2019-Lok Sabha Elections: After ECI communiqué, Govt. to go for massive transfers

SRINAGAR, Jan 21: Following a communication from the Election Commission of India (ECI), the Jammu and Kashmir government has directed all the administrative secretaries to transfer the officers and officials of the departments connected with the conduct of ensuing Lok Sabha and Assembly elections particularly district development commissioners, additional district development commissioners, additional deputy commissioners, sub divisional magistrates, tehsildars and block development officers immediately after the publication of electoral roles this month.

An order issued from the General Administration Department (GAD) to administrative secretaries of all the departments in compliance to a notification from the Election Commission of India (ECI) has however clarified that transfer of officers shall not apply to officials retiring in next six months but such officers and officials shall not be associated in any way with the election duty.

Conveying the communication of the election commission of India, the government in its order has directed the concerned administrative secretaries to take a note of it that range IGPs, DIGs, SSPs, SPs, additional SPs, SDPOs, sub inspectors and sub inspectors shall also come be liable for transfer under the instructions of the election commission of India.

The government has however made it clear that the directive of the election commission of India shall not apply to police officials posted in functional departments like computerization, special branch, training and such wings of the police department.

The Police department has been directed not to post even the officers of the rank of sub inspectors in their home districts, stating therein that “If a police sub inspector had completed or would be completing a tenure of three years out of four years on or before the cut update in a police sub division then he/she should be transferred out to a police sub division which does not fall in his/her home district.

The election commission of India has authorized the chief electoral officer not only to transfer but also appropriate departmental action against an officer facing specific complaints of political bias or prejudice against any such government officer which on enquiry are substantiated by facts.

The government has also directed that no officer or official against home a criminal case is pending can be deployed for election duty.

SRINAGAR, Jan 21: Former Finance Minister Syed Mohammad Altaf Bukhari on Monday said that he will reply the speculations and charges of PDP leaders at an appropriate time. “Let the PDP leaders speculate as much as they can. I will respond and reply to these speculations at an appropriate time.”

Talking to Kashmir News Service (KNS) Bukhari while reacting to the remarks of senior PDP leader and former Minister Abdul Rehman Veeri said, “Let PDP leaders speculate as much as they can. I will respond and reply them appropriately at the appropriate time.”

Gawkadal massacre: Shutdown at city center

SRINAGAR, Jan 21: The life in city centre Lal Chowk and its adjoining areas were completely affected on Monday due to a strike call forwarded by Joint Resistance Leadership to remember the Gawkadal massacre victims on their 29th anniversary.

On Jan 21, 1990, more than 50 civilians were butchered by Para-military troopers CRPF in Gawkadal area of Lal Chowk.

Shops and other business establishments remained closed in Lal Chowk, Budshah Chowk, Maisuma, Gawkadal, Residency Road and Abi Guzar area. Private vehicles plied on road normally though skeletal movement of people were observed on the roads.

Authorities had deployed heavy contingents of police and Central Reserve Police Force (CRPF) in Lal Chowk and its adjoining areas to thwart any protest demonstration.

According to a local news agency CNS, Jammu and Kashmir Liberation Front Chairman Muhammad Yasin Malik was detained in wake of the shutdown. He was supposed to lead a protest in the area. A large number of people including activists from Joint Resistance Leadership amid restrictions assembled near Gawkadal and paid rich tributes to the massacre victims.

Heavy rain, snow likely in next 24 hours in Jammu and Kashmir

Srinagar: Jammu and Kashmir could receive very heavy spell of rain and snow later tonight and tomorrow, Indian Meteorological Department said in its weather bulletin.

The IMD predicted heavy to very heavy rain and snow at isolated places over Jammu and Kashmir on January 22 (Tuesday).

Meanwhile, Skymet Weather in its weather report warned that such heavy and prolonged spells could increase the risk of avalanches.

