Thrashing Of SDM In Qazigund: Police Says Filed FIR Against Army

Srinagar, April 17 : Police on Wednesday filed an FIR against the army for allegedly thrashing Sub Divisional Magistrate (SDM) and other government officials in Qazigund area of south Kashmir yesterday.

Confirming it, a senior police officer said that the case under FIR number 61 /2019 under section 323, 341 RPC has been registered in police station Qazigund in connection with the incident which took place at Dalwach Crossing on Srinagar-Jammu highway on Tuesday afternoon.

The filing of FIR follows an application by the SDM Dooru who provided all the facts regarding the incident. In his application, the SDM Dooru has stated that he was “dragged by the collar, kicked and abused” by Army personnel as he tried to save his driver from their assault on the Srinagar-Jammu highway.

The army personnel removed safety locks of their weapons and aimed guns at us, threatening to kill us and it was only after the Deputy Commissioner Anantnag reached the spot that “we were set free,” SDM Dooru wrote in a letter to Station House Officer Qazigund.

“It is requested that FIR be lodged against the security personnel under the relevant provisions of law for manhandling, intimidating and resorting to violence against the undersigned and my officials and obstructing us from performing our official duties including that of election duties,” he said.

“Today on 16th April 2019 as per the directions of worthy deputy commissioner Anantnag to reach Vessu Qazigund for resolving matter of traffic/truck congestion on national highway at 10:40 AM I along with my team of officials were coming from Dooru via Ujroo Crossing in a government vehicle (JK0-3G3850 ),” the official said.

He said the army personnel deployed on the “national highway had stopped all the civilian traffic” despite Tuesday having been declared a restricted day for army convoys in a recent government order. “After introducing myself to the army personnel at Ujroo we were allowed to move towards Vessu but at Dalwach Crossing near under construction bridge, we were again stopped by some army personnel and asked not to proceed forward unless the Army convoy passes/ends. Accordingly, my driver stopped the vehicle and we were on halt,” he said.

Despite this, the SDM said, one of the army personnel Viney Kumar beat his driver ruthlessly besides damaging the government vehicle.

The SDM said he tried to intervene, pleading “that I am Sub Divisional Magistrate Dooru and I have been called by District Magistrate who is waiting for me at Vessu to identify parking spaces for halted trucks in order to make the National Highway free from obstructions so that both the security and civilian vehicles have a hustle free travel.”

He said he told the Army personnel that he also had to visit some polling stations in the area on “my way back and also the Storage Room to be created at Govt. Degree College Dooru for the storage of EVMs.”

“Also I was supposed to visit the cafeteria at Verinag to inspect the Training Sessions of the Presiding Officers of Dooru Constituency.”

However, the SDM alleged, that the army men grabbed him by the “collar, abused and dragged (me) upto about 20 meters” and thrashed him at gunpoint.

“My cell phone and driver’s cell phone were snatched and broken into pieces Further, the said Army man with other two army men got my other employees down from the vehicle and thrashed them ruthlessly and their cell phones were also snatched and damaged.”

He said, “all of us were taken hostage on gunpoint for about half an hour and our vehicle and other belongings were searched, snatched and damaged and all the data about the election was deleted.” (GNS)

Highway Ban: CRPF Orders High-Level Inquiry Into Patient Death During Vehicular Restriction

The CRPF has ordered a “high-level inquiry” into the death of a patient as his ambulance was stopped due to the latest restriction imposed on the movement of civilian traffic in Jammu and Kashmir in the wake of the Pulwama attack.

The force issued a public statement saying it was “deeply anguished at the sad demise of Abdul Qayoom Banday of Doda”.

It said the man was suffering from terminal illness and his ambulance was “asked to halt” near Lower Munda area on April 10 while on way to Doda from Srinagar after being discharged by a hospital.

It said the ambulance was stopped due to the “restrictions placed by the government on civilian traffic movement.”

“We express our sincere condolences and sympathise with the Banday family for their loss. We would like to assure the citizens of Jammu and Kashmir that strict instructions are in place to enable speedy passage to ambulances and ailing civilians.”

“A high-level enquiry has been ordered into the incident,” it added.

