Awareness program on ICPS, Juvenile Justice Act held at Baramulla

Baramulla, February 20: The District Child Welfare Unit Baramulla in collaboration with Elite organization held a day long Awareness program to sensitize the people about centrally launched Integrated Child Protection Scheme (ICPS) and justice juvenile Act.

Delivering key note address, the legal probation Officer of Baramulla Unit, Mir Kaiser informed the participants about the role and responsibilities towards the child protection as a civilized society.

“The protection of children should be our top priority. ICPS provide a safety net to the children in need of care and protection besides the children in contact with law. The government established this full fledged service for their safety and security”
He further highlighted the issues of child sexual abuse and child labor.

“Previously, the violence against juveniles used to go unnoticed. There was no suitable mechanism to deal with children who needed immediate relief and rehabilitation. They were treated as adults and kept with hardcore criminals. The juvenile justice system along with ICPS came into force to provide a healthy and safe environment to these children”

“The main purpose of the service is to provide support to the susceptible children who have been the worst victims of the violence”
Addressing the gathering Member Child Welfare Committee, Baramulla Nazir Ahmad underscored the significance of the child rights
“The child rights are the fundamental rights. Every child has a privilege to live in a safe and secure environment as the future of any nation depends on the healthy blooming its children” he said
Child Protection Officer Institutional Care, Shnawaz shareef accentuated the need for raising the standards and establishment of the children homes in the districts.

‘The NGOs operating the child care institutions should make sure they run these institutions by adopting the proper guidelines mentioned in the ICPS. The child must not feel isolated or depressed in the institutional homes. They must be provided with home like environment so that they will not feel alien” he said.

The program was attended by the officials of the Child Welfare Committee and Juvenile justice board members of the district.

Social worker DCPU baramulla presented the vote of thanks to the guests and participants. She also thanked the chairman of the elite organization for coordinating with the unit and providing the platform for such awareness programs which can go a long way in creating a healthy child protection system in the district.

SRINAGAR, FEB 20 (: Former Pakistan president General Pervez Musharraf on Wednesday said that Narendra Modi, did not have any “real emotion” for the CRPF personnel killed in the Pulwama attack.

During interview with Aaj Tak President Pervez Musharraf said if Pakistan was attacked then it would be the biggest mistake of Modi’s life. Musharraf said stop threatening Pakistan. You can not teach us a lesson.

Musharraf added, “I don’t think Imran Khan should or will have any sympathy for Jaish. And I don’t believe Pakistan government was involved in it.” (PTK)

Non-locals protest in Srinagar against attacks on Kashmiris in their states

Srinagar, Feb 20, : Scores of non-locals doing business in Kashmir Wednesday staged a protest  against the harassment and attacks on Kashmiris in different parts of India.

A large number of non-locals assembled at Hari Singh High Street and raised slogans against miscreants attacking Kashmiri people in various parts of India. They demanded the safety of Kashmiri traders and students outside the valley.

“The goons are being given free hand and no stern action is being taken to protect life and property of Kashmiris. We demand that the state governments must reveal how many miscreants have been booked and arrested so far in different parts of India. It is shameful that goons are vandalizing properties and attacking Kashmiris,” they said.

The protesters said it seems obvious that making Pulwama attack on CRPF as an excuse, a section of radical elements wants to implement its nefarious designs against the Muslim community.

We appeal Government of India not to forget that Kashmiris are worst victims of violence and need peace with dignity more than anyone else. “We feel safe and secure in Kashmir but at the same time feel sorry for Kashmiris they are not treated well in our states,” they said.

Anger simmering in Valley over attacks on Kashmiris outside

Srinagar, Feb 20,: Anger is simmering among people of Kashmir after the repeated assaults on Kashmiris in different parts of India.

A number of videos showing how people from Kashmir are being assaulted have gone viral. The latest one is of a local Javaid Ahmed Khan from Soibugh Budgam who had been mercilessly thrashed by goons in Tahirapore Kolkatta. A large number of people visited his house on Wednesday to express sympathies with him.

The videos showing goons targeting Kashmiris particularly businessmen and students in different states of India are viral from past couple of days. “These videos have potential to incite trouble in Kashmir but we don’t believe in harming non-locals. We are of course concerned with the safety of our brethren but won’t harm any non-local here,” said senior Journalist Jalil Rathore to news agency.

Kashmiris on social media have been expressing resentment over the attacks on Kashmiri people in various parts of India. They are blaming Government of India for not taking any serious measures to protect these hapless souls from Kashmir.

