Mass arrests and troop deployment creating a ‘fearful situation’ in Kashmir valley – Ab Gani Vakil

Srinagar, Feb 24, 2019: Peoples Conference on Sunday said that the spree of mass arrests and troop deployment have created a ‘fearful situation’ in Kashmir valley and urged the Governor administration and GoI to take immediate measures to remove the sense of panic and anxiety in the valley.

Briefing the media after the party leadership’s special emergency session presided over by PC Chairman Sajad Gani Lone in Srinagar on Sunday, the PC General Secretary Molvi Imran Reza Ansari said that the party’s apex forum expressed its serious concern over the prevailing atmosphere of insecurity, fear and anxiety in the State and called on the Central Government and the Governor’s Administration to clear the air and address speculations that are rife in the State. The PC Senior Vice President said the Party’s apex forum also expressed alarm at how the chaos was being further accentuated by a number of official orders by various Govt departments that had left the people alarmed and weary.

“The Party has also reiterated that both Article 35-A and Article 370 are sacred articles of faith and any attempts to tinker with the State’s special status would be intolerable and unacceptable. People’s Conference reiterated its commitment to fight not only to safeguard the special status of the State from further erosions and machinations but to also struggle and strive to restore the Special Status to its pristine, original form”, Party General Secretary Molvi Imran Reza Ansari said.  

Urging the GoI to come clear on the prevalent situation in Kashmir Valley, party senior Vice-President Abdul Gani Vakil said that “Government must clear its stand on the uncertainty gripping the valley in the wake of deployment of around 10,000 additional troops in Kashmir. The recent developments have created a lot of anxiety and distress, people are feeling insecure and fearful in their own homes. Orders issued by some government departments have added to the fears of the people, creating an atmosphere of uncertainty. The authorities must come clear on the reasons behind the fresh deployment and not keep the people in dark”,

While denouncing the recent spree of mass arrests unleashed in Kashmir and terming it a disturbing trend, Vakil said the “crackdown of police on Jamaat-e-Islami & Jamiat Ahle Hadees cadres has added to sense of anxiety and triggered speculation that the government may be taking a stand against Kashmiri interests. GoI must take immediate measures to remove the sense of panic and anxiety in the valley.”

Don’t pay heed to rumours, don’t exaggerate any matter: Rohit Kansal

Srinagar, February 24 : Government spokesman Rohit Kansal over the past few days that information rather wrong information had led to confusion and chaos and that the government makes a fervent appeal to the people of State not to pay heed to rumours and don’t exaggerate any matter that can led to tension.

Addressing media men in Jammu, Kansal said that the wake of recent attack at Pulwama, there have been reports about the attacks and harassment of Kashmiri students, but on behalf of the government, “I want to say that the State government is serious about the issues confronting the students. 

In November seven liaison officers were appointed and since Pulwama attack, these officers were further activated,” Kansal said. “Over a thousand interactions were carried out and also with the heads of various educational institutions.”

He said that due cognizance was taken even on the small call. “All the state governments of various states of India are in touch with the J&K government,” he said and appealed people of J&K for calm “as the government was concerned was about the welfare of the people.”

Induction of the companies should be seen in the backdrop election preparedness, Kansal said.  About the action being talked about those involved in arson in Jammu, he said that anyone who is involved in any act against the law will be booked.

He said that the shortage of essentials was because of the highway, and nobody should read more into it.  On article 35 A, Kansal said that on February 11, government had requested the supreme court for deferment of the hearing and its stand continues to be same.

Kulgam Encounter: DSP operations Aman Thakur killed in ongoing encounter

Srinagar, Feb 24 : Deputy Superintendent of Police (DSP) Operations Aman Thakur was killed in an ongoing encounter at Turigam area of South Kashmir’s Kulgam district on Sunday afternoon.

A police officer told GNS that the DSP Operations Aman Thakur received critical bullet wounds in his head during the encounter and was immediately taken to a nearby hospital where doctors declared him brought dead on arrival.

Earlier during the initial phase of gunfight a militant was killed and a soldier was injured, the officer said.

He said that the injured soldiers has been evacuated to hospital for treatment.

He said that the body of the slain militant is lying at the encounter site and is yet to be recovered as the operation is still underway.

Earlier, a joint team of army’s 34 RR, CRPF and SOG launched cordon and search operation in Turigam village, he said.

The cordon was laid in the area following credible inputs about the presence of some Jaish-e- Mohammad militants in the area he said.(GNS)

Srinagar, Feb 24:(GNS) One militant has been killed and an army soldier was injured in an ongoing operation in Turigam area of South Kashmir’s Kulgam district on Sunday afternoon.