The restrictions on movement of civilian vehicles in Kashmir valley were imposed after the February 14 attack on a Central Reserve Police Force bus, plying on the Jammu-Srinagar highway, that killed 40 personnel.(PTI)

Rains Continue To Lash Valley, MeT Predicts Improvement In Weather From Thurs

The intermittent rains continued to lash Valley for the second consecutive day on Wednesday while as the local Meteorological department has predicted improvement in the weather conditions.

The rains began on Tuesday morning and continued for the second straight day, bringing the temperature down in the Valley.

However, Deputy Director MeT, Mukhtar Ahmad informed that the weather would remain wet till late Wednesday evening.

Nonetheless, they said that the weather conditions would improve from tomorrow. “The weather conditions would remain partly cloudy but there will be sunshine as well,” he added. (KNS)

Kashmir’s 85% pellet victims diagnosed with a psychiatric disorder: Study

Srinagar: The inception of pellet guns, first used by the government forces to quell protesters in 2010 civil mass uprising, thousands of people have been injured while hundreds lost their eye-sights, a study conducted by the Department of Psychiatry of Government Medical College (GMC) Srinagar has revealed that 85 percent of pellet victims were diagnosed with a psychiatric disorder.

The study titled ‘Psychiatric Morbidity in Pellet Injury Victims of Kashmir’ said that since the 2016 mass uprising in Kashmir, 325 pellet victims had been treated for psychiatric disorders at associated hospitals of Government Medical College (GMC) Srinagar. “85 % of 380 pellet victims examined during this post-2016 uprising period were found to be suffering from various psychiatric disorders,” it said.

The study found that the majority of the pellet injured (68.4%) had suffered eye injury. Less than half (42.37%) of them had suffered grievous injury in the eyes. 92.92% of the patients with eye injuries were diagnosed with a psychiatric disorder, as compared to 70% patients with other than eye injury.

Of the total number of pellet injured persons, 85% had developed psychiatric disorders and were treated at hospitals. “Depression was the most common psychiatric disorder (25.79%) followed by Adjustment disorder (15.79%). While 9.21% victims had PTSD, hypomania was the least common psychiatric disorder (2.11%),” the data revealed.

The hospital-based cross-sectional research was conducted over a period of two years, involving 380 pellet injury victims from Orthopaedics and Ophthalmology departments of GMC Srinagar. “All patients underwent detailed psychiatric screening based on Mini-International Neuropsychiatric Interview (MINI plus and MINI-kid). Diagnostic and Statistical Manual (DSM-5) was applied to confirm the diagnosis,” it said.

The study said that psychiatric morbidity was found in pellet injured victims proportional to severity and site of the injury.

The study was authored by Dr Saleem Yousuf, Medical superintendent of GMC Srinagar.

Pellet gun fires a cluster of small, round-shaped pellets with high velocity which do not have a predictable trajectory and can cause severe injuries.

Jammu Varsity Website Hacked After Kerala Students Called ‘Anti-Nationals’, Beaten

While an uneasy calm has returned on the Central University of Jammu’s (CUJ) campus at Raya Suchani, on the outskirts of Jammu city, following Friday’s alleged attack on students from Kerala and Tamil Nadu, the university’s website was hacked Tuesday to protest the violence against students.

Several students had claimed that they were attacked and called “beef-eaters” and “anti-nationals”.

Denying any attack on students from Kerala, CUJ Vice-Chancellor Prof Ashok Aima said the varsity administration has lodged a police complaint to trace those who hacked the website.

“These students (from Kerala) belong to the AISF and SFI. All they want is free food, free liquor and free drugs…nobody questions them,” he said.

On Tuesday, Kerala Chief Secretary Tom Jose wrote to his Jammu and Kashmir counterpart and sought steps to ensure the safety of students from Kerala, according to an official. A spokesman for the Kerala Chief Minister’s office said two students from Kerala, studying at CUJ, had informed the CM’s office about the issue.

V-C Aima said CUJ has nearly 1,500 students and nearly 60-65 per cent of them are Muslims, “including those from Kashmir and Kerala”. Putting the number of students from Kerala at 70-80, he said, “They are very volatile; they are hardcore members of AISF and Leftist movement.”

