faced by them. People by now must have realized that governor rule is not in their interest. Even a bad government is good for people than governor rule. An elected government is always a good government for the people.”

‘Rizwan was on radar after 2017 Fidayeen attack on CRPF Training Centre’

Awantipora, Mar 19, :  Rizwan Asad Pandit, a resident of Awantipora, who died in police custody came on the radar of security agencies following the Fidayeen attack on CRPF Training Centre in Lehthpora on 31 December 2017. Two local Fidayeen militants from militant outfit Jaish-e-Muhammad and five CRPF personnel were killed in that attack. 

  Since that attack, Rizwan was arrested, interrogated and released from time to time. Security agencies believed he was a militant sympathizer and an OGW of Jaish-e-Muhammad militant outfit. Rizwan was an MSc, a school Principal and a former guest lecturer at Islamic University of Science and Technology. As the news about his death spread, authorities closed the University to stop possible protests. 

   Thousands of people visited his residence to express sympathies with the family at Awantipora that witnessed violent clashes and shutdown on Tuesday. 

 Sources told news agency that his name figured among the list of suspects when National Investigating Agency (NIA) started probe into deadly suicide attack in Lethpora that left over 40 troopers’ dead. A day before his death Rizwan according to his family was picked up by Forces while local police informed them he is lodged in Cargo for questioning and they can’t do anything in the matter.

   “Rizwan was a free man from past 2 months. He was busy in his daily routine work when a day before his death a police team cordoned off our house and detained him. Police advised us not to communicate with anyone about this arrest as he will be released after questioning. Later, they informed us that Rizwan is in the custody of Special Operation Group at Cargo Srinagar and today news of his custodial death horrified us,” said Zulqarnain, the brother of the deceased. 

   Rizwan had been shifted to Kot Balwal Jail Jammu under Public Safety Act. “The court quashed his PSA yet he was kept in a police station for 15 days without any FIR. We don’t know what prompted the killers to kill him in this way,” he added. (CNS)     

Omar was always Delhi’s Ambassador in Kashmir: Sajad Lone

SRINAGAR, Mar 19: Peoples’ Conference chairman Sajad Gani Lone on Tuesday said that Omar Abdullah and his family are ambassadors of Delhi in Kashmir and represent their interests rather than the interests of the people of J&K.

Sajad emphasized that while the representation of Delhi in Jammu and Kashmir was never a problem for the Abdullahs, the same cannot be said when it comes to representing Kashmir and its issues in Delhi. “They have always been the ambassadors of Delhi in Kashmir but were never the ambassadors of Kashmir in Delhi.”

Revisiting the Sheikh-Indira accord of 1975, Sajad termed it as “most notorious” act in the erosion of state’s special status.

“The 1975 accord was the most notorious in the history of Kashmir wherein the Abdullah family conveniently traded the special status of Jammu and Kashmir in lieu of power. The infamous trade off between power and erosions, when Sheikh Abdullah was demoted from the position of Prime Minister to that of Chief Minister, without even contesting the elections was the most questionable act performed by any political party in the history of the the state. The very act of him taking the position of a Chief Minister was the first and biggest ratification of the special status and proves how the Abdullah family has been the ambassador of Delhi in the state from the very inception,” he said.

Reiterating how NC & Congress governments in the past have eroded the special status of Jammu and Kashmir to a point that it barely remains.

“All alliances of NC with Congress further ratified and endorsed the erosions of J&K’s special status that was co-scripted by the two parties,” he added.

Strongly opposing dynasty politics, Sajad further said that National Conference is a classic example of how power when passed on as inheritance, is misused to the benefit of a dynasty rather than the welfare of its people, who end up developing a trust deficit in the government.

“These immature, juvenile tantrums are iconic in how Omar Abdullah was given power as an inheritance as opposed to a privileged trust bestowed by the people. He is cranky because an alternative has emerged and emerged from the grassroots. His idea of democracy is a musical chairs game solely between him and Mehbooba Mufti – an either/or scenario which both parties are comfortable with. He should wake up and realize his family, sooner than later, will be held accountable for its mass loot, plunder and the killings it lorded over in Kashmir,” Lone concluded.