Arshid Lone, a local from North Kashmir took to Twitter and wrotes: “ I saw some disturbing videos of Kashmiri students being beaten up and asked to chant slogans. Hate mongers, today I wouldn’t hesitate in saying that Jinnah was right.” In response to this tweet, the Peoples Conference Chairman Sajad Lone said: “Arshid is a rare breed. Unambiguously mainstream. No confusion. And now his tweet. His unlearning process seems to have begun. The goons who attacked Kashmiris r the biggest terrorists. And they r cowards. Hundreds of “brave” goons thrash a handful helpless Kashmiris.”

Philip Tyndale Biscoe, who is the nephew of the Mr Tyndale Biscoe the founder of prestigious Biscoe School Srinagar wrote on his facebook that: “My heart goes out to all of Kashmir.” Philip Tyndale Biscoe presently resides in Sweden.

Senior Journalist Peerzada Ashiq who is the Bureau Chief for ‘The Hindu’ office in Srinagar too expressed his concern over the recent attacks on Kashmirs and wrote on facebook: “The hate crime and xenophobia cases against Kashmiris need to be documented and recorded. We require a well researched database to find out a systemic response to those who are in distress, whether students or traders living outside J&K, and also the future course of action.”

“No reasonable, rational Kashmiri has ever justified the exodus of Kashmiri Pandits in 1990. In fact most have condemned it & said Kashmir is incomplete without pandits. Yet in some sick minds targeting Kashmiri Muslims is justified because of what Kashmiri Pandits had to endure, wrote Omar Abdullah.

“The @HMOIndia and @PMOIndia should make their stand on Kashmiris clear. If they want us to go back home – make it clear enough so that we make arrangements before we are lynched,” questioned a Kashmiri citizen. (CNS)

Inclement weather: Winter vacations in Kashmir colleges extended up to Feb 22

In view of the inclement weather conditions, the Divisional administration in Kashmir has ordered further extension in winter vacations in colleges across the division.

Divisional Commissioner Baseer Ahmad Khan said all colleges across the Kashmir division scheduled to reopen tomorrow after winter vacations will now reopen on Saturday February 23.

He said the decision has been taken in view of the inclement weather conditions prevalent in the division.

JK set to receive another spell of snow, rains from this evening

Srinagar, Feb 20 : As weather remained cloudy throughout the day, the weatherman on Wednesday predicted rains and snow till Thursday afternoon, saying that Jammu would receive moderate rains besides hailstorm.


Deputy Director of Meteorological department (MeT), Mukhtar Ahmad said, “There is possibility of light rains in plains of Kashmir from this evening while as hilly areas would receive another snowfall.”
He added moderate rains would also lash Jammu region while there is possibility of hailstorm in the region as well.
Ahmad further added Batote and other adjacent areas would receive heavy rains from his evening as per the fresh forecast.
However, MeT Deputy Director informed that weather would significantly improve from Thursday afternoon. “The weather would remain dry till next few days from Thursday afternoon,” he said.
Meanwhile, the overnight rains triggered landslides on Srinagar-Jammu highway following which authorities had halted the traffic movement on 300 km long stretch. 
“At few places in Ramsoo-Ramban sector, landslides occurred on Sgr-Jmu highway triggered by fresh rains in the intervening night of Tuesday-Wednesday,” officials said.
The traffic as per officials was temporarily halted as ‘a precautionary measure’. 
They said traffic on the highway will be allowed after the road is cleared. (KNS) 