A police officer told GNS that one militant was killed during the gunfight and an army soldier suffered injuries.

He said that the injured soldiers has been evacuated to hospital for treatment.

He said that the body of the slain militant is lying at the encounter site and is yet to be recovered as the operation is still underway.

Encounter breaks out in Kulgam village

Srinagar, February 24: A gunfight broke out between militants and goverment forces in Turigam area of South Kashmir’s Kulgam district on Sunday afternoon.

Reports reaching GNS said that a joint team of army, CRPF and SOG launched cordon and search operation in Turigam village.

A senior Police official told GNS that the cordon was laid in the area following credible inputs about the presence of some Jaish-e- Mohammad militants in the area.

He said that soon after the joint team of forces fired some warning shots towards the suspected spot, the hiding militants believed to be two in number including a top commander opened fire triggering of an encounter.

When reports last came in the intermittent exchange of firing was going on.(GNS)

Shabir Shah’s party concerned over his health

Srinagar, Feb 24 : Democratic Freedom Party (DFP) on Sunday expressed their concern over the well being of their Shabir Ahmad Shah who is lodged at Delhi’s Tihar jail.
Addressing a press conference, DFP spokesperson Bashir Aziz expressed the party’s concern over the well being of Shah following the rumors over his health.
“The criminal silence of authorities is adding deep suspicion over the well being of our leader (Shah). As Shah’s lawyer has also said there is something wrong, Shah’s family, relatives and his supporters are concerned over his well being,” Aziz told reporters at DFP headquarter here.
The spokesperson also condemned the government’s order wherein it had claimed that Shah’s security cover was withdrawn, saying there was no security cover for Shah as he is laughing in jail.
“There has been no security cover ever to Shah Sahib. And he doesn’t need in future either,” he said.
The spokesperson appealed people to remain steadfast at this hour as “New Delhi has employed psychological warfare against Kashmiris by issuing advisories from past two days.”

