Election-2019 Photo Voter Slip not to be accepted as standalone identification document: ECI

JAMMU, FEBRUARY 28: Chief Electoral Officer, J&K, Shailendra Kumar today said that as per the directions of the Election Commission of India (ECI) Photo Voter Slip shall henceforth not be accepted as a stand-alone identification document for voting. He said during Election-2019 all electors in all constituencies who have been issued Electors Photo Identity Card (EPIC) have to produce the same for their identification at the polling station before casting their votes.


However, he said, those electors who are not able to produce the EPIC shall produce one of the alternative photo identity documents including Passport, Diving License, Service Identity Cards with photograph issued to employees by Central, State Government, PSUs/Public Limited Companies, Passbooks with photograph issued by Bank/Post Office, PAN Card, Smart Card issued by RGI under NPR, MNREGA Job Card, Health Insurance Smart Card issued under the scheme of Ministry of Labour, Pension document with photograph, Official identity cards issued to MPs/MLAs/MLCs and Aadhaar Card.


Kumar said these directions have been reiterated by ECI in its order dated: 28 February 2019 regarding conduct of General Election to the House of the People-2019 and General Elections and Bye-elections to State Legislative Assemblies.
He said as per ECI directive, minor discrepancies in the entries in EPIC should be ignored provided the identity of the elector can be established by the EPIC.


According to ECI order if an elector produces an EPIC which has been issued by the Electoral Registration Officer of another Assembly Constituency such card shall also be accepted for identification provided the name of that elector finds place in the electoral roll pertaining to the polling station where the elector has turned up for voting. “If it is not possible to establish the identity of the elector on account of mismatch of photograph, etc the elector shall have to produce one of the alternative photo documents,” it said adding that on earlier occasions, the Commission had allowed Photo Voter Slip as a document for identification. “However, there have been representations against its use as a stand-alone identification document on the grounds of misuse as these are printed after the finalization of the roll and distributed just close to the poll through Booth Level Officers,” the order said adding that the design of Photo Voter Slip does not incorporate any security feature. “In fact, Photo Voter Slip was started as an alternative document as the coverage of EPIC was not complete. As per available information, at present more than 99% electors possess EPIC and more than 99% adults have been issued Aadhar Cards,” it said.


Taking all these facts in view. Commission has now decided that Photo Voter Slip shall henceforth not be accepted as a Stand-alone identification document for voting. However, Photo Voter Slip will continue to be prepared and issued to electors as part of the awareness building exercise with clear instructions written on it that “This Slip will not be accepted for the purpose of identification if Polling Stations. You are requested to carry EPC or one of the 11 alternative documents specified by the ECI for voting.”


According to ECI order overseas electors shall have to produce their original passport only for identification.

Minutes after his Pakistan counterpart Imran Khan said captured IAF pilot Abhinandan Varthaman will be repatriated to India Friday as a “gesture of peace”, Prime Minister Narendra Modi said; “Abhi abhi ek pilot project pura ho gaya. Abhi real karna hai, pehle toh practice thi.”

Speaking at the Shanti Swarup Bhatnagar Prize for Science and Technology at Vigyan Bhavan in New Delhi to felicitate scientists, Modi said, “Aap toh laboratories me zindagi guzarne vale log hai aur apme pehle ‘pilot project’ karne ki parampara hoti hai. pilot project karne ke baad scalability hoti hai. Abhi abhi ek pilot project pura ho gaya. Abhi real karna hai, pehle toh practice thi (You people spend your lives in laboratories. It is a custom to first make a ‘pilot project’. Scalability is done after that. Just now one pilot project has been completed. Now we have to make it real, earlier it was just practice),” he said.

Pakistan Prime Minister Imran Khan Thursday said his government has decided to release Indian Air Force (IAF) Wing Commander Abhinandan Varthaman tomorrow (March 1). “As a peace gesture, we have decided to release the Indian pilot in our custody,” he said.

Meanwhile, government sources had told The Indian Express that India is in no mood to negotiate any deal and it wants Abhinandan back immediately and unharmed.

Pakistan had on Wednesday claimed it shot down two Indian fighter jets over Pakistani air space and arrested a pilot amid the face off between the two countries. The Ministry of External Affairs later confirmed that a MiG 21 was lost and the pilot “missing in action”.

“There is only one pilot under Pakistan Army’s custody. Wing Commander Abhinandan is being treated as per norms of military ethics,” Major General Asif Ghafoor, spokesperson of the Pakistan Armed Forces had said. Soon, videos started emerging on social media from Pakistan featuring Abhinandan — one showed him being assaulted by a mob, others showed him being interrogated.