ECI to hold high-level review of election preparedness in next week

Srinagar, Feb 20 : The Election Commission of India is holding high-level review of arrangements for Lok Sabha elections in the country including sensitive Jammu and Kashmir next week, KNS has learnt.
Sources said that the Commission will take feedback on holding the elections in all the three regions of the Jammu and Kashmir State along with the general Lok Sabha elections in India.
Official sources told Kashmir News Service (KNS) that Election commission will review the election preparedness with concerned officials and adding that the Commission will suggest certain guidelines to be followed for conduct of free, fair and smooth elections.
However, sources maintained that Election Commission of India was yet to take call on holding Assembly elections in Jammu and Kashmir.
Sources said the Commission in the case of J&K has to obtain reports from the state election office, the State Government and finally the Union Home Ministry before deciding on whether it will hold the elections in all the three regions along with the general Lok Sabha elections.
Meanwhile according to reports the Election Commission of India is however seriously mulling to go for parliamentary elections in Jammu and Ladakh region along with the general Lok Sabha elections in India while three parliamentary seats of Kashmir won’t witness polls and would be merged with the elections for Assembly seats.
The reports said that after taking feedback from security and other top officials of the administration in the State, the ECI has agreed in principle to go for simultaneous Lok Sabha polls in the country along with Jammu and Ladakh region but not in Kashmir that has three Lok Sabha seats.
“Because of the security atmosphere, it is not feasible to hold elections in Kashmir for three Lok Sabha seats. The plan is to club parliamentary seats of Kashmir with the Assembly elections,” the report has said.
The report said that in Kashmir of late, the security scenario has worsened in the wake of deadliest ever fidayeen attack on the CRPF convoy that resulted in the killing of 40 CRPF men and injuries to some two dozen paramilitary troopers.
In Jammu there are two Parliamentary seats Jammu- Samba and Udhampur-Doda while Ladakh has one. Kashmir has three seats—Srinagar-Budgam, Baramulla-Kupwara and Anantnag-Kulgam.
In 2014 elections, BJP had won three seats, two in Jammu and one in Ladakh while PDP had bagged all three seats of Kashmir. However, when PDP chief Mehbooba Mufti took over the reins of the State as the chief minister after her father’s death, the Anantnag-Kulgam parliamentary seat fell vacant and didn’t witness elections due to the “highest level of security concerns vis-à-vis rising number of local militants.”
A source said that in the recent review by ECI where in top security officials from the State participated in New Delhi, it was decided in principle that elections for three Lok Sabha seats of Kashmir will be put on hold and held along with the Assembly polls later.
“There are genuine security concerns as far as holding parliamentary elections in Kashmir is concerned. So the plan is to hold polls for Jammu and Ladakh Lok Sabha seats along with the country-wide polls,” he said. However, the final announcement about the decision would be made by the ECI after some time.
At present the J&K State is under president’s rule as the Governor S P Malik ended after six-month stint. The State plunged into the Governor’s rule after the BJP withdrew the support from the PDP. Elections in the State are due this year. (KNS) 

Pakistani woman shot at by BSF in Punjab, hospitalised

A young woman from Pakistan was shot at and injured by Border Security Force (BSF) troopers in the Dera Baba Nanak sector of Punjab’s Gurdaspur district on Wednesday morning.

The woman was shifted to the government hospital in Dera Baba Nanak town, 275 km from here. “She is being questioned,” a police official was quoted as saying by IANS.

The incident took place when the woman tried to move into Indian territory along the international border between India and Pakistan near the Bangar border outpost (BoP) of BSF.

BSF officials said she was challenged by troopers to stop and go back but she kept walking. The troopers fired at her as per security protocol.

The injured woman was found inside Indian territory and rushed to the hospital by the BSF.

CCAK to offer free admission to expelled students in various subjects

SRINAGAR, Feb 20: The Coaching Centres Association of Kashmir (CCAK) has decided to offer free admission to the students who were expelled from other states during the recent days, so as to prevent their academic loss.

In a statement issued here the Association said that the students fleeing from outside states due to harassment and physical attacks are in no position to return back immediately, which will threaten their academic career. “We have faculty and means to provide them the education in the majority of subjects. Be it BBA, BCA, B. Tech, MBA or any other subjects, we have the requisite faculty,” said Dr B.A Shah Spokesperson of CCAK.

“Some of the stories we have learnt from the students are harrowing and the experience will haunt them for a long time. We want to minimize their loss and also prevent them going into a situation like Post Traumatic stress.”

The association said that it will ensure the studies are not affected. Terming the expelling of students as a conspiracy, the Association said that various steps are being taken to mitigate the situation. “Together with likeminded educationists and academicians, we are finding the solution to the problem. According to our estimates, we have enough trained faculty and infrastructure to accommodate majority of the students. We can provide the facility for majority of subjects which the students have been studying.”

The Association sought removal of barriers for entrepreneurs to establish world class educational institutes of higher learning in Kashmir. “Not only the students will be provided safe and quality education, but it will also create employment for at least 50000 unemployed persons,” said Shah. “We can truly create a vibrant knowledge sector here.”

Meanwhile taking strong note of failing to provide security to thousands of students the Association is teaming up with legal experts to take the culprits to court. “Our students pay crores of rupees in fee and even the landlords are given rent in advance for the year. And when the need of hour comes, all of them conspire to throw the Kashmiri students out,” said Shah. “We are mulling to sue all such colleges and landlords who evicted the Kashmiri students. We will ensure that all students are adequately compensated because some of the students are from middle class or even poor families who sold their belongings to give better education to their wards.”
