PDD Employees and workers stage protest in PDD Complex Bemina Srinagar

The protest-cum-rally was organised by J&K Central Non Gazetted Electrical Employees Union (JKCNGEEU). As part of its ongoing protest demonstrations against privatization of PDD, release of long pending salaries of daily wagers and regularization of their services. A large number of employees and workers on Wednesday took out a protest rally at PDD complex Bemina.
The protesters are demanding release of their pending wages and regularization of their services.The protest-cum-rally was organised by J&K Central Non Gazetted Electrical Employees Union.
The protesters show their annoyance against the callous attitude of the government towards the workers. Protesters said sufferings of the workers who are unable to look after the future of their family members sans salaries from the concerned department.
“Every time the workers agitate in favor of their rights, But Authorities only give assurances.
The employees are against the wrong policy of the Government to unbundle and privatize the Jammu and Kashmir Power Development Department (JKPDD) into Companies.
Through privatization of the power sector, the water resources of the State would be exploited further. “Already our water resources have been exploited since many years. But now with this step the power generated from the State will be supplied to other States while Kashmir will be left to the mercy of God,” Employees and workers with their allegiance have built infrastructure of the department and electrified the state to nearly 100 percent. “Despite of giving incentives to employees, the Govt. has decided to destroy the career of the employees and economy of the state by adopting such policies, the said move will render scores of youth unemployed. “The PDD employs a lot of Valley youth and now there will be no surety that any private firm will keep intact their services. It will render lot of youth unemployed and people from outside will be preferred for various posts,
We will involve common people to pressure on the Government against such move.
Protesting employees warned that in case Government won’t respect their genuine demand, they would come out on roads to stage protests and enforce boycott in departments that will throw whole State into darkness.The privatization would increase the power tariff by a huge margin leaving the electricity bills beyond the paying capacity of locals.
“Government should take into notice the income of majority of the population before going ahead with the privatization,” “People at present pay the current tariff with difficulty, and it will be a huge burden on people to pay additional fee. About Rs 4000 crore has to be spend by the state from different coffers to meet the power expenditure demand in addition to the power tariff it collect from people.

Aligarh Muslim University students press for resolution of Kashmir dispute, condemn civilian killings

Srinagar: The students of Aligarh Muslim University on Wednesday held a strong protest demonstration at the varsity campus against the deteriorating situation in Kashmir valley and the recent civilian killings by government forces in Pulwama district.

Reports said that the students under the banner of AMU students association condemned the civilian killings in Kashmir and pressed for the resolution of Kashmir dispute.

Seven civilian were killed by government forces in Sirnoo village of Pulwama district in southern Kashmir last Saturday. The killings were termed as a massacre by former Jammu and Kashmir chief minister Omar Abdullah. “It is a massacre,” he tweeted.

The killings also received sharp criticism from international organisation including Amnesty International and Organisation of Islamic Countries (OIC). OIC termed it an act of terror.

Govt initiates process for setting up Metropolitan Development Authorities

JAMMU, DECEMBER 19: The State Administrative Council (SAC) headed by Governor, Satya Pal Malik has approved the landmark Jammu and Kashmir Metropolitan Regional Development Authorities Bill-2018 to promote and regulate planned growth and development of New Srinagar and New Jammu cities.

SAC observed that the cities of Jammu and Srinagar have witnessed rapid expansion over the past few decades, thereby, posing huge challenges of urbanization, needing augmentation of resources relating to urban infrastructure. Need has been also felt for futuristic perspective planning with the possibility of developing new townships, metros, etc. Despite efforts, the infrastructure and the nature of urban development have not been able to keep pace with these rapid developments.

Many States in the country have relooked at their institutional frameworks to address such issues. Pune, Mumbai, Gurgaon, Hyderabad are such cities which have got Metropolitan Regional Authorities.

The Legislation approved by SAC aims to set up an integrative institutional framework in the form of a Metropolitan Regional Development Authorities (MRDAs) for the twin capital cities of the State. The proposed framework is based on the premise that ‘infrastructure planning’ cannot react to population growth but has to precede it.

