SRINAGAR, Jan 28: Hurriyat (G) chairman Syed Ali Geelani on Monday while condemning the plight of Kashmiri prisoners at Tihar Jail appealed to the International Committee of the Red Cross (ICRC) to use its good office to end the ‘long and continued custody of these political prisoners.’

In a statement issued here, Geelani said despite being political prisoners “they are kept in a very humiliating condition and kept with criminals and other social convicts.” “From the last week of December 2018 all the Kashmiri and Pakistani prisoners were shifted to jail no 8/9 and kept in a two story building of ward no 12, which is devoid of any ventilation or sunlight, making the poor inmates to shiver in this chilling cold of winter,” he said.

He said the prisoners repeatedly requested the jail authorities to allow them to move out in the lawn in front of the barrack, but the authorities imposed more restrictions.

“The food and drinking water supplied is also unhygienic and below standard, due to which many prisoners are suffering from various health issues and sick inmates are left to battle for their life as no proper medical care is provided to them,” the Hurriyat chairman said.

He alleged that these inhuman actions by the authorities are a deliberate attempt to physically and psychologically harm the prisoners

Omar Abdullah-the first person from Kashmir to align with RSS-BJP: PC

KD NEWS SERVICE

SRINAGAR, Jan 28: Peoples Conference on Monday said that former chief minister and National Conference vice president Omar Abdullah was the first person from Kashmir to wear ‘RSS knickers’ when he was made a foreign minister of the BJP government at a time when human rights violations were at its peak in Kashmir.

In a statement, the PC spokesperson Adnan Mir said the sole motive of making him a junior foreign minister was to parade him across the world and show a Kashmiri face vouching that no human rights violations were taking place in Kashmir.

“And now he is the new BJP baiter in town. And he expects to walk off from his past with not even the remotest hint of remorse. Incidentally he walked off from the RSS camp- not because there were human rights violations in Kashmir or that the autonomy resolution was not accepted. He walked off because Papa was not made the vice- president of India by the then BJP government,” he said.

The spokesman said NC seems to have off late donned the ‘defenders of faith’ hat and are busy issuing diktats left and right.

“May we very humbly remind them that one needs to have a faith in order to defend the faith. In order to become the defender of Islamic faith one needs to strictly adhere to the Islamic tenets. Our humble advice is to not venture too far into the defender of faith space. It will open up a debate which will be very unpleasant for them. They issue diktats, they sing bhajans, they are the Ram Mandir walas. How many hats will they don?” the PC spokesman asked.

The spokesman said NC used Ikhwanis to kill Kashmiris during 1996 to 2002.

“Why is the NC not owning up its Ikhwan links? Is it not a fact that Farooq Abdullah addressed rallies organized by Ikhwan? Is not a fact that during the NC regime of 1996 to 2002, the Ikhwan was active and killed hundreds of people? Did NC not give mandate to Ikhwanis to fight elections? What was Farooq Abdullah’s role in all this? Are you telling us that he was sitting and did nothing while the Ikhwanis went on a rampage,” he said.

“Is he not the same person who was posing for photographs with the Ikhwan leaders, attending their rallies? Did he not encourage the “chit system” wherein a name was scribbled on a chit for elimination given to Ikhwan. Not just that, the NC later issued mandates to the same Ikhwanis, made them MLCs. We are ready to debate this with the National Conference; we have all the data. Let the people know what the National Conference has been up to. The records are not a figment of our imagination, it is the truth NC can’t wish away,” he said.

He  said that it was Farooq Abdullah who recommended one of the country’s highest civilian award for a dreaded counter-insurgent (Ikhwani) responsible for hundreds of unimaginable atrocities on hapless, innocent Kashmiris.

“Ikhwan candidates, Ikhwan MLCs, Ikhwan photo-ops, Ikhwan rallies, Ikhwan killings and yet the NC wants us to believe that they are squeaky clean and got nothing to do with any of it”, he added.

SAC approves health insurance scheme for employees in JK

KD NEWS SERVICE

SRINAGAR, Jan 28: The State Administrative Council (SAC) headed by Jammu and Kashmir Governor Satya Pal Malik Monday approved a health insurance scheme for the government employees and pensioners based on ‘Trust Model’.

The SAC, which met here under the chairmanship of the governor, decided that ‘Trust Model’ may be implemented for the employees health insurance across the state for its added advantages, an official spokesman said.

Under this model, he said, a trust will be set up by the state government which may design appropriate insurance product and offer it to designated beneficiaries — state government employees and pensioners.

On October 27 last year, the governor had ordered foreclosure of the contract with Reliance General Insurance for implementing the group mediclaim health insurance for state employees and asked the Anti-Corruption Bureau (ACB) to probe the matter after it sparked a row.

After the scrapping of the previous Medical Claim Policy, the state government constituted a committee of officers headed by principal secretary, Health and Medical Education, to examine the possibility of operating the health insurance scheme through third party administrator (TPA) by dispensing with the insurer and intermediary.

The committee, which was mandated to determine the contours of such scheme and a selection procedure after discussing and analysing health insurance models of various states, submitted its report along with three models, the spokesman said.

“The SAC considered the options or models suggested by the ‘committee of officers’ vis-a-vis advantages-disadvantages of each model. After considering feasibility of various models and their merits, the SAC approved the trust model,” he said.

The spokesman said the administration of the scheme, including collection of premia, enrollment of the insured, settlement of claims, will be with the said trust.

“This measure would address the issue on long-term basis and do away with issues of renewal and other issues which crop up every now and then,” he said, adding that this would also ensure close monitoring.

The spokesman said the SAC directed the Health and Medical Education Department to take necessary measures in this regard.