According to defence portal bharat-rakshak.com, Abhinandan was commissioned as a fighter pilot on June 19, 2004. It is learnt that he had recently completed his training at the Defence Services Staff College in Wellington, Tamil Nadu. The course trains officers from all three services for command and staff appointments.

Red Cross Not Meant For Doctors, Hospitals: DAK

With authorities in Kashmir directing hospitals to paint Red Cross signs on the rooftops of their buildings, Doctors Association Kashmir (DAK) on Thursday said hospitals and doctors should abandon use of Red Cross as it does not belong to them.

“Red Cross is not meant for doctors and hospitals,” said DAK President Dr Nisar ul Hassan.

“Most hospitals, medical colleges, clinics, pharmacies, professional bodies, prescriptions and medical journals use this logo,” he said adding that “the car windshields of many doctors feature this symbol prominently as a badge of prestige and honor.”

Dr Nisar said the very emblem we flaunt as an insignia of our profession is a false symbol and has nothing to do with the noble art of healing.

“This has created confusion among people who see Red Cross representing the health care which it does not,” he said.
Dr Nisar said Red Cross symbol is patented for International Committee of Red Cross (ICRS) and is protected under the Geneva Convention of 1949.

“Under the provisions of law, unauthorized use of Red Cross is a punishable offence. Besides the vehicles and goods on which the sign has been used are liable to be seized,” he added.

Dr Nisar said it is unfortunate that doctors and hospitals are using Red Cross when they have their own logos.

“The rod with one serpent entwined is the symbol of health and medicine.
This Greek origin emblem has much deeper spiritual meaning and is the perfect reminder of well being.
The symbol depicts the dual nature of the work of the physician who deals with the life and death, sickness and health,” he said.

“For hospital there is ‘H’ in white against blue background and for pharmacy there is the green cross.
For ambulance there is a rod with one snake against blue background,” said Dr Nisar.

Rising India-Pakistan crisis hit badly tourism sector in Kashmir

Srinagar, Feb 28 : The tourist arrivals here in Kashmir have fallen to a trickle amid an escalating crisis between the two countries India and Pakistan. The stakeholders however said that all the efforts were on to reverse the negative impact of continued cycle of violence.


Hundreds of taxis stood idle at the Srinagar, the summer capital of the state, after both the countries have carried out air strikes. At the TRC taxi stand, taxi drivers said that February and March were usually the busiest season but this year prospects were looking grim.


One of the taxi drivers Imran Ahmad told  that taxi business was down by more than 80 percent compared with previous weeks as very few people were in town to visit the famous tourist spots like Phalgam, Gulmarag, Dal lake.
“The situation is very bad for us taxi operators,” he said. “I think the time has come to settle this India-Pakistan conflict for good.”


He said that the main reason for the sudden dip in the tourist flow and the cancellation of the books is the recent escalation between the two nuclear powers and the face-off between India and Pakistan’s air-force.
One of the top hoteliers in Kashmir wished not to be named opine that since tensions escalated between India and Pakistan, the tourism industry has bore the brunt. “After 2016 agitation triggered by the killing of Burhan Wani’s killing, tourism industry is gasping for breath,” the hotelier said.

Almost 70 per cent tourist bookings stand cancelled while there are hardly five per cent tourists present in Kashmir at present,” said Mudasir, a tour operator. “The war threat has plunged entire tourism into a deep crisis. Industry is on clutches and the only way to lift it is if India and Pakistan would start a meaningful dialogue on Kashmir, which is the main reason of rift between them.”

SAC approves delegation of powers to Div Coms, DCs for transfer of State land to State Government Departments

JAMMU, FEBRUARY 28: With a view to ensuring timely completion of developmental projects in the State and cut down procedural delays, the State Administrative Council (SAC) which met here today under the chairmanship of Governor, Satya Pal Malik decided to delegate the powers regarding transfer of state/departmental land to the Government Departments in favour of Divisional Commissioners and Deputy Commissioners to the extent of 100 Kanals and 10 Kanals respectively. This would speed up development projects.

SAC decided that the Divisional Commissioner concerned shall be authorised to decide the cases relating to transfer of state/departmental land exceeding 10 Kanals and upto 100 Kanals (free from encumbrances) to the state government department (s) for public purposes/ developmental programmes, within his territorial jurisdiction.