The Bill provides for establishment of Metropolitan Regional Development Authorities (MRDAs) for Jammu and Srinagar which will coordinate and supervise the proper, orderly and rapid development of the areas in these regions and executing plans, projects and schemes for such development and enter into public-private partnerships.

MRDAs will have the power to develop new townships, set up Joint Ventures for infrastructure development and promote new metros and so on. The MRDAs will prepare (i) Infrastructure Development Plan based on the notified Master Plan and the defined parameters (ii) Comprehensive Mobility Management Plan for movement of traffic flow (a) Infrastructure Development (b) Public Transportation (c) Regulatory measures and (iii) Sustainable Management of Urban Environment of the respective Metropolitan Regions.

The MRDAs shall be a body corporate, having perpetual succession and a common seal, with power, to acquire, hold and dispose of property, both moveable and immoveable.

The functioning of the new Metropolitan Authorities will not in any manner overlap with the Municipal and local authorities, as both will operate in different functional domains in terms of scale. While the MRDA will create and supplement basic infrastructure and city level services, the user-end provision of water, sewerage, sanitation, street lighting etc shall continue to be performed by these local authorities as hitherto before.

The ultimate objective of these Authorities would be to ensure harmonious and futuristic development of Srinagar and Jammu cities in keeping with the requirements of modern urban living. The setting up of the MRDAs is the first step in making Srinagar and Jammu modern cities with futuristic amenities.

Governor administration sowing seeds of discord, creating new fault lines in JK: PDP

 Srinagar, Dec 19, : Peoples Democratic Party (PDP) on Wednesday extended full support to the demand of people of Kargil for a full-fledged University in the district and said that the Governor administration by functioning without taking public sentiment into consideration or assessment of requirements is causing tensions and sowing seeds of discord for future in the state.

In a statement issued here, former minister and senior PDP leader Naeem Akhtar said PDP welcomes the decision of creating a new University in Leh but Kargil should not be rendered as a left out entity during the process.  He added that PDP supports the demand of people of  Kargil for a full-fledged university in that district also.

Akhtar further stated that the Governor’s administration is creating new fault lines in the state which is already riven with problems. “It is unfortunate that the Governor administration seems to be believing in its small bureaucratic schemes of burying the main political issues facing the state with these measures. Such measures are ultimately creating a wedge between different regions and different districts of the state,” Akhtar said, adding that the Governor administration is creating problems even in those areas of the state where there are none.

He added that it was during the tenure of the PDP that the highest number of universities in the state were created.  “Five new universities were created in the state with numerous satellite campuses including in Leh and Kargil. It was the government led by the PDP that initiated the representation of the entire region of Ladakh and empowered both districts to Hill Development Councils. First-time cabinet representation during Mufti Mohammad Sayeed’s regime to both the districts was accorded so that there is no tension within the region. By virtue of such a measure, both the districts of the region were making impressive strides in development,” Akhtar said.

The PDP leader, however, maintained that the short-sighted decisions being taken by the Governor administration at present by going against the public sentiment or the actual requirements is causing tensions and same can sow seeds of discord for future.

Akhtar added that the decisions pertaining to the overall development of the state including the creation of new universities are best taken by the public representatives who get feedback from the people and who are connected with the problems facing different regions of the state like Ladakh, Chenab, and Pir Panchal.

Aazadi sentiments are filled with every killing in Kashmir: Farooq Abdullah

Srinagar, Dec 19, CNS: ‘Every killing in Kashmir fills the people with the sentiments of Aazadi. Pulwama incident was brutal and condemnable. It was better for Forces to use water-canons and tear-smoke shells than pellets and bullets. Killing of civilians disfigure the face of democracy,” this was stated by National Conference leader Dr Farooq Abdulla in response to a question here in Kashmir capital Srinagar on Wednesday.

  To a question, Farooq Abdullah said that Governor Rule is always autocratic. “It is dictatorship. We hope Governor won’t take any step that will endanger peace in Kashmir. We also hope that elections will be conducted as soon as possible,” he said and took a dig over Governor for passing a number of bills in a jiffy.

