Lt Gen KJS Dhillon Assumes Charge As GOC Of 15 Corps

Srinagar, Feb 9 : Lt Gen Kanwal Jeet Singh Dhillon took over as the 48th Corps Commander of the Srinagar based 15 Corps, also called the Chinar Corps, today from Lt Gen AK Bhatt.

A befitting farewell was given to Lt Gen Bhatt who has moved to New Delhi as Military Secretary (MS) at Army Headquarters, a defence spokesman said in a statement.

“Lt Gen Bhatt’s tenure saw many successful operations neutralising the highest number of militants in a year over a decade, wherein 259 militants were eliminated and other 64 local militants were neutralised through apprehensions and surrenders,” the spokesman said.

“This achievement assumes a greater significance in view of imposition of Non-Initiation of Combat Operations during holy month of Ramzan, prolonged period of Amarnath Yatra for sixty days and peaceful conduct of Local Urban Bodies and Panchayat elections,” he said.

Along the Line of Control, the strategy of swift and robust punitive response to Pakistan’s ceasefire violations and other provocations proved to be effective, he said.

Engagement with Awaam, especially the youth remained a key focus area for General Bhatt. He had the well being of the Awaam close to his heart and gave impetus to improving the education infrastructure, coaching facilities, skill development, sports, youth and women empowerment, he said.

In his farewell message, Lt Gen Bhatt complimented all ranks of Chinar Corps for their dedication and thanked JKP, CRPF, BSF and other security forces, civil administration and the Awaam for their support, he said.

Lt Gen KJS Dhillon was commissioned in December 1983 and has had an illustrious military career spanning 35 years during which he has held varied prestigious command, staff and instructional appointments, he said.

The General officer has an incisive understanding of J&K, having served here for five tenures since 1988, notable being Sector Commander of Rashtiya Rifles and Brigadier General Staff of the Chinar Corps, he said.

A Graduate of Defence Service Staff College, Wellington & National Defence College, Delhi, Lt Gen Dhillon is credited with important appointments at Army Headquarters and instructional appointments at Infantry School, Mhow and Indian Army Training Team abroad, he said.

Before taking over as the Chinar Corps Commander, the General Officer was tenanting the prestigious appointment of Director General Perspective Planning, he said.

On assuming the charge, Lt Gen Dhillon conveyed his greetings and best wishes to the Awaam of Kashmir and the entire Chinar Corps fraternity, he added. 

Disease outbreak kills several animals in Poonch

Poonch, Feb 9:  Many animals have died from a disease outbreak in the remote areas of Sawjian, Gagrian, Pralkoot, Chamber, Kanari of Poonch district

The residents of these areas have expressed strong resentment against the animal husbandry department saying no doctor is present in the veterinary.

They said the animals are neither given medicines nor vaccines due to which several cattle died recently.

Now, this has given rise to some diseases which are fast spreading, they said.

The people have urged the Chief Animal Husbandry Officer Poonch to send special veterinary doctors to check the animals and the disease so as to prevent the loss of no further cattle.

District Chief Animal Husbandry Poonch Dr Mohammad Younis Chowdhary said people have brought the issue into his notice and “I have sent a team of officials to take stock of the situation”. (GNS)

Eight of 10 administrative officers ignored in induction in KAS

Srinagar, Feb 9 : Eight administrative officers out of 10 shortlisted to be inducted into KAS have been left out.

Sources said that sanctioned strength of Administrative officers was enhanced up to 27 posts but no Administrative officers were inducted into KAS since 2014 and the slots remained unfilled till 2018.

“This year a panel of 10 Administrative officers as per seniority of 2015 were called for submission of five years, APRs, integrity certificate and posting details for vigilance clearance all the procedure was completed in all respects for consideration into KAS (time scale),” they said, adding, “That on 5 February  vide order NO. 178-GAD OF 2019 dated 02-02-2019 out of 53 officers who were inducted into KAS but eight from the panel couldn’t find names,” they said, alluding to unauthorized diversion of the quota earmarked for the Administrative Officers.

