Passport processing drops from 62 to 11 days in Jammu, from 89 to 10 days in Srinagar

Srinagar, Apr 05 : The time taken to issue passports in Jammu and Kashmir has changed notably over the past five years, with recent years showing a trend towards more consistent processing.

According to data of the Ministry of External Affairs accessed by the news agency—Kashmir News Observer (KNO), in Jammu, passport processing for normal applications took an average of 4 days in 2020. This figure increased sharply to 62 days in 2021. However, the timeline came down significantly to 6 days in 2022, and stabilized at 11 days in both 2023 and 2024.

The data shows no separate Tatkaal category processing times for Jammu in these years.

Srinagar, as per KNO, witnessed a similar trend. The Regional Passport Office there processed normal passport applications in an average of 3 days in 2020. This changed dramatically in 2021 when the average time rose to 89 days, the highest among all RPOs in the country that year.

The timeline was reduced to 9 days in both 2022 and 2023, and stood at 10 days in 2024. Like Jammu, no separate Tatkaal timelines were recorded for Srinagar.

A senior government official said, “If police verification and other procedures go smoothly, applicants can expect to receive their passports within ten days”

These figures are based on the average processing time by Passport Seva Kendras and Post Office Passport Seva Kendras and do not include the duration taken for police verification, which varies by region and can add to the total time a citizen must wait for their passport.

The Ministry of External Affairs also stated that online passport application systems, including the ‘mPassportSeva’ app and Passport Portal, have contributed to easing the process.

PM Modi to flag-off first Vande Bharat Express to Kashmir from Katra on April 19, says BJP MLA

Jammu, Apr 05 : Bharatiya Janata Party (BJP) MLA, Ranbir Singh Pathania, on Saturday said that Prime Minister Narendra Modi will flag-off the first Vande Bharat Express to Kashmir from Katra on April 19.

Pathania, who is also MLA from Udhampur East, said, “History will be written in the political, social, and economic landscape of Kashmir. Kashmir is ours, and it was a dream to connect Kashmir with rail lines. We will warmly welcome PM Modi on April 19.”

Earlier, Union Minister Jitendra Singh confirmed that Prime Minister Modi will flag off the first Vande Bharat Express to Kashmir from Katra on April 19. “The train services for the inaugural Vande Bharat would start from Katra temporarily since the Jammu railway station remains under construction,” he added.

Pertinently, in the last week of January this year Indian Railways had conducted the trial run of the first Vande Bharat train from the Shri Mata Vaishno Devi Katra (SVDK) railway station to the Srinagar railway station.

The train to Kashmir will chug through Anji Khad Bridge, which is India’s first cablestayed railway bridge and Chenab Bridge, which is the highest railway bridge in the world. This train has been designed keeping in mind the cold climate conditions of Kashmir.

The completion of the Udhampur-Srinagar Baramulla Rail Link (USBRL) project will significantly reduce travel time between Katra and Srinagar.

The new Vande Bharat Express will cut down the travel time from the current 6-7 hours by road to just 3 hours.

J&K Govt seeks dismissal of petition challenging reservation framework

Srinagar, Apr 05 : The Jammu & Kashmir Government has prayed for an outright dismissal of a petition challenging the existing reservation framework, stating that it is mischievous, frivolous in nature and has been filed with an intent to abuse judicial process.

In an affidavit filed by Jammu & Kashmir’s Social Welfare department in the High Court, the government has submitted that the writ petition deserves dismissal at the outset.

“That this petition is an abuse of judicial process having been filed without any cause of action. The petitioners have filed the present petition on completely false grounds in an attempt to deceive the Hon’ble Court,” reads the objections filed by deputy secretary, Social Welfare Department, Mohd Imran Naik.

The petition has been filed by Zahoor Ahmad Bhat and others. In the petition, they have challenged the existing reservation framework in J&K.

The government, as per news agency—Kashmir News Observer (KNO), has submitted that the instant writ petition on the face of it, is an attempt to abuse judicial process motivated by ill-will, ulterior and oblique motives.

“The petition if allowed would set a wrong precedent, encouraging unscrupulous litigants, as in the instant case, dissipating the precious time and resources of the Hon’ble Court, by hoodwinking the Authority of the Court. Therefore, the writ petition deserves dismissal at the outset, on this ground without entertaining the merits of the case with imposition of heavy costs,” reads the affidavit.

Citing Indira Sawhney judgment, the government submitted that 50 % ceilings is not an inviolable rule and can be breached in exceptional circumstances.