Governor calls for calm and asks people not to believe rumours

JAMMU, FEBRUARY 24: Governor Shri Satya Pal Malik called a informal meeting of the State Administrative Council to review the current situation in the State, particularly in the context of the terror attack in Pulwama last week and the subsequent developments. The meeting was attended by Advisors, Shri Vijay Kumar, Shri K K Sharma and Shri K Skandan,  besides Shri B V R Subrahmanyam, Chief Secretary; Shri Umang Narula, Principal Secretary to Governor; Shri R.K. Goyal, Principal Secretary, Information Department; Shri Shaleen Kabra, Principal Secretary, Home; and Shri Rohit Kansal, Principal Secretary, Planning and Monitoring Department.
2.       In the meeting, the Governor was briefed about the current security situation in Jammu city after the lifting of the curfew a few days ago and also the restoration of normalcy  in the place. He was also informed of the situation in the Kashmir Valley and the gradual induction of additional Central Forces for election purposes.
3.     The Governor was informed that General Elections are imminent and the  requirement of additional Security Forces is large. During the Panchayat Elections, over 400 additional companies of Central Police Forces were provided to conduct the Urban Local Body and Panchayat Elections over a total of 13 phases. In the presence of these forces and as a result of their efforts, the elections were conducted peacefully, without any incident.
4.      However, there were many attempts during these elections to frighten people from participating in the political process. Death threats were given by terrorist organisations to anyone planning to contest the election. Candidates were asked to go with their coffins to file nominations and that they should be prepared for their dead bodies to leave polling booths. Voters  were also threatened with  severe consequences if they came to vote.
5.       After the Pulwama indident, the security concerns in this regard are much higher with the possibility of terrorist organisations increasing their  activities against candidates and voters on a much larger  scale.
6.       In this context, a much larger number of additional Police Forces are needed for conducting General Elections. Normally, forces are inducted a month before elections so that they settle down and familiraise with the ground situation. It is in this context that 100 companies of Central Forces are being inducted into the State at the moment. This is less than the actual additional forces required and more would be inducted in the coming weeks.
7.       The Governor appealed to the people that the induction of forces be seen only in the context of conducting elections and should not be attributed to any other cause. The Governor appealed to the people not to believe in rumours of any extreme nature which are circulating widely in some quarters and to remain calm. These rumours are unnecesarily creating an atmosphere of fear in the minds of people, leading to stress and distruption  to normal life. Rumours about curfews and other actions should not be believed. There is some security related action being taken by the forces, but this is purely related to the Pulwama attack which is unprecedented one. The response of security forces is guided solely by the  need to counter both the impact and any further action that may be taken by terrorist groups who are still out to disrupt our country and its democratic processes.
8.      The SAC was also informed that the supply situation of petroleum and other products in the Kashmir Valley is critically low. The availability of petrol in the Kashmir Valley is adequate to meet the needs for just one day and that of diesel for four days. There is no stock of LPG in the Kashmir Valley. This is a result of the earlier blockage of the National Highway for seven days and the ongoing blockage for the past four days, leading to disruption of supplies from Jammu to Srinagar. The government is taking measures to enhance the supplies to the Kashmir region. However, as a precautionary measure, the Divisional Commissioner, Kashmir has rationed  petrol and diesel supply, so as to conserve whatever is available for emergency purposes. Steps are being taken to increase the availability of stocks in the Kashmir Valley. People of the state should not read anything more into this but see it only as an administrative measure in a shortage  situation. On the medicine front also, the instructions to hospitals to increase availability of medicines is also to be seen in the context of shortage of supplies as a result of the prolonged disruption in transport.
9.       On the issue of safety and security of Kashmiris residing outside the state, the Governor clarified that the Honorable Prime Minister has given clear directions to the country yesterday. The PM’s statement that there is no fight against Kashmiris but that it is a fight for Kashmir is a clear signal that the people of Jammu and Kashmir are not only the integral part of India but it is the responsibility of the country to take care of their safety wherever they may be. Over 22,000 Kashmiri students are studying outside the state and the number of students who have actually been injured or hurt in incidents is not even in single digits. The state’s system of Liaison Officers in nine major cities has worked effectively so that there is no panic anywhere and students continue their studies safely. The work of LOs, helplines in State and other measures have ensured that the vast majority of students continue their studies uninterrupted.  Media has played up a few scattered incidents more than what has actually happened which has been a major cause of fear and anxiety among parents whose children are studying outside the state. The exaggerated reporting has led to unnecessary excessive reactions in the Kashmir Valley. It is necessary for everyone to avoid fear mongering and not to worsen matters. The Principal Secretary, Planning and Monitoring along with Principal Resident Commissioner and the Commissioner/ Secretary, Higher Education will be briefing the media separately on students related issues later in the evening. After the Prime Minister’s statement, a state of calm should prevail and that is the request to all concerned.
10.     The Governor thanked the excellent cooperation rendered by the administration and police of other states for taking steps and going out of the way to provide security to students who were afraid of any untoward incident. The Governor also complimented the work done by our Liaison Officers in handling the worries of students round the clock.
11.      The Governor also wanted to re-assure all government emoployees and their families who stay in Jammu that their safety and security is of primary importance to the Government and from day one, measures were taken to ensure their safety. The situation in Jammu city is normal and government employees should feel safe as they go about their normal work.
12.    In conclusion, the Governor once again appealed to the people of the state to stay calm and not believe any rumours floating around in any form of media. The Government is concerned about people’s welfare and will ensure that they are safe and can carry out their normal activities.

Police books three Kashmiri girl students in UP

Srinagar Feb 24 : Three Kashmiri girl students of the Indian Veterinary Research Institute (IVRI) have been booked, police said here Saturday.

According to an official, after the deadly Pulwama attack on February 14, these girls allegedly made some adverse and objectionable comments on a WhatsApp group in which other students were also members.

IVRI Director R K Singh said after the matter came to light, the institute conducted a probe, following which the fellowship and scholarship of two students were blocked while the name of the third, who had enrolled for masters degree and was absent since December, 2018, was struck off.

Senior Superintendent of Police Muniraj said on the complaint of the VHP’s mahanagar unit vice president Amit Sharma, a case was filed against the three students at the Izzatnagar police station on Friday evening.

Police’s intelligence unit is looking for the person who had originally posted the controversial comment which was forwarded on WhatsApp by the three girls along with their own comments, the police officer said, adding further action will be taken after investigation.

Forty CRPF personnel were killed and five injured last week in one of the deadliest terror attacks in Jammu and Kashmir’s Pulwama district for which the Jaish-e-Mohammad has taken responsibility.

Seven Kashmiri students were earlier this week suspended by Roorkee-based Quantum Global University for their alleged anti-national posts on social media. (PTI)

No reason to panic at all : Div Com

Srinagar, Feb 24 : Divisional Commissioner Kashmir Baseer Ahmad Khan Sunday morning said that rationing of petroleum products in the division has been ordered because of persistent closure of the Srinagar-Jammu highway and not for any other reason.

He appealed the general public not to heed rumours suggesting shortages or depletion thereof adding that there is no truth to these at all.

He said continuous efforts are underway to fully restore the highway adding that the rationing order will be withdrawn as soon as the highway is fully restored.

He urged the general public not to panic and sought their cooperation.