Similarly, the Deputy Commissioner concerned shall be authorized to decide the cases relating to transfer of state land upto 10 Kanals (free from encumbrances) to the state government department (s) for public purposes/developmental programmes, within his territorial jurisdiction.

Revenue Department shall decide cases relating to transfer of state/departmental land exceeding 100 Kanals and upto 500 Kanals (free from encumbrances) to the state government department (s) for public purposes/developmental programmes.

SAC approved that cases relating to transfer/lease of state/departmental land to state government department(s) exceeding 500 Kanals and transfer of any quantum of land, transfer/lease of state/departmental land, to government owned corporations, autonomous bodies, agencies, PSUs etc. for public purposes/developmental programmes, irrespective of the quantum of land involved and transfer of land in terms of Article 256 (2) of the Constitution of India as applicable to the State of Jammu and Kashmir, shall be submitted to the State Cabinet/State Administrative Council for consideration/approval.

SAC further directed that the transfer of land in terms of delegation shall be subject to the condition that prior approval to the execution of the project is obtained by the indenting Department from its competent authority and conveyed to the appropriate revenue authorities in the first instance.

The decision will obviate delay in completion of the projects of public importance like schools, colleges, health centers and in particular where the requirement is minimal. In the current scenario, it takes the department’s considerable time to process these cases for seeking approval of the State Cabinet/ SAC.

The decision will not only help to fast track the execution of the development projects of public importance but also their completion on time without any cost overruns. This will also ease the job of departments in processing and clearing cases relating to land transfer from one Government department to another Government Department.

Degree Colleges at 10 more far flung, backward approved

JAMMU, FEBRUARY 28: The State Administrative Council (SAC) which met here today under the chairmanship of Governor, Satya Pal Malik accorded sanction to the establishment of 10 new Government Degree Colleges at various locations during the years 2019-2020-2021.

The Colleges will be established at Tulail (Bandipora) Boniyar (Baramulla) Soibugh (Budgam) Kastigarh (Doda) Jourian (Jammu) Women College, Bhagwati Nagar (Jammu) Kralpora (Kupwara), Dharhal (Rajouri), Ghagwal (Samba) and Mongri-Panchari at Kainth Gali (Udhampur).

Pertinent to mention here Government has constituted a Committee headed by Principal Secretary Finance with Administrative Secretaries of Planning, Higher Education and School Education Departments as its Members to examine the requirements of new degree colleges in the state as per the feasibility of each location.

Based on the recommendations of the said Committee, the SAC in an earlier meeting held on 14.01.2019 approved locations for establishment of 40 new Degree Colleges in the State.

Continuing with its mandate, the Committee after considering requests for new colleges received by the Higher Education Department made recommendations for opening new degree colleges in locations that include far flung, underserved and backward areas of the state like Tulail, Kralpora, Dharhal and Mongri besides a Women Degree College in Bhagwati Nagar Jammu.

With the establishment of 10 new colleges in the State, students will have easy access to higher education within their areas. In all Governors Administration has approved 50 Degree Colleges so far.

Greater Access to Quality Education

Upgradation of 228 Middle/High Schools to High/Higher Secondary Schools approved

JAMMU, FEBRUARY 28: The State Administrative Council (SAC) which met here today under the chairmanship of Governor, Satya Pal Malik approved upgradation of 228 schools spread across various districts.

Out of 210 schools, 87 High Schools have been upgraded to the level of Higher Secondary Schools including 42 in Jammu Division and 45 in Kashmir Division. Similarly, 123 Middle Schools have been upgraded to the level of High Schools including 58 in Jammu Division and 65 in Kashmir Division.

SAC approved up-gradation of 18 schools under centrally sponsored scheme of Samagra Shiksha. These include 12 Middle Schools upgraded to High Schools including 8 in Jammu Division and 4 in Kashmir Division and 06 High Schools to Higher Secondary Schools including 3 in Jammu Division and 3 in Kashmir Division.

SAC also approved up-gradation of Government Lower High School, Mallan Dessa Tehsil Bhagwah District Doda to High School.

Besides, the SAC also directed the School Education Department to conduct a detailed exercise for consolidation of schools and rationalization of the staff in respect of such schools in the State particularly in the cities and big towns where the enrolment is low and PTR is imbalanced with respect to the average State PTR.

The decision of the SAC today will fulfil the long standing demand of the people of these rural and inaccessible areas. The decision will have a discernible impact in bridging gaps and will result in decline in the school dropout rate in these areas. Further, this will result in a paradigm improvement in quality of education and benefit girl students and disadvantaged sections of the society.