The government has submitted that the Rules mandate “adequate representation” and not “proportionate representation”.

It further said that the petitioner has failed to appreciate that the norm under Article 16(4) is of adequate representation and not proportional representation—(KNO)

In 11 days, J&K records over 94 forest fire incidents

Srinagar, Apr 05 : Jammu and Kashmir recorded over 94 forest fire incidents during the past 11 days, reveals the data.

It states that over 94 forest fire cases were reported between March 24 and April 3, 2025.

The fires have affected at least 15 districts across both Kashmir and Jammu divisions, sparking concern.

The highest single-day spike occurred on April 2, when 35 fire incidents were reported in forest areas, followed by 18 fires on April 3, according to consolidated reports.

Anantnag has been the worst-hit district, recording fires on almost every reported day. Pulwama, Budgam, Ganderbal, and Bandipora have also seen frequent incidents.

In Jammu division, Rajouri, Ramban, Reasi, Doda, and Poonch have experienced several fires, specially from April 1 onward.

As per the Jammu and Kashmir Disaster Management Authority (JKSDMA), currently there are two active forest fire alerts in J&K, with one being of extreme nature and valid till 10 April 2025.

“Extreme Forest Fire Risk is likely to occur over forest area near Purmandal and Kathua, in next 7 days. Dial 112 for emergency help,” reads the alert.

Another alert, as per KNO, states, “Very High Forest Fire Risk is likely to occur over forest area near Rajwalta, Kalakote, Samba, Kathua, Lakhanpur, in next 7 days. Dial 112 for emergency help.”

Given the heightened fire risk, authorities have also outlined several dos and don’ts to prevent forest fires and ensure public safety.

Among the do’s list, it has asked to close windows, vents, and other openings to prevent embers from entering.

“Move animals and valuable goods to safer locations. After adventure activities, ensure that no bonfire or flame is left unattended,” read the guidelines.

While among the don’ts, it has asked to avoid smoking near vegetation or forested areas and not to panic in case of a sudden fire. Refrain from entering the forest during a fire incident.

With regard to prevention and preparedness measures, it has asked to keep emergency contact numbers of district fire services and forest authorities readily available.

“Immediately inform authorities in case of an unattended or uncontrolled fire. Never leave a fire unattended in the vicinity of forested areas,” read the guidelines.

Highlighting the evacuation protocol in case of fire, the guidelines have asked that in case of an active forest fire, evacuate immediately if instructed by local authorities and protect yourself from flying sparks and ashes.

It has also asked to untie cattle and livestock to allow them to escape safely.

Before Leaving Your House, the guidelines have outlined how to remove combustible materials like firewood, yard waste, gas cylinders, and fuel cans from your yard.

It has also asked not to attempt to outrun the fire and seek refuge in a pond or river if available.

“If no water is nearby, lie in a depression with little vegetation and cover yourself with wet clothes, blankets, or soil. Breathe through a moist cloth to avoid smoke inhalation,” read the guidelines—(KNO)

Amit Shah to arrive in Jammu tomorrow for 3-day J&K visit

Jammu, Apr 05 : Union Home Minister Amit Shah would arrive in Jammu on Sunday for a three-day J&K visit aimed at assessing the region’s security landscape and inaugurating key development projects.

The visit, originally scheduled for April 7, has been advanced by a day, reflecting the urgency of addressing the evolving security situation in the Union Territory.

MLA Bahu, Vikram Randhawa said that the Union Home Minister would arrive in the afternoon and would chair two high-level security review meetings and also a meeting of BJP leaders.

“The Home Minister is likely to chair a Unified Headquarters meeting, to evaluate counter-terrorism operations, border security, and infiltration challenges,” sources said.

The security review meetings will be attended by Lieutenant Governor Manoj Sinha, top officials from the Ministry of Home Affairs, the Army, paramilitary forces, Jammu and Kashmir Police, intelligence agencies, and senior civil administration officers.

A key focus will be on strengthening strategies to ensure “zero infiltration” along the Line of Control (LoC) and International Border (IB), a directive Shah has consistently emphasized in past reviews. “The Home Minister has been regularly reviewing the operations in J&K and has directed that the aim should be that of ‘zero infiltration’ at the Line of Control and International Border, while dismantling the network of overground workers who support infiltrated terrorists and the narco-network which funds their acts,” said an official.

Shah’s itinerary, as per KNO, includes a tour of forward areas along the International Border in Jammu to assess security arrangements firsthand and boost the morale of troops stationed there.