  On the reports that Governor administration has asked government employees not to use Firan in some government offices, Farooq Abdullah said that ‘Firan and Kangri’ are the part of culture of every Kashmir and he wears it in Kashmir during winters. (CNS)

Bukhari and Pir Hussain join National Conference

Srinagar, Dec 19, CNS: Two disgruntled Peoples Democratic Party (PDP) leaders Basharat Bukhari and Peer Muhammad Hussain Wednesday joined the National Conference in Kashmir capital Srinagar.

PDP had expelled Peer Muhammad Hussain and former minister Syed Bashrat Bukhari from the party’s basic membership on charges of anti-party activities on Tuesday late evening.

Basharat Bukhari, a former Radio Broadcaster was a known face in PDP who contested from Sangrama constituency and even served as cabinet minister. 

  Peer Hussain was a former legislator from Shangas constituency in south Kashmir and has also served as Vice Chairman of Wakf Board before leaving the office midway following the controversy with PDP leadership earlier this year.

   Bukhari and Peer joined NC in the presence of NC President Dr Farooq Abdullah and vice president Omar Abdullah.

  Welcoming their joining, Dr Farooq Abdullah said that the entry of these leaders will make the party strong and it will really boost the morale of party workers.

   Peer Hussain, one of the founding members of the PDP, was not happy over his gradual phasing out by none other than his own son-in-law in the party. Bukhari, whom Mufti Sayeed had taken from the popular Radio Kashmir programme Sheharbeen, also faced “interesting” moments while serving as a minister. His portfolio was changed many times and he once resigned and was later negotiated back to his berth. (CNS)

Srinagar, Dec 19, CNS: The frustration and anger shown by some People’s Democratic Party leaders against Nayeem Akhtar and Pirzada Mansoor Hussain in December 10 crucial meeting has started showing the negative results for the party-that was once popular across Kashmir as well as Chenab Valley.

   PDP is right now in disintegration mode-courtesy the ‘arrogance’ of its president Mehbooba Mufti.

   The party convened a crucial meeting on December 10 that was presided by Mehbooba Mufti. The disgruntled senior leader Muzaffar Hussain Beigh who was made party patron, a move of possible appeasement, Mehbooba Mufti and Pirzada Mansoor spoke on the occasion. All the legislators except few, other party leaders participated in the meeting. Majority of the participants in one voice asked party president Mehbooba Mufti to show door to two senior leaders Nayeem Akhtar and Prizada Mansoor Hussain. “If you want to save the party from further embarrassment and disintegration, it is opportune time to show door to Nayeem Akhtar and Pirzada Mansoor Hussain,” a legislator quoted Syed Altaf Bukhari as having said in the meeting.

   The Bukhari’s remarks were not in a good taste. “Leave whosoever wants to leave the party, I don’t care and I can’t oust Nayeem and Mansoor,” Mehbooba told participants in the meeting. This outburst of Mehbooba irked Syed Altaf Bukhari who left the meeting hall saying ‘do whatever you have to do.’

   Party Vice President Abdul Rehman Veeri confirmed to CNS about the incident saying that everything has a proper procedure.”Some members raised fingers on the two leaders and wanted them out of the party. But these two party leaders justified their actions and work and were found innocent,” Veeri said adding that deliberations are on to look into the different aspects of demand made by some party leaders.

   A couple of senior PDP leaders talked to CNS on the issue. One of the leaders even went to the extent saying they are mulling to create a new front outside PDP. “Several party leaders are in touch with one another. Future course of action will follow shortly,” he added.

   PDP that emerged as single largest party in 2014 Jammu Kashmir Assembly elections received jolt after jolt after it forged an alliance with much ‘detested’ party in Kashmir-BJP. It even faced the wrath of people from Kashmir who blamed it of facilitating entry of RSS and BJP into Kashmir. Tariq Hamid Karra who resigned from the party and Member Parliament seat claimed that Mehbooba was keen to see RSS Shakhas emerging and flourishing in Kashmir. “The party that fought elections to keep BJP at bay joined hands with it for sake of power. It was something that had the potential to annihilate the party and the prediction has started turning true,” said a visibly anxious party leader who claimed that the man who was the brain child of ‘Agenda of Alliance’ left the party president in lurch. “That man came like drizzle and disappeared like flood waters. He did his job for which he is reaping benefits,” the party leader said.