One of the dropped out officers said only considering only two Administrative Officers out of the slot of 10 Administrative Officers was a grave injustice. (GNS)

Soldier injured in Pak sniper attack in Nowshera, airlifted to army’s Udhampur command hospital

Rajouri, Feb 9 : An army soldier was critically injured in sniper fire in sniper fire from across the border along the Line of Control (LoC) in Nowshera area of Rajouri in Jammu and Kashmir on Saturday.

Official sources told GNS that Pakistan army in “violation of ceasefire” attacked the army post of 24 MLI Regiment at Kalal along the border in Nowshera sector.

In the incident, a Sepoy identified as Sepoy Satish Kumar suffered critical bullet wounds in his abdomen. He was airlifted to Army’s command hospital in Udhampur for treatment where his condition is said to be critical, they said.

Station House Officer (SHO) Nowshera Mohammad Amin Malik also confirmed the incident to GNS.

“Sepoy was hit by the sniper fire from across the border,” he said. (GNS)

Tangmerg roads still draped with snow; authorities in deep slumber

TANGMARAG, Feb 9: Authorities have miserably failed in clearing snow bound arterial roads connecting various villages of Sub Division Tangmarg with the main town thus causing huge inconvenience to the general public particularly the patients.

Reports reaching to this newspaper said that various villages of Tangmarg sub division are complete cut off from main town with administration seems to be least concerned about the snow clearance operation.

Reports said that, roads from Tangmarag leading to Chontipathr, Kalantra, Nagbal, Not, Kakowthal, Kalntra and Nambalnar are still closed down the local adminstration being aware about the same.

The residents of Kalantra alleged that the authorities haven’t cleared their roads neither men nor machinery was pressed into the service in their area for road clearance in last three days. The elderly persons including women and the children are the worst sufferers of this lackadaisical approach of the authorities as there is no transport service available on these cut off roads.

They said: “Our area is not more than 13 kilometres away from main town Tangmarg despite that, the sub Distirct Adminstration has failed to clear the snow from our road.”

While from Klantra Tangmarg side the, locals residents from chontipathri claimed that, “tall claims of adminstration seem to have been burried under the snow as they have failed to clear the snow from their area.”

The residents said that, “we don’t even have a clear footpath available in our area. The adminstration seems to have forgotten us amid inclement weather condition, since when there is improvement in weather the authorities are in deep slumber leaving all of us residing here to God’s Mercy.”

Pompeo seeks to end Hungary’s eastward drift on Europe trip

Washington, Feb 9 (AFP) US Secretary of State Mike Pompeo is hoping to stall inroads of Russian and Chinese influence as he visits two of the European Union’s most quarrelsome members, Hungary and Poland.

The top US diplomat arrives Monday in Hungary and will also visit Slovakia and Poland, in each NATO ally highlighting Washington’s role in the fall of communism 30 years ago.

Poland, eager for a strong US relationship amid a resurgent Russia, is teaming up with Pompeo to hold a two-day conference on the Middle East, which has drawn limited interest as Europeans balk at President Donald Trump’s hawkish line on Iran.

Hungary has drawn especially deep concerns among Western powers as Prime Minister Viktor Orban shows growing authoritarianism, buddies up with Russian President Vladimir Putin despite Western worries over Ukraine and willfully exercises Hungary’s veto within the 28-member EU.

A US official said Pompeo will raise concerns about Orban’s support for the Russian-backed TurkStream gas pipeline, Moscow’s financing of the Paks nuclear plant in Hungary – and especially the country’s agreement to let Huawei develop its 5G mobile networks, as Washington accuses the Chinese telecom giant of undermining global security.

The right-wing leaders of Poland and Hungary have been among the few Europeans to praise Trump, sharing his hard line against refugees, his extolling of Christian values and his antipathy toward the power of multilateral bodies such as the EU.

The Trump administration initially welcomed engagement with Orban, who received the cold shoulder from former US president Barack Obama, but concerns have mounted in Washington that Hungary has moved no closer into the US orbit.

Last year, Hungary disappointed the United States by sending two suspected Russian arms dealers wanted by Washington back home.

And despite the US ambassador’s intervention, Budapest’s renowned Central European University last year said it was moving key programs to Vienna due to tough requirements imposed by Orban on institutions it considers foreign.

