Imran Khan likely to visit China next month to attend 2nd Belt & Road Forum

ISLAMABAD: Prime Minister Imran Khan is likely to visit China in April to join other foreign heads of state and top governments officials at the second Belt and Road Forum for International Cooperation being held in Beijg.

The BRI, proposed by Chinese President Xi Jinping in 2013, has brought countries and regions together through enhanced trade, infrastructure development, investment, cultural and people-to-people exchanges. A total of 152 countries and international organisations have signed cooperation documents with China on the initiative over the past six years, official statistics show.

A well-placed source told Pakistan Today that Prime Minister Imran Khan has been informally invited by Chinese President Xi Jinping to the Forum.

“Chinese and Pakistani diplomatic channels have been opened to discuss modalities of the upcoming trip of Prime Minister Imran Khan. In this regard, China’s Minister for Public Security would visit Pakistan this month to formally invite prime minister Imran Khan,” the source said.

China’s State Counselor, also the foreign minister, Mr Wang Yi has revealed that thousands of delegates from over 100 countries are expected to attend the Forum.

Wang Yi says China will fully implement the eight major initiatives announced at the 2018 Beijing Summit of the Forum on China-Africa Cooperation, and continuously deepen Belt and Road Initiative (BRI) cooperation.

Wang says the BRI is instead an “economic pie” due to which East Africa now has its first expressway, the Maldives has built its first inter-island bridge, Belarus is able to produce sedans and Kazakhstan is connected to the sea. Southeast Asia is constructing a high-speed railway.

“And the Eurasian continent is benefiting from the longest distance freight train service. It is not a geopolitical tool, but a great opportunity for shared development,” Wang Yi says.

Experts believe that China, in the backdrop of a fast changing world, is all set to offer Belt & Road Initiative (BRI) as a major diplomatic and development initiative and Belt and Road Forum would prove to be another milestone in this regard.

CHINESE DIPLOMATIC MODEL:

Senator Mushahid Hussain Sayed, one of the top experts on China, says that the BRI, launched by President Xi Jinping in 2013, is the most important diplomatic & Developmental Initiative of the 21st Century.

“The popularity of the BRI stems from the fact that it is inclusive, based on win-win cooperation, with no losers or victors, and promotes connectivity through corridors of commerce and trade,” he added.

Senator Mushahid, also Chairman of Pakistan, China Institute, says that China’s foreign policy model was based on Chinese President Xi Jinping’s Thought.

“Xi Jinping Thought was formally enshrined as the principal guideline of China’s foreign policy during the June 2018 major conference on foreign affairs in Beijing. At that Conference, President Xi Jinping told Chinese foreign policy officialdom to ‘have a clear understanding of China’s status and role in the evolving world pattern’”.

Senator Mushahid Hussain told Pakistan Today that this new peaceful model of Chinese diplomacy is in sharp contrast to the US or other western countries who are building barriers to trade, communication and connectivity, or relying on the use of force to resolve issues.

“Basically, this ‘evolving world’ and ‘China’s status and role’ in it need to be viewed in the context of three new global realities. First, the balance of economic and political power is shifting from the West to the East, with the 21st Century viewed as the ‘Asian Century’,” he said and added that China as the world’s second biggest economy is the biggest proponent of globalisation, fuelling 30% of global growth.

Wang Yi says that China will continue to follow a peaceful development path, uphold the existing international system, favor cooperation over confrontation while shouldering more responsibilities, as the country moves closer to the world’s center stage.

“China’s diplomacy has reached a new starting point,” Wang said. “China will surely become stronger but not assertive; China values independence but will not go forward alone; China stands up for its rights but never seeks hegemony.”

Wang Yi also said the fundamental guideline for China’s diplomatic work in the new era is “Xi Jinping thought on diplomacy”, which points the way for navigating through a complex array of issues in today’s world.

“China and the United States stand to gain from cooperation and lose from confrontation,” the state councilor said. The interests of the two countries are indeed inseparable. Bilateral trade surpassed 630 billion U.S. dollars last year, with cumulative bilateral investment reaching 240 billion dollars.

