SRINAGAR, Mar 19: Former Jammu and Kashmir chief minister Omar Abdullah on Tuesday demanded exemplary punishment to those involved in the death of an Awantipora resident who died in police custody. “I had hoped custodial deaths were a thing of our dark past.

This is an unacceptable development & must be investigated in a transparent, time bound manner. Exemplary punishment must be handed out to the killers of this young man,” Omar said on Twitter.

Earlier, a school teacher, who was arrested by the police, died in police custody here in Srinagar. The teacher was identified as Rizwan Pandit, a resident of Awantipora in Jammu and Kashmir’s Pulwama district. He died during the intervening night of Monday and Tuesday, a police officer said.

SRINAGAR, Mar 19: A private school teacher died on Tuesday allegedly in the custody of  Special Operations Group (SOG) of Jammu and Kashmir police in Srinagar. Official sources said that a youth identified as Rizwan Asad Pandit, a resident of Awantipora area of south Kashmir’s Pulwama district was picked up by National Investigations Agency (NIA) a few days ago and was lodged in the Cargo camp of SOG in Srinagar.

A teacher by profession, Pandit has reportedly died during the intervening night of Monday and Tuesday (March 18, 19). However, there were no immediate reports of circumstances in which the teacher has died. A local news gatherer, GNS has quoted police saying that they have requested for magisterial inquiry under 176 CrPC to initiate the thorough probe for ascertaining the actual cause of death. Besides, it said, the police have also ordered a separate inquiry to probe the incident. Meanwhile, in wake of the death, the authorities of Islamic University Awantipora have closed the varsity as a precautionary measure.

Meanwhile, the Jammu and Kashmir police issued a statement regarding the death of an Awantipora youth in custody today. The police spokesman said that in pursuance of militancy case investigation, one suspect Rizwan Pandit, a resident of Awantipora in south Kashmir, was in police custody. The said Pandit died in police custody. In this matter while following the procedure laid down in section 176 of crpc a magisterial inquiry is underway. Separately police investigation has also been initiated in the jurisdictional area of the incident, police said.

On the other side, intense clashes erupted on Tuesday in Awantipora area of south Kashmir’s Pulwama district amid a spontaneous shutdown following the custodial death of a local school teacher. Reports said that all shops and other commercial establishments remained closed in the area while traffic went off the roads soon after news of death of Rizwan Pandit reached there. An eye witness said thousands of people were waiting for his body at his home in Awantipora. Meanwhile, authorities have suspended the Internet service as a “precautionary measure” in the area. Pandit, who was arrested by the police in a militancy-related case, died in police custody at CARGO camp in Srinagar last night, a spokesman said in a statement.

Parts of Downtown Srinagar on Tuesday also witnessed a spontaneous shutdown in the wake of custodial death of a south Kashmir teacher. Eyewitnesses said majority of downtown areas and Maisuma in uptown Srinagar observed spontaneous shutdown soon after the news of custodial killing spread in the Valley. He said that the shopkeepers downed their shutters in Nowhatta, Gojwara, Rajouri Kadal, Hawal and Khanyar after announcements were made over the public address system of the Jamia Masjid asking people to observe shutdown. Similarly, shutdown was also observed in Maisuma area of uptown Srinagar as well.

All security arrangements in place in six assembly segments of police district Baramulla: SSP

Srinagar, Mar 19 : Jammu and Kashmir police on Tuesday said that it has put in place all security arrangements for both the candidates and as well as the voters in six assembly segments of Baramulla police district ahead of the ensuing Lok Sabha elections in Baramulla-Kupwara-Bandipora Lok Sabha constituency.

SSP Baramulla Abdul Qayoom said, “for total number of 575n polling booths in six assembly segments of Baramulla police district police has already identified rally grounds in all the six assembly constituencies of the district and security under CAPF to be provided to the candidates has been also finalised, adding that, “all polling booths for total number of 5.50 lakh voters in all the six assembly segments are ready as per the ECI norms.”


Saying that in case of cross LoC shelling or firing in any of the 35 election booths in Uri the shelling hit polling booths will be shifted to safer places already identified by the department, SSP said, “It has been decided that three tier security arrangements will be provided for the polling booths keeping in view the fact that in two polling booths of Gulmarg constituency over 70% polling was recorded in last elections.”


He said “all zonal and sectoral officers have been allocated work and are working under the guidelines already issued by the Election Commission of India.” (KNS)

A 28-year-old man belonging to Jammu and Kashmir’s Pulwama district died in police custody in Srinagar, triggering a spontaneous shutdown and street clashes in Awantipora town.
As news reached Awantipora that Rizwan Asad Pandit, 28, a private school teacher, had died in police custody, clashes started between the security forces and stone-pelting youths.

All shops and other businesses were hurriedly closed and traffic also went off the roads in the town.

As a precaution, all exams scheduled for Tuesday in the Islamic University of Science and Technology (IUST) at Awantipora were postponed.
Mobile Internet services were suspended in Awantipora and adjoining areas.

Authorities rushed reinforcements of security forces to Awantipora to maintain law and order.
Former Chief Minister Omar Abdullah tweeted: “I had hoped custodial deaths were a thing of our dark past. This is an unacceptable development and must be investigated in a transparent, time bound manner. Exemplary punishment must be handed out to the killers of this young man.”