He is also expected to meet the families of police martyrs, paying tribute to their sacrifices amid recent encounters, such as the Kathua operation where four police personnel lost their lives combating infiltrating terrorists.

In addition to security-focused engagements, the Home Minister will virtually inaugurate and lay foundation stones for several major development projects across the Union Territory.

He will also meet with BJP MLAs and senior party leaders on April 6 to discuss the ongoing Assembly Budget Session, resuming on April 7 after a 12-day break, and review the party’s performance and the political situation in J&K, sources added.

Dr Jitendra Singh, Minister of State in the Prime Minister’s Office, is expected to join these discussions.

According to the sources on April 7, Shah will remain in Jammu till afternoon before proceeding to Srinagar, where he will stay overnight and chair additional meetings. He is scheduled to return to New Delhi on April 8.

The visit comes ahead of Prime Minister Narendra Modi’s anticipated trip to J&K on April 19 to flag off the first train to Kashmir from Katra, underscoring the need for heightened security measures to protect critical infrastructure.

Centre does not appear inclined to restore J&K statehood: MLA Kulgam

Madurai — The Centre does not appear inclined to restore Jammu and Kashmir’s statehood, Kulgam MLA and CPI(M) central committee member MY Tarigami said on Saturday.

His comments came in the backdrop of the 24th party congress of the CPI(M) adopting a resolution demanding statehood restoration for Jammu and Kashmir “as a step towards restoration of special status”.

In an interview with PTI, Tarigami said the BJP was disappointed with election results in the Union Territory and wondered which astrologer the people of Jammu and Kashmir could approach to know when statehood would be restored.

He also slammed the Waqf (Amendment) Bill and said unemployment and price rise were the real issues that should be focused on.

“The results of elections (in Jammu and Kashmir) were disappointing for the BJP and it is still reluctant to accept it. The Supreme Court said statehood should be restored and the government’s representative had claimed it would be restored after elections but it has not been done yet,” Tarigami told PTI.

“The administration is paralysed, the government keeps giving excuses … It doesn’t realise there is uncertainty among the people. If they are unhappy, it will create an obstruction in restoring peace,” he said.

Tarigami said security forces alone could not restore peace and that including people in the peace process was important.

“It (government) is claiming peace has been restored. So many incidents are happening … The government of India should have stayed committed to restoring statehood but it is creating obstructions and keeps raising one point or the other,” the Kulgam MLA said.

He also criticised the recent transfers of Jammu and Kashmir cadre officers without consulting Chief Minister Omar Abdullah.

“A few days ago, dozens of officers were transferred and the Lieutenant Governor’s Office did not consult the Chief Minister’s Office. The lieutenant governor could have talked to the chief minister over the phone at least so that there was some coordination,” he said.

“The prime minister had also said statehood would be restored. Which astrologer should the people of Jammu and Kashmir go to and ask what the right time would be for the government (to restore statehood)?” he asked.

The veteran CPI(M) leader said the Jammu and Kashmir government was not able to work because the Centre was not allowing it.

“The rights of Jammu and Kashmir, its statehood should be restored … The elected government should get an opportunity to work. Our party congress adopted a resolution on this,” he said.

The 24th All-India Party Congress of the CPI(M) adopted a resolution that said the snatching of Jammu and Kashmir’s statehood and its reorganisation into two Union territories created a deep political void and intensified the sense of uncertainty and alienation among its people.

Tarigami — elected to the Jammu and Kashmir Assembly from Kulgam for the fifth consecutive time in last year’s polls — was the first mainstream politician to come out of Kashmir following the abrogation of Article 370 as most top leaders in the region had been put under house arrest.

Sitaram Yechury, the then CPI(M) general secretary, had filed a habeas corpus in the Supreme Court that allowed him to go to Kashmir and bring Tarigami to Delhi for treatment.

“When Article 370 was abrogated, we had warned that what was happening in Jammu and Kashmir would happen in other states as well, and that is happening,” Tarigami said.

“Interference is increasing … in Tamil Nadu, Kerala, West Bengal. They want the nation to dance at their fingertips. We believe the nation should be run according to the tenets of democracy,” he said.

Tarigami was the first politician from Jammu and Kashmir to hold a press conference after the abrogation of Article 370. “Our leader Sitaram Yechury and I conducted the first press conference on the situation after the abrogation of Article 370. We had said this story would be repeated in the rest of the country as well.” Asked about the demand for Sixth Schedule status for Ladakh — which became a Union Territory without a legislature following the reorganisation of Jammu and Kashmir — the veteran CPI(M) leader said, “People of Kashmir did not come out on the streets, they came to caste their votes. But the people of Ladakh had to come out on the streets, in minus temperatures they had to fight for the protection of their land and jobs.” He also slammed the passage of the Waqf (Amendment) Bill in Parliament.