“The warning has been issued for the avalanche-prone areas of district Shopian Kulgam, Budgam, Baramulla, Kupwara, Bandipora, Ganderbal, Kargil and Leh,” it said.

It said once again, rain and snow have begun over the North Indian hills, with the strongest western disturbance of the season.

“The system is over North Pakistan and adjoining Jammu and Kashmir with its induced Cyclonic Circulation over Central Pakistan and North Rajasthan,” the weather report said, adding such system results in fairly widespread to widespread rains and snowfall over the hilly states for a prolonged period.

As per Skymet weather, the coming five days would be full of heavy rains and snow.

Security beefed up in Kashmir ahead of Republic Day

SRINAGAR, Jan 21: Ahead of Republic Day, security has been beefed up all across the Kashmir valley.

According to a local news agency PTK, there have been inputs that militant outfit Jaish-e-Mohammed (JeM) is planning terror strike in the Valley before or on Republic Day.

Security personnel have been deployed across the city who have set up barricades and check posts at several points.

At Lal Chowk, police and CRPF personnel are allowing vehicles and civilians only after a thorough checking. Meanwhile, security forces have sealed the area and plug the routes towards the venue of Republic Day celebrations.

“Security measures have been put in place to ensure the Republic Day passes off peacefully,” the officials said. They said security has been beefed up in Srinagar especially in the wake of recent grenade attacks in the city.

 “Security forces have been asked to remain alert and more check-points have been erected and vehicles entering the city were being checked randomly,” the officials said.

On Friday, militants carried out several grenade attacks on security forces in Kashmir, including one in the Lal Chowk area of the city, but there were no reports of any casualty. Earlier on Thursday, militants hurled a grenade on police personnel at Zero Bridge here, resulting in injuries to three policemen.

The restrictions, a police spokesman said the movement of traffic on road stretch from Radio Kashmir Chowk to Ram Munshi Bagh/Gupkar Crossing has been “restricted” till the Republic Day function.

“Due to security reasons, the road stretch from Radio Kashmir Chowk up to Ram Munshi Bagh / Gupkar Crossing has been restricted for general vehicular movement till 25th of January-2019 and there shall be a separate traffic regulation system for 26th of January-2019 which will be put out in due course of time, the spokesman said.

He said the motorists coming from Pantha Chowk and adjacent areas to the city centre should adopt Sonwar-Ram Munshi Bagh-Dalgate-M A Road stretch and vice versa to commute.

Motorists coming from Raj Bagh and adjacent areas intending to travel towards Pantha Chowk side should adopt Radio Kashmir Chowk-JK Bank Corporate Office Crossing-Dalgate-R M Bagh-Sonwar, the spokesman said.

Three militants killed as Hapatnar gunfight ends

Srinagar, Jan 21 : Three militant of Hizbul Mujahideen outfit were killed in an encounter at Hapatnar woods in Charar-e-Shareef area of central Kashmir’s Budgam district on Monday.

A senior police officer told GNS that a joint team of army’s 53 RR, SOG and CRPF launched a cordon-and-search operation in forest area of Hapatnar today early in the morning following “credible inputs” about the presence of some militants.

As the joint team of forces intensified the combing operation, the militants hiding in the area opened fire triggering off a gunfight which continued intermittently till late in the evening.

During the course of gunfight, three militants belonged to Hizbul Mujahideen outfit were killed, he said.

The operation was prolonged due to the tough terrain amid inclement weather conditions, the officer said.

“So far one body has been recovered along with arms and ammunition the other two bodies which are lying inside the hideout are yet to be retrieved,” the officer said.

The identity of the slain is being ascertained, the officer said.

The officer said that the government forces have also blasted the hideout of the militants in the mountainous area, covered under plenty of snow.  

Meanwhile, sources identified one among the slain Shahid Baba of Drabgam, Pulwama. (GNS)

Former state President Kashmiri Language Union J&K joins PC

Srinagar,Jan 21 : Former State President of Kashmiri Language Union J&K and youth leader of PDP Kupwara Aabid Qadri on Monday joined Sajad Gani led Peoples Conference at the party office in north Kashmir’s Kupwara in presence of Ex MLA and senior party leader, Advocate Bashir Ahmed Dar.