   Basharat Bukhari who joined National Conference today revealed before Reporters that there are some sycophants in the party who have great influence on Mehbooba Mufti. “Mehbooba Mufti must be a relieved person today as I left the party,” Bukhari said. 

   Top leaders who have left the party so for include Dr Haseeb Drabu, Imran Ansari, Abid Ansari, Basharat Bukhari, Raja Ajaz Ali, Abas Wani, Saifuddin Bhat, Tariq Hameed Karra, Mehboob Iqbal, Yasir Reshi. If sources are to be believed a top PDP senior leader recently had a cup of tea with National Conference top brass and this leader is likely to leave the party as well.

   “Mehbooba Mufti is right now in New Delhi. A meeting will be called to discuss some sensitive issues after she arrives here,” Abdul Rehman Veeri said adding that those who are leaving the party are opportunists. (CNS)

SRINAGAR, DEC 19 (PTK): Senior congress leader and former Union minister Mani Shankar Aiyar said presidential rule in Jammu and Kashmir can’t change anything as far as Modi Government is rules in center, Modi wants Kashmir not Kashmiries and its facts”.

While speaking to News agency Press Trust of Kashmir Mani Shankar said, “Situation can’t be normal in Kashmir until Modi govt is ruling in India, even governor rule can’t change anything so far then what presidential rule can change in Kashmir”.

“Modi government have done everything to killing people, and create is type of situation in Kashmir. Absolutely not. There is not going to be any change on the ground. By militarising, you are not bringing in peace, it will bring in only fear in the minds of people” Mani added.

“Seen from July this year with BJP break alliance with PDP in Kashmir till date the situation of Kashmir is totally worst and dangers” he added. He added “we all know that India, Pakistan and political parties have to play a major role, but there are vested interests who do not want peace in Kashmir.

“I will give you an example. Tourism is a major area that can bring peace within the state and bring all communities together. But there are people who see to it that tourism suffers in the state. Politicians created the problem and used the people of Kashmir for their survival”, he said.

He added that BJP play with article 35a, 370 but they can’t do anything with it adding that Kashmir has been harmed by BJP’s presence in this alliance, and the PDP too has been harmed. “The BJP has a visceral dislike of Kashmiris; it has no sympathetic understanding of what it is that is causing the unrest on such prolonged basis and in such a profound manner in the valley”, he said.

When asked about 2019 elections Mani Shankar Aiyar said, “I hope its Common Minimum Programme includes a constructive commitment to dialogue with dissident elements in the valley. And on a parallel but different track, pledges to promote such relations with Pakistan as Manmohan Sigh and Musharraf were promoting, which would have definitely kept at least two-thirds of Kashmir in India but eased the situation, promoted democracy in the valley”.

He further added, “We wish in coming years Kashmir issue can be solved as the election are coming. If congress came in power we hope that they can start talks with Hurriyat and Pakistan and solve all the issue”. He added, “I hope next government can find the way to solve all the issue with Pakistan”. (PTK)

Boniyar shuts over ‘murder’ of 25 year old youth

Baramulla, Dec 19 : A complete shutdown is being observed today in parts of Boniyar Uri of Baramulla district against the murder of a 25 year old youth.

Reports reaching Kashmir Despatch said all shops and business establishments are closed in Boniyar areas against the murder of 25 year old Azim Nazir Khan son of Nazir Ahmed Khan of Aruba Boniyar whose dead body was found in hanging with ceiling in a building in Azad Gung Baramulla yesterday after he went missing since 14 December.

According to police statement the 25 year old youth was a gym trainer at Haluk Gym centre in old town Baramulla, however police in this regard has registered a murder care with FIR number 207/2018 under section 302 RPC and further investigations taken up in this regard.

Trains to run as per schedule tomorrow

Baramulla, Dec 18 : All trains plying between Banihal to Baramulla will run as per schedule tomorrow on Wednesday.

A railway official confirmed to Kashmir Despatch said that all trains will be on tracks tomorrow from Banihal to Baramulla.

Pertinently on Tuesday trains trains remained suspended partially as a precautionary measure to maintain law and order problem following the killing of seven civilians, three militants on last week in southern region of Kashmir.