The National Conference leader added that with “midnight raids, crackdowns, rampant arrests, custodial murders, denial of democratic right to choose a government. Kashmir continues to suffer the fallout of the disastrous PDP-BJP alliance and from the Modi government’s muscular approach to J&K”.

Police said Rizwan was arrested three days back in connection with a militancy related case.
“He died during Monday night,” a police officer said, adding that a magisterial probe had been ordered.
“In addition, a departmental inquiry has been ordered into the circumstances that led to the death,” the officer said.(IANS)

Those Talking Of Exemplary Punishment To Killers Of Rizwan Ahmad Pandit Have Never Moved Beyond Words:Er. Rasheed

Expressing grief, shock and anger over the custodial murder of Rizwwan Pandit, a school teacher, AIP President Er. Rasheed has said that Rizwan’s murder is the response shown by security agencies to Prime Minister’s declaration that security forces have been given free hand after Pulwama attack. In a statement issued today Er. Rasheed said “There can be no excuse given by the state government and J&K Police to justify murder of Rizwan Ahmad Pandit, who was summoned to police station, tortured in Cargo and his dead body has been sent back home.

The incident should be matter or grave concern for the local cops who often claim to be Kashmiris and claim their respect for rights and sentiments of masses. Prime Minister of India owes an answer that why he was so inpatient to give forces a free hand to the extent that they dare to torture Kashmiris to death in custody in broad day light.

The promises of investigation and orders of enquiry carry no meaning as such shame enquiries have nothing yielded in the past. Now if Omer Abdullah and Mehbooba Mufti talk about exemplary punishment to the killers it makes no sense as not even a single man in uniform has been punished or convicted since 1990”.

Er. Rasheed added that helplessness of Kashmiris is not New Delhi’s victory but adds to the alienation and is failure of New Delhi’s suppressive policies in Kashmir. He said “people of India should rise to the occasion and ask the political establishment to stop war against Kashmiris as murdering innocent and unarmed Kashmiris does not benefit Indian masses by any standards”.

Er. Rasheed added that while people are least interested in any enquiry being ordered by the govt. but the Governor administration needs to prove its credibility and claims of not being enemies of Kashmiris.

Altaf Bukhari condemns custodial killing of Awantipora resident

Srinagar, March 19: Former finance minister Syed Mohammad Altaf Bukhari on Tuesday demanded a time bound probe into the extra judicial killing of Awantipora resident who according to reports was arrested by police and died in custody at Srinagar.

Expressing serious concern over the incident, Bukhari expressed his heartfelt sympathies with the bereaved family and prayed for eternal peace to the departed soul.

“It is highly unfortunate that a young man, teacher by profession, has lost his life in police custody and it needs to be thoroughly investigated to know what went wrong and who are responsible for his death in custody,” Bukhari demanded.

He said, at a time when the police had to learn to behave responsibly and sensitively such sad incidents only add to the prevailing mistrust among the people with the system which nobody in a civilized society can afford. Bukhari said that authorities especially the Honb’le courts and the National Human Rights Commission have already set out detailed procedures to prevent and punish police use of torture and ill-treatment.

“However, such incidents of torture wherein suspects are punished to gather information is totally unacceptable in light of the laid down rules by the Honb’le Supreme Court.”

The former finance minster remarked that police abuse reflects a failure of any regime at the helms of affairs to implement accountability mechanisms.

“Despite strict guidelines in place, the authorities in Kashmir routinely fail to conduct foolproof investigations and prosecute police officials implicated in torture and ill-treatment of arrested persons. Police investigators often close cases relying solely on the accounts of the implicated police officers. This unfortunate trend that has grown mistrust among people in probes needs to be done away with,” Bukhari observed.

He added: “In a democratic set-up we live in, the police must follow proper arrest procedures—including documenting the arrest, notifying family members, conducting medical examinations, and producing the suspect before a magistrate within 24 hours as has been directed by the Honb’le Supreme Court.”

When these procedures are not followed in letter and spirit, Bukhari said the suspects become more vulnerable to abuse and may have contributed to a belief by some officials in police department that any mistreatment with the inmates could be ‘covered up’.

Bukhari said that the guilty in the custodial killing case of Awantipora resident need to be immediately identified, arrested and brought to justice so that punishment given by the Honb’le courts in this case becomes deterrence and prevent others from committing such heinous crimes in future.

Downtown parts, Masuma shut against Awantipora teacher’s death in custody

Srinagar, March 19 : Downtown areas and also the Maisuma areas observed spontaneous shutdown against the death of a school teacher from Awantipora in police custody.

Witnesses told that the shopkeepers downed their shutters in downtown areas as the announcement was made in Jamia Masjid asking people to observe shutdown.

Similarly shutdown was also observed in Maisuma as well.(KNO)

Srinagar, March 19 : A youth from Awantipora area of south Kashmir’s Pulwama district, was allegedly killed in police custody on Tuesday after he was held in connection with some militancy related case.

Official sources told GNS that Rizwan Asad Pandit died in police custody at Srinagar during intervening night of March 18 and 19.

A police officer also confirmed the death of Rizwan and said that he had been arrested for questioning in connection with some militancy related case.

“We have requested for magisterial inquiry under 176 CrPc to initiate the thorough probe to ascertain the actual cause of death,” the officer said.

He said that police has also ordered a separate inquiry to probe the incident.

Meanwhile, in wake of the death, the authorities of Islamic University Awantipora have closed the varsity for the precautionary measures. (GNS)