Wang noted the substantial progress made in the ongoing economic and trade consultations.

“We still have a positive outlook on China-U.S. relations. The two countries will not, and should not descend into confrontation,” he said.

“A key part of Xi Jinping Thought on Diplomacy is developing a new path of state-to-state relations featuring dialogue instead of confrontation, partnership instead of alliance,” says Ruan Zongze, executive vice president of the China Institute of International Studies.

Srinagar, Mar 09: Strongly reacting to the National Investigation Agency’s summon to the Kashmir’s chief cleric and world renowned religious scholar Mirwaiz Umar Farooq the Kashmir one of historical traders body Beopar Mandal Mahraj Gunj, Shahre Khass Traders & Manufacturers Coordination Committee & Jamia Market Traders Federation has called for complete shutdown in and around Old City Srinagar on Sunday and Monday.

In a statement issued here the Trade Bodies said such kind of ‘nefarious designs’ to intimidate the people of Kashmir will not be tolerated at all and would be resisted tooth and nail.

The Trade Bodies  said summoning Mirwaiz Umar Farooq and Syed Naseem Geelani is totally undemocratic and will not be tolerated by the people of Kashmir in general and the trader fraternity in particular.

The Trade Bodies said all the shops, transport, schools and offices will remain closed on Sunday and Monday against this gruesome move by the NIA.

Advisor Sharma Directs Completion Of Jehangir-Chowk Rambagh Flyover By May This Year

SRINAGAR, MARCH 09: Advisor to Governor Kewal Kumar Sharma today directed Economic Reconstruction Agency (ERA) to complete Jehangir-chowk Rambagh flyover project by May this year and put to use for the commuters and also to decongest the city traffic.

The Advisor said this while reviewing the progress of development projects taken up by (ERA) in Srinagar city under the Urban Sector Development Investment Program (USDIP), financed by the Asian Development Bank (ADB) through a multi tranche financing facility.

Dr. Raghav Langer, Chief Executive Officer, JKERA informed the meeting about various works being undertaken under JKUSDIP.

It was informed that of 53 sub-projects works under JKSUDIP work on remaining 10 sub- projects are under execution at present. The CEO ERA also informed that 99% physical progress has been achieved on the construction of Rawalpora-Chanapora storm water drainage sub-project with work on laying of drainage network and construction of two main pumping stations already completed.

He added that 76% physical progress has been achieved on the construction of Storm Water drainage sub-project along the National Highway Byepass at Athwajan and 87% progress has been achieved on the laying of 18Kms raw water pipeline from upper reaches of Doodhganga at Nauhara to Kralpora and balance portion of these works had to be re-tendered due to the non-performance of the contractors and these works will be completed by May 2019.

Giving details about the progress of work on the construction of Jehangir-Chowk -Rambagh flyover, CEO ERA informed that 84% physical progress has been achieved on the project as a whole and said that as per the revised pert chart submitted for the pending works of the flyover contractor has committed to complete the balance work on the sub-project by May 2019.

The Advisor appreciated the support being provided by the District Administration, Srinagar to JKERA for smooth execution of work on the flyover.

He also directed JKERA to ensure that the non-performing contractors be got blacklisted and appreciated the fact that JKERA under loan I and Loan 2 has been able to create state of art key public assets with the financial assistance of Asian Development Bank.

The Advisor directed ERA to expedite the process of the Jehangir-Chowk Rambagh flyover so that it would be completed by May this year. He also directed that work on other flyovers and public important projects must be completed on time.

The Advisor told the officers that no soft approach should be adopted against the concerned agencies who are executing the work and they must complete the work on time.

He also told the officers that general public should not face any inconvience due to the construction work being executing by them.

