SRINAGAR, Jan 28: The Election Commission of India (ECI) has deferred its visit to Jammu and Kashmir, suggesting that the assembly polls in the state might be delayed.

As reported earlier by this newspaper, a team of ECI was planning to visit both Jammu and Kashmir divisions on January 27 and 28 for on spot assessment of the situation regarding the holding of assembly elections.

The team, headed by Chief Election Commissioner, Sunil Arora, was to take a final call on whether to hold simultaneous Lok Sabha and Assembly elections in the State or defer the Assembly elections by few months.

However, the sources confirmed the team has postponed its visit to the state due to unknown reasons.

Sources said that the Election Commission is weighing its option whether to hold Lok Sabha Elections in all the three regions of Jammu and Kashmir simultaneously or it should be conducted in Jammu and Ladakh regions in the first phase.

“In Kashmir region, the Election Commission is of the view that the situation is not conducive for holding polls as the public sentiment is totally against the mainstream activities right now. So they are weighing their options,” highly placed sources revealed to Kashmir Despatch.

Regarding the elections to State Legislative Assembly, sources said, the same can be deferred till September-October this year.

Meanwhile, putting all speculations to rest about the much hyped proposed visit of a team of Election Commission of India for on spot assessment of the poll related arrangements ahead of forthcoming Lok Sabha and Assembly elections, the Jammu and Kashmir Chief Electoral Officer Shailendra Kumar Monday said that he has not received any intimation from the Election Commission of India (ECI) on any visit of its any team for reviewing the poll arrangements in view of the forthcoming Lok Sabha and Assembly elections in Jammu and Kashmir.

Meanwhile, official sources told KNS that there is no possibility of a visit of a team of election commission of India for on spot assessment of the situation on separate or simultaneous conduct of Lok Sabha and Assembly elections in the state before the scheduled visit of Prime Minister Narendra Modi to Jammu and Kashmir on February 3, adding that, “Prime Minister is expected to take a brief on the present situation in the state particularly law and order scenario in Kashmir valley.” Sources said a team from the election commission of India may visit the state for assessment of the situation for simultaneous or separate conduct of Lok Sabha and Assembly polls only after the Prime Minister’s visit.

‘Overenthusiastic’ police officer took decision on barring journalists from R-Day event in Srinagar: Officials

0

Srinagar: An “overenthusiastic” officer in the security wing of Jammu and Kashmir Police took the decision to bar some journalists with adverse reports against them from attending the Republic Day function here, leading to a chaos, officials said on Monday. After preliminary enquiry, it was found that the officer of the additional superintendent of police-rank prepared a list of journalists based on a CID report and directed his subordinates to bar them from the event, attended by several dignitaries on Saturday, they said.

According to the officials, the Criminal Investigation Department (CID) gives regular reports on the background of journalists, which includes their possible leanings towards separatists or any of their kin being associated with militant groups or being an overground worker.

However, the journalists have always been allowed to attend government functions without any problem in the past, they said.

The CID report, based on which the officer issued the direction, nowhere mentions that the journalists or photo-journalists should be barred from covering the event, the officials said.

Journalists had on Saturday staged a protest against the Jammu and Kashmir government after several scribes, especially photographers, were allegedly not allowed to enter the venue of the Republic Day function despite possessing valid accreditation passes.

This had prompted Governor’s advisor K Vijay Kumar to issue a statement that the issue would be looked into. “It is learnt that today at Republic Day parade venue in Srinagar some journalists were not permitted to cover the event as the security passes issued to them were found not to be authenticated. The matter shall be looked into,” Kumar, who is in-charge of the Home Department, had said in a statement issued in Jammu.

The mediapersons, carrying placards which read “journalism is not a crime”, had staged the protest in the heart of the city.

The Editors Guild of India on Monday said the denial of entry to several senior journalists into a stadium in Srinagar to cover the Republic Day function was an “unprecedented state-sponsored attack” on press freedom and demanded an inquiry into the incident. (PTI)

Shift street vendors to special zones

0

There is an immediate need for relocation of street vendors and hawkers who have re-occupied footpaths and pavements especially in the city centre Lal Chowk.

Disappointed on difficulties being faced by the people on account of encroachments, there is a general demand from the public that the street vendors and hawkers be immediately rehabilitated at already identified vending zones in the city for smooth traffic and pedestrian movement in the city.

Mostly during the last few months the vendors have reoccupied footpaths in almost all the streets in the city centre including Lal Chowk, Mahraja Bazar, Gonikhan, Lal Ded Hospital road and Hari Singh High Street.

There should be a time bound survey of all the street vendors and hawkers in the city followed by proper licensing among them for a permanent solution to this mess.

The government has reportedly identified special vending zones for the purpose of accommodating vendors permanently. But the plan needs to be implemented for a collective rehabilitation of vendors with dignity so that they do not hinder movement of commuters and the traffic.

The encroachments on both sides of road stretches leading to the city centre  via MA and Residency roads must be cleared off and the evicted street vendors be rehabilitated at identified vending places.

It is unfortunate that commercial as well as private vehicles in the city centre are seen struggling to move in a hassle free movement. Even after numerous anti-encroachment drives, city lanes and by lanes are sofar unfit for traffic and a smooth pedestrian movement.

The problem is that after being removed, those occupying the streets unlawfully return almost the very next day. As soon as an anti-encroachment drive ends, the roads and pavements are reclaimed by the encroachers leaving no space for commuters and shoppers to walk on.

Footpaths spanning several kilometres in Srinagar city are almost out-of-bounds for pedestrians because of encroachment. Removal of encroachments and a close vigil by the enforcement officials on obstacles faced by commuters are not the only solutions. A comprehensive plan for the evicted street vendors to be rehabilitated in identified vendor markets is need of the hour.
