Designs to takeover J&K Bank existed while I was CM, new govt will have to look into it: Farooq

Srinagar, Dec 5, (GNS): Plans to takeover Jammu and Kashmir Bank by New Delhi existed long before and any government which is elected to power in Jammu and Kashmir to mark the end of the governor rule will have to look into the issue of the takeover of the state’s premier institution.

“The designs to take over the J&K Bank have been in pipeline for a long time even when I was the chief minister and this bank was working well. They haven’t succeeded till then but probably in the governor’s rule they thought they will succeed,” said Farooq on the sidelines of a function on the 36th annual day of Sher-e-Kashmir Institute of Medical Sciences in Srinagar.

“I remember when I was in the office of Home Minister L K Advani along with deputy chairman planning commission and they were saying the bank is not good it is going down and it should be taken over,” he said, adding, “Luckily ‘Business Standard’ (a daily from Mumbai), published a complete report on the bank performance and showed how good it was. I sent those reports to them and I am glad that the deputy chairman planning commission spoke to me on the phone and said his information was wrong.” He said any government that will come after governor’s rule was over will have to look into this issue. “Nothing should be done to the autonomy of JK bank,” he said, according to GNS correspondent.

The statement assumes significance in the backdrop of recent decision by the State Administrative Council (SAC), headed by Governor Satya Pal Malik, to declare the bank as a Public Sector Undertaking (PSU), evoking sharp reactions from the regional parties and the civil society. The governor issued a detailed assurance that the bank’s independence would not be affected by the SAC decision.

Earlier speaking at the annual day celebrations of Sher-e-Kashmir Institute of Medical Sciences at SKICC, Srinagar Farooq said he looks forward to elections for the state assembly at an earliest even as he welcomed the positive approach of Pakistan’s leadership on resolving long pending issues with the government of India.

He said that the Pakistan Prime Minister Imran Khan’s recent avowals on Indo-Pak bonhomie has rekindled the hope that a day will come when the people of Jammu & Kashmir will live in a free atmosphere.

“I foresee a time when my colleagues, friends and family members move around without security. It is perhaps for that day, God has kept me going. I wish that day comes when the two neighboring countries of India and Pakistan live in camaraderie,” he said.

Farooq asserted that only democratically elected governments will advance the cause of development and will work for the socio-economic emancipation of the underprivileged.  “I look forward to elections for the state assembly at an earliest. Only a popular government can mitigate the mounting woes of the people. And it is the duty of people to elect honest people to the legislature,” he said.

Expressing his dismay over the attack on the secular visage of India, the NC President said, “Many powers that are inimical to the secular character of India are making bigoted attempts to polarize the people on religious lines to garner support. This I believe is dangerous for a country like India which belongs to all.”

 “People want answers for all those fanciful promises that were made by BJP. People cannot forget the ordeal that they had to undergo due to demonetization. Small businessmen and small enterprise holders too are at the receiving end due to the promulgation of GST,” he said.

Farooq while applauding the professionalism and efforts of doctors of SKIMS institute said that the institute should take lead in research also. “It is the shared effort of people who run this institution that will make it great. The other day I read that the research being done in India is not of good quality. SKIMS should take a lead in research and come up with a cure for many diseases that are a source of agony for people. The institute should find a cure for diseases like diabetes and cancer. It will earn laurels for the institute,” he said.

Farooq also allocated Rs 1.00 Cr for the construction of an auditorium at SKIMS. “I hope next year an elected government addresses the annual function in the very own auditorium of SKIMS Institute. I urge the Governor administration to render more funds for the construction of an auditorium facility within SKIMS,’ he said.

 

Police files 4 FIRs in post poll clashes in Poonch; SI, revenue officials named

Poonch, Dec 5 (GNS): Police on Wednesday filed four separate FIRs and named several people including Tehsildar and Sub-Inspector of police in connection with group clash amid phase-VII of the panchayat polls, resulting in injuries to 16 people in Mendhar area of Poonch district.

Official sources told GNS that Shabana Kounsar wife of Sadam Hussain of Gohlad Mendhar filed a written complaint in police station Mendhar wherein she has mentioned that while going to cast her vote, she was stopped and beaten by a group of people including a police Sub Inspector Mehmood Ahmad Khan (presently posted at Jammu). Taking cognizance of the complaint, police filed an FIR under 209/2018 under section 147, 323 RPC in Police Station Mendhar and named 8 persons including the SI.