The meeting was also attended by Dr Shahid Iqbal Choudhary Deputy Commissioner Srinagar, Tahir Geelani S.S.P Traffic Srinagar, Ashok Kumar Chief Engineer I&FC Kashmir, Adbul Wahid Chief Engineer PHE Kashmir, Sami Arif Chief Engineer R&B Kashmir, Hashmat Qazi Chief Engineer EM&RE Kashmir, Showkat Wani Director J&KERA, Nazir Ahmad Baba Additional Commissioner Srinagar Municipal Corporation and other senior officers of line departments.

Later, the Advisor visited the construction sites of Jehangir Chowk Rambagh Flyover and Grade Separator at TRC, Srinagar during which he directed the engineers and other concerned to further speed up the pace of work to ensure that timelines are strictly complied with.

Will not allow BJP to turn JK into war theatre for electoral gains: Mehbooba

Srinagar, Mar 09 : Disapproving the central government’s repressive policies of criminalizing dissent, bundling people in jails and banning religious outfits, Peoples Democratic Party (PDP) President and former Chief Minister Mehbooba Mufti said that BJP’s attempts to turn Jammu and Kashmir into a theatre of war for electoral gains will be fervently opposed and foiled by the PDP. 


Chaired by the party president, PDP on Saturday held a meeting of its top leadership in Srinagar to discuss the prevailing political situation in Jammu and Kashmir. 


The meeting witnessed participation of all senior party functionaries including parliament members, former ministers and legislators. 


In her address, PDP President Mehbooba Mufti expressed serious concern over the prevailing situation in the state and said that the repressive measures and iron fist approach are being rigorously implemented with common masses threatened, intimated and harassed by the government at large. 


She said that soon after the Pulwama attack last month, there are attempts being made to intimidate the people of Kashmir with Prime Minister Modi on television declaring air strikes against Pakistan as pilot project and threatening that more is yet to come. “Whom is PM Modi trying to threaten with such war mongering? Due to such a ruthless smear campaign, Kashmiri students outside JK are targeted, traders harassed all across and inside Kashmir religious outfits are banned with clerics bundled in jails like criminals,” Mehbooba said.


Mehbooba also reiterated PDP’s stand vis-a-vis banning the socio-political and religious organization- Jamaat-e-Islami, terming such a measure as undemocratic, unconstitutional and an attempt to hurt the religious sentiments of Muslims all across. “We have been saying this since day one that Jamaat-e-Islami is an idea. Ideas cannot be chained, banned or killed. Ideas are bulletproof and in democracy, ideas are allowed to flourish and not choked. What the BJP is doing at present is nothing but a clear vendetta against anyone who dares to oppose its policies,” Mehbooba said in her address. 


The PDP President added that her party will remain in the forefront to oppose any move aimed at harassing, suppressing and targeting the people of state and that the policies being adopted by the central leadership towards the state are turning the already crises ridden region into a veritable inferno. “Jamat-e-Islami has been credited for running schools and is a socio- religious organization which is totally non- violent and the organization has on many occasions publicly disapproved of violence as a method of political struggle.

Banning it will further shrink the space for politics and dialogue and it seems that government of India is now completely depending on force as a measure to subjugate the people of state. However, it has to understand that no muscular policy will work as it has never worked in the past and it will never work in future also,” said the PDP President and added that she will not allow Jammu and Kashmir to turn into a theatre of war for the BJP’s electoral gains.


She also said that the central government is pushing the people of Jammu and Kashmir into a corner while their constitutional rights are being trampled upon. She said that need of the hour is that the Government of India stops this muscular policy and understands that dialogue is the only way forward. (KNS) 

Schedule Announced For Ist Phase Of Hajj Orientation Programme

SRINAGAR, MARCH 09: The State Haj Committee has announced dates and venues for the first phase of the compulsory Haj orientation-cum-training programme for pilgrims hailing from different districts of Kashmir division.

The orientation for pilgrims from Anantnag will be held at Government Degree College Boys (Auditorium) Anantnag on 11, 12 and 13 March 2019.