The university was founded by US-Hungarian billionaire philanthropist George Soros, an outspoken proponent of liberal values, who is vilified by the far-right in both countries with imagery that is at times anti-Semitic.

The State Department said that Pompeo would not shy away from raising concerns with Orban and would meet in Hungary with civil society groups.

Orban’s chief of staff Gergely Gulyas scoffed at Pompeo’s meeting with non-governmental groups, telling reporters: “If a US foreign minister meets organizations receiving support from America, then no one should be surprised about that.” 

The US official adamantly defended engagement with Hungary, saying the Obama administration paid too little attention to Central Europe while Putin visited Budapest twice last year alone.

“We have to show up or expect to lose,” the official said.

“Those vacuums that were created by the US not being more strongly present in these places, they do get filled and they have gotten filled,” he said.

But Joerg Forbrig, an expert on Central Europe at the German Marshall Fund of the United States, said that Orban is a wily politician who knows that Washington has even less leverage over him than the EU, which he has defied for years despite the bloc’s power of the purse over Hungary.

“This small country called Hungary, whether it’s on Western values or traditional partnerships or existing integration schemes like NATO and the EU, they are completely spitting at this, and very consciously,” Forbrig said.

He doubted that the United States and European Union could coordinate much on Hungary in light of Trump’s poor relationships with major European allies such as Germany and France.

“I’m not sure Orban will be quite laughing Pompeo out the door, but I’m not sure he’s taking his trip very seriously,” Forbrig said.

Citizenship Bill will in no way cause harm to Assam & NE: PM

Changsari (Assam), Feb 9 (PTI) Prime Minister Narendra Modi Saturday assured the people of Assam and the North East that the citizenship bill will in no way cause harm to their interest.

He was addressing a public rally here in the Assembly constituency of Assam health minister and BJP-led NEDA convener Himata Biswa Sarma.

“It is a national commitment to the people of the North East that they will not be harmed in any way and citizenship will be only granted after due investigation and recommendation of the state governments,” Modi said. 

It must be understood that there is a difference between those who forcefully entered the country and those who were “forced to flee their homes to save their lives due to their faith. Both are not the same”, he said.

“We have committed to provide shelter to those who are minorities in neighbouring countries and had to leave everything due to the atrocities inflicted on them. They have come to our country and embraced the idea and ethos of Mother India,” he said.

The BJP is committed to implement the 36-year old Assam Accord and a committee set up on the implementation of its Clause 6 is a step in that direction, Modi said.

The BJP-led NDA government is committed to protect the language, culture, resources, hopes and aspirations of the people of Assam and North East, he said.

The prime minister also said the BJP government was committed to make Assam the oil and gas hub of the country and in the last four years projects worth Rs 14,000 crore have been completed.

Govt announces Rs 5 lakh ex-gratia each for kin of those killed in avalanches, shooting stones

JAMMU, FEBRUARY 09: The Government has, on the directions of Governor Satya Pal Malik, announced ex-gratia of Rs 5 lakh each for the next of kin of those killed in snow avalanches and shooting stones at various places across the State during the recent snowfall.

Expressing deep grief over the loss of precious human lives in these tragic incidents, the Governor lauded the efforts of the rescue teams and local volunteers for accomplishing the challenging task of search and rescue operation despite facing extreme weather conditions.

He also expressed condolences with the bereaved families and directed the health department to provide best possible medicare facilities to the injured.

Pertinently, eight persons including six Police/Fire & Emergency Personnel and two civilians were killed and three others injured in a tragic incident when an avalanche struck north portal of Jawahar Tunnel in Qazigund area.

Three Police Personnel rescued from Jawahar Tunnel avalanche are undergoing treatment.

In another incident a couple was killed when an avalanche hit their house at Sund Brari in Kokernag area. A youth was killed in a similar incident at Chairhaar in district Baramulla.

In Jammu division, two persons died and two others were injured in landslide and shooting stones in Ramban area on Srinagar-Jammu highway.

Similar incidents took place in Bubail are of district Kishtwar and Chinkha area of Arnas in district Reasi.