SAC Approves 3% Hike In DA Of Government Employees, Pensioners

The State Administrative Council (SAC) which met here today under the chairmanship of Governor, Satya Pal Malik accorded sanction to the release of an additional installment of 3% Dearness Allowance (DA) payable on basic pay to State Government employees and pensioners w.e.f. 01.01.2019.

The arrears accumulated on account of DA hike will be paid in cash after 1st April, 2019 in respect of all categories of employees as well as pensioners.

In respect of employees of NPS, employee’s share of 10% of DA arrears too shall be drawn and with equivalent as employees share, shall be deducted at source for crediting the same to the respective PRAN No’s.
With today’s decision, the employees will now be entitled to 12% DA on their Basic Pay w.e.f 01.01.2019.

This decision will benefit about 4.50 lakh State Government employees and 1.60 lakh pensioners.

The impact on the exchequer on account of Dearness Allowance would be Rs 600 crore for the financial year 2019-20.

DC Kargil reviews disaster preparedness

KARGIL FEBRUARY 28, 2019:- Deputy Commissioner and CEO, LAHDC, Kargil Baseer-ul-Haq Choudhary who is also the chairman of the District Disaster Management Authority (DDMA), Kargil convened a meeting of the heads of various departments to review the overall Disaster Management Plan in the district.


Superintendent of Police Dr Vinod Kumar, Additional Deputy Commissioner Sonam Chosjor, Superintending Engineer PWD Circle Er Sarwan Singh, representatives of Army, GREF, SDRF and the heads of other concerned departments were present in the meeting.


During the course of the meeting, the DC asked all officers of the district to work in close coordination to tackle disaster or emergency situation and to remain active and alert to deal with any type of urgent situation.
The Deputy Commissioner while underlining the need to put in place a comprehensive disaster management plan for the district keeping in view its tough terrain and challenging tasks in terms of disaster instructed the officers to submit department wise inputs so that a plan is given shape to manage and handle any sort of natural or manmade disasters.


The departments were directed to submit the list of inventory available with them both priority and non priority wise so as to obtain a clear cut picture about the availability of resources to deal with disaster situations.
The DC asked the SDRF to conduct the safety audit of vital installations in the district and submit report in this regard to his office at the earliest. He also directed the SDRF to conduct mock drills of disaster management in vulnerable areas in coordination with the DDMA to sensitize people on the importance of disaster preparedness.


The DC also highlighted the need to put in place an effective disaster management plan through an efficient interdepartmental coordination and communication. He also urged officers to maintain close liaison with the public representatives at the Panchayat, Municipal and Council level to effectively deal with disaster situations on ground.

The DC also instructed the officers of Health and Animal Husbandry departments to conduct awareness camps about diseases caused as a result of man animal contact.


The DC informed that the district emergency operating centre at the DDMA office in the district will provide all assistance to the officers to monitor and supervise any emergency situation.

Navjot Sidhu backs Imran Khan; bats for dialogue to defuse tension

New Delhi, Feb 28 : Congress leader and Punjab Minister Navjot Singh Sidhu on Thursday took a line independent of his party on the prevailing security situation in the country and batted for peace as the sole solution to terror.

In a statement titled “We have a choice” which Sidhu released on Twitter he echoed the need for a dialogue to resolve the ongoing Indo-Pakistan conflict.

“The solution to terror is peace, development and progress, not unemployment, hatred and fear,” Sidhu said a day after his friend and Pakistan PM Imran Khan talked peace and invited India for a dialogue amid escalations across the border.

The Congress, meanwhile, snubbed Sidhu’s “dialogue” take on the Indo-Pakistan dialogue, saying “there’s a time to act and there’s a time to talk”.

“If honourable Navjot Singh Sidhu has an opinion, it’s his personal opinion. It’s not the opinion of the Congress. The time is not conducive for a dialogue”, said Manish Tewari.
Sidhu, who earlier embarrassed the Congress with his line that nations cannot be blamed for the actions of a few, today reiterated his stand and said, “I stand by my deeply held principle that a community cannot be blamed for the actions of a few.”

Commenting on the border conflict Sidhu said on both sides of the border tacticians are planning the worst, but “while it is easy to think the worst for the other that does not make us safer.”

Going all out to seek a dialogue between India and Pakistan Sidhu said “fear has been among us these last few days an unwelcome guest.”