The orientation for pilgrims from Baramulla will be held at Masjid-i-Baitul Mukarramah Baramulla, Dak Bunaglow Sopore, Jamia Masjid Palkhalan and Communty Hall Kunzer on 12th, 13th, 14th and 16th March 2019 respectively.

The training for pilgrims from Budgam will be held at Jamia Masjid Budgam, Jamaia Masjid Beerwah, Masjid Darul Amaan, Chadoora (Near Sheikhul Alam High School) on 14th, 16th and 18th March respectively.

Similarly, the training for pilgrims from Bandipora will be held at Peer Masjid Bandipora Bandipora on 13th March 2019.

The training for pilgrims from Ganderbal will be held at Markaziya Hanfia Jamia Masjid Beehama on 18th March 2019.

The training for pilgrims from Kulgam will be held at Jamia Masjid Kulgam on 11 March 2019.

Advisor Kumar Lays Foundation For Rs 25 Cr Projects Of Estates, H&P Deptt

JAMMU, MARCH 09: Advisor to Governor, K Vijay Kumar today laid foundation of various developmental projects of Hospitality & Protocol and Estates Departments involving an amount of Rs 25.88 crore. These projects include construction of additional blocks at Circuit House, Canal Road Jammu and Circuit House at Church Lane Sonwar in Srinagar, construction of additional block at State Guest House Jammu and construction of residential accommodation for state government employees at Ghulami Bagh, Canal Road Jammu.

Principal Secretary Planning, Estates, Hospitality & Protocol, Rohit Kansal, Director Estates, Tariq Hussain Ganai, Director Hospitality & Protocol Tariq Ahmad Zargar, Chief Engineer PWD D K Khanna, Superintending Engineer PWD N D Khwaja, Joint Director H&P, other senior officers and staff of Estates and H&P department were present during the foundation laying ceremony.

At Ghulami Bagh, Canal Road Jammu, the Advisor laid the foundation for construction of residential accommodation of Estates Department. Under this project, construction of additional residential accommodation has been proposed to provide the accommodation to the officers and other employees of the state government.

The Advisor was briefed about the project by the engineers of concerned executing agency and it was informed that as part of its expansion programme, the Estates department has proposed the construction of additional housing units at an estimated cost of Rs 9.6 crore by utilizing 6.57 kanals of available land in possession of the department. He was further informed that the Estates department has undertaken a massive up-gradation and expansion programme where a number of additional units are under construction for non-gazetted employees both at Jammu and Srinagar. These include 32 new residential units at Sarwal, 48 at Muthi besides new blocks for move employees at Ahata Amar Singh and Pampore in Srinagar.Meanwhile, the Advisor also laid the foundation of additional blocks in Circuit House Jammu and VVIP accommodation at State Guest House, Canal Road Jammu for Hospitality & Protocol department.

Both the projects have been proposed to augment its infrastructure and to accommodate the Guests and VIPs visiting the winter capital of the state. The additional block at State Guest House Jammu to be constructed at an estimated cost of Rs 1.15 crore having 08 VVIP Suites and a Conference Hall while as additional block of 3-storey building at Circuit House Jammu would be constructed at an estimated cost of Rs 6.65 crore to have 20 more rooms in this new block.

The Advisor while getting briefs about these projects, asked the engineers to save as much of standing trees from cutting them down while executing the projects as they add to the beauty of the area. He also asked the executing agency to complete the projects within given timeframe ensuring quality material to be used for the construction and other allied works.

In order to take appraisal of the facilities available at Circuit House Jammu, K Vijay Kumar inspected the VIP Suites, Rooms, Dinning and Kitchen area. He also interacted with the kitchen and other staff and sought their suggestions for further upgrading the facilities.

Later, the Advisor along with Principal Secretary P&M and other senior officers visited Convention Centre Jammu where laid e-foundation of additional block for H&P department at Circuit House, Church Lane in Srinagar.

This project would be completed at an estimated cost of Rs 9.02 crore. On completion, 56 rooms including 30 Suites would be added to the infrastructure of H&P department in summer capital of the state, the Advisor was informed.

