Panel on asset and liabilities distribution submits its final report to Centre

Srinagar, Aug 11: A high-level committee headed by former defence secretary has submitted its report to Centre on the distribution of assets and liabilities of the erstwhile state of Jammu and Kashmir between successor Union Territories of Jammu & Kashmir  and Ladakh, sources disclosed.

Highly placed sources told news agency KNO that the panel comprising former defence secretary Sanjay Mitra, retired IAS officer Arun Goyal and retired Indian Civil Accounts Service officer Giriraj Prasad has submitted its final recommendations to the Ministry of Home Affairs on the matter.
“The report has been submitted on July 10,” they disclosed, adding that report deals with matters like manpower, machinery, power resources and other allied aspects.

Under section 85 of the Jammu and Kashmir Reorganisation Act, 2019, the Central government has established the panel for the apportionment of the assets, rights and liabilities of the companies and corporations constituted for the existing State of J&K between UT of J&K and UT of Ladakh. The panel was constituted in September last year.

In June this year, the Ministry of Home Affairs, which is overseeing implementation of the J&K Re-Organisation Act-2019, ordered provisional apportionment of J&K House, Chanakyapuri, New Delhi between J&K and Ladakh Union Territories. The move was initiated on interim recommendations submitted by the committee last year.

Earlier this month, the government also announced reservation of 4 percent seats in its engineering, medical colleges for students hailing from Ladakh Union Territory. These include 24 seats in engineering and 35 in medical colleges—(KNO)