“I don’t know what this government wants to do … It wants to disintegrate this country. People of different religions — Hindus, Sikhs, Christians — have their own practices. Waqf boards are voluntary organisations of Muslims. You want to control them through the government. You don’t like Muslims following their practices?” he asked.

“If you want reforms, why is there no interest in reforming trusts of different beliefs? You only want to target Waqfs, your intention is clear that you are targeting one community. Who knows who will be next … We need to raise our voices together,” he said.

The Waqf bill, passed by Parliament early on Friday after the Rajya Sabha gave its nod to the contentious legislation, includes a provision for non-Muslim members in the Central Waqf Council and Waqf boards.

Any government property identified as Waqf will cease to be Waqf and the district collector will determine its ownership.

The amended legislation is aimed at improving the management of Waqf properties, the Centre has said. The opposition parties have opposed the legislation and accused the Centre of rushing the Bill.

Asked about what course of action could be taken, Tarigami said going to court was one option.

“How does it matter if one goes to temples or mosques? But if prices rise, our youngsters are unemployed, it’s a problem. Unemployment is not good for Hindus or Muslims, only those who go hungry can understand this,” the Kulgam MLA said.

He also called for unity among all religious groups.

“Our unity is our strength … We fought the British together and we have to save the country together. Our agenda should be for youngsters to fulfil their dreams,” he said.

The CPI(M) resolution demanded immediate restoration of full statehood to Jammu and Kashmir “as a step towards restoration of special status”; protection of land and job rights; restoration of democratic, civil and trade union rights; and release of political detainees and journalists; and ensuring freedom of the press.

It also sought an end to indiscriminate arrests of youngsters on baseless charges and appealed to all secular and democratic forces to stand in defence of the legitimate and constitutional rights of the people of Jammu and Kashmir. — (PTI)

RKFC fights for I-League title against Churchill Brothers

Srinagar, April 5: Real Kashmir Football Club (RKFC) will play its most crucial match of the season against Churchill Brothers Goa on Sunday, a game that could decide the winner of the I-League 2024–2025.

The match is scheduled to begin at 4 PM, with adequate arrangements being made for the event.

Currently, four teams are in contention for the I-League title. Churchill Brothers Goa lead the table with 39 points, followed by Gokulam Kerala with 37, and Real Kashmir FC and Inter Kashi with 36 points each. All teams have played 21 matches and have just one game remaining, which will decide the champion of the season.

If Churchill Brothers win their final match, they will finish with 42 points and be crowned champions. However, if RKFC win and Gokulam Kerala lose or draw their match, the Kashmir-based team could clinch the title.

This is the first time RKFC is in contention for the I-League title. The club’s owner, Arshad Shawl, has been rebuilding the team since last year. He thanked fans for coming out to watch matches in large numbers and supporting the team. Led by coach Ishfaq Ahmad, the team has been providing opportunities to local talent from the valley.

Addressing a pre-match press conference on Saturday, RKFC head coach Ishfaq Ahmad said the match against Churchill Brothers is a significant one. “We want to finish on a high note and maintain our unbeaten record at home. If we manage a win with a good margin, we could also become champions. We will give our best and try to get the result in our favor,” he said.

When asked to evaluate the team’s overall performance, he responded, “The performance of the entire squad has been commendable. Since last season, we have shown consistency. The inclusion of local players has also brought good results at the national level.”

On whether Kashmir could host ISL matches if RKFC qualifies, he said, “We need a better ground. Bakshi Stadium in Srinagar could host ISL matches if it is properly developed.”

The coach also appealed to fans to come out and support the team in this match, decisive game of the season.

RKFC player Mohammad Hammad expressed excitement about playing the last match of the season at home. “We will give our best to win. We appeal to fans to come and watch the match. Their support has played a vital role in our home victories.”

J&K govt will file fresh affidavit in HC on reservation issue if need be: Sakina Itoo

Srinagar — Facing heat over its affidavit in the high court that has described a petition challenging its reservation policy as “mischievous and frivolous”, the Jammu and Kashmir government on Saturday said it will file a fresh response before the court, if need be.

Addressing a press conference in Anantnag, Social Welfare Minister Sakina Itoo, who heads the cabinet sub-committee on the reservation issue, said the government is seriously committed to addressing the matter and the affidavit in question is vague.