Qadri had joined the PDP just ahead of the 2014 Assembly elections and played a good role for the party in Kupwara constituency during elections.

Qadri was serving as Halqa president of PDP Panchayat Poshpora. He is a well known political and social activist and has a popularity in the area. He is educated and a good poet.

In a press release issued to the media, Qadri said, “Sajad Lone is the only leader who can ease the sufferings of the people of Kupwara.”

He said he was also influenced by Advocate Bashir Ahmad Dar, who is working selflessly in order to bring about a complete change in the exploitative system.

Citing the lack of facilities in the district and discrimination with it as the main cause of his resignation from PDP, the youth leader blamed previous governments for the sufferings of the people and hoped that Bashir Ah Dar would fight for the rights of the people of the district.

He also said that the increased number of political workers joining PC is a clear sign of PC’s wave in political fields of state.

The PC has emerged as a major political force in the state with several former legislators and social activists joining it after the dissolution of Assembly.

Scenes of violence during the councilors’ session in Srinagar Municipal Corporation (SMC) on Monday were not only appalling, but also dented the image and utility of an institution that claims to be representative of people’s aspirations for basic amenities.

The house of elected corporators’ is a body where the opposition gets an opportunity to challenge or question the ruling side. The Municipality laws provides privileges to corporators to speak fearlessly on issues concerning the public.

But the unrelenting fights and squabbles has rendered this prestigious institution dysfunctional. Almost every day fight scenes between Mayor and deputy Mayor has affected the working of Srinagar Municipal Corporation. Instead of serving the people of the Srinagar living in within the jurisdiction of SMC, the unruly corporators have turned this institution a platform for unnecessary quarrels.

Today’s unfortunate incident wherein deputy mayor suffered injuries after an altercation in a meeting corroborates the argument that this institution has been turned into a fighting arena.

Woes of people in Srinagar have witnessed manifold increase due to lackadaisical attitude of the corporators who are more interested in fights and social media bickering rather that performing their duties.

The need of the hour is that the Governor should take a serious cognizance of the day to day ruckus and scenes of fights in SMC and take a decision warranted under law.

One month winter vacation by choice for medicos hits normal working in hospitals across Kashmir

Srinagar, Jan 21 : People may or may not believe it but government has made them to believe that doctors too have been put at liberty to proceed on one month winter vacation by choice and now some doctors choose the month of January and some choose the month of February depending on their mood and convenience.

Top sources while disclosing this to local news agency revealed that health and medical education department by virtue of an order enforced several years back has given doctors the liberty to proceed one month winter vacation by choice and they choose to proceed on winter vacation on their own choice, some proceed in January and some in February depending on their mood and convenience without carrying for routine working and patient care facilities in hospitals. 

As reported already the rampant absence of doctors in hospitals led to the delivery of a woman on a road in Srinagar and the woman had to travel all the way from remote Karalpora area of Kupwara district to Lal Ded Hospital Srinagar too shaken by the rampant absenteeism of doctors and paramedical staff.

A top official of the health and medical education department on conditions of anonymity while confirming that rules for allowing doctors to proceed on one month winter vacation by choice said, “The doctors proceeding on choice are taking care of the alternate arrangements but difficulties come in the routine working of hospitals due to winter vacation leave facility to doctors. It is for the government to withdraw or deny the revocation of one month winter vacation to doctors.” (KNS) 

People’s Democratic Party Is Not a Mere Party but a Movement and a Mission:  Mehbooba Mufti

Welcoming a young social-political activist Muhammad Yaseen from Chadoora into the party fold, she underlined that the agenda of peace and reconciliation as envisaged by late Mufti Muhammad Syeed is attracting youth who are being given a chance to write their own destiny.