SRINAGAR, Mar 19: The parliamentary board of National conference has decided to field Dr Farooq Abdullah from Srinagar-Budgam constituency and Muhammad Akbar lone from Baramulla constituency.

They said the names of the candidates for other constituencies will be finalized in the next meeting. Jammu and Kashmir National conference Parliamentary board met here at party headquarters Nawa-e-Subha, Srinagar.

The meet was chaired by the party president Dr Farooq Abdullah. The parliamentary board members were unanimous of the opinion that the party should content all six parliamentary constituencies. The board authorized the president to take the final decision on any coalition with secular forces taking into account the national political situation.

Meanwhile, reports said that Jammu and Kashmir National conference has decided to field Justice (retd.) Hasnain Masoodi from Anantnag parliamentary constituency. Sources said that name of Justice Masoodi was finalised in a meeting at the party headquarters Nawa-e-Subha, Srinagar.

Justice Masoodi, a former judge of the Jammu and Kashmir High Court, is currently serving as the chairman of Selection-cum-Oversight Committee under the Juvenile Justice Act. On Monday, the parliamentary board of NC decided to field Dr. Farooq Abdullah from Srinagar-Budgam constituency and Muhammad Akbar Lone from Baramulla constituency.

The Lok Sabha elections are being held in seven phases, beginning April 11. Anantnag parliamentary seat will go to polls in three phases: April 23, April 29 and May 6. The election commission of India Monday issued the notification for elections in two LokSabha constituencies in Jammu and Kashmir which are going to polls in the first phase on April 11. These include Jammu-Poonch and Baramulla parliamentary seats.

SRINAGAR, Mar 19: Following the alleged custodial killing of a youth in Srinagar, the Jammu and Kashmir former chief minister and PDP president said that Mehbooba Mufti on Tuesday said that Delhi’s “repressive” approach leaves young educated men vulnerable who are forced to take up arms.

“Innocent men hauled up from their homes for interrogation return home only in coffins now. GoI’s repressive approach leaves young educated men vulnerable who are forced to take up arms. Stop using Kashmir to exhibit your sick chauvinistic nationalism. We have suffered enough (sic),”.

Mehbooba wrote on Twitter. Earlier police said that in pursuance of militancy case investigation, one suspect Rizwan Pandit, a resident of Awantipora in south Kashmir, was in police custody. The said Pandit died in police custody.

Lockout of Information Deptt offices against suspension of AIO Kupwara across JK triggers huge crisis

Srinagar, Mar 19 : Lockout of all the offices of Information department across Jammu and Kashmir in protest against the suspension and attachment of an assistant information officer by Deputy Commissioner Kupwara has triggered a huge crisis in mid election season when the notification for the first phase of Lok Sabha polls has been issued by the Election Commission of India.


Information Employees Association president Shabir Ahmad said, “Following the transfer of district information officer Kupwara, the Director Information department had given the charge of DIO Kupwara to senior most AIO Basheer Ahmad Sofi having 30 years of service in the information department but DC Kupwara while trespassing institutional jurisdiction in exercise of his powers suspended Basheer Ahmad Sofi, the Assistant Information Officer for holding the charge of DIO Kupwara under the orders of Director Information and attached him with the district election office.

Surprisingly DC Kupwara without bringing the matter into the notice of Director Information asked Assistant Director Handicrafts, a junior KAS officer to hold the charge of DIO Kupwara. To protest the institutional trespassing in exercise of his powers by DC Kupwara we have locked all offices of the Information Department including the offices of director information, joint director information Kashmir and Jammu and all district information offices and the lockout will continue till the order is revoked.”


When contacted Deputy Commissioner Kupwara Anshul Garg told “I am just following the guidelines of election commission of India which empowers me to take all the decision for smooth running of the election related work in the district.

I have suspended Assistant Information Officer and given the charge to assistant director handicrafts not today but last month. If chief electoral officer asks me to revoke the order I have no issues as every action is subject to scrutiny by the chief electoral officer and the election commission of India. (KNS)