The cabinet sub-committee was formed by the government in December last year to look into the grievances highlighted by several sections of the aspirants against the existing reservation rules in government jobs.

Itoo said the cabinet sub-committee is meeting youth representatives and examining the issue.

“The seriousness of the government can be gauged from the fact that the committee has been given a six-month deadline. Every day, the committee explains to the chief minister how many representatives it met and what developments took place,” she said.

Itoo said the government is sympathetic towards the issue and wants it to be settled.

“We want everyone to get his due share and that no injustice is done to anyone. The committee is working seriously. I have kept a meeting for tomorrow at the SKICC where the sub-committee will meet representatives,” she added.

On the affidavit submitted by the social welfare department in the high court that has termed the petition challenging the reservation policy “mischievous and frivolous”, the minister said it was “vaguely” prepared.

“Unfortunately, some politicians find opportunities to criticise the government. Had the government not been committed, why would it have formed a committee and given it a deadline of six months?

“If the government needs to submit a fresh affidavit in the court, in which it needs to be written that the wrongs committed will be set right, it will do it and not hesitate,” she said.

Political parties in Jammu and Kashmir slammed the National Conference (NC) government on Saturday for defending the reservation policy, which provides a 70-per cent quota to various groups, in the high court.

Itoo said the committee will submit its report within the six-month deadline and then the report will be implemented.

“I want to tell youngsters that these people want to use them for politics and befool them. I would ask these people to wait patiently for six months. If you do not have patience, visit a doctor, a psychiatrist and take some medicines,” she said, without naming anyone.

Meanwhile, the ruling NC has distanced itself from the affidavit.

“We do not support the affidavit. It has been submitted in a distorted way, without taking into consideration the ground realities,” NC state spokesperson Imran Nabi Dar said.

He said the cabinet sub-committee was constituted to listen to the opinions of each and every side.

“The sub-committee will submit its report. We would request people not to go by such kind of diversions,” he said.

Dar said Chief Minister Omar Abdullah formed the sub-committee to address the insecurities shared by a number of individuals and its report will be implemented once it is placed before the council of ministers.

Earlier in the day, People’s Democratic Party (PDP) MLA from Pulwama Waheed Para alleged that the cabinet sub-committee is nothing but a “facade to mislead” people.

“The Jammu and Kashmir government now defends a deeply-flawed reservation policy in court. The so-called cabinet committee is nothing but a facade to mislead the public. Now, they’re seeking to dismiss the writ petition as baseless in another blatant attempt to sabotage the future of meritorious students in Jammu and Kashmir,” Para said in a post on X.

People’s Conference chief and Handwara MLA Sajad Lone said the government has not mentioned the formation of the cabinet sub-committee in its affidavit.

“Nowhere has the government mentioned the formation of a sub-committee on reservations. This is a legal mystery. Seems the government is not taking its own committee serious enough to merit a mention in its legal affidavit,” Lone said in a post on X. — (PTI)

He also appreciated the states for deputing specialists and medical officers for Shri Amarnath Ji Yatra duties over the years and expressed hope that the states and the Government of India institutions depute the staff as per the requisitioned numbers for the forthcoming Yatra 2025.

He especially focused on the requirement of Cardiologists, Respiratory Physicians and Anesthetists.

This was followed by the unveiling of the Yatra Booklet and the distribution of certificates of appreciation to States and MoHFW.

The States/MoHFW Institutions that participated included Delhi, Punjab, Andhra Pradesh, Gujarat, Rajasthan, Telangana, Maharashtra, Bihar, Uttar Pradesh, Madhya Pradesh, Haryana and West Bengal. Prominent national level institutions who participated included AIIMS (New Delhi, Raipur, Jodhpur, Bhubaneswar Patna, Bhopal, Rishikesh),PGIMER Chandigarh, JIPMER Puducherry as well as Banaras Hindu University Medical College, RML Hospital, LHMC, Safdergung Hospitals, New Delhi, and Aligarh Muslim University Medical College. Additionally SKIMS Medical College and Government Medical Colleges of Jammu, Srinagar, Anantnag participated in the meet.

The meeting featured a comprehensive overview of Emergency Medical Response (EMR) activities presented by Dr. L Swasticharan, Additional DDG & Director EMR, MoHFW, outlining emergency response strategies and best practices. Dr. Sujata Chaudhary, Additional Director General Health Services, MoHFW, further elaborated on national-level coordination efforts to enhance medical response mechanisms for SANJY. (KB)