Policeman suspended day after his service rifle snatched in Kishtwar

A policeman, whose service rifle was snatched by suspected militants from his rented accommodation in Kishtwar district of Jammu and Kashmir, was placed under suspension even as a massive search operation is on to arrest the culprits and recover the weapon, a senior police officer said Saturday.

      Daleep Kumar, who was posted as personal security officer (PSO) of District Development Commissioner, Kishtwar, Angrez Singh Rana, was reportedly overpowered by the gunmen who intruded into his residence at Asrarabad near Shaheedi Mazar in the town late Saturday night and decamped with his AK-47 rifle and a mobile.

      "The policeman has been placed under suspension and is being questioned. His mobile phone was recovered from an open area during the search operation," Senior Superintendent of Police, Kishtwar, Shakti Pathak told PTI.
      He said the search operation was launched immediately after the receipt of the information about the incident and was still going on. 

      "No one was arrested or detained in connection with the incident so far. We are on the job to crack the case," the officer said.

      The policeman claimed that the gunmen threatened him and his family members before fleeing the scene with his service rifle and the mobile, he said.  PTI

Talking to a  tourist on phone, Pooja  from Delhi said, “I had visited the garden last year with one of my friend, the garden itself is a sight to behold and you could spend hours just exploring it and admiring the flowers, when these tulip laden beds are viewed from a distance, it appears as if a rainbow has descended on the earth, I am planning to visit the garden this year also with my family and I recommend all of my friends to visit the garden once.” (KNB)

Srinagar-Jammu highway taking Kashmir hostage, Govt silent: KEA

Srinagar, Mar 09 : Expressing serious concern over frequent closure of the Srinagar-Jammu highway, the Kashmir Economic Alliance Chairman Haji Muhammad Yasin Khan has said that the pathetic condition of this only road link to outside world has become a means of taking Kashmir and its people hostage.


He said over seven million souls living in Kashmir have left at the mercy of landslides disrupting the highway connectivity only because alternative links to Kashmir including need to make Mughal Road an all-seasons connectivity have not been explored even after 70 years. 


Khan, who also heads Kashmir Traders and Manufacturers Federation said while the rest of the world is getting benefitted through advancement of technology, the Srinagar Jammu highway has taken a reverse gear.


“In the last three months, the highway remained closed for over three dozen times which is something alarming and this badly affected normal life and economic activities in the region,” Khan said.


He said not any bad weather but the reportedly faulty execution of the highway widening between Banihal and Ramban was a main reason of the frequent highway blockade.


He said the travel down the highway has become a horrific experience as every traveler has a treat to his or her life. “In the last three months, not a single vehicle may have traversed the highway undamaged, while the escape of passengers from landslides and shooting stones is not less than a miracle,” he said.
He said the while the common people were suffering unheard, the transportation of the goods has equally affected lives of common people.


“Apples that were being transported outside the valley have been rotting due to frequent blockade while same holds true for import of perishable commodities like fruits and vegetables, and even livestock that die in bulk before entering Kashmir and as a result business community is suffering huge losses running into crores,” Khan said.


He said given the fact that the highway widening and traffic regulation has to be maintained by multiple agencies including Beacon, Traffic Police, Div Comms of Kashmir and Jammu and others, ideally Governor should have asked the Chief Secretary to personally look into the matter and evolve a proper mechanism in coordination with the stake holders.


“But even as Kashmir has been facing crises including shortage of essentials including fuel and cooking gas, the government is unmoved,” Khan said.
“What we have learnt is that perishable items and fuel is made to halt and construction material is being transported on priority.”


Maintaining that silence of the Raj Bhawan on this issue of critical importance has only added to public woes, he appealed New Delhi and Governor SP Malik to look into the matter.


Spokesperson Farhan Kitab said, “The alternative connectives including Mughal Road and road link to Chenab Valley should be explored at an earliest provided the lives of people of Kashmir carry any importance for those at the helm.” (KNS)