The Government has asked the Divisional Commissioners of Jammu/Kashmir to immediately release ex-gratia relief to the next of kin of the deceased and extend all possible assistance to the injured.

Two Day Training Programme on“Sensitizing Judges on Family Court Matters” starts at High Court

JAMMU, FEBRUARY 09: Jammu and Kashmir State Judicial Academy today organised Two Day Training Programme on “Sensitizing Judges on Family Court Matters” in the State Judicial Academy, at High Court Complex, Jammu.

The District Judges and the Senior Sub-Judges of the State participated in the programme.

Chief Justice, Gita Mittal, in her inaugural address said that sensitisation of all the stakeholders on Family Court matters is the call of the Hour and that holding of such training programmes will help in creating an atmosphere where family disputes may be dealt with utmost sensitivity.

Further elaborating on the subject of the training programme, Chief Justice Gita Mittal emphasised that family harmony provides a sense of belonging and a feeling of security unlike many other types of relationships. Whether the disharmony emanates from within the family unit or from external sources, individual family member and the family as a whole can experience a range of negative emotions and consequences.

She said unresolved conflict may irreparably damage a marriage and even the entire family. She wished that the Family Courts which would become operational shortly would deal with the Family Court matters with much more sensitivity, giving appropriate priority to resolving the disputes in a humane manner.

Justice Rajesh Bindal interacted with the participants during the training session. He told the Judges that it is imperative to be innovative in approach while dealing with sensitive matters of family and incidental matters like child custody.

He advised the participants to take cue from the life experiences and try to resolve the family dispute coming to the Courts on negotiated settlement, and in this process to inspire the parties to choose alternative modes of dispute resolution rather than involving themselves in procedural wrangling in the regular trial proceeding.

Justice Tashi Rabstan earlier in his introductory address said that it is the first training programme of Judges after enactment of Family Courts Act, 2018. He said J&K has travelled a long journey to put in place the legislation exclusively dealing with the family matters and creation of special courts for the purpose.

He also spoke about the need for having specialised courts and sensitive atmosphere for resolving the disputes pertaining to the marriage and the incidental matters. He also gave an overview of the training programme and said that a Family Court Judge has multiple roles of a mediator, a conciliator and a settler in handling the sensitive matters.

Resource Person Justice Manju Goel, Judge (Retd.) and Justice RoshanDalvi, Judge (Retd.) deliberated upon the Gender Sensitization, Gender Perspectives and Matrimonial Mediation. Justice RoshanDalvi highlighted the need of sensitisation among the Judges, Conciliators and other persons who are essential to constitute a Family Court.

She presented gender perspective which a presiding Judge has to be aware about while discharging the functions of the Court. She said that in our common behaviour we have developed in our minds some stereotypes about the role, status and the responsibilities of a woman, and it is commonly believed that a woman has the role of home maker only which is not a fact in the present scenario. It is requisite to shun such rigid ideas and to accept the reality that a woman is also an equal partner in the family and she has right of equality granted under the Constitution.

The programme shall continue on the second day with discourses of Aruna Farswani and Swati Chauhan, Principal Judges of the Family Courts in Maharastra, on Working of Family Courts and the issues related to child custody, access and visitation rights.

Budgam admin facilitates air travel for 160 GATE aspirants, stranded passengers

BUDGAM, FEBRUARY 09: District Development Commissioner Budgam, Dr Syed Sehrish Asgar today expressed her gratitude to Governor Satya Pal Malik, Advisor to Governor, Khurshid Ahmad Ganai, Chief Secretary BVR Subrahmanyam and Divisional Commissioner Kashmir Baseer Ahmad Khan for helping the district administration in arranging two special flights for GATE aspirants and stranded passengers to enable them to reach their examination venues/destinations.

The DDC who visited the Srinagar International Airport today facilitated the travel of around 160 stranded passengers including aspirants appearing in the GATE examination to be held tomorrow.

Stranded passengers/aspirants expressed their gratitude to the Governor Administration particularly to the DDC Budgam for taking pains in resolving the issue on war footing basis.

Additional Deputy Commissioner Budgam, Khursheed Ahmad Shah was accompanying Deputy Commissioner Budgam at the airport to oversaw the preparations for travel.
