Javed Khanday to oversee Khanyar Treasury as additional charge

SRINAGAR, Dec 6: In a fresh administrative restructuring, the Jammu and Kashmir Finance Department on Wednesday ordered a series of transfers, postings and additional charge assignments across various treasury and accounts offices in the Union Territory. The reshuffle, ordered through Government Order No. 336–F of 2025, has been made with immediate effect.
According to the order issued by Principal Secretary to Government, Finance Department Santosh D Vaidya, the move aims at ensuring smooth functioning of financial establishments as several officers proceed on leave and certain positions fall vacant temporarily.
The order states that Mr Javed Maqbool Khanday, Treasury Officer, Saddar Treasury Srinagar, has been asked to hold additional charge of Treasury Officer, Additional Treasury Khanyar besides his own duties until Mr Owais Qadir Jan assumes charge after availing medical leave.
Similarly, Mr Farooq Ahmad Lone, Chief Accounts Officer, Chief Engineer Public Works (R&B) North Kashmir, Baramulla, has been assigned the additional charge of District Treasury Officer, Bandipora until Mr Sheikh Abid Manzoor resumes duties.
In another arrangement, Mr Mohd Ashraf Ahanger, Chief Accounts Officer, MRDA Srinagar, will simultaneously hold the charge of Chief Accounts Officer, Chief Engineer Jalshakti (PHE), Kashmir till Ms Shadab Mukhdoomi returns from leave.
The government has also entrusted Ms Mehak Gupta, Accounts Officer, State Health Agency (Ayushman Bharat), with the additional responsibility of Accounts Officer, Drugs and Food Control Organization, J&K until further orders.
Meanwhile, Mr Ashutosh Abrol, Accounts Officer, Directorate of Accounts & Treasuries Jammu, has been posted as Accounts Officer, Shri Amarnathji Shrine Board, replacing Mr Jai Dev Singh, who has been shifted and posted as Accounts Officer, Directorate of Accounts & Treasuries Jammu, vice Mr Abrol.
The reshuffle also includes Mr Umar Shabir, Treasury Officer, Surankote, who will now hold the charge of Treasury Officer, Mendhar, besides his assigned role until Mr Sumnash Kumar rejoins duty.
The Finance Department clarified that the reshuffle has been made purely in the interest of administration, ensuring continuity of financial operations across departments during ongoing leave periods and transitional assignments.