The hackers, who called themselves “Kerala Cyber Warriors’’, said their action is to protest the alleged attack on students from Kerala by some “brainless ABVP-RSS’’ activists in Jammu, and “labelling them as beef eaters, JNU sympathisers, anti-nationals’’.

The options is under consideration , i.e. from June 8 to 24 , so that the period of Ramzan can be avoided.

Some officials are also considering holdings the elections in September and October during their meetings.

TikTok Ban: App Missing From Google Play Store Post Govt Order

The Indian government has asked tech giants Google and Apple to comply with the Madras High Court’s order that had banned popular mobile app TikTok, according to sources quoted by PTI.

Sources said instructions in this regard were sent to the two American companies on Monday, 15 April, after the Supreme Court refused to stay the 3 April order of Madras High Court – that had directed the Centre to ban TikTok app over concerns about access to pornographic content through it.

E-mails sent to Apple and Google did not elicit a response.
The app, meanwhile, has gone missing from the Google Play store but is still available on Apple’s App store at the time of writing this piece.

Only Army convoy today on Jammu National Highway

No civilian traffic will be allowed to ply on the Srinagar-Jammu national highway today, one of the two days a week kept for movement of security forces’ convoys, officials said.

“Wednesday will be the convoy day. No movement of any kind of public vehicle shall be allowed from Udhampur towards Srinagar and vice-versa,” said a statement issued by the traffic department.

Meanwhile All J&K Revenue Officers Association strongly condemn the incident and demanded registration of FIR followed by fast track investigation so that guilty are punished under relevant sections of penal law and fast crumbling morale of Executive Magistracy of the Government gets much-needed boost and checks and balances as far as management of Law and order problems are concerned are maintained as per law and established protocol for general public good.

AJKROA lends full support to KAS Officers Associations in this regard as and when needed, a statement said.

“J&K Civil Secretariat Employees Coordination Committee has strongly condemned the attack on SDM Dooru by an Army Officer. This is very unfortunate that security forces manhandled a magistrate and appeal government to direct police to register FIR,” J&KCSECC said in a statement issued to GNS.

Ghulam Ahmad Mir also strongly condemned manhandling of SDM Dooru and sought stern action against Army Officer

Expressing serious concern over the incident G. A. Mir described the manhandling of SDM as a very unfortunate, and shameful act and asked the government to conduct an immediate inquiry against the responsible Army Officer, he said

“Such incidents would further alienate people, people have already lost faith in the system and today’s incident of manhandling has sent shock waves across the valley,” he said, adding, “It was a shameful act on the part of Army Officer and action must be initiated against him G. A Mir added and urged the Army Top Brass to initiate court martial against the guilty officer.” (GNS)

Government warns employees, stay away from Jamaat, JKLF or face action

Jammu, Apr 16 : The Government today impressed upon all the employees to desist from associating, directly or indirectly, with unlawful associations in any manner and has advised them to desist themselves forthwith.


An circular issued in this regards here today by the General Administration Department has impressed upon all the Administrative Secretaries, heads of the Departments, Managing Directors and DCs to bring this to the notice of all concerned.


The order further says that the Central Government vide notification Nos. S.O. 1069(E) dated 2gth February, 2019 and S.O.l403(E) dated 22″ March, 2019 has declared ‘Jamaat-e-Islami, Jammu & Kashmir (JeI)’ and ‘Jammu and Kashmir Liberation Front (Mohd. Yasin Malik faction)’, respectively, as “unlawful associations” under the Unlawful Activities (Prevention) Act, 1967.

Pursuant to this, the Jammu and Kashmir (Home Department) has issued the required notifications to give effect to the notifications of the Central Government and authorized District Magistrates and Police Officers to take necessary action.


The order says consequent to the above, association or participation, direct or indirect, of any Government employee with the said unlawful associations i.e. JeI or JKLF (Mohd. Yasin Malik faction), shall attract the provisions of the Jammu and Kashmir Government Employees (Conduct) Rules, 1971. And in this regard all government employees should desist from associating, directly or indirectly, with the above unlawful associations in any manner whatsoever and those associated, if any, directly or indirectly, are advised to dissociate themselves forthwith failing which there will be administrative consequences.