Another complainant, Amjid Bashir Khan approached the police station Bhata Kass with a written complaint against the group of people including Tehsildar Shahzad Latif Khan (presently posted at Haveli Poonch), Aftab Latif Khan (lecturer), Qamar Rashid Khan (Agriculture Extension Officer Mendhar), Tahir Rashid (Assistant Engineer Mechanical Mendhar), Mohd Rashid Khan, Umer Shahzad and 13 others.

In another complaint, one Amjid alleged that the group of people attacked him along with his brother Wajid with sharp-edged weapons during polling. In the attack, Amjid, Wajid and two other people suffered injuries and were hospitalized. Amjid’s Father Bashir Khan has won the Sarpanch election yesterday and the rival group later attacked them.

Police took cognizance and filed a case under FIR number 210/ 2018 u/s 307, 147, 148, 323 RPC and 4/25 Arms Act and named the group of 18 people.

One more complainant, Mohd Marouf whose brother Mohd Akbar Khan won the sarpanch election yesterday, also approached the police station Mendhar with a complaint that he was attacked by a group of people during poll day.

Police took the cognizance and filed an FIR number 212 u/s 341, 323,382 RPC PS Mendhar. The defeated candidate Mohd Zaman was among the 8 people named in connection with the case.

Similarly, Mohd Tufail of Saki Maidan also alleged in a complaint that he was attacked by a group of people. In this connection, police registered a case under FIR number 213/2018 and named 8 persons.

A police officer while confirming the FIRs have been registered said that police teams have been dispatched to the area to nab the accused. (GNS)

Elderly woman ‘choked to death by tear gas’ in Hajin, police rejects family claims

Hajjin, Dec 05 (GNS): An elderly woman died allegedly due to suffocation caused by teargas smoke shelling during the clashes in Hajjin village of north Kashmir’s Bandipora district this evening.

Reports reaching GNS said that during a Cordon and Search Operation, massive clashes were reported in Hajjin village.

The government forces lobbed tear gas shells to disperse angry protesters in the area due to which a 57-year-old woman developed “serious complications.”

However, she was rushed to the local hospital for treatment where the doctors declared her brought dead.

The deceased identified as Hajira Begum wife of Nair Ahmed Dar of Danger Mohalla Hajjin.

The family said that she developed serious complication due to inhaling of the smoke.

Block Medical officer Hajin Dr Tariq told GNS that the woman died of “cardiopulmonary arrest but the exact cause of death would be revealed by postmortem”.

“She was brought to the hospital while she was dead. His family said that while there was teargas shelling, choking was aggravated by teargas smoking shells and exact death would be known by postmortem report,” he said.

Meanwhile, SSP Bandipora Sheikh Zulfikar Azad termed the allegations as baseless and said there was “no such law and order problem”. He said that the woman died due to the heart attack. (GNS)

 

Missing Tangmerg woman traced, reunited with family

Baramulla, Dec 05 : Police on Wednesday claimed to have handed over a woman who was missing since 03 December from her home in North Kashmir’s Tangmerg.

Police in a statement issued to Kashmir Despatch said that on 03-12-2018 Police Station Tangmarg received a written complaint from one Zuhaiba Begum wife of Ghulam Mohammad Pala resident of Hardumadam Tangmarg who stated therein that her daughter namely Rihana Akhter 20 years is missing and accordingly missing file was initiated and search was started.

Statement further reads that after the hectic efforts made by the police,succeeded in tracing her from Handwara today and later reunited her with her legal heirs.

SBI and JK Bank ATM’s out of order in Tangdhar

Kupwara, Dec 5,: Locals from Tangdhar Karnah Wednesday appealed State Bank of India and Jammu Kashmir Bank authorities to rectify their ATM’s without any dealy.

   They said that both the ATM’s of State Bank of India and Jammu and Kashmir Bank are not working properly as a result customers have been facing lot of incontinence.

   “Locals particularly traders are facing problems. Despite repeated requests, the higher ups of both these banks didn’t take the matter seriously,” a delegation from Tangdar Kanrah told news agency CNS and appealed authorities to look into the matter. (CNS)

Civilian casualties : 126 civilians die this year

Srinagar, Dec 5, CNS: The civilian killings in last four years has increased manifold in Kashmir Valley. In contrast to 41 civilian killings in 2015, at least 126 civilians lost their lives in first eleven months of current year-2018.

   From 2015 to 2018, Kashmir has witnessed 383 civilian killings. I26 civilians died in 2016 and so far the number of civilian casualties is same in the first 11 months of current year. In 2017, at least 86 civilians including 8 Yatris became prey of militancy related incidents in Jammu and Kashmir.

   In May this year, there were maximum civilian casualties and the number is 21. As per data available with news agency CNS 12 civilians were killed in January, 6 in February, 12 in March, 18 in April, 11 in June, 9 in July, 7 each in August and September, 13 in October and 10 in November.

   In 2015, 4 former militants affiliated with Hurriyat were killed by unknown gunmen in the month of June in Sopore town who included Sheikh Altaf of Iqbal Nagar, Khurshid Ahmed Bhat at Bomai, Mehrajuddin Dar at Badambagh Sopore and Ajaz Ahmed Reshi at Mundji Sopore.

   Several political workers fall prey to bullets in all these years. They included a National Conference Sarpanch Fayaz Ahmed Dar of Pulwama, PDP worker Bashir of Qasbayar Pulwama, government gunman Abdul Rashid Billa of Hajin, a Public Prosecutor and NC worker Imtiyaz Ahmed Khan of Pinjora Shopian, PDP District President Advocate Abdul Gani Dar of Pulwama, a Janta Dal United worker Ajaz Ahmed of Pulwama, a former panch and PDP leader Ghulam Rasool Ganai of Anantnag and BJP district president Pulwama Shabir Ahmed Bhat who was shot dead at Pathan Pulwama.

Winter vacation till class 8th starts from today in Kashmir

Srinagar : The schools in Kashmir division and winter zones of Jammu division were closed on Tuesday as the vacation for students from primary to class 8th started from today.

As per the order issued by the school education department, winter vacations from primary to class 8th will start from December 6, 2018, while as for High and Higher Secondary classes winter vacations will start from December 17 to February 23, 2019.

It said the last working day for classes up to class 8th will be December 4 while as last working day for high and higher secondary classes will be December 15.

“The winter vacations for primary to class 8th will end on March 02 2018,” the government order reads.

It further reads that officials associated with the conduct of practical examination, if any shall avail winter vacations only after the conclusion of practical exams.

CEC highlights importance of sports for healthy life

KARGIL, DECEMBER 04: Chairman and Chief Executive Councillor (CEC) Kargil Feroz Ahmed Khan today underlined the significance of sports for physical and mental health of the youth.

 He said that sports  have the potential to foster unity among races, genders, linguistic groups and religions besides imbibing the values of team spirit, discipline, coordination and zest for achieving positive goals.

The CEC was addressing players on the concluding ceremony of the Two Day Horse Polo Tournament organized by District Police Kargil which concluded at Khree Sultan Chow Sports Stadium Kargil here today.

The CEC appreciated the efforts of District Police Kargil in organizing such events under Civic Action Programme (CAP) from time to time.

Feroz Khan expressed optimism that such events will go a long way in giving fillip to police public relation  in the district and to encourage the participation of the local youth in sports.

Superintendent of Police Kargil Dr Vinod Kumar besides officers of the Civil and Police Administration and large number of spectators were present on the occasion.

Later the CEC distributed certificates, mementoes and prizes among the participating players.

Four teams from different parts of Kargil district participated in the tournament which was organized under Civic Action Programme (CAP)

Rs 14.30 lakh sanctioned for 11 homeless fishermen: DC B’la

BARAMULLA, DECEMBER 04: Deputy Commissioner Baramulla Dr Nasir Ahmad Naqash today informed that Rs 14.30 lakh will be distributed among 11 registered homeless fisherman for the construction of their houses as part of the centrally sponsored “Blue Revolution” programme. The scheme aims at enhancing the overall fish production vis-à-vis rehabilitation of homeless fishermen.

Pertinently,  the 11 fishermen were selected among 40 fishermen through draw of lots during a function organized by Fisheries department Baramulla wherein the DC was invited as the chief guest.

Explaining the features of the programme, Assistant Director Abdul Ahad said that in district Baramulla around 1158 fishermen are registered with the department and various schemes and programmes have been initiated by the government for their welfare.

In his address, the DC highlighted the importance of fisheries in the economic development of the society and said that the need of the hour is to tap this enormous potential. He urged the unemployed youth to adopt this sector as an employment avenue for their sustainable livelihood besides enlisting various features and objectives of Blue revolution programme.

Director planning Baramulla A G Malik, Assistant Commissioner Development, Chief Agriculture officer, various district and sectoral officers and various other concerned were present on the occasion.
